The New Mexico State Fair is structured under the auspices of a commission appointed by Governor Susana Martinez, which delegates authority to a general manager, also appointed by the Governor, to manage day to day operations of the Fair and EXPO New Mexico. The Commission plays a critical role in influencing and directing the identity and purpose of the annual fair as well as EXPO New Mexico in the interim. They provide critical guidance with regard to policy and operations. The General Manager is Dan Mourning and the commissioners are as follows: Larry Kennedy, Chairman, Albuquerque David Hossie Sanchez, Secretary-Treasurer, Albuquerque Charles Chuck Brown, Albuquerque Bill Lee, Gallup Xavier Jurado, Las Cruces In 2016 the New Mexico State Fair Commission met quarterly, with three of those meetings taking place in locations outside the Albuquerque area. There was consensus among the commissioners that as an event which draws families from throughout New Mexico and represents everything that is special about our state, it was important to outreach to communities beyond Albuquerque. In addition to the first meeting of the year which was held in Albuquerque, other meetings were held in Las Cruces, Gallup and Santa Rosa.

The Honorable Susana Martinez, Governor Dear Governor Martinez: On behalf of the New Mexico State Fair Commission, I am pleased to provide you with the 2016 annual report for the New Mexico State Fair and EXPO New Mexico. It reflects a year s worth of successful events including our namesake event primary to our mission, the annual New Mexico State Fair. We are proud that once again, this year s fair reflected New Mexico s rich agricultural history, unique culture and talented arts and craftsmen and musicians. We were fortunate to have a strong and effective police presence thanks to the efforts of the New Mexico State Police and a solid reputation as a fun, family friendly entertainment option which is a good value for the dollar. Our consistently successful fair was strengthened by our ongoing partnership with carnival provider Reithoffer Shows, which delivered an exceptional midway experience that was extremely well received by fairgoers. The 2016 fair was popular with visitors and New Mexicans alike, with almost 500,000 people attending this year, an 8% increase over last year s fair saw significant improvements in our capabilities to provide parking and transportation options for visitors to the fair. The new park and ride parking lots which were complemented by open air trams resulted in 65,000 people taking advantage of this unique transportation option. Additionally, the fair entered into a first of its kind partnership with UBER for which 4,000 people took advantage of the ride sharing opportunity, enjoying a dedicated gate with direct access into the midway, as well as an UBER Lounge with a comfortable seating area including refreshments for folks waiting for a ride. PRCA Rodeo was once again a popular event and highlights of the fair included a sold out Dwight Yoakam concert in Tingley Coliseum. Additional highlights can be found in our by the numbers summary within the report. These numbers demonstrate that the fair is so much more than an entertainment event, but also a community and statewide partner in making New Mexico a great place to live. In addition to the fair, as a year round events center, EXPO New Mexico hosts over 175 events every year. We continue to be home to premier festivals such as the Rio Grande Arts and Crafts Festival, the Chocolate and Coffee Fest and the Contemporary Hispanic Winter Market. Interim concerts were very well attended, including G-Eazy in Tingley in February and Rebelution at Villa Hispana. EXPO was the site of many exceptional gatherings, such as equestrian shows, home and garden shows, concerts and the Duke City Gladiators football team, which played several games in Tingley Coliseum in For the second year in a row, EXPO was home to the biggest and best Halloween entertainment in the state breaking Guinness records with the longest Haunted House in the world. We continue to focus on providing the best events, facilities and entertainment that the state has to offer, and were pleased to be chosen as the site for the 2017 Gathering of Nations Pow Wow. We are proud of these accomplishments and look forward to what the future has in store for EXPO New Mexico. Sincerely, Dan Mourning

MISSION STATEMENT The entity known as EXPO New Mexico is responsible for operating and maintaining, for public benefit, a year-round service-oriented events and entertainment facility and to maintain event venues for public use and benefit which help build the infrastructure for the annual New Mexico State Fair authorized in state statutes, , et seq (NMSA 1978). Additionally, EXPO New Mexico is charged with creating an annual State Fair experience that reflects and showcases New Mexico s industries including agriculture, the arts, science and technology, as well as its traditions, the diversity of its people and promoting youth development and education for all ages. VISION STATEMENT To be recognized as a unique, dynamic, family-oriented and profitable venue for arts, culture and entertainment. EXPO New Mexico is committed to providing nationally recognized event facilities that produce the highest quality annual State Fair possible along with a wide variety of other events throughout the year. OVERVIEW In addition to the annual New Mexico State Fair, EXPO New Mexico currently hosts over 175 events and meetings annually, with the majority of those being repeat clients. Though still considered a state agency, EXPO New Mexico is unique in that it is an enterprise fund, meaning it