1 PEDESTRIAN AND BICYCLE COMMITTEE MEETING MINUTES July 11, :30 p.m. at City Hall CALL TO ORDER: The meeting was called t rder at 5:34 pm, by Tessa Jilt. 1. CONFLICTS OF INTEREST Nne 3. PUBLIC COMMENTS Mnte intrduced Michael Hffman, a ptential candidate fr the cmmittee. Michael gave a brief intrductin f his backgrund and desire t participate with the cmmittee and interest in pssibly establishing a bike shp in Rathdrum. 4. APPROVAL OF LAST MONTH S MINUTES Tm Mrgan made a mtin t apprve the May 9, 2018, Minutes. Kim Glden secnded the mtin, there being n discussin and all being in favr, mtin passed. 5. STAFF REPORT Erik Turrell intrduced Eric Paul and Alley Ukich. Eric Paul will be taking ver Ped/Bike duties fr the plice department traffic unit and attending the meetings. In May there were five bike crashes, in June there were tw; tw pedestrian crashes in May and zer in June. Year t date there have been eleven pedestrian accidents. Mst have been in parking lts; cmpared t eight last year at this time. Mst bike accidents are at the crsswalk where they are crssing n the wrng side and nt walking their bikes. Riding n the sidewalk and the wrng way n a sidewalk is a huge prblem. Mark mentined the stencil prject in the areas with the mst crashes wuld be helpful. Mnte reprted that bike racks will be put up at City Hall and at the Library entrances. Selectin f an art piece rack will take place n July 22 fr the library. Skatepark is mving right alng. Mark will be presenting the pump skills park infrmatin tnight; Mnte will d the presentatin at City Cuncil n July 17. Chris Bsley is nt here t give an update n Cmplete Streets Ordinance, but there aren t any big changes and the grup will be able t vte tnight and send n t City Cuncil. 2 6. DISCUSSION ITEMS Dwntwn Mvability Tessa reprted the educatin sub-cmmittee has been meeting the past few mnths reviewing frame signs n Sherman and accessibility. They have cme up with a newsletter fr businesses with apprval by Terry Cper and the Dwntwn Assciatin and hpe t get it ut as sn as pssible. Jamie is wrking n editing and Mark will help with imaging fr prper placement f signs t meet rdinance. The piece is pr-active t help educate business wners and the hpe is t have a fall newsletter that highlights the different seasns and the requirements fr each. Mnte ffered that the City culd print the 100 brchures. The brchure will be ed ut t the cmmittee fr feedback, and shared als with the city clerk s ffice and cde enfrcement. The deadline fr a cmpleted newsletter was set fr the end f July. The map created by Mark and Rnan included crrals and racks and will be incrprated as well. Art in Mtin Grant (Rtary) Tessa reprted that we did receive the $600 grant frm Rtary t print and update the brchures, we re just waiting n the check. Mike mentined he did the tur with sme friends and there are definitely sme areas that need crrectin as the artwrk is n lnger there, and there are new pieces. The Art Currents at Riverstne need t be added. Kim asked if there was still a plan t cmbine the bike and walking brchures. Mike mentined that Bev had hped t d that but wasn t sure if that will happen. Mnte said Bev planned t get him the draft brchures this week. Lking Glass Academy Mnte attended as did sme ther members f the cmmittee. Lts f discussin abut making streets better fr pedestrians, thse in wheelchairs, and bicyclists. Atlas Mill Site Mnte reprted that the prperty had been purchased by the city. There have been many public meetings t gather infrmatin n what the public wants at this site. Trails, public access, and parks are high n the list. There are discussins nw abut getting infrastructure and platting in place prir t selling any f the prperty fr develpment. Mark mentined that this area will be similar t Mill River, same urban pattern, nt fully accessible, but will have riverfrnt lts. Less density was high n the list and as Mark pinted ut, the less dense the mre cars needed t mve peple, the higher the density, the mre ft, bike, and ther means f transprtatin. There is a Facebk page with updates and meeting annuncements. Clarificatin: Typically per Mark s cmments, that is hw these waterfrnt prjects are develped with Mill River as an example. The Atlas waterfrnt prject is nt ging t lk like Mill River, the waterfrnt will all be accessible t the public. There is nt a specific Facebk page fr the Atlas Waterfrnt prject. 