The Bard f Gvernrs accepts that Health and Safety is an integral part f all activities and believes that the nly effective apprach t injury, ill-health and lss preventin is ne based n the active participatin f everyne and the systematic identificatin f hazards and the assessment and cntrl f risks. C-peratin frm emplyees and management within the schl fr its implementatin is essential. Apprpriate Health and Safety standards will be applied t all activities and deviatins frm these will nt be tlerated. Any uncertainty regarding Health and safety is t be raised with the Health and safety Officer (thrugh nrmal management channels) and where necessary specialist advice and assistance will be btained. General Hazards Basic Health Safety and Welfare issues are regulated by the Wrkplace (Health, Safety and Welfare) Regulatins 1992, The Management f Health and Safety at Wrk Regulatins 1999 (the Management Regulatins) and applicable amendments frm the Health and Safety (Miscellaneus Amendments) Regulatins 2002, the Wrk at Height Regulatins 2005 and the Cnstructin (Design and Management) Regulatins It is the plicy f the schl t cmply with the standards fr cleanliness, vercrwding, temperature, ventilatin and lighting are detailed in these regulatins and the assciated Apprved Cdes f Practice. In particular staff shall ensure that areas are nt vercrwded and that furniture and equipment is arranged t allw unbstructed passage t all areas and exit drs. Step stls, step ladders and ladders are prvided and must be used where necessary t reach abve head height. Staff are t inspect these befre use and reprt any defect t the Health and Safety Officer. Staff are nt t use chairs, bxes r similar items and are nt t climb up the face f cupbards r strage racks. In general, heavy items shuld be stred lw dwn t reduce the risk f injury frm falling, and handling. Filing cabinet drawers shall nt be verladed and staff must nt pen mre than ne drawer at nce as this presents a tppling hazard. Desk and cabinet drawers are t be clsed immediately after use and nt left pen. Damaged r defective furniture and equipment is t be reprted t the apprpriate Line Manager. Als any sharp edges which may cause injury and/r damage t clthing must als be reprted. Care is necessary when using drs, particularly thse withut viewing panels. Drs must nt be pened withut regard fr smene cming frm the ppsite directin. A high standard f husekeeping is expected t reduce the risk f accidents. Furniture and equipment shall be kept tidy and nt allwed t pile up s as t cause a tppling hazard. Unwanted items t be cleared ut and nt allwed t accumulate in such ways as t cngest the wrking areas. Specific attentin is t be given t avid slipping and tripping hazards such as trailing cables, damaged flr cverings and slippery flr surfaces. Staff are expected t rectify these situatins where pssible r reprt them t the apprpriate Line Manager r the Health and Safety Officer. 2. Machinery and Electrical Equipment Staff shall nt attempt repairs r make mdificatins t machinery ther than thse nrmally assciated with daily peratins. Any defects r malfunctins t be reprted t the apprpriate Line Manager wh shuld cntact the Technical Team r the Health and Safety Officer if necessary. In Technlgy areas, the Curriculum Manager is respnsible fr ensuring the advice given in the fllwing publicatins is fllwed: BS 4163 Cde f Practice fr Health and Safety in wrkshps in schls and similar establishments. Safety in Practical Studies (DFEE) CLEAPSS Risk Assessments fr Technlgy.

6 Electrical systems and equipment are subject t the Electricity at Wrk Regulatins The Health and Safety Officer is respnsible fr ensuring that the fixed electrical installatin is inspected and tested every 5 years. The Health and Safety Officer is respnsible fr ensuring that any alteratins r extensins t the installatin is carried ut by cmpetent electrical cntractrs. All electrical equipment used in the schl (including pupils equipment) shall be inspected and where necessary tested in rder t identify any faults which require maintenance t prevent danger. Trained cmpetent persns carry ut the electrical testing and keep a recrd f the tests. Staff are alerted t the dangers f defective wiring and equipment and f the need t reprt any defects fund r suspected. All plugs used in the schl shall be t BS 1363 with semi-insulated pins. It is essential that where prtable electric equipment is used utdrs a residual current device (RCD) is used t reduce the risk f a serius electric shck. Staff are instructed t use RCD adapters if ne is nt fitted int the fixed wiring and t cease using any equipment which causes the RCD t trip. 3. Fire Hazards As required by the Regulatry Refrm (Fire Safety) Order 2005 a Fire Risk Assessment has been cnducted by a cmpetent persn and the recmmendatins have been adpted. The Health and Safety Officer is required t participate actively in the Risk Assessment prcess and any subsequent inspectins and ensure that any necessary remedial wrk is carried ut. This fficer is als respnsible fr ensuring that arrangements fr the fllwing are in place: Fire preventin prcedures Evacuatin prcedures Staff training prcedures Evacuatin practices Tests and maintenance f fire alarms and emergency lights Maintenance f fire extinguishers. The fire risk assessment is held by the Health and Safety Officer. FIRE INSTRUCTIONS