provides goods or services to the public for a fee, and must earn enough revenue to be self-sustaining. As such, it follows generally accepted accounting principles. It is one of very few government agencies structured in this way, responsible for raising its own operating budget. Monies are raised through admission ticket sales, parking fees, and rental and entry related fees charged for goods and services provided by the agency, as well as revenues derived from the Flea Market, lease agreements with the Downs at Albuquerque and other partners. EXPO New Mexico does not receive any general fund allocation and only receives a small portion of the annual budget for capital improvements to buildings and infrastructure, but no other taxpayer money is provided via the state budget. EXPO employs a small staff year round to support both the State Fair and myriad other events. This small staff provides outstanding customer service and the best experience possible to all Fair and EXPO patrons. Though there is significant competition in the form of casinos and upscale entertainment venues, we strive to provide a great entertainment experience at Tingley Coliseum and each of the additional live entertainment venues. In the last several years, EXPO leadership has established improvements to the grounds and facilities as a top priority of EXPO New Mexico, and to continually work to maintain the property as a premier destination for arts, culture and entertainment in New Mexico. Presenting a first-rate fair experience involves a year round commitment to planning and preparation, which begins almost as soon as the current year s annual event is closed out. Tasks include booking talent, securing sponsors, conceiving and creating advertising campaigns, booking vendor space, arranging livestock and other shows, and drafting the annual premium book, just to name a few. 1

RESPONSIBILITIES BY DEPARTMENT Accounting The Accounting and Finance Department maintains employee and information tracking, which is critical to collecting and reporting financial data. Year-to-year financial comparisons are an important means of identifying areas of possible concern and of fortifying strengths. All accounting procedures are linked to the State of New Mexico s SHARE system, further ensuring transparency and compliance with state law. Concessions & Exhibits The Concessions and Exhibits Department sifts through thousands of applications each year and is responsible for helping vendors set up shop at the Biggest Show in New Mexico. With everything from Green Chile Cheese Curds to native arts and crafts, in 2016 fairgoers had 330 vendors from which to choose. Long-term contracts in the Manuel Lujan Building, Tingley Coliseum and the Flea Market provide food and beverage service to the many patrons who visit EXPO New Mexico for year-round events. Entry Agriculture to livestock, floriculture to photography, fine art to SPAM contests, the Entry Department sees thousands of applications each year for various categories of competition. Entries are judged and displayed in the Creative and Home Arts Building, School Arts Building, Agriculture Building and the three galleries on the EXPO New Mexico grounds. In 2016, entries were up by several hundred over the previous year. Events and Booking EXPO s booking agent works tirelessly to solidify relationships with existing clients as well as recruit new events to the many outstanding facilities which are the anchors within the property. The Events Department works year-round providing excellent customer service to the clients who utilize the EXPO New Mexico facilities. On average, factoring in private events and meetings as well, EXPO New Mexico plays host to nearly 200 events annually including arts and crafts festivals, trade shows, sporting events, and concerts. In addition, the events staff coordinates all activities during the State Fair including strolling entertainment, spectaculars and booking entertainment for the Indian Village, Villa Hispana, African American Pavilion, the Mattress Firm Pavilion and Tingley Coliseum. EXPO New Mexico Flea Market The EXPO New Mexico Flea Market the oldest and largest open-air market in the state of New Mexico got its start in 1978, and has grown from just a few vendors peddling this and that into a full-fledged market where just about anything is up for grabs. Today, you ll find vendors 2

situated on 25 acres featuring all the flavors of New Mexico from jewelry to auto parts, fresh fruits and vegetables, furniture, music, clothing, and much more. This year the Flea Market has initiated improvements to the layout of the market to make it more user friendly for vendors and customers alike. On average, over 500,000 people attend the Flea Market each year. Locals can become instant entrepreneurs, too all they need is something to sell. Whether they want to sell for a day, a weekend, or longer, the EXPO New Mexico Flea Market gives them the opportunity to do business with the lowest overhead, the shortest commitment, and exposure to the largest number of potential customers. The Flea Market is open rain or shine every Saturday and Sunday, from dawn to dusk (except during the State Fair and when Christmas Day and New Year s Day falls on a weekend). The EXPO New Mexico Flea Market generates approximately $1.4 million in revenue each year, making it second only to the lease with the Downs at Albuquerque Casino and Racetrack in terms of the agency s largest revenue stream. Horse The New Mexico State Fair Horse Department hosts over a dozen individual horse shows throughout each year featuring numerous different breeds and disciplines. The Horse Department staff works with local horse