1 CITY OF WARRENVILLE MEMO TO: Mayor, City Council, and City Administrator Coakley FROM: Senior Civil Engineer Hocking SUBJECT: PREFERRED ALTERNATIVE FOR MACK ROAD BIKE PATH PROJECT DATE: May 3, 2017 The purpose of this memorandum is to i. provide a brief description of this project; ii. summarize the alternatives analysis and cost estimates, iii. recommend the preferred alternative, and iv. Outline next steps. Mack Road Bike Path Phase I Engineering Study In December 2015, The City was awarded Surface Transportation Program (STP) funding for 75% of construction and phase III / construction engineering costs to install a new asphalt path along Mack Road between Route 59 and McKee Marsh. Preliminary project costs were estimated at $751,531 ($683,210 construction and $68,321 construction engineering). The local cost share for construction and construction engineering was $187,883 ($170,803 construction and $17,080 construction engineering). The City has executed an Intergovernmental Agreement with the Forest Preserve District of DuPage County (FPD) that has defined the City s ability to install a path on Forest Preserve District property, local costsharing responsibilities (70% City, 30% FPD) and longterm ownership and maintenance responsibilities for the proposed infrastructure. The proposed improvements include pedestrian signal modifications at the intersection of Route 59 and Mack Road, a 10 asphalt path, a pedestrian bridge over the West Branch of the DuPage River, and a connection to the existing West Branch Regional Trail. This project will benefit residents by making it safer and easier to cross Illinois Route 59 and access the regional trails to which this project will connect. The City hired Engineering Resource Associates (ERA) to prepare the preliminary engineering design, environmental studies, preliminary plans and public coordination. To date, there has been a kickoff meeting with City, FPD, and Township staff and consultants as well as a meeting to discuss the Alternatives Analysis ERA prepared for the project. Alternatives Analysis ERA s Alternatives Analysis report (Exhibit A) evaluated the feasibility, costs, and benefits of the following three alternative trail configurations:

2 Preferred Alternative for Mack Road Bike Path Project May 3, 2017 Page 2 of 2 Alternative 1 OnStreet Bike Lanes Alternative 2 South Side Trail with Prefabricated Bridge Alternative 3 North Side Trail with WideninKind Bridge Alternative 1 includes onstreet 5foot wide bike lanes along each side of Mack Road including a midblock crossing to the McKee Marsh parking lot. Road widening, ComEd pole relocation and easements are included as part of the scope. No bridge modifications are necessary. The cost estimate is $576,800 and is within the original grant budget. Alternative 2 includes a 10foot wide asphalt bike path along the south side of Mack Road. Impacts to Class IV Forest Preserve property, dog park/canoe launch modifications, gas utility line conflicts a new prefabricated trail bridge and a midblock crossing are included as part of the scope. Mack Road would not need to be widened to accommodate the new trail. The cost estimate for this alternative is between $1,193,400 to $1,343,400 and will require a STP grant resubmittal. Estimated local costs for construction and construction engineering will approximately double to between $328,185 and $369,435. Alternative 3 includes a 10foot wide asphalt bike path along the north side of Mack Road. ComEd pole relocation, easements, and a widening of the existing Mack Road bridge are included as part of the scope. Mack Road would not need to be widened and a midblock crossing is not necessary. The cost estimate is $947,146 and will require a STP grant resubmittal. Estimated local costs for construction and construction engineering will increase to $260,465. The City s share will increase $50,808 to approximately $182,326 (70%). Also, the estimated Phase II Final Engineering consultant costs will most likely increase due to the increased construction costs. The FY18 budget includes sufficient funding to cover the City s projected share of increased Phase II costs. Recommended Alternative and Next Steps The Forest Preserve District (Exhibit B) and Winfield Township (Exhibit C) provided position memos identifying Alternative 3 as their preferred alternative. At the April 12 Bicycle and Pedestrian Advisory Commission (BPAC) meeting, the Commission unanimously recommended Alternative 3. The project will require a resubmittal of the STP grant application in early August due to the increase in construction cost. Also, since this alternative affects residential properties along the north side of Mack Road, staff recommends the City hold a public information and input meeting on the proposed project prior to the grant resubmittal. Staff Recommendation Staff recommends the City Council approve the Alternative 3 as the City s Preferred Alternative and direct staff to: i.) Hold a public information and input meeting on the project; and ii.) Reapply for STP grant funding for the project in early August.