7 PRIORITY "POSITIVE" CLEARING AND EVACUATION ENSURE EVERYONE IS SAFE WHEN ROLL CALLS MAY BE TOO LATE. THIS MUST BE THE PRIORITY. AS A SECONDARY MEASURE, ROLL CALLS FOR ALL STAFF AND STUDENTS WILL BE TAKEN. IF YOU DISCOVER A FIRE 1. OPERATE THE FIRE ALARM and IN CO-OPERATION WITH OTHER STAFF 2. ENSURE THE ZONE YOU ARE IN IS CLEAR f all students and staff. 3. INFORM RECEPTION PROMPTLY that a fire des exist - they will cntact the Fire Brigade. 4. DO NOT ATTEMPT TO FIGHT THE FIRE UNLESS IT IS VERY MINOR. 5. REPORT THE SITUATION TO THE CO-ORDINATOR at the Assembly Area fr the site. WHEN THE FIRE ALARM SOUNDS IF YOU HEAR A FIRE ALARM, YOUR RESPONSIBILITY IS TO THE CHILDREN YOU ARE WITH AT THE TIME. 1. If an alarm sunds, staff shuld take their grup and their class list by the nearest fire exit t the nearest assembly pint. (Drs shuld be clsed and a quick check made that the area is empty.) 2. At the assembly pint students shuld line up in silence and staff shuld check thse present in the grup against their list fr the lessn. 3. If bth agree, reprt all crrect t the c-rdinatr. 4. Any students nt accunted fr are presumed still missing and the c-rdinatr will decide n apprpriate actin. 5. Staff respnsible fr checking areas f the schl are clear f staff and pupils shuld reprt their findings t the c-rdinatr. 6. When everyne is accunted fr, the c-rdinatr will dismiss students frm the assembly pint.

8 Ntes 1. Staff must knw hw many students are in their lessn and names f absentees. 2. Staff shuld have their wn class/grup lists fr each timetabled perid 3. All students irrespective f where they are, n either site must return t the assembly pint and grup with which they are registered fr that lessn, eg peri music lessns, I.N. wrkshps, cmputer grups. 7. Staff ding a cver lessn may nt have a grup list but must knw numbers present and ascertain absence frm the grup. Therefre, a head cunt f students in the grup is necessary. 8. Staff wh g ff site fr any reasn shuld infrm the Office f their departure and return s that all staff can be safely accunted fr. 9. Assembly pint n Lwer Site is the cage, as indicated by signs fr Year Grups, away frm the buildings. Sixth Frm assembly pint when evacuating Sixth Frm buildings is the sixth frm car park. Assembly pint n Upper Site is the side f the Sprts Hall, as indicated by signs fr Year Grups.