associations to ensure compliance with the rules of each association, schedules and hires shows, superintendents and judges, processes entries and assigns stalls for hundreds of horses each year. This year s fair included 183 horses participating in the horse shows with a total of 818 entries. Human Resources The Human Resources Department tends to all of EXPO New Mexico s staffing needs. During fair time EXPO s staffing numbers increase to over 700 from the roughly 35 full time staff. The Human Resources Department oversees all aspects of employment including benefits, insurance, workers compensation issues, and general employee relations. Information Technology Systems The IT Department is responsible for the installation and maintenance of all computer hardware and software. In addition, IT researches technology and makes decisions on what technology to purchase and infrastructure needs. During fair time, the IT Department is called upon to set up temporary offices and computer systems all over the fairgrounds, and to provide support for entry and award systems and software. The IT Department also consults on all website development projects. This department is responsible for purchasing, installing and maintaining specialized software to track competition entries and awards. This year the IT Department took the lead on a major initiative to improve fiber capability throughout the grounds, the result of which is a greatly improved capacity for conducting business transactions throughout the fairgrounds. 3

Livestock The Livestock Department is responsible for managing the Open and Junior Livestock Shows, as well as the Indoor Exhibits from the 4-H and FFA youth, and coordinating and running the annual Jr. Livestock Sale. Major tasks include hiring superintendents, judges, veterinarians, announcers, and seasonal staff, ensuring that proper substance testing is completed on show animals, updating and revising the Premium Book, receiving entries, scheduling shows, ordering awards, and organizing the payout of premiums. Media and Public Relations The Media Department coordinates advertising, marketing, and public relations initiatives for EXPO New Mexico and the State Fair. In addition, the Media Department generates and edits marketing materials including news releases, brochures, the Visitors Guide and Annual Report, maintains the website, initiates all social media campaigns, and manages all aspects of the yearly advertising campaign. The Media Department works with television and radio stations on-site during the Fair to form partnerships and create promotions. The Media Department is the source of all official information and statements on behalf of the fair. Operations The Operations Department includes the physical plant, motor pool, warehouse, trades, grounds, and building maintenance. Increased attention to cleanliness, grounds improvement and beautification continues to bring compliments from year-round visitors and fairgoers alike. This department employs electricians, plumbers, welders, mechanics, painters, carpenters and others who work hard to ensure that the fair and EXPO operate in accordance with state and federal code requirements. Parking/Bank/Box Office The Parking Department handles thousands of cars both during the many year-round events held at EXPO New Mexico and during the annual event. Parking employees are the first point of contact for visitors. The Bank is the all-important cash-handling department at EXPO, carefully overseeing all operations such as ticketing and admissions that involve the transfer of funds between the customer and the agency. The Box Office oversees ticketing for all major events at EXPO, both during Fair and in the interim. This department generally works closely with the agency s ticketing contractor to provide exceptional value for the dollar on major ticketed events, as well as extraordinary customer service. 4

Purchasing and Procurement The Purchasing and Procurement Department ensures that the Fair is in compliance with state of New Mexico procurement codes. In addition, the department makes every effort to purchase products and services economically, while assuring fairness to the vendors doing business with EXPO New Mexico. Purchasing & Procurement has also been transitioned to the state of New Mexico s SHARE accounting system, further ensuring that all purchasing and procurement processes are transparent and in compliance. The department oversees the RFP (Request for Proposals) process to ensure the agency s contracts are being awarded in the most fair and impartial manner. School Days The New Mexico State Fair School Days program is a statewide outreach program that hosts students, developmentally disabled children and adults, disabled veterans and Head Start Programs at the State Fair each year. In addition, daycare programs, scouting programs and city, county, state and federal programs that serve the handicapped and visually impaired also participate. Thanks to the program, thousands of students from public, private, charter, home schools as well as other governmental agencies attend the State Fair at no cost. Sponsorship The success of the annual event would not be possible without the generous support of our sponsors. The fair relies on sponsors for everything from heavy equipment rental to catering for Tingley entertainers. The Sponsorship Department is active year-round recruiting new sponsors and maintaining current relationships. For this year s Fair, the sponsorship department forged valuable new partnerships with Mattress Firm and Just Squeezed, among others. Over $1.4 million in monetary and in-kind contributions was brought in by the Sponsorship Department in Safety/Security EXPO New Mexico is committed to ensuring the safety and security of the hundreds of thousands of people who enter the gates throughout the year. Prior to and during the Fair this department coordinates security and safety efforts with New Mexico State Police and the state Special Investigations Division, Albuquerque Police Department, Bernalillo County Sheriff s Office, the state fire marshal and other law enforcement and security officials to ensure the safety of our family-friendly environment. 