Legislatin This plicy is based n advice frm the Department fr Educatin n health and safety in schls and the fllwing legislatin: The Health and Safety at Wrk etc. Act 1974, which sets ut the general duties emplyers have twards emplyees and duties relating t lettings The Management f Health and Safety at Wrk Regulatins 1992, which require emplyers t make an assessment f the risks t the health and safety f their emplyees The Management f Health and Safety at Wrk Regulatins 1999, which require emplyers t carry ut risk assessments, make arrangements t implement necessary measures, and arrange fr apprpriate infrmatin and training The Cntrl f Substances Hazardus t Health Regulatins 2002, which require emplyers t cntrl substances that are hazardus t health The Reprting f Injuries, Diseases and Dangerus Occurrences Regulatins (RIDDOR) 2013, which state that sme accidents must be reprted t the Health and Safety Executive and set ut the timeframe fr this and hw lng recrds f such accidents must be kept The Health and Safety (Display Screen Equipment) Regulatins 1992, which require emplyers t carry ut digital screen equipment assessments and states users entitlement t an eyesight test The Gas Safety (Installatin and Use) Regulatins 1998, which require wrk n gas fittings t be carried ut by smene n the Gas Safe Register The Regulatry Refrm (Fire Safety) Order 2005, which requires emplyers t take general fire precautins t ensure the safety f their staff The Wrk at Height Regulatins 2005, which requires emplyers t prtect their staff frm falls frm height The schl fllws natinal guidance published by Public Health England when respnding t infectin cntrl issues. 3. Rles and respnsibilities 3.1 The lcal authrity and gverning bard Linclnshire Cunty Cuncil has ultimate respnsibility fr health and safety matters in the schl, but delegates respnsibility fr the strategic management f such matters t the schl s gverning bard. The gverning bard delegates peratinal matters and day-t-day tasks t the headteacher and staff members. 3.2 Headteacher The headteacher is respnsible fr health and safety day-t-day. This invlves: Implementing the health and safety plicy Ensuring there is enugh staff t safely supervise pupils Ensuring that the schl building and premises are safe and regularly inspected including cmpletin f mnthly and annual cmpliance checks Prviding adequate training fr schl staff Reprting t the gverning bard n health and safety matters Ensuring apprpriate evacuatin prcedures are in place and regular fire drills are held Ensuring that in their absence, health and safety respnsibilities are delegated t anther member f staff Ensuring all risk assessments are cmpleted and reviewed 3

4 Mnitring cleaning cntracts, and ensuring cleaners are apprpriately trained and have access t persnal prtective equipment, where necessary In the headteacher s absence r with delegated respnsibility, the schl business manager assumes the abve day-t-day health and safety respnsibilities. 3.3 Health and safety lead The nminated health and safety lead is the schl business manager. 3.4 Staff Schl staff have a duty t take care fr pupils in the same way that a prudent parent wuld d s. Staff will: Take reasnable care f their wn health and safety and that f thers wh may be affected by what they d at wrk C-perate with the schl n health and safety matters Wrk in accrdance with training and instructins Infrm the apprpriate persn f any wrk situatin representing a serius and immediate danger s that remedial actin can be taken Mdel safe and hygienic practice fr pupils Understand emergency evacuatin prcedures and feel cnfident in implementing them 3.5 Pupils and parents Pupils and parents are respnsible fr fllwing the schl s health and safety advice, n-site and ff-site, and fr reprting any health and safety incidents t a member f staff. 3.6 Cntractrs Cntractrs will agree health and safety practices with the headteacher befre starting wrk. Befre wrk begins the cntractr will prvide evidence that they have cmpleted an adequate risk assessment f all their planned wrk. 4. Site security All staff are respnsible fr the security f the schl site in and ut f schl hurs. They are respnsible fr visual inspectins f the site, and fr reprting any faults with regard t the intruder and fire alarm systems. A list f key hlders is held at individual sites and will respnd t an emergency. 