2 2019 HANDBOOK FOR THE AQHA CENTRAL, AQHA WEST, NUTRENA EAST and AQHA CATTLE LEVEL 1 CHAMPIONSHIP SHOWS RULES AND REGULATIONS Effective Date and Repeal These rules becme effective January 1, 2019, fr the cnduct f the AQHA Central, AQHA West, Nutrena East, and AQHA Cattle Level 1 Champinships f 2019 (hereinafter knwn as Level 1 Champinships unless therwise stated). The Level 1 Champinships shall be gverned by the rules and regulatins f the AQHA Official Handbk, this Handbk, Oklahma State Fair Rules and Regulatins, Suth Pint Rules and Regulatins, Wrld Equestrian Center Rules and Regulatins and Lazy E Rules and Regulatins. All participants and wners agree t abide by such rules and regulatins, and all decisins made by shw management will be final. WALK/TROT, ROOKIE AND LEVEL 1 COMPETITOR ELIGIBILITY Eligibility is determined n a class-by-class basis (i.e. yu may be eligible fr sme classes but nt thers) Walk/Trt eligibility Riders entered in a walk/trt class cannt shw in the crrespnding lping/cantering class. Exhibitr must be Level 1 eligible t enter walk/trt; eligibility is determined by class. Rkie eligibility is based n the exhibitr and hrse s eligibility as f January 1, Rkie eligibility print-uts fr EHIBITORS and HORSES are required Level 1 eligibility is based n the exhibitr s eligibility as f January 1, Level 1 eligibility print-ut fr EHIBITORS is required 2

3 NOTE: An exhibitr can cntinue t shw in Level 1 classes fr which he/she wn at a Level 1 Champinship shw, if Level 1 eligible therwise; hwever, he/she is n lnger eligible t cmpete in that class at any future Level 1 Champinships. (AQHA Rule SHW245.3 regarding Level 1 eligibility) LEVEL 1 ELIGIBILITY (2018) T be eligible fr Level 1 cmpetitin, an individual may NOT: Have exceeded the pint cap fr that class; Have earned a superir award in a particular class in any equine rganizatin with a membership f mre than 7,500 members (including AQHA); Have placed in the tp three at any AQHA wrld shw in a particular class; Have wn a wrld, reserve wrld, natinal r reserve natinal champinship title in a particular class (excluding Level 1 classes) in any equine rganizatin with a membership f mre than 7,500 members (including AQHA); Have wn an internatinal r reserve internatinal title fr that particular class at the Eurpean Champinships r German Champinships regardless f whether the internatinal class in questin was an AQHA apprved class Have wn a ttal f $5,000 in cash and/r prizes with any equine rganizatin Have been an accredited hrse shw judge r wh has trained prfessinally Ownership f the hrse is nt required t participate in Level 1 classes If a cmpetitr wn a Level 1 Champinship, he/she cannt shw in that same class at future Level 1 Champinships. Hwever, that exhibitr can cntinue t shw in that class at AQHA shws (excluding the Level 1 Champinships) until he/she meets the pint level. The exhibitr being mentined can als still shw at the Level 1 Champinship in any ther class(es) fr which he/she is still Level 1 eligible Eligibility is frm January 1 December 31. On January 1, 2018, if that exhibitr is Level 1 eligible, they are eligible t cmpete at the 2019 Level 1 Champinship f their chice in the Level 1 classes fr which they are eligible. COMPETITING AS A ROOKIE EHIBITOR T be eligible t enter any f the 2019 Level 1 Champinships, a Rkie exhibitr must: Be Rkie eligible in the class they wish t enter as f January 1, 2019 Be an AQHA member at the time f entry and at the time f the shw ROOKIE ELIGIBILITY (2019) Rkie eligibility is based n lifetime achievements (in pen, amateur and/r yuth Divisins) f exhibitr and hrse. Fr an exhibitr t be Rkie eligible: That exhibitr must have earned fewer than 10 lifetime pints in that class in any divisin; pen, amateur r yuth. The exhibitr may als nt have wn $5,000 r mre in any equine rganizatin r assciatin by class. Fr a hrse t be Rkie eligible: The hrse must have earned fewer than fifty (50) lifetime pints in that class in any divisin; pen, amateur r yuth. The hrse may als nt have wn $1,000 r mre in any equine rganizatin r assciatin by class. The pint and earnings limit des nt apply t hrses in ver fence classes. Eligibility is frm January 1 December 31. On January 1, 2019, if that exhibitr and hrse are Rkie eligible, that team is eligible t cmpete at the 2019 Level 1 Champinship f their chice in the Rkie classes fr which they are eligible. Ownership f the hrse is nt required t participate in Rkie level classes. 3

