3 I. PROCEDURES SPORT MEETING MINUTES March 15, 2018 Schmidt 5:30pm A. Call to Order Don Hansen called the meeting to order at 5:32pm. B. Roll Call a. Frank Gutmann, Don Hansen, Bob Kieber, Don Langmuir, Bob Lau, Mary Kay Rachwalski, Suzanne Reed, Kathy Swanson, Pat Taylor, and John Taylor. b. Staff: Greg Roy, Tom Daughtery, and Mahlon Dysart. c. Absent: Bob Mayerle, Marilyn Raymond, Jess Roberts, and Tanya Shattuck. C. Approval of Agenda Motion to approve Pat Taylor; second Kathy Swanson. D. Approval of Minutes Motion to approve by John Taylor; second Don Hansen. II. III. PUBLIC COMMENTS None. PLANNING REFERRALS A. Residences on the Blue Final Site Plan Greg Roy SPORT comments: i. SPORT would like to minimize the rec path s deconstruction and closure time. ii. SPORT recommends a chain link fence with screening separating the construction work along the rec path. SPORT commented that the sidewalk should be moved further down near the theater. Any revisions will be sent to the SPORT committee. IV. COMMITTEE AND STAFF UPDATES A. Blue River Trail Update i. Segment 7 Tom Daughtery Tom presented the Segment 7 grading design which displays the 10- foot rec path along the benched area to accommodate space for future projects and allow for a better view of the river. Tom is going to meet with the County commissioners on April 24 th to discuss the plan. The goal is to balance materials and not haul in or out, and construct the path above the natural grade, with a ditch to control drainage. Page 3 of 10
4 Timeline to be constructed this fall. Segment 6 and Segment 7 may go together. Next steps: Tom to meet with the County, apply for the 1041 permit, determine budget, and then meet with SPORT. SPORT Comments: Don mentioned that the original plans displayed a bridge and suggested that the connection be made now, with a spur. Suzanne suggested a berm or vegetation to shield the public works building from the trail. Build a wider spot for sitting/ bench and landscaping. ii. Segment 6A John Taylor John presented a current aerial image of the segment and explained that after a walk on-site with Ryan Hyland, he discovered that the overlook s view is blocked by the willows and lodge pole pines. Bob Lau motions to approve the asphalt portion of Segment 6A and have the bid included with Segment 7. Suzanne seconds. iii. iv. Golden Eagle Tom Daughtery SGM Engineering is working on a design to reduce the amount of time that that path is under water. An alternate path will be constructed to lead above and over the bridge. When the survey is complete, Tom will bring to SPORT. Timeline to be completed this year. AMR Trail John Taylor Trail signs were smashed this year need to be replaced. B. Raven Nordic Update John T Suzanne would like to write a letter complimenting Kinni and the groomers on behalf of the SPORT committee. John T mentioned a new snow mobile this year - follow up with John Schuler. C. Osprey Day Update August 1, 2018, 5:30-7:30pm Meet again in May. Kathy has been in contact with Peter from Raptor. Contact Karin, with the Rec Center, with contracts. Osprey materials Greg look in Susan Lee s office. D. Salt Lick Gulch Trails John T August 11 and 12 Online registration starting June 1 st. 5 John has been searching for a connection from Salt Lick trail to Frisco and has been in communication with the County about CDOT s easement. E. Maryland Creek Park Open House John asked Greg Roy to check on SMCR s public noticing of the community open house. V. NEW BUSINESS A Goals and 2017 Accomplishment Memo i. AMR diorama & panorama Don Langmuir Add geology diorama to the bottom of the AMR trail. Panorama up at the top of the trail to include a picture of the Gore Range - with descriptions and peak names. Contact Kevin Mastin or Roger Cox for the design. Contact Bill Linfield for pictures. Don L to research a weather-proof trail sign and determine funding of project. ii. iii. iv. North Pond Park Move berm maintenance to Spring (April). John suggested to plant smaller trees on the berm and drip irrigate. John discuss berm maintenance with Tom and ask Jess where the water line is on the west side of the warming hut. Smith Ranch John proposed to develop a sub committee to stay on HOA and trail connection to Willowbrook Highlands and Lowe Ranch. SPORT would like the trails completed sooner before people make their own social trails. Trent Park Find ADA trail plans and bring to SPORT. Schedule chipping before baseball begins in May. v. Willow grove joint work day No updates - Mary Kay is waiting to hear back. vi. vii. viii. Bicycle friendly On street sharrows Greg find files on sharrows to share with Tom. Tammy s bridge Lighting specs to upgrade and replace the existing lights to actively light the bridge and path. Page 5 of 10

7 April 9, 2018 Silverthorne Town Staff and SPORT Committee Town of Silverthorne 601 Center