5. Fire Emergency exits, assembly pints and assembly pint instructins are clearly identified by safety signs and ntices. Fire risk assessment f the premises will be reviewed regularly. Emergency evacuatins are practised at least nce a term. The fire alarm is a lud cntinuus bell. Fire alarm testing will take place nce a week. New staff will be trained in fire safety and all staff and pupils will be made aware f any new fire risks. In the event f a fire: The alarm will be raised immediately by whever discvers the fire and emergency services cntacted. Evacuatin prcedures will als begin immediately Fire extinguishers may be used by staff nly, and nly then if staff are trained in hw t perate them and are cnfident they can use them withut putting themselves r thers at risk Staff and pupils will cngregate at the assembly pints. A fire safety checklist can be fund in appendix COSHH Schls are required t cntrl hazardus substances, which can take many frms, including: Chemicals Prducts cntaining chemicals Fumes Dusts Vapurs Mists Gases and asphyxiating gases Germs that cause diseases, such as leptspirsis r leginnaires disease Cntrl f substances hazardus t health (COSHH) risk assessments are cmpleted by Head f Science Department and circulated t all emplyees wh wrk with hazardus substances. Staff will als be prvided with prtective equipment, where necessary. Our staff use and stre hazardus prducts in accrdance with instructins n the prduct label. All hazardus prducts are kept in their riginal cntainers, with clear labelling and prduct infrmatin. Any hazardus prducts are dispsed f in accrdance with specific dispsal prcedures. Emergency prcedures, including prcedures fr dealing with spillages, are displayed near where hazardus prducts are stred and in areas where they are rutinely used. 6.1 Gas safety Installatin, maintenance and repair f gas appliances and fittings will be carried ut by a cmpetent Gas Safe registered engineer Gas pipewrk, appliances and flues are regularly maintained All rms with gas appliances are checked t ensure that they have adequate ventilatin 6.2 Leginella A water risk assessment has been cmpleted and the Schl Business Manager is respnsible fr ensuring that the identified peratinal cntrls are cnducted and recrded in the schl s water lg bk This risk assessment will be reviewed every year and when significant changes have ccurred t the water system and/r building ftprint The risks frm leginella are mitigated by the fllwing: mnthly temperature checks, heating f water and prvisin f a separate water cling dispenser. 6.3 Asbests Staff are briefed n the hazards f asbests, the lcatin f any asbests in the schl and the actin t take if they suspect they have disturbed it Arrangements are in place t ensure that cntractrs are made aware f any asbests n the premises and that it is nt disturbed by their wrk 5

6 Cntractrs will be advised that if they discver material which they suspect culd be asbests, they will stp wrk immediately until the area is declared safe A recrd is kept f the lcatin f asbests that has been fund n the schl site 7. Equipment All equipment and machinery is maintained in accrdance with the manufacturer s instructins. In additin, maintenance schedules utline when extra checks shuld take place When new equipment is purchased, it is checked t ensure that it meets apprpriate educatinal standards All equipment is stred in the apprpriate strage cntainers and areas. All cntainers are labelled with the crrect hazard sign and cntents 7.1 Electrical equipment All staff are respnsible fr ensuring that they use and handle electrical equipment sensibly and safely Any pupil r vlunteer wh handles electrical appliances des s under the supervisin f the member f staff wh s directs them Any ptential hazards will be reprted t the Schl Business Manager immediately Permanently installed electrical equipment is cnnected thrugh a dedicated islatr switch and adequately earthed Only trained staff members can check plugs Where necessary a prtable appliance test (PAT) will be carried ut by a cmpetent persn All islatrs switches are clearly marked t identify their machine Electrical apparatus and cnnectins will nt be tuched by wet hands and will nly be used in dry cnditins Maintenance, repair, installatin and discnnectin wrk assciated with permanently installed r prtable electrical equipment is nly carried ut by a cmpetent persn 7.2 PE equipment Pupils are taught hw t carry ut and set up PE equipment safely and efficiently. Staff check that equipment is set up safely (currently nt applicable in ur setting) 7.3 Display screen equipment All staff wh use cmputers daily as a significant part f their nrmal wrk have a display screen equipment (DSE) assessment carried ut. Significant is taken t be cntinuus/near cntinuus spells f an hur r mre at a time Staff identified as DSE users are entitled t an eyesight test fr DSE use upn request, and at regular intervals thereafter, by a qualified ptician (and crrective glasses prvided if required specifically fr DSE use) 8. Lne wrking (the schl has a separate plicy fr this) Lne wrking may include: Late wrking Hme r site visits Weekend wrking Site manager duties Site cleaning duties Wrking in a single ccupancy ffice 6