4 Rkie classes will be held as all-age amateur and all-age yuth classes. Rkie classes will be held separately frm Level 1 classes and, if the hrse/exhibitr are eligible, may shw in bth. OTHER INFORMATION It is nt required that the exhibitr wn the hrse. The hrse must be a registered American Quarter Hrse and the exhibitr must be a current amateur r yuth member in gd standing with AQHA. If a membership will expire prir t the Level 1 Champinships, the membership can be renewed at the time f the shw. An exhibitr may shw up t three hrses in individual wrking events, s lng as they are prperly eligible. A hrse/exhibitr may cmpete in a Level 1/Rkie/Walk Trt amateur r Level 1/Rkie/Walk Trt yuth class at nly ne Level 1 champinship in a year. Fr example, if the hrse and/r exhibitr cmpetes in the 2019 AQHA Central Level 1 Champinship in ranch riding, they cannt then cmpete in ranch riding at any ther Level 1 Champinships. Hwever, if that hrse/exhibitr cmpetes in ranch riding at the AQHA Central Level 1 Champinship, they can shw in any ther class (shwmanship, halter, reining, etc.) at a different Level 1 Champinship. All hrses are subject t drug testing under the prvisins f Rule VIO253 f the 2019 AQHA Official Handbk. Because stallins are nt allwed in Level 1, Rkie r Walk Trt classes, they will be prhibited frm the shw grunds. An entry number will be assigned t every hrse by the shw secretary. A hrse cannt be shwn in bth halter and perfrmance halter. The exhibitr/wner must chse between the tw. A hrse is eligible t be shwn in perfrmance halter s lng as that hrse: Has earned a Racing ROM; Has earned a Perfrmance ROM prir t January 2010; Has earned a Perfrmance ROM after January 2010 s lng as their recrd reflects they have earned at least five r mre AQHA perfrmance pints in riding classes (except in shwmanship). SUBTITUTIONS Shuld a hrse entered in a 2019 Level 1 Champinship die, the exhibitr wning the hrse may substitute and participate with anther hrse in shwmanship, hrsemanship, hunt seat equitatin and equitatin ver fences. The apprpriate shw ffice must be ntified by nn the day prir t the apprpriate class and be prvided a written statement reprting the death f the hrse, alng with the riginal registratin certificate that can be marked t indicate the hrse is deceased. Exhibitrs wh enter in any class nt listed in the bullet pint abve, may participate with anther hrse if the riginal hrse dies befre the entry deadline, s lng as the apprpriate shw ffice is ntified by nn the day prir t the apprpriate class and is prvided a written statement reprting the death f the hrse, alng with the riginal registratin certificate that can be marked t indicate the hrse is deceased. If a hrse becmes severely injured r disabled, a substitute will be allwed s lng as a written statement is prvided with the entry(ies) by an AAEP-apprved veterinarian stating the severity f the debilitating injury r illness, and lack f the prbability f shrt-term recvery. The apprpriate shw ffice must be ntified by nn the day prir t the particular class. ATTIRE A hard hat and full harness are mandatry requirements at all times while jumping ver fences anywhere n the grunds. PLEASE REFER TO RULE SHW320.2 f the 2019 AQHA Official Handbk, WHICH STATES: It is mandatry fr riders in all hunter, jumper and equitatin ver fence classes, including hunter hack, where jumping is required and when jumping anywhere n the cmpetitin grund t wear prperly fastened prtective headgear that meets ASTM/SEI standards r equivalent internatinal standards fr equestrian use. The helmet must als be prperly fitted with harness 4

5 secured. It is mandatry that all yuth wear an ASTM/SEI apprved hard hat with harness during all English classes including flat and ver fence classes. It is recmmended that Amateurs wear an ASTM/SEI apprved hard hat with harness in all English classes. AQHA rules cver the required apparel fr each class; hwever, this is a unique equine event that will mst likely appeal t spectatrs; therefre, exhibitrs are urged t be neat and clean at all times. Dcumentatin frm an AAEPapprved veterinarian stating the severity f the debilitating injury r illness is required. Stall, drug, bstacle and entry fees will be refunded; hwever, ffice fees and cattle charges will be nt be refunded. Illness, accidents r ther incidents cncerning peple will nt be eligible fr refund. 