There is a meeting regarding Veterans Centennial Park n Nvember 20, at 5:30 pm, in the Cmmunity Rm in the Library. An invitatin will be sent ut inviting this grup, we will be discussing the histry and getting input frm the public abut hw they feel abut this pprtunity. Sme ppsitin frm the neighbrs, we wuld like yu t cme. We will be ging ut fr RFQs fr the skate park. We have the mney set aside t build this upcming spring and summer. Centennial Trail meeting with the Pst Falls Parks Department cmpiling all the data fr repairs that needs t be dne fr the seal cat and repair grant. Shuld be dne by the end f next summer. Jilt: Received a letter regarding the next cmmittee chairs meeting scheduled Fri-Nv 17, I cannt make it s I m hping smene else can, it is 8-9 a.m. Mac vlunteered t cver the meeting held at the Jewett Huse. Medina intersectin with Irnwd the signal is up and running and has a feature when an emergency vehicle appraches, the crsswalk buttn says emergency vehicle appraching, clear the intersectin. When bicyclists apprach they are detected and anther 3 secnds f green time is added, and it als has the ability t cunt pedestrians, bicyclists, and mtr vehicles cntinuusly. We are putting in an RRFB the camera fr the signal at Medina can see that crsswalk and will take thse cunts as well. McCully shared big data infrmatin frm his class. He wrte t Ggle and asked t cnsider sharing lcatin data t track usage f parks and trails, tracking date, time, etc. He asked them t create a dashbard that City gvernments culd access. DeLrt mentined a cmpany called INRIX is a big data traffic cmpany, suggested Mnte lk int them. 5. APPROVAL OF LAST MONTH S MINUTES Mark Puddy made a mtin t apprve September 2017 Minutes. Chris DeLrt secnded the mtin, there being n discussin and all being in favr, mtin passed. 6. DISCUSSION ITEMS Dwntwn Assessment Mnte: Have nt met r frmed a meeting fr the cmmittee. This cmmittee will be Mnte, smene frm parking cmmissin, Sam Taylr, Terry Cper, and he thught Tessa Jilt. Will als include cmmittee members wh have been a part f the subcmmittee; Mike, Denise, and Bev. Mike and Denise wanted t bring up the sidewalk and snw remval there is a new city rdinance putting mre teeth int peple wh are nt shveling their sidewalks. Nt sure if this is cmplaint based r cde enfrcement related. Turrell believes it wuld be cmplaint driven. 7. PROJECT UPDATES Dwntwn Bike Parking Master Plan Mnte: Nthing new has happened with this., He checked n the t bike stencils he received last mnth and they weren t fr the bike lanes they were fr sidewalks dwntwn. Chris DeLrt vlunteered t help. Mnte will get sme bike lane stencils rdered, they are much hardier. 15 th street will be ne t start with. Data, crash, r experience driven will help determine where the stencils wuld wrk best. Mark Puddy suggested decals like; ride with traffic, use lights at night, ride in the bike lane, might be three gd nes. He vlunteered t be n the dwntwn assessment cmmittee. He has been wrking with an app n his phne that wuld wrk well with smething like the dwntwn assessment. Mnte asked fr peple t him when they can meet t fllw thrugh with Cuncil n the bike racks and present smething t them early in spring. Bikeshare Mnte: Has a phne call with Zagster t find ut where we are at, may make a decisin t lk int anther cmpany, there are many newer mdels ut there that may r may nt be less expensive. Nt sure if we have the third business t get this ging. We have Riverstne and STCU dwntwn nbard. NIC has backed ut. We Page 2 f 5

Cmplete Streets Ordinance Mnte: Everyne shuld have read it, we added t get apprved, the checklist n the back. Please g thrugh the checklist s we can vte and take this n fr apprval. Russ Hersrud made a mtin t apprve the rdinance and checklist as presented, Mike Fuller secnded the mtin, all were in favr, mtin passed. This item will g t the next General Services meeting. Mnte will let everyne knw when that meeting will be. Mullan Avenue Mnte: Received apprval frm Sam Taylr fr the 4-5 questins fr the dr-t-dr survey. He will get that set up and get vlunteers t get ging. We thught abut using a tablet with survey mnkey, but ding n ur phnes and checking the answers will wrk. It will be easier. We will track wh isn t hme, we want t get everyne and have a dr hanger that tells them where they can g. A Ggle frm culd be used with the first