14 2016 NEW MEXICO STATE FAIR Since 1938 New Mexicans have been coming together at the New Mexico State Fair to celebrate all that is great about our state. From its humble beginnings as the Territorial Fair in the late 19th century through today, the New Mexico State Fair remains the premier showcase for agriculture, horse and livestock shows, native culture, crafts, great entertainment and awesome attractions. New and exciting attractions, coupled with diversified promotions and more discount days made 2015 the highest attended fair since going to an abbreviated schedule. Nearly 500,000 people attended this year s New Mexico State Fair. Good weather, new transportation options, a great carnival with a robust inventory of rides, and a positive advertising and marketing campaign encouraged people from all over the state to take in more new attractions, many nights of rodeo, more art, and more entertainment. It was a banner year for the New Mexico State Fair, in which many honors and accolades were associated with the event. In June the fair received notice that SmartAsset.com had ranked the state fair number 9 in the nation as compared to our peers. The study reviewed 38 state fairs and ranked them based on attendance as a percentage of population, admission prices, and the length of fair. Our state fair received high marks for affordability as well as the strong variety of vendors and concessionaires. The following is a brief overview of the successes, starting with what was new at the 2016 New Mexico State Fair. NEW IN 2016 Navy the Fair Sept. 12 Sept. 18 America s Navy protects and defends America on the world s oceans. Albuquerque was chosen as one of 15 U.S. cities to host a Navy Week, one of the Navy s signature outreach programs. The New Mexico State Fair was honored to host some of the events, sharing the Navy story first-hand with as many people as possible. The program was designed to give area residents an opportunity to learn about the Navy, its people and its importance to national security and prosperity. The grand finale included Navy Leap Frogs landing in the racetrack at the Downs. Ma Ceo Circus by Cavallo An international cast of horses and artists provided the highest level of live entertainment in this high-energy, gypsy themed acrobatic equestrian event. The show featured ground tumbling, dressage, classic bareback riding, and trick riding and six beautiful and exotic breeds of horses, presented to the captivating sound of Spanish gypsy music and costumes. Cavallo Equestrian Arts are the last performers in the world that perform many of the stunts in this show. The shows which took place under a giant Big Top were a fan favorite, receiving rave reviews from fairgoers. 8

Aussie Kingdom Aussie Kingdom was a fun, interactive animal show featuring some of the world s most unique animals native to Australia. Expert and professional animal handlers presented interesting facts about kangaroos and wallabies, along with native Australian birds like the kookaburra and rainbow lorikeet. The exhibit featured several types of marsupials (pouched animals) and a walk-in Bird Aviary. Xpogo The Xpogo Stunt Team is the most talented and experienced extreme pogo performance team in the world, jumping over 9 feet in the air on next-generation pogo sticks while throwing down flips and incredible tricks. This Stunt Team holds 13 Guinness World Records and kept Fairgoers engaged until the final bounce. DockDogs DockDogs featured dogs gunning down a 40 foot canine runway and jumping headlong into a 27,000 gallon pool of water. This National Dog Jumping Competition featured some of the area s most talented dogs. Local dog owners were able to enter their dogs to compete in this fun event. Great American Cowboy Boot Camp Great American provided a truly unique, interactive and educational western lifestyle exhibit, which featured cowboy themed kid s activities and crafts throughout the space. Stations were filled with colorful tents and activities for the kiddos including saddling a pony. Magician Sheldon Casavant Sheldon Casavant thrilled crowds throughout the run of the fair with his light-hearted, high energy interactive show for all ages. Magician Sheldon made patrons part of the action as borrowed items vanished and reappeared, objects were brought to life, minds were read, and people were called on stage to perform impossible feats. 