3 MACK ROAD ALTERNATIVE TRAIL ALIGNMENT NARRATIVE ALTERNATIVE 1 ONSTREET BIKE LANES Trail Alignment Improvements include two separate 5foot wide, bike lanes along Mack Road, extending approximately 1590 feet from IL Route 59 to the Blackwell McKee Marsh Parking Lot. The bike lanes will begin at the IL Route 59/Mack Road intersection where existing bike detection is provided at the signalization intersection. The current bike detection will direct users from the west side of IL Route 59 onto Mack Road to the proposed bike lanes. From the intersection, the bike lanes will continue along Mack Road until it enters the property owned by the FPDDC known as the Blackwell McKee Marsh, at which point the trail will become a twoway asphalt trail that crosses the drive aisle (between the roundabout and the parking lot), and then connects to the existing gravel trail just north of the Blackwell McKee March Parking Lot. Cross sections AA, BB, CC and DD have been provided to show the typical profile at several critical sections along the corridor. Roadway Modifications Proposed widening will take place beginning at 29W700 Mack Road (PIN No ) and terminating near the entrance to the FPDDC Dog Park (PIN No ). The existing roadway, featuring two 11foot lanes and 1foot gravel shoulders, will be modified to two 12foot lanes with two 5foot bike lanes one on the north and one on the south side of Mack Road. The new cross section will be restriped to delineate the bike lanes. Bridge Modifications Proposed improvements include restriping the vehicular lanes to accommodate the onstreet bike lanes over the bridge. A 5 foot wide bike lane will be provided on both the north and south side of the bridge, and the vehicular lanes will remain as 12 feet wide. The proposed improvements include a new concrete wearing surface and new steel railings on either side to account for the required railing height of 4 6. Cross section CC has been provided to show a typical section at the bridge. Impacts to Adjacent Properties Privately Owned Parcels Along the north side of Mack Road, several decorative pillars, landscape boxes and fences placed within the rightofway may need to be removed or relocated to accommodate the proposed roadway widening and trail. The affected properties include the following: 29W700 MACK ROAD (Pin No ) one address marker 29W660 MACK ROAD (Pin No ) one decorative landscape box 29W630 MACK ROAD (Pin No ) two decorative pillars and wooden fencing 29W606 MACK ROAD (Pin No ) two decorative pillars and wooden fencing 29W530 MACK ROAD (Pin No ) two decorative pillars Additionally, a temporary easement and a permanent rightofway easement will need to be acquired from the property owner at 29W530 Mack Road (Pin No ) for construction of the proposed trail.

4 Mack Road Bike Trail ERA Project No February 15, 2017 Revised 4/7/17 Potential Utility Conflicts Existing 3phase overheard wires and poles owned by ComEd extend throughout the project limits along the northern line approximately 20 feet north of the existing centerline of Mack Road on the west side of the West Branch, and approximately 25 feet north of the existing centerline of Mack Road to the east of the West Branch. Pole relocation and coordination with ComEd may be necessary in order to accommodate the proposed roadway widening and bike lanes. Pedestrian Crossing & Signalization at the IL Route 59/Mack Rd. Intersection The proposed bike lanes will cross IL Route 59 using previously installed bike detection for the west and east legs of the intersection. As a result, pedestrian signals are not proposed as part of this alternative. Traffic signal improvements at the intersection would be limited to new pavement markings and new loop detection to accommodate the bike lanes. Coordination with District 1 traffic section will be required for traffic signal modification and work within the rightofway along IL Route 59. Alternative #1 Cost Opinion $576,800