9 4. Substances hazardus t health The Cntrl f Substances Hazardus t Health Regulatins 2002 (COSHH) apply t schl activities which invlve hazardus substances. The Health and Safety Officer is respnsible fr implementing the fllwing measures. It is the plicy f the schl t nly use substances hazardus t health were nn-hazardus substitutes are nt capable f prducing the required results. All substances used in the schl are recrded in the COSHH recrd table and are classified and dealt with as belw: CLASS 1 CLASS 2 CLASS 3 These substances are nt hazardus t health (i.e. N hazard warning label indicating txic, harmful, crrsive r irritant and n ccupatin expsure limited assigned by the HSE). These require n further actin under the COSHH Regulatins, ther than the use as directed by the manufacturer. These substances are hazardus t health, but used in very small quantities and in such ways (e.g. Tippex) that the risks t health are assessed as insignificant, requiring n further actin under the COSHH regulatins ther than t use as directed by manufacturer. These substances are hazardus and the risks t health culd be significant. The risks will be assessed and the necessary cntrl measures devised and cmmunicatin t the persns invlved befre use. These assessments are recrded and kept with the COSHH Recrd Table, with the exceptin f the fllwing which have been dne centrally and are adpted by the schl. Science It is the plicy f the schl t use nly the substances and methds as prescribed by CLEAPSS fr Science lessns. All substances are stred s as t prevent unauthrised access and they are nly used in accrdance with the instructins given in the CLEAPSS Hazards. The central assessments dne by CLEAPSS are therefre valid and it is cncluded that the risks t health are adequately cntrlled. Caretaking It is the plicy f the schl t use nly substances btained frm reputable suppliers. These substances are stred s as t prevent unauthrised access, and used nly as detailed in their prduct infrmatin sheets. It is therefre accrding t manufacturers instructins cncluded that the risks t health are adequately cntrlled in line with Class 3 regulatins. Kitchen and fd hygiene hazards It is the plicy f the schl t fllw the guidance n kitchen safety detailed in the HSE publicatin HS(G)55 Health and Safety in Kitchens and Fd Preparatin Areas. A cpy f this is kept in the kitchen and the Kitchen Supervisr is respnsible fr ensuring the relevant standards are cmmunicated and maintained. The schl is registered with the District Cuncil Envirnmental Health Department and regularly visited by Fd Hygiene Inspectrs. All recmmendatins and advice given by these inspectrs will be implemented in rder t ensure adequate fd hygiene standards. All fd handlers will be trained and where apprpriate, certificated in basic fd hygiene prcedures. They will als be asked t cmplete a medical questinnaire tgether with any relevant fllw up prcedures.

Manual handling peratins Line Managers will need t ensure that the systems f wrk which invlve lifting and handling are peridically reviewed s as t prevent injury t emplyees because f: The weight, shape, size r lack f rigidity f the article. The frequency f handling the weight The cnditins under which the weight is handled. And where it is practicable t d s, either eliminate the activity r examine carefully whether any mechanical means can be emplyed t assist staff and safeguard them frm injury r prvide training in recmmended manual lifting and handling practices. Line Managers must identify significant manual handling peratins and recrd sufficient infrmatin t justify the cnclusins reached. 6. Display Screen Equipment The schl will plan the wrk f users (a persn wh habitually uses display screen equipment as a significant part f nrmal wrk) s that there are regular spells f nn-display screen wrk r frmal breaks t reduce the risk f wrkstatin fatigue. It is the plicy f the schl t have the highest designs fr wrkstatins cvering equipment, furniture, lighting, nise, temperature and humidity. Wrkstatins will be assessed by the Line Manager n a regular basis in cnsultatin with the users. All users will be trained in Health and Safety cnsideratins by Line Managers. The schl will arrange and pay fr eye tests where requested and assist in the purchase f glasses if specifically needed fr wrk. Pupils are nt defined as users, hwever, staff are alerted t the fact that althugh cmputers will nt cause phtsensitivity they might induce it in susceptible children. Staff shuld ensure children d nt sit t clse t the mnitr nr spend lng perids f time perating cmputers. 7. First Aid Arrangements All emplyees have cpies f the infrmatin presented in this sectin. A detailed Medical and First Aid Plicy has been cmpiled fr clarificatin f arrangements fr medical supprt fr students with lng term r cmplex medical cnditins. Details f accidents and emergencies shuld be cmmunicated t the ffice wh will initiate apprpriate actin.