17 SUMMARY BY AREA Arts The State Fair continues to be the largest venue for New Mexico artists to show their work. The 2016 fair saw an increased number of art exhibitors, with a total of 6,261 entries. Clean galleries, quality artwork, and helpful, professional staff made visiting any one of the three galleries, and displays inside the Creative Arts Building a meaningful and pleasant experience. As in years past, we hosted our Evening of the Arts event on September 7, the night before the official opening day of the Fair. Leading up to the Fair, the Arts Department pursued a unique partnership with the Albuquerque Sunport, displaying more than two dozen pieces from the permanent art collection on the lower level of the airport. The airport exhibit ran from mid August through the end of September and featured art that spanned the decades, including oil and watercolor paintings, pottery, bronze sculptures, weaving a carved flute, a bulto and retablo, and bas relief. Concessions An impressive 330 total vendors participated in the 2016 New Mexico State Fair, 70 of which were new to the Fair. Fairgoers took advantage of buying opportunities for everything from pillows, to spas, to the ever popular turkey legs. Thanks to increased Fair attendance, the majority of vendors that participated in the 2016 State Fair reported robust sales. Food vendors are always a Fair favorite, and this year was no exception. There were 93 food vendors on site during the run of the Fair, including new vendors selling greek cuisine. Though it should come as no surprise, Fair food continues to be the biggest attraction to the event, with 87% of people surveyed indicating it is the main reason they attend the State Fair. The Unique Foods Contest is an annual tradition that pits food vendor versus food vendor to earn the title of best unique food. This year our panel of local celebrity judges chose Tom Tom Donuts green chile maple bacon mini donuts to win the top prize. Visitors to the Manuel Lujan Building appreciated the wider aisles making for a more comfortable, less congested experience for patrons. The layout also provided more opportunities for prime corner locations. Entries The Entry Office processed 10,643 entries across nine departments and events including Agriculture, Arts, Creative Arts, Home Arts, Floriculture, School Arts, Poultry & Rabbits, County Booths, and entry forms for the popular Green Chile Cheeseburger Contest. The Green Chile Cheeseburger Contest is always wildly popular with fairgoers and the media, and this year s winner was Laguna Burger, which has a well earned reputation as one of the best burgers in the state. Creative Arts entries were taken early in the season which provided ample time for planning the many successful events. The spam contest was once again a hit, and celebrity judges included fair commissioner Bill Lee from Gallup. The contest gives local spam aficionados the opportunity to compete for top ranking for their creative concoctions. 11

Events/Sponsorship/Bank For many years the New Mexico State Fair has been synonymous with unique, quality entertainment and 2016 was no different. This year was the first year we enlisted the incredible talents of Barbara Mother Hubbard, a legend in the industry, to book the full lineup of concerts for the State Fair. Tingley Coliseum entertainment was comprised of concerts backing PRCA Rodeo events featuring legendary country music stars Dwight Yoakam, Tracy Lawrence, Neal McCoy, as well as popular up and coming country entertainers LOCASH and Chase Bryant, and classic rockers 38 Special. In addition to PRCA entertainment, the Fair featured the Rank Lil Buckers Rodeo which highlighted junior competitors and was well received by rodeo enthusiasts. The Wrangler Patriot Rodeo took place on September 13 and fairgoers were able to attend the rodeo free that evening which was an opportunity to honor our veterans with a special tribute to Vietnam veterans. On the last Saturday of the Fair, Dwight Yoakam performed to a sold-out audience. Strong booking decisions combined with phenomenal value (a ticket to the rodeo buys customers access to the entire fair) ensured a ticket to Tingley was entertainment money wellspent. Patrons looking to get closer to the musical entertainment had the option to upgrade their tickets for just $5.00 more on the day of the show. The Fair continued its focus on an improved and more dynamic rodeo, with pyrotechnics, laser light shows and a far more interactive commentary from rodeo legend, Boyd Polhamus making the PRCA Rodeos a bigger and better event. The Trixie Chicks (female trick riders) gave incredible performances to complement an already exciting rodeo. Entertainment venues and performers throughout the fairgrounds were also largely successful. Our full line-up of Spectaculars was well-received by fairgoers. In addition to the new spectaculars previously mentioned, Fair patrons had the opportunity once again to enjoy Great American Duck Races, the Zip Line Sling Shot Thrill Ride, and the Street Drum Corps. The WisePies Kids Zone located close to the Gate 4 entrance was once again a major draw for families. The Petting Zoo, Pee Wee Stampede, and Pony Rides made it easy to get kids to some of their favorite attractions. In its second year, Doggie Barrel Racing drew big crowds to each of the several daily shows throughout the run of the Fair, and featured local rescue dogs. A highlight of the Fair s free entertainment this year was the line-up offered inside the Indian Village. Acts were top-notch, unique and extremely entertaining. For the third year in a row, the Totonac Pole Flyers were a crowd favorite. Fairgoers had a wide variety of entertainment options throughout the grounds. Hundreds of acts were booked at Villa Hispana, the Mattress Firm Pavilion, WisePies Kids Zone Boxcar Stage, and the African American Pavilion. Sponsorships for the 2016 New Mexico State Fair increased over the previous year, coming in at approximately $1.4 million. Sponsors play a huge part in the production of the State Fair and this department is crucial in helping secure much needed equipment, accommodations for entertainers, catering, promotion, and of course, cash for the fair. Efforts to secure new sponsors for the 2016 Fair were very successful with several notable additions to the event, such as Mattress Firm which sponsored the main stage, and Just Squeezed which increased its presence as the primary vendor for lemonade on the grounds. 12