7 Ptentially dangerus activities, such as thse where there is a risk f falling frm height, will nt be undertaken when wrking alne. If there are any dubts abut the task t be perfrmed then the task will be pstpned until ther staff members are available. If lne wrking is t be undertaken, a clleague, friend r family member will be infrmed abut where the member f staff is and when they are likely t return. The lne wrker will ensure that they are medically fit t wrk alne. 9. Wrking at height We will ensure that wrk is prperly planned, supervised and carried ut by cmpetent peple with the skills, knwledge and experience t d the wrk. In additin: The Schl Business Manager retains ladders/ftstls fr wrking at height Pupils are prhibited frm using ladders Staff will wear apprpriate ftwear and clthing when using ladders Cntractrs are expected t prvide their wn ladders fr wrking at height Befre using a ladder, staff are expected t cnduct a visual inspectin t ensure its safety Access t high levels, such as rfs, is nly permitted by trained persns 10. Manual handling It is up t individuals t determine whether they are fit t lift r mve equipment and furniture. If an individual feels that t lift an item culd result in injury r exacerbate an existing cnditin, they will ask fr assistance. The schl will ensure that prper mechanical aids and lifting equipment are available in schl, and that staff are trained in hw t use them safely. Staff and pupils are expected t use the fllwing basic manual handling prcedure: Plan the lift and assess the lad. If it is awkward r heavy, use a mechanical aid, such as a trlley, r ask anther persn t help Take the mre direct rute that is clear frm bstructin and is as flat as pssible Ensure the area where yu plan t fflad the lad is clear When lifting, bend yur knees and keep yur back straight, feet apart and angled ut. Ensure the lad is held clse t the bdy and firmly. Lift smthly and slwly and avid twisting, stretching and reaching where practicable 11. Off-site visits When taking pupils ff the schl premises, we will ensure that: Risk assessments will be cmpleted where ff-site visits and activities require them All ff-site visits are apprpriately staffed Staff will take a schl mbile phne, a prtable first aid kit, infrmatin abut the specific medical needs f pupils alng with the parents cntact details There will always be at least ne first aider n schl trips and visits 12. Lettings This plicy applies t lettings. Thse wh hire any aspect f the schl site r any facilities will be made aware f the cntent f the schl s health and safety plicy, and will have respnsibility fr cmplying with it. 7

8 13. Vilence at wrk We believe that staff shuld nt be in any danger at wrk, and will nt tlerate vilent r threatening behaviur twards ur staff. All staff will reprt any incidents f aggressin r vilence (r near misses) directed t themselves t their line manager/headteacher immediately. This applies t vilence frm pupils, visitrs r ther staff. 14. Smking Smking is nt permitted anywhere n the schl premises. 15. Infectin preventin and cntrl We fllw natinal guidance published by Public Health England (PHE) when respnding t infectin cntrl issues. We will encurage staff and pupils t fllw this gd hygiene practice, utlined belw, where applicable Handwashing Wash hands with liquid sup and warm water, and dry with paper twels Always wash hands after using the tilet, befre eating r handling fd, and after handling animals Cver all cuts and abrasins with waterprf dressings 15.2 Cughing and sneezing Cver muth and nse with a tissue Wash hands after using r dispsing f tissues Spitting is discuraged 15.3 Persnal prtective equipment Wear dispsable nn-pwdered vinyl r latex-free CE-marked glves and dispsable plastic aprns where there is a risk f splashing r cntaminatin with bld/bdy fluids (fr example, nappy r pad changing) Wear gggles if there is a risk f splashing t the face Use the crrect persnal prtective equipment when handling cleaning chemicals 15.4 Cleaning f the envirnment Clean the envirnment frequently and thrughly 15.5 Cleaning f bld and bdy fluid spillages Clean up all spillages f bld, faeces, saliva, vmit, nasal and eye discharges immediately and wear persnal prtective equipment When spillages ccur, clean using a prduct that cmbines bth a detergent and a disinfectant and use as per manufacturer s instructins. Ensure it is effective against bacteria and viruses and suitable fr use n the affected surface Never use mps fr cleaning up bld and bdy fluid spillages use dispsable paper twels and discard clinical waste as described belw Make spillage kits available fr bld spills 15.6 Laundry Wash laundry in a separate dedicated facility Wash siled linen separately and at the httest wash the fabric will tlerate Wear persnal prtective clthing when handling siled linen Bag children s siled clthing t be sent hme, never rinse by hand 15.7 Clinical waste 8