3 Jamie reprted we didn t get the grant as they were really mre fcused n senir citizen issues. We had hped fr funding f rapid flashing beacn. It was mentined that curb being mre ADA cmpliant wuld be helpful. Jamie als mentined that Chris Bsley wuld really like t get funding fr an electrnic traffic cunter. Mnte just cmpleted a traffic cunt with a camera placed n the Centennial and Prairie Trails. KMPO als laned ne t use t put n the I-95 trial. The timeframe fr cunts is 48 hurs. Mac mentined the reprt he shared frm KMPO that had cunts n the Centennial Trail already. He ffered t share that again. 7. PROJECT UPDATES Cmplete Streets Ordinance A mtin was made by Russ Hersrud and secnded by Tm Mrgan t apprve the Cmplete Street Ordinance, there being n discussin and all being in favr, mtin passed. Mnte will get with Chris Bsley abut presenting the rdinance at an upcming City Cuncil meeting. Centennial Trail Seal Cat Update Shared during staff reprt. Bike Park Mark presented the Pump Skills Flw Track infrmatin as it will be presented at the City Cuncil meeting n July 17. This area is part f the Fur Crners and BLM Master Plan apprved in The input received was fr a bike park with cyclcrss, muntain biking, and a skills track. This lcatin is near the railrad tunnel and many elements are under the I-95 Bridge. A Pump Track is a cntinuus circuit f rllers, berms, and jumps that lp back n itself. A Skills Track uses tracks, rllers, and ther skill elements, and a Flw Trail is usually machine made that is full f berms and rllers, this area is suth f the Bridge. Right nw the area is grassrts at this pint. There are lcal yuth muntain bike teams currently using the area. May need signage t let the public knw sme areas may nt be suited fr thse under 10 years ld. This area will need vlunteer wrk after each seasn. Right nw there is n funding planned fr this park. The presentatin will bring awareness f what is there. 8. SUB-COMMITTEE REPORTS Walk Friendly Cmmunity 1. Mike, Tessa, Mnte, Denise The highlights and suggestins frm the walk friendly award will be gne thrugh at a later time; this grup will meet in 6 mnths r s t identify changes frm suggestins. ROUND TABLE Mnte is starting t wrk n a Parks Master Plan update, creating a questinnaire t get a substantial number f respnses utilizing the data fr a new masterplan. The plan will include the Atlas site. There have been a number f accmplishments in ur parks and trails since the last Master Plan ten years ag. Mike mentined he read an article abut LWCF (Land Water Cnservatin Funds) ging away. Mnte stated that funds frm LWCF haven t been used in the last 10 years t purchase land. Mike-Gvernment Way bike lanes hping thse aren t frgtten. And Seltice Way, the ne side isn t finished yet, and what s happening with the 95 trail? The nrth side isn t cmplete, but will be mving frward. Mnte mentined the 95 trail is cming up with ITDs traffic flw changes t start in Tim-Parking enfrcement by Citizens n Patrl (COPS) and vlunteers were recently tld by the plice department t de-emphasize ticketing r warning cars and RVs blcking sidewalks, due t the cmplaints received by thse being cited. Wuld like t see what this cmmittee culd d abut getting instructins frm the tp dwn as t the imprtance f issuing citatins and warnings. This item will be added t next mnth s agenda. Tessa will reach ut t Amy Evans n this tpic. Russ-The new light at the intersectin f Kathleen and the Prairie Trail, wh cntrls the time? Yu have t really hustle t get acrss the street. Tessa mentined yu can reprt a prblem n the city s website, and Mnte suggested reaching ut t Chris Bsley as well. Mac-Missed the last KKAT meeting, they made a presentatin t have their nn-mtrized plan signed ff and sent t KMPO fr apprval, pretty cnfident it will pass. Planning stage fr the interchange at 95 and Highway 53 underway t red the bridge and have a cnnectr frm Lancaster t Garwd that shuld include bike paths and cnnectivity t trails. Eastside highway district had an pen huse presenting their master plan upgrades with anther planned this fall. Check int it and give yur input. Jamie-Wh versees the COPS in City Park wh drive the 4-wheeler n the trail and smetimes blck the trail? Tim mentined they are called Explrers, yuth wh are interested in law enfrcement. They need t be reminded that the speed limit is nly 15 n the trail. This wuld als be a gd tpic fr the fall mvability newsletter. Tm-The Lake City Bike Cllective is pen each Saturday frm Nn t 4 pm at the ld armry building lcated at 709 East Walnut Avenue. Everyne is welcme t stp by and vlunteer r get a bike. This weekend they will have Veterans, kids, and dnatins.