The responsibilities of ticket booth staff at all gates and inside the Tingley Box Office fall under the Bank. The addition of express lane entries for those patrons who purchased advance tickets for rodeo/concerts or through Walgreens provided an efficient and time saving way for patrons to enter the event without having to wait in long lines. It was also the first year that the Fair tested the water for online admission ticketing, and also forged a partnership with Groupon for discounted ticket purchases, both of which proved to be successful in providing express entry into the Fair. Horse Shows The Fair had a good turnout and participants had a positive experience at this year s Horse Shows. After receiving many compliments and positive feedback, Excel Management was hired once again to run and organize the shows. Many horse show participants expressed their satisfaction with the events and feedback was generally positive. The Horse Hospitality Hut continues to be a welcome addition to the horse show experience. Livestock From calf scrambles to milking demonstrations, there were many livestock shows throughout the run of the fair. The shows are always a big draw for fairgoers, many of whom especially enjoyed the pig races. This year the Fair maintained management of the Junior Livestock Sale, which proved to be a successful endeavor, with robust sales and energized participants. The shows as well as the sale demonstrate the hard work of young people throughout New Mexico who spend endless hours caring for and raising animals in the year leading up to the fair. Operations/ School Days/ McDonald s Farm/ Queen Competition The Operations Department takes on an enormous share of the workload in preparing for a successful fair. Everything from setting-up panels and cases in the Creative and Home Arts buildings to hanging banners throughout the grounds, building stages and creating relaxing spaces in our new beer gardens, to maintaining beautiful flower boxes and our exceptional grounds year-round, the Operations Department is the proverbial work-horse of the State Fair. Improvements to the grounds are made throughout the year. A number of those improvements include new paint and stucco to many of the buildings and updating the overall look of the grounds. The grounds crew did an extraordinary job of maintaining a clean environment for the hundreds of thousands of fairgoers, and contributed to the feeling that the New Mexico State Fair continues to provide a safe environment for families from across the state. With over 12,800 attendees, an increased number of students, teachers and school personnel attended the New Mexico State Fair School Days Program this year representing school districts across the state. Many kids would not have the opportunity to attend the Fair if it were not for the School Days program. This year saw the return of mascots Phil and Phylis which were successfully incorporated into the School Days program. Fuddruckers and KOB Ch. 4 were invaluable partners, 13

with the latter doing a number of segments that featured on air talent reading to the young School Days participants. The kids really loved interacting with folks such as Tom Joles, Tessa Mentus and Steve Stucker, and we believe their involvement was instrumental in our increased attendance. The success of the School Days program directly affected the number of kids who took part in the interactive McDonald s Farm exhibit. Approximately 26,000 children and adults passed through McDonald s Farm this year. A new corral area created an even more realistic farm experience and was well received by the thousands of visitors to the farm. The Queen s Competition included an impressive nine contestants representing counties throughout the state: Bernalillo County Lauren Wilder; Colfax County Erin Arko; Curry County Tristyn McDaniel; Dona Ana County Julie Wilbanks; Grant County Connie Finch; Lea County Katie Creager; Roosevelt County Chesney Carter; San Juan County Senna Mason-Presley; and Valencia County Jocelyn Otero. According to Queens contest guidelines, the objective of the New Mexico State Fair Queen Contest is to determine an official representative of the fair who will serve as an ambassador to the general public, exhibiting exceptional sportsmanship. The contestants were judged on Horsemanship, Personality and Personal Interviews. Based on that criteria, Erin Arko of Colfax County was crowned the 2017 New Mexico State Fair Queen at the rodeo in Tingley Coliseum during the last weekend of the fair. Erin is a 2015 graduate of New Mexico State University, where she studied Animal Science with an equine emphasis. When not working for a general construction and residential builder in the Angel Fire area, Erin helps tend to the livestock on her family s farm. MEDIA The Media Department once again worked closely with our ad agency RK Venture which produced a comprehensive advertising and marketing campaign that included TV, radio, print, and out-of-home components, as well as increased social media presence. The advertising campaign centered on the concept A Thrill for All Your Senses and highlighted how everything, from the food to the music to the illumination of the midway rides, is better at the state fair. The 2016 advertising campaign received top honors this year at the International Association of Fairs and Expositions annual conference, where the New Mexico State Fair was awarded first place in our division in the Hall of Honor Communications competition for best television commercials. This year the Fair also added more contesting and patron engagement opportunities that resulted in a significant bump in social media followers. PROMOTIONS The State Fair once again partnered with Walgreens in order to offer advance discounted admission and carnival ride wristbands to folks throughout the state of New Mexico. Sales were strong and consumers especially appreciated the ability to purchase a ride wristband for the Reithoffer Midway which was good every day of the Fair, including Saturdays and Sundays. 14