12 Accidents and emergencies First aid bxes There is ne type f first-aid bx in the schl: Statutry Requirements These will cntain plasters, scissrs, safety pins, sterile dressings fr wunds, eye pads, triangular bandages, dispsable glves, waste bags and a First Aid guidance leaflet. The schl will nly prvide statutry first aid bxes and the items listed abve. Under n accunt shuld the fllwing items be used in the schl: Antiseptic creams Antiseptic slutins e.g. Savln Sprays fr insect bites etc Eye baths Cttn wl Frceps Please Nte: Fr cleaning cuts, grazes etc, nly sap and water shuld be used. Fr remving items frm eyes nly tap water shuld be used. Fr any mre queries n the crrect way t treat minr injuries please CONSULT A first-aider. First Aid Bxes are lcated in many areas See appendixes 16 Prcedures fr dealing with First Aid Incidents in schl. Minr injuries Incidents such as cuts and grazes shuld be dealt with by the teacher in charge f the class by using the apprpriate item(s) frm the first aid bxes The Technical Team r any ther first-aider in the schl are nt respnsible fr dealing with children wh feel ill with clds, flu, sickness etc. It is the respnsibility f the class teacher r Head f Year t deal with these cmplaints Serius injuries In the event f a serius injury ccurring where a first-aider has t be ntified, cntact the ffice wh will infrm the first-aider The Teacher in charge f the class will be respnsible fr prviding the ffice with the relevant infrmatin fr an accident frm The ffice will ensure the frm is filled in, any necessary fllw up actin is taken and a cpy filed in the schl If the first-aider is nt available in the first instance, the ffice shuld cntact an appinted persn in the first instance and cntinue t strive t cntact the first-aider.

13 Prcedures fr dealing with bld r any type f bdy fluid: T safeguard ur staff and pupils all staff need t knw the prcedures fr dealing with bld r any type f bdy fluid When dealing with an injury which invlves bld etc staff must wear prtective glves. Glves are fund in all First Aid bxes in the schl All cntaminated items such as bandages, plasters etc must be put in t a waste bag fund in each First Aid bx. The bag must be sealed by tying a knt in the pen end and placed in the special bin fr cntaminated/clinical waste After dealing with an incident staff must wash their hands with sap and water The clinical waste bins are lcated in the medical rm n the Upper Site and the science prep rm n the Lwer Site. Bth bins are emptied by a waste dispsal firm n a regular basis Any spillage f bld r bdy fluids e.g. Vmit n flrs etc must be dealt with by a caretaker. If any spillage ccurs, please clear the area f pupils and cntact the ffice wh will page the caretaker. If staff need t tuch any fluid etc they must wear prtective glves and dispse f cntaminated items as detailed abve Duties f a first-aider In the event f an emplyee r any ther persn being injured r becming ill n the premises, a first-aider shall: Take charge f the situatin Render first aid as necessary Advise f the need fr help frm a medical practitiner r nurse r f the need fr the emergency ambulance t be called, r any ther actin which needs t be taken Ensure that a recrd is made in the first aid recrd bk f the incident and any subsequent treatment Have charge f the first aid equipment and facilities, keep stck and replace items as necessary Maintain ntices f first aid arrangements in the establishment Duties f an appinted persn Parts 1, 3, 4, 5 and 6 abve if the first-aider is nt n site r until the first-aider arrives in the case f an emergency. The appinted persn shuld act as a steward in the event f an emergency Render first aid fr minr injuries r infrm first-aider if the injuries are f a serius nature r in any dubt cncerning the injury A list f current First aiders can be fund in Appendixes 17 Als displayed in the Upper and Lwer Staffrm and Schl Office In case f accident/emergency cntact the ffice. Office staff will: Cntact a first-aider, and acting n advice frm first-aider, cntact emergency services* (when necessary) Cntact parent Cntact Pastral Supprt Assistant Cntact schl leadership Prvide accident frms. An accident frm needs t be cmpleted by the member f staff witnessing r reprting the accident. The frm may need t be cmpleted in cnjunctin with the first-aider. Blank accident frms are kept in?? Or preferably reprt n the T.A.M system Ensure that the relevant Head f Year has infrmatin abut the accident. Where apprpriate the Head f Year t fllw up the incident with a telephne call t the parents and enter relevant details n the accident frm. If an accident culd ptentially be mre serius than is at first evident, staff shuld err n the side f cautin and ntify parents f any pssible cncerns