questin being their address. Amy H. will send Mnte the infrmatin. Wuld like t d the surveys this mnth. The NICTF has given us their kay regarding changing the designatin f the Centennial Trail t Mullan but Mnte believes that shuld wait until we change the bike lane structure and that cant happen until the city agrees t put sidewalks n Mullan frm 15 th t 19th. May need t g t Cuncil next year r the year after. The Yung survey wuld be t get feedback frm the residents abut the bike bulevard and stage tw that has blcked ff lanes. Mnte will send the questins ut t the cmmittee members fr their input. Send changes r edits back and we ll get the lgistics put tgether fr mving frward. Recruiting a Member t Replace Bev Her psitin is General Member-Senir Citizen (retired). Mnte will place an ad n Facebk and an annuncement can be made at City Cuncil, and a newspaper ad placed. Mnte did talk t her abut her daughter-in-law, Alicia Mss, a lawyer. She is als being pursued fr the KEA bard. 8. SUB-COMMITTEE REPORTS Safe Rutes t Schl 1. Amy Hfer, Mike, Tm Amy will get back int the sub-cmmittee. Chris Bsley will be sending Amy an regarding the Let s Mve prgram as they are lking at crdinating with this prgram and reaching ut t the schls in the district. Walk Friendly Cmmunity 1. Mike, Tessa, Mnte, Denise Tessa reminded the grup that this needs t be get dne. Chris Bsley said he finished the engineering prtin tday. We need t decide t submit nw r wait 6 mnths when we have safe rutes established and the RRFBs installed. The deadline Page 3 f 5

4 is December 15 th. Mnte will wrk n the cmmunity prfile and get with varius city departments t fill in sme f the questins. Mnte said he can have it dne by then, but if asked the cmmittee if they wanted t wait until the fllwing summer applicatin date s they culd get the Safe Rutes t Schls prtin dne. We received hnrable mentin the last time. Yu receive a reprt card that tells yu what yu need t d fr a better rating. Educatin and Encuragement prtin has questins abut safe rutes t schl. If we are ging t submit in December, we need t have a plan t get that accmplished. Mnte will input sme infrmatin and everyne can access the dcument simultaneusly, Mnte will gave ut lgin infrmatin. We ve talked abut adding new bike lanes that are in the plan and sme that aren t. Mnte has mapped ut the bike lanes. There is a lng list, with time and mney being the big factrs. Sme f them wuld likely require public utreach t have a meeting with all in ne meeting, r separate meetings fr varius lcatins. Harrisn is ging t be tugh, as will Riverstne Drive frm Seltice t Lakewd. There was discussin abut the number f peple parking n-street at Bardenay s. The questin was asked if remving the parking and adding bike lanes wuld be a hardship fr the emplyees that park n the street. It was mentined that the parking lt acrss the street nrmally has many pen spts but peple are parking n the street s they dn t have t walk the extra few feet. The questin was asked if the number f parking spaces required by planning included the n-street parking spts. On-street parking wuldn t have been smething they cunted n as parking fr businesses. Mac vlunteered t help. Mnte: Cnference rm being put in upstairs at City Hall will wrk well fr ur grup. Asked fr letters f supprt fr the fthills trail. Heard back frm ITD they have been very helpful in hw t frame the cnversatin internally with ITD. If this ges well, will ask fr mre supprt fr a trail alng I-90. Prairie Trail t Ramsey, then Ramsey t 95, then 95 t Gvt Way t flw int a bike lane n Gvt Way. At Ramsey it wuld g t the intersectin and then cme back dwn. Wrk currently started 95 trails t Sandpint, it dead ends at Appleway, if there was a cnnectin t I-90 acrss the freeway, wuld be a big win. Chris mentined that the I-90 verpass bridge will be recnstructed and nw wuld be a great time t start the discussin n adding a bike trail t the future bridge. Mike shared that mst f the ITD flks at the meeting he attended are avid cyclists. Fllw up with ITD regarding input frm this cmmittee. 5 Chris LeLrt: I m ging t be mving t Salem, Oregn, next mnth. May r may nt be at the next meeting, he has talked t smene at his ffice abut jining the cmmittee. Eric: PD has mini grants $1,000-$3,000. If this cmmittee identified areas f cncern, culd apply t help. Officers are paid vertime t help carry ut these items.