9 ASSUMPTION OF RISK / INDEMNITY Participants (and, if 17 years ld r yunger, participants parents and/r legal guardians) agree that they understand the nature f Level 1 Champinship Shw participatin and attendance activities ( Activities ) and that the Activities include, but are nt limited t, inherent risks f equine activities that may result in prperty damage and bdily injury, including, but nt limited t, permanent disability, paralysis, and death (cllectively risks ); that such risks may be caused by participant s wn actin r inactin, the actin r inactin f thers participating in the activities, the cnditin f the premises at which the activities take place, and/r the negligence f the releasees named belw. Participants understand that inherent risk f equine activities means dangers r cnditins that are an integral part f equine activities, including, but nt limited t, any f the fllwing: (a) the prpensity f an equine t behave in ways that may result in injury r lss t persns n r arund the equine; (b) the unpredictability f an equine s reactin t sunds, sudden mvements, unfamiliar bjects, persns, r ther animals; (c) hazards, including, but nt limited t, surface r subsurface cnditins; (d) a cllisin with anther equine, anther animal, a persn, r an bject; and (e) the ptential f an equine activity participant t act in a negligent manner that may cntribute t injury r lss t the persn f the participant r t ther persns, including, but nt limited t, failing t maintain cntrl ver an equine r failing t act within the ability f the participant. A PARTICIPANT FULLY ACCEPTS AND ASSUMES ALL SUCH RISKS AND ALL RESPONSIBILITY FOR LOSSES, COSTS, AND DAMAGES PARTICIPANT INCURS AS A RESULT OF PARTICIPANT S PARTICIPATION IN THE ACTIVITIES. AWARDS HIGH POINT ROOKIE AWARDS The high pint rkie awards will be given t the highest scring Rkie Yuth exhibitr and the highest scring Rkie Amateur exhibitr. T be eligible, the hrse/exhibitr cmbinatin must cmpete in at least three Rkie classes at the shw and be Rkie eligible. Walk/Trt classes d nt cunt twards High-Pint awards. ENGLISH AND WESTERN HIGH-POINT AWARDS; CHAMPION The English and western high-pint awards will be given t the highest-scring yuth 13-&-under, yuth 14-18, amateur and Select amateur wh did nt place in the tp three in the all-arund cmpetitin and wh cmpeted in at least three f the classes listed belw: High-Pint Western: halter; trail; hrsemanship; reining; ranch riding; shwmanship; western riding; western pleasure; barrel racing; ple bending; stake race High-Pint English: halter; hunter hack; hunter under saddle; hunt seat equitatin; equitatin ver fences; shwmanship; wrking hunter Walk/Trt classes d nt cunt twards High-Pint awards. 9

10 HALTER CHAMPION OF CHAMPIONS A Level 1 Yuth and Level 1 Amateur Halter Champin f Champins and Reserve Halter Champin f Champins will be named. In yuth, the winners f each halter class (ten classes yearling geldings, 2-yr-ld geldings, 3-yr-ld geldings, aged geldings and perfrmance halter geldings; yearling fillies, 2-yr-ld fillies, 3-yr-ld fillies, aged mares and perfrmance halter mares) will be brught back t be judged in ne class, where the judges will name the Champin f Champins in Level 1 Yuth. ALL-AROUND AWARDS TABULATIONS All-Arund hnrs will be presented t a Level 1 Amateur, Level 1 Select Amateur, Level 1 Yuth 13 & Under and Level 1 Yuth If the exhibitr is 50 years f age r lder by the entry deadline and intends t shw in any class that is nt designated as a Select class, that persn must infrm the shw ffice if he/she will be cmpeting as an Amateur r as a Select Amateur fr All-Arund calculatins. If the exhibitr des nt declare whether he/she will cmpete fr the Amateur r Select All-Arund award, any pints earned in thse classes will be cnsidered as Amateur All-Arund pints. T be eligible fr all-arund hnrs, a hrse/exhibitr cmbinatin must cmpete in at least three ttal classes in three r mre different categries. 