14 File the cmpleted frm after ensuring all apprpriate actin has been taken, including infrming the Incident Cntact Centre in Caerphilly if it is a ntifiable injury and recrding the reference number f the accident frm. Als see Appendix 2 reprting t the HSE Ntes When calling an ambulance, peratr will ask several questins relating t the patient s cnditin; fr example, is he/she breathing/bleeding/cnscius; age f student etc. Try t have answers t these questins t hand if nt, dn t delay Ensure that emergency service peratr is clear t which site ambulance shuld cme Emphasise Upper Site (Arthur Mee Rad) r Lwer Site (Staplefrd Lane, ppsite Japanese Water Gardens)

15 NURSE The nurse is nt appinted t the Schl. Staff and pupils shuld nt deal directly with the schl nurse unless it is an emergency. 18 3.15 SCHOOL PERFORMANCES THE SCHOOL WILL ENSURE THAT All relevant staff shuld receive instructins n their rle in the event f an emergency. The schl ensures that every precautin is taken t make certain that expsure f pupils, students and staff t inising radiatin is kept as lw as is cnsistent with achieving the bjectives f the educatin prgramme. The schl als ensures that where classes include pupils under the age f sixteen the use f surces f inising radiatin are restricted t demnstratins by the teachers wh are suitably qualified and trained fr the wrk prpsed. 19 3.19 PHYSICAL EDUCATION HAZARDS The schl aims t maintain gd rder and discipline amngst the pupils whilst safeguarding their health and safety when engaged in Physical Educatin/sprts activities. Teachers and pupils need t be aware f safety requirements and t ensure they are bserved at all times. The teacher always retains the duty f care respnsibility fr the pupils safety. 1. 20 3.20 SCHOOL OUTINGS The schl psitively encurages all pupils t engage in Educatin/Residential experiences. All prpsed activities are cnsidered against the mst recently published criteria available. Activities are authrised, c-rdinated and mnitred by a designated persn (see Appendix 6). Risk assessments are carried ut and submitted prir t any venture being authrised VEHICLES ON PREMISES Speed limit signs are erected and sensible speed limits are maintained by sleeping plicemen. An area allwing vehicles t reverse safely has been built and pathways have been prvided t segregate pedestrians frm vehicles. Pupils are taught basic rad safety and advice is given t pupils and parents regarding the mst apprpriate rutes t schl. A reply slip is attached t the letter (Appendix 9) fr parents t acknwledge receipt f the letter BLOOD SPILLAGE A detailed guide has been prduced fr caretakers, first aiders and staff dealing with accidents invlving bld lss (Appendix 10) MINI-BUS USE Prcedures fr the use f the schl mini-bus are included in the staff handbk (Appendix 11).

22 3.31 WORK RELATED STRESS The schl is aware that stress can be caused by excessive pressure n an individual r what may be perceived as unreasnable demand being made n an individual. The schl seeks t supprt all staff in their wrk, prvide a gd, psitive wrking envirnment and prfessinally challenge staff. It actively seeks t recgnise the surces f wrk-related stress and wishes t wrk with staff t minimise such ccurrences. It endrses the guidance f the Educatin Service Advisry Cmmittee (Appendix 12) The schl aims t prvide staff with: A gd management culture which demnstrates clear leadership Supprt in their wrk and a recgnitin f their cntributins A manageable wrklad in terms f vlume, variety and cmplexity Gd cmmunicatin channels between management and themselves and als between team members Apprpriate training fr their present needs and fr future develpments Guidance and supprt thrugh any develpments in wrking practices Security in their wrk Cnfidence that help and advice will be available n health related issues. It is the respnsibility f all managers within the schl t assess the risks assciated with wrk related stress. Such risks shuld be remved r steps taken t reduce them t an abslute minimum REPORTING BACK TO GOVERNORS The Principal, in cnjunctin with the Health and Safety Officer, will reprt back t Gvernrs n a regular basis. 23 3.33 INFECTIOUS DISEASES If a child demnstrates symptms assciated with an infectius disease (see appendix 13) the fllwing curse f actin will be taken: 1. The Directr f Learning and Achievement will check the symptms against the guidelines in Appendix If the Directr f Learning and Achievement agrees with the pssibility f the child having an infectius disease, they will cnsider the fllwing curse f actin in cnjunctin with the Deputy Principal: Islatin frm ther pupils and infrming parents f the need t seek medical attentin as sn as pssible. Islatin frm ther pupils and cntact with their parents requesting their cllectin frm schl and advising they seek medical attentin. T cntrl the risks assciated with Asbests the fllwing measures have been r will be adpted: - Where existing installatins include Asbests cntaining materials (acms) which are sund, in gd cnditin and nt subject t abrasin r deteriratin, the material shall be left undisturbed ands it s cnditin mnitred. Where existing installatins include acms which are damaged, deterirating r inadequately sealed, they shall be repaired prvided the repair is durable and nt likely t further damage r disturbance. Where existing installatins include acms which are damaged, deterirating r inadequately sealed and repair as abve is nt practicable, they shall be remved and replaced with a material nt cntaining asbests. Where acms are suspected r knwn t be present, an asbests survey shall be held and maintained. The Asbests Survey and Lg is held in the caretaker s ffice. The survey infrmatin shall be prvided t cnsultants, maintenance cntractrs and any ther persns planning r undertaking wrk n the premises that may disturb acms. The risk f acms will be re-assessed by visual inspectin and recrded in the asbests lg n an annual basis as part f the Cnditin Survey arrangements. Cntractrs appinted t undertake remedial wrk r remval f acms shall be cmpetent and must have the apprpriate licence issued by the Health and Safety Executive. Cnsultants wh undertake surveys, testing, sampling and mnitring shall hld full UKAS (United Kingdm Accreditatin Service) and AIMS (Asbestns in Material Scheme accreditatin)

25 Management f Asbests in Buildings Managing the risks frm acms requires respnsibilities being placed n a number f peple. These include:- 1. The Health and Safety Officer The Health and Safety Officer as the persn respnsible fr the maintenance and/r repair f the premises shall ensure suitable arrangements are in place fr implementing the prcedures cntained within this dcument. In particular, this shall include: - 1) Undertaking lcal management f acms. 2) Ensuring any persn undertaking wrk in the establishment which may disturb acms has checked and understd the Asbests Survey and is aware f their respnsibility t avid disturbing the material. A permit t wrk will be signed by the cntractr acknwledging the precautins necessary in relatin t wrk in the schl. These permits will be filed by the schl and cpies given t the cntractr. 3) Ensuring that at least n an annual basis, the cnditin f materials identified in the survey are visually inspected t ensure it remains in gd cnditin. (It is the expectatin that this inspectin undertaken by the H & S fficer will invlve inspecting materials in accessible lcatins i.e. Nt ceiling vids etc.) The mnths f the inspectins will be recrded. 4) Seeking advice in situatins where the Asbests Survey is nt sufficiently detailed r further advice is required 5) Islating the area adjacent t any acms r suspected acms if they are disturbed r damaged and seeking advice. 2. Staff r Cntractrs wrking n the fabric f the buildings 1) All persns wrking n the fabric f the buildings shall seek infrmatin frm the Health and Safety Officer r the Caretakers n likely presence f Asbests and the prcedures fr managing risks frm acms. As lng as acms are in a gd cnditin and are nt being r ging t be disturbed r damaged there is n risk. If it is disturbed r damaged, it can becme a danger t health because asbests fibres are released int the air and peple breathe them in. T manage the risk frm acms it is necessary, first f all, t identify where they are present. A survey t identify acms has been carried ut in the schl and a recrd f its lcatins is held by the caretakers. In situatins where suspected r knwn acms have been distributed r damaged t the extent that they may be releasing fibres, the fllwing prcedure will be adpted:- 1. Any wrk will stp immediately 2. The lcatin will be secured t prevent access if pssible, r alternatively the immediate area islated. 3. Apprpriate signage will be displayed 4. Specialist remval cntractrs will be brught in t deal with the situatin. 5. Apprpriate tests will be carried ut after wrk t ensure n evidence f ACM s remain.