9 Always segregate dmestic and clinical waste, in accrdance with lcal plicy Used nappies/pads, glves, aprns and siled dressings are stred in crrect clinical waste bags in ft-perated bins Remve clinical waste with a registered waste cntractr Remve all clinical waste bags when they are tw-thirds full and stre in a dedicated, secure area while awaiting cllectin 15.8 Animals Wash hands befre and after handling any animals Keep animals living quarters clean and away frm fd areas Dispse f animal waste regularly, and keep litter bxes away frm pupils Supervise pupils when playing with animals Seek veterinary advice n animal welfare and animal health issues, and the suitability f the animal as a pet 15.9 Pupils vulnerable t infectin Sme medical cnditins make pupils vulnerable t infectins that wuld rarely be serius in mst children. The schl will nrmally have been made aware f such vulnerable children. These children are particularly vulnerable t chickenpx, measles r slapped cheek disease (parvvirus B19) and, if expsed t either f these, the parent/carer will be infrmed prmptly and further medical advice sught. Advise these children t have additinal immunisatins, fr example fr pneumcccal and influenza Exclusin perids fr infectius diseases The schl will fllw recmmended exclusin perids utlined by Public Health England, summarised in appendix 4. In the event f an epidemic/pandemic, we will fllw advice frm Public Health England abut the apprpriate curse f actin. 16. New and expectant mthers Risk assessments will be carried ut whenever any emplyee r pupil ntifies the schl that they are pregnant. Apprpriate measures will be put in place t cntrl risks identified. Sme specific risks are summarised belw: Chickenpx can affect the pregnancy if a wman has nt already had the infectin. Expectant mthers shuld reprt expsure t antenatal carer and GP at any stage f expsure. Shingles is caused by the same virus as chickenpx, s anyne wh has nt had chickenpx is ptentially vulnerable t the infectin if they have clse cntact with a case f shingles If a pregnant wman cmes int cntact with measles r German measles (rubella), she shuld infrm her antenatal carer and GP immediately t ensure investigatin Slapped cheek disease (parvvirus B19) can ccasinally affect an unbrn child. If expsed early in pregnancy (befre 20 weeks), the pregnant wman shuld infrm her antenatal care and GP as this must be investigated prmptly 17. Occupatinal stress We are cmmitted t prmting high levels f health and wellbeing and recgnise the imprtance f identifying and reducing wrkplace stressrs thrugh risk assessment. Systems are in place within the schl fr respnding t individual cncerns and mnitring staff wrklads. The staff can access independent cunselling thrugh the staff absence insurance scheme if required. 9

10 18. Accident reprting 18.1 Accident recrd bk An accident frm will be cmpleted as sn as pssible after the accident ccurs by the member f staff r first aider wh deals with it. An accident frm template can be fund in appendix 2 As much detail as pssible will be supplied when reprting an accident Infrmatin abut injuries will als be kept in the pupil s educatinal recrd Recrds held in the first aid and accident bk will be retained by the schl fr a minimum f 3 years, in accrdance with regulatin 25 f the Scial Security (Claims and Payments) Regulatins 1979, and then securely dispsed f Reprting t the Health and Safety Executive The Schl Business Manager will keep a recrd f any accident which results in a reprtable injury, disease, r dangerus ccurrence as defined in the RIDDOR 2013 legislatin (regulatins 4, 5, 6 and 7). The Schl Business Manager will reprt these t the Health and Safety Executive as sn as is reasnably practicable and in any event within 10 days f the incident. Reprtable injuries, diseases r dangerus ccurrences include: Death Specified injuries. 11 Staff wh wrk in high risk envirnments, such as in science labs r with wdwrk equipment, r wrk with pupils with special educatinal needs (SEN), are given additinal health and safety training. 20. Mnitring This plicy will be reviewed by the Schl Business Manager every 2 years. At every review, the plicy will be apprved by the Gverning Bdy. 21.