12 GENERAL JUDGING/MONITORING PROCEDURES All AQHA events will be judged accrding t the rules listed in the AQHA Official Handbk. N ther publicatin will supersede the rules f the AQHA Official Handbk, r the Level 1 Champinships Handbk, including the shw prgram. Judges shall examine and check fr lameness in all hrses brught int any class. In bth perfrmance and halter classes, a hrse shall autmatically be disqualified if tw r mre judges call the hrse lame during the class. If it is determined that an entry des nt fit the criteria f Rule SHW325 f the AQHA Official Handbk f being bviusly lame, the hrse will nt be excused and will remain in the arena. There will be three judges fr all classes, and their placings will be cmbined. Judges will scre each class independently and will place thrugh 15 places. In placed classes, judges individual scre r placing cards will be given t shw management fr tabulatin. Ties: Placed events: If the ties cannt be brken by ttaling judges placings, it will be dne by using a tiebreaker judge. Judge n. 1 is the first tie-breaker; if judge n. 1 did nt use any f the tied hrses, then judge n. 2 becmes the tie-breaker judge; if judge n. 2 did nt use any f the tied hrses, then judge n. 3 becmes the tie breaker; until the judge is fund that used at least ne f the tied hrses. This judge s placing will be used t break the tie. This methd, and nly this methd, will be used t break all ties in placed events. Please refer t the chart belw fr numerical scres in placed classes nly: Timed events: Any hrse receiving n time n its first run is eliminated. If there is a tie fr the Level 1 Champinship, the tie will be run ff until there is a winner. Scred events: If the ties cannt be brken by ttaling judges placings, it will be dne by using a tiebreaker judge. A run will nt be reviewed if, after giving back the penalty pints in questin, the exhibitr s scre wuld nt be enugh t place in the tp ten. The mnitr system will be used t review any lack f cncurrence in scres r times when majr penalties, disqualificatins, zer scres, n times are invlved (hereafter Majr Penalties; see specific classes), r when a judge requests a review. 12

13 Lack f cncurrence cncerning lameness r nn majr penalties will nt be reviewed. A penalty review will nt have any impact n the run cntent. The judge may nly add r subtract the penalty value t the scre. All penalty reviews will take place during the next drag, break, r at the end f the class. It is pssible that a public annuncement may nt be made that an exhibitr s perfrmance is being reviewed. Regardless f whether a public annuncement is made, n scres r times are fficial until penalty reviews are cmpleted. N judge shall be required t change his/her scre fllwing a vide replay. Each judge s decisin is an individual call and based n the individual decisin frm a vide replay. Mvement f hrses in any class will be at the discretin f the judge; hwever, hrses will nt be pulled ut r lined up in placing rder by any judge at any time, except as directed by shw management. Any clear evidence f fresh bld n the hrse, including, but nt limited t, the nse, chin, muth, tngue r gums, regardless f cause, shall be cause fr disqualificatin. A cntestant will be disqualified and immediately excused fr abuse f a hrse. RULES FOR SPECIFIC CLASSES BARREL RACING/POLE BENDING/STAKE RACE In all barrel and ples classes, the fllwing disqualificatins will be mnitred: Failure t fllw pattern. Excessive use f whip, rpe, crp, bat r reins anywhere n the hrse. In the case f electric timer malfunctin, re-runs may be required as directed by shw management and their decisin shall be final. CUTTING Three (3) and five (5) pint penalties may be mnitred. HALTER/PERFORMANCE HALTER In all halter classes, hrses will walk t the three judges ne at a time. As the hrse appraches, the judges will step t their right t enable the hrse t trt straight t a cne placed 50 feet away. At the cne, the hrse will cntinue trtting, turn t the left and trt tward the left wall f the arena. After trtting, the hrses will line up per the ring steward s instructins. The fllwing hrses may nt be shwn with an allwed lip crd; weanlings; mares f any age; geldings f any age; any hrse shwn in a perfrmance halter class, and; Manners f hrses: A well-mannered hrse is defined as a hrse that is under cntrl by the exhibitr while tracking and standing fr inspectin such that it may be exhibited safely and viewed safely by the judge. The hrse shuld stand reasnably still and flat-fted. At their discretin, the judge may fault a hrse that is prly mannered (including, but nt limited t, biting, rearing, striking r bucking) but des nt disrupt r endanger ther hrses r exhibitrs arund them, and is able t be inspected by the judge. A hrse that is excessively unruly r pr mannered (see Rule SHW362 f AQHA s Official Handbk), nt clearly under the cntrl f the exhibitr, and/r disruptive t the pint that the safety f ther hrses r exhibitrs r the judge is jepardized, shuld be disqualified and excused frm the class. 