5 Mack Road Bike Trail ERA Project No February 15, 2017 Revised 4/7/17 ALTERNATIVE 2 SOUTH SIDE TRAIL WITH PREFABRICATED BRIDGE Trail Alignment A 10foot wide asphalt bike trail, approximately 2470 linear feet, is proposed to run along the south side of Mack Road from IL Route 59 to the Blackwell McKee March Parking Lot. The trail will begin at the IL Route 59/Mack Road intersection where pedestrian signalization is proposed at the southwest corner to safely direct users from the existing sidewalks along Mack Road to the proposed trail. From the intersection, the trail will continue along the south side of Mack Road. The trail will be located as close to the Mack Road rightofway as possible in order to meet ADA slope requirements and the buffer requirements adjacent to a public roadway. Encroachments onto the FPDDC property and the need to remove trees will be minimized. The trail will cross the West Branch of the DuPage River and run parallel to the FPDDC Dog park parking lot. At this point, striping and passive signage will be provided to alert vehicles to the pedestrian crossing.as it enters property on the north side of Mack Road owned by the FPDDC known as the Blackwell McKee Marsh, at which point it will meander around the existing roundabout and then connect to the existing gravel trail just north of the Blackwell McKee Marsh Parking Lot. Alternative options are considered for the improvements adjacent to the existing dog park/canoe launch area. Cross sections AA, BB, CC and DD have been provided to show the typical profile at several critical sections along the corridor. Roadway Modifications With the exception of pavement markings for the crossing, there are no anticipated roadway modifications. Pedestrian Bridge To accommodate a 10foot path the clear width on the pedestrian bridge shall be 14feet unless a design variance is pursued. It is anticipated that the prefabricated pedestrian bridge will be constructed approximately 5 feet south from the existing Mack Road bridge structure and span approximately 150feet long. The span was set to ensure that when the existing bridge (SN ) is replaced there will be no conflict with the pedestrian bridge. The superstructure height is anticipated to be approximately 3 6, but is subject to refinement during the design phase. Additionally, the bottom chord will not be lower than the low beam on the bridge. Cross section CC has been prepared to show the existing versus proposed typical section at the bridge. Impacts to Adjacent Properties Class IV Parcel (FPDDC property PIN No ) The proposed trail will meander through both the rightofway and the northern part of the FPDDC property on the south side of Mack Road. As a result, several trees will need to be removed to clear a path for the proposed trail. It is understood that this property is a Class IV woodland area with rigid restrictions on the removal of vegetation, and a result, all efforts will be made to remove only those trees within the footprint of the trail and immediate surroundings areas in order to preserve as many trees as possible. Dog Park/Canoe Launch Modifications (FPDDC property PIN No ) OPTION A Modifications include shifting the existing gravel boat launch and gravel roundabout approximately 20 feet to the south to provide adequate space for the proposed trail alignment just east of the West Branch. The existing entrance, driving aisle and parking stalls servicing the dog park will remain unaltered.

6 Mack Road Bike Trail ERA Project No February 15, 2017 Revised 4/7/17 OPTION B Proposed modifications include a realignment of the several dog park facilities including the driving aisle, parking stalls, boat launch and the roundabout. The proposed alignment of the new driving aisle and parking configuration would be oriented parallel to Mack Road, and the boat launch and roundabout would be shifted south approximately 30 feet to provide additional space for the proposed trail. As a result, the fenced in "play area" adjacent to the existing parking lot would also be reconfigured to accommodate the proposed parking lot improvements. Potential Utility Conflicts An existing 8" gas line is located with the rightofway along the south side of Mack Road along the length of the project. Conflicts are not anticipated, however, coordination with Nicor Gas may be required. Pedestrian Crossing & Signalization at the IL Route 59/Mack Rd. Intersection The proposed trail will cross IL Route 59 at the southeast corner of the intersection where it will connect to an existing sidewalk on the south side of Mack Road (west of the intersection). Pedestrian signals will be installed at the southeast and southwest corners of the intersection to accommodate trail users, and the traffic signals will be modified to provide adequate time for crossing IL Route 59. Coordination with IDOT traffic section will be required for traffic signal modification and work within the rightofway along IL Route 59. Alternative #2 Cost Opinion Option 1 w/ Boat Launch Modification $1,193,400 Option 2 w/dog Park Modification $1,343,400

7 Mack Road Bike Trail ERA Project No February 15, 2017 Revised 4/7/17 ALTERNATIVE 3 NORTH SIDE TRAIL WITH WIDENINKIND BRIDGE Trail Alignment A 10foot wide asphalt bike trail, approximately 2290 linear feet, is proposed to run along the north side of Mack Road from IL Route 59 to the Blackwell McKee March Parking Lot. The trail will begin at the IL Route 59/Mack Road intersection where pedestrian signalization is proposed at the southeast, southwest and northwest corner to safely direct users from the existing sidewalks along Mack Road to the proposed trail. From the intersection, the trail will continue along the north side of Mack Road crossing over the West Branch of the DuPage River and continuing along the north side of Mack Road before entering into the Blackwell McKee Marsh. The asphalt trail will extend east around the existing roundabout until it connects into the existing trail just north of the Blackwell McKee Marsh Parking Lot. Cross sections AA, BB, CC and DD have been provided to show the typical profile at several critical sections along the corridor. Roadway Modifications With the exception of pavement markings for the crossing, there are no anticipated roadway modifications. Bridge Modifications Wideninkind the Existing Bridge (SN ) The existing bridge will be widened approximately 9 feet to accommodate the proposed trail alignment on the north side of Mack Road. This bridge widening alternative reduces the roadway clearance from 34 0 to 30 0, but adds a concrete parapet for vehicle and pedestrian protection. The widening is accomplished by the addition of two new deck beams with a 6 inch concrete wearing surface, and new railings. Cross section CC has been prepared to show the existing versus proposed typical section at the bridge. Pedestrian signals will be installed at the northwest, southwest and southeast corners of the intersection to accommodate trail users, and the traffic signals will be modified to