The 2016 New Mexico State Fair also offered a record number of discount days and group discounts. In addition to the always popular Dollar Day, the Fair also offered multiple opportunities to attend for just two dollars per person. Fair management also once again included Teacher Appreciation Weekend for all New Mexico teachers with an identifying badge or pay-stub as well as other special recognition days such as military, law enforcement and fire fighter days in which honored public servants could get in free on specific days of the Fair. The Fair team also forged new partnerships with the New Mexico Lottery Authority, with the Lottery producing coupons for $3.00 off of a concert/rodeo ticket sold between August 23 through the end of the State Fair. The coupon was included on 410,758 Powerball tickets distributed throughout New Mexico, providing invaluable marketing and awareness during Fair season. The advertising campaign was complemented by the return of the first of its kind New Mexico State Fair beer, which was available at various establishments and retail sites leading up to as well as on site at the Fair event. The initiative came about as a result of a partnership with the New Mexico Brewers Guild and the cream ale was brewed by highly esteemed local brewery La Cumbre, and was so successful during 2015 that continuing the partnership into 2016 was an easy decision. Monsoon Design worked with the guild and the Fair to come up with a cleverly designed, attractive can which served as a great marketing tool to get folks thinking about the Fair well ahead of the actual event. To build on the partnership with La Cumbre this year, the Fair featured a giveaway opportunity in the main beer garden, which allowed people to enter to win tickets to the Great American Beer Festival in Denver, Colorado. Four lucky people won the contest which provided tickets to the sold out event. WEBSITE, SOCIAL MEDIA AND CONTESTING The Media Department continues efforts to maintain a fresh, user friendly website to allow easier navigation and greater functionality for Fair patrons. Staff focused on the presentation of information on various competitions, premium books and the schedule of events primarily accessed on the website by the general public. With our one year old partnership with Saffire and a relatively new website, we are pleased with the greater capabilities to provide enhanced sponsorship and marketing opportunities and improve our capacity to advertise events that occur on the grounds year-round. This year Saffire improved mobile site functionality for the New Mexico State Fair, enhancing the aesthetics and user capabilities for those accessing information via a mobile device, which is the majority of online users. Our social media presence increased by the thousands in September alone, with Facebook specifically realizing an average of 233 new fans a day. The media team introduced new Facebook giveaways to promote the various concerts and rodeos, which started during the summer and gave all participants the opportunity to win family four pack tickets to each of the concerts and rodeos. The first giveaway was for Tracy Lawrence tickets, and the post reached 49,000 people, with over 1,000 of them submitting their entry into the contest. The website saw significant traffic, with over 1,100,000 page views during the month of September. 15

MEDIA SPONSORSHIP Over a dozen New Mexico media outlets came on-board for media sponsorships in 2016, therefore adding to our already comprehensive media buy. Many of the tried and true sponsors such as KOB, KOAT, KRQE, iheartmedia, AGM Radio, and Cumulus Radio Group returned to help promote the fair through contesting, coverage, and live remote broadcasts. In addition to media sponsorship contracts, the Media Department continues to pursue agreements with radio stations throughout New Mexico. In exchange for rodeo/concert tickets these outlying stations agree to run our radio promos and hold contests for ticket giveaways. It is a highly successful program which helps increase our statewide reach. EARNED MEDIA In addition to the successful marketing and promotions efforts, media staff managed a very effective earned media effort. Once again, the approach was focused on the components of the New Mexico State Fair which are tied to our state s heritage, uniqueness and those elements that make the state special such as art, food, music, rodeo and agriculture. We also promoted the new and innovative elements of the fair in order to reach new audiences, such as the UBER partnership, the New Mexico State Fair beer and the new off site parking with complimentary shuttle service. There was also once again a strong emphasis on the family friendly, safe and affordable nature of the annual event. The vast majority of stories covering the fair were positive. There were innumerable broadcast news stories about or making reference to the 2016 New Mexico State Fair. General Manager Dan Mourning fulfilled dozens of radio interviews, both live and recorded. Requests for interviews came in from various parts of the state. Dan participated in numerous pre-recorded television segments, and was on all the major networks morning shows on the opening day of the Fair, as well as live broadcasts on KRQE with local television personality David Romero every morning during the first week of the Fair. The state s largest newspaper, the Albuquerque Journal produced numerous stories throughout the run of the Fair. In addition to the Journal, there was strong coverage with print stories in publications throughout New Mexico. The New Mexico State Fair was thrilled to host a visit from the Travel Channel, which sought out the Fair to be included in an episode of Food Paradise. In conjunction with the Fair, the production team identified two long time Fair food vendors to be featured on the show, and the crew was on site for two days filming for the episode, which is expected to air prior to the 2017 New Mexico State Fair. PARKING Our Parking Department is the State Fair s first point of contact with our patrons and they continue their well-earned reputation for being friendly and helpful. Our parking staff encounters thousands of patrons in vehicles on any given day during fair and concentrates on getting them in and out as quickly as possible and is constantly looking for ways to improve and accommodate growing numbers of cars. 16

PARADE This year s theme was Parade of Champions, with a host of notable New Mexicans leading the way as grand marshals, including Roswell High School Charlie s Angels dance team, first place winners of the 2016 National Dance Alliance Championships recently held in Orlando, Florida. Members of the team include: Allison McKinley, Courteney Baca, Reyna Vasquez, Savannah Grado, Victoria Vasquez, Priscilla Richardson, Gabrielle Gonzales, Arianna Padilla, Alana Dumlao, Aryka Montes, Kaileigh Holloway, Jennifer Carreon, Reagan Bradford, Marisa Moncayo, Taylor Fitts, Jianna Mendoza, Danielle Estrada, Kaylen Duran, Kate McDonald, Kaitlynn Wilson, Chloe Salcido, Aneisa Otero and Elisa Perez. Kim Castro is the Head Coach and Silvia Hernandez is the Assistant Coach. Also leading the way was three time Indianapolis 500 winner Bobby Unser, members of the professional dance company Baila Baila, and Jim Ciccarello, long time track coach and jump rope coach with the Bandelier Jump Rope Team. Over several decades as a high school track coach, Ciccarello has worked with more than two hundred individual New Mexico State Champions. There were well over 200 entries in this year s parade. PRCA RODEO Feedback from PRCA Rodeo organizers was exceedingly positive. The PRCA was pleased with our facility, equipment, hospitality room, and accommodations provided by the Fair. Good condition of the stock and the excellent condition of the animals was credited for high scores in various events. Some changes to the rodeo from previous years, such as pyrotechnics and a laser light-show made for a more entertaining event and securing more well-known contestants. The reputation we have built in recent years has raised the State Fair s stature as a premier rodeo event. THEME DAYS Theme Days attract many groups to the Fair every year. Some highlights of this year s Fair included the continued popularity of the Seniors Celebrations/Healthy Living Day. The day s events were put on by collaborative efforts between the State of New Mexico Aging and Long Term Services, the Department of Health, and the Healthy Aging Collaborative. The Gathering of Counties/ New Mexico True Day was also a sweeping success, with extensive participation from local communities from throughout the state. In a time which continues to be particularly challenging for public safety personnel in our nation, Law Enforcement Day and Firefighter Day are very popular, with a great turnout of public safety personnel and fair patrons seeking to honor them. New Mexicans embrace the opportunity to honor our military personnel as well, with good turnout for Military and Veterans Day at the Fair. 17

SECURITY/SAFETY Safety and security are of the utmost importance during Fair time, and like the Operations Department, much of the work that the Security/Safety Department does is in the months leading up to the fair. Meetings with law enforcement and security officials across multiple jurisdictions happen throughout the summer months. Inspections by the state fire marshal occur well in advance of the fair, giving EXPO staff sufficient time to address any potential issues. We had a strong presence of officers including New Mexico State Police as the primary agency on site, with an additional complement of Albuquerque Police Department personnel, as well as the Bernalillo County Sheriff s Department special units, among others. This law enforcement presence paid off in the form of a very safe and family friendly event NEW MEXICO STATE FAIR VISITOR FEEDBACK 99.6% of attendees surveyed indicated that they had a fun experience at the New Mexico State Fair, with the overwhelming majority of those stating they had lots of fun ( Quite a bit of Fun at 49% and A TON of FUN at 40.8%) Over 99% of those surveyed found the Fair to be clean, with the majority expressing very positive impressions stating that it was either Excellent (33.05%) or Good (48.12%) Over 99% of those surveyed gave high marks to the Fair for safety, with a strong majority stating they believed safety was either Excellent (36.73%) or Good (44.54%) Approximately 85% of attendees surveyed said they were pleased with their Fair experience, with the majority saying they were either satisfied (51.24%) or very satisfied (34.30%) The number one response of the attendees that were surveyed indicated that they learned about the State Fair from social media (30.1% ) with learning about the fair from friends following close behind (28.93%) Attendees overwhelmingly rated their favorite attraction as Food (87%). *Source UNM Anderson School surveying and analysis teams 18