14 Any hrse that becmes detached frm its handler and is n lnger under cntrl by the handler will autmatically be disqualified and excused. If a particular hrse exhibits pr mannerisms (i.e. rearing, kicking, backing r falling int thers, etc.) causes ther exhibitr(s) t lse their hrse(s), nly the initiating hrse will be disqualified and excused. The decisin f the judge(s) and/r ring steward(s) will be final. Any hrse that has fallen will autmatically be disqualified and excused. A hrse is cnsidered having fallen when n his r her side with fur feet extended in the same directin. REINING Zer (0) scres, n scres, tw (2) pint penalties, with the exceptin f marker penalties, and five (5) pint penalties may be mnitred. SHOWMANSHIP Shwmanship is a placed class. TIE-DOWN/BREAKAWAY/HEADING/HEELING In tie-dwn rping, the rper may thrw nly tw lps and must be dne s within a neminute time limit. The ne-minute time limit is frm the time the calf leaves the chute until the rper signals the time is cmplete. Althugh the time limit stps when the rper signals the 14

15 TRAIL tie is cmplete, the hrse will cntinue t be judged until the rider has munted the hrse and ridden frward. Breakaway rping will be placed by the fastest time. Zer, tw, three and five pint penalties may be mnitred: Any attempt by a cntestant t psitin his hrse behind the barrier, enabling the cntestant t rpe the animal withut attempting t leave the bx. In breakaway, that the lp passes ver the head f the calf. In breakaway, a cntestant that breaks the rpe frm the hrn by hand r tuches the rpe r string after the catch is made. In heading/heeling, the rpe nt being wrapped arund the saddle hrn at least ne cmplete turn. Under n circumstances will the run cntent r any tw pint penalties r ne pint penalties be adjusted. In the heeling class, any head catch made by the header must be a legal catch. Legal catches are bth hrns, half-head and arund the neck. Anyne with a current AQHA membership riding a registered American Quarter Hrse may assist in heading and/r heeling. Zer (0) scres, three (3) pint and five (5) pint penalties will be mnitred. Only tw refusals are permitted at any bstacle in the trail class. After tw refusals, the cntestant must g t the next bstacle. WORKING COW HORSE/BOING All exhibitrs will cmplete their reined wrk and will immediately fllw with wrking the cw. The judges may, at their discretin, award new cattle t enable the cntestant t shw his r her hrse s ability n the cw. Hrses shuld keep wrking until the judge blws the whistle. If exhibitr quits wrking befre the judge blws the whistle, a scre f 0 will be given. All hrses must be shwn in the same bit, snaffle, hackamre and reins in the cw wrk that was used in the reined wrk. One scre will be tabulated frm the reined wrk and ne scre will be tabulated frm the cw wrk. A ttal scre will then be tabulated frm bth wrk scres. 15

WARM-UP ARENA GUIDELINES Prhibited devices may be nt be used anywhere n the grunds. When riding as practice r in cmpetitin anywhere n the grunds, please keep in mind Rule SHW305.8 f the 2019 AQHA Official Handbk pertaining t the use f a curb strap: When a curb bit is used, a curb strap r curb chain is required, but must meet the apprval f the judge [r AQHA steward], be at least ne-half inch in width and lie flat against the jaw f the hrse. Curb chains cannt be tied t the bit with string r crd. PHOTOGRAPHY AND VIDEOGRAPHY OF THE LEVEL 1 CHAMPIONSHIPS AQHA may film and/r phtgraph all wners, trainers and exhibitrs, tgether with all hrses participating in the varius events f the champinships, t cmpile AQHA publicity ftage, instructinal films, a telecast r live Webcast f the event, etc., as it determines. Furthermre, frm time t time, AQHA receives requests frm varius surces fr permissin t film and/r phtgraph the champinships t be used in the develpment f instructinal and prmtinal materials. This includes class perfrmances. The majrity f this material is develped by university extensin prgrams as judging materials and is used fr cmparative purpses. By participating, wners, trainers and exhibitrs agree that n cmpensatin shall be due frm AQHA, Nutrena r any ther party fr the publicatin and/r bradcast f their likeness, picture, name, etc. Please refer t Rule GEN111 f the AQHA Official Handbk. Exhibitr understands, agrees and acknwledges that fficial AQHA Level 1 Champinships videgraphers and phtgraphers and mass media apprved by AQHA have full access t the AQHA Central Level 1 Champinship, AQHA West Level 1 Champinship, the Nutrena AQHA East Level 1 Champinship and the AQHA Cattle Level 1 Champinship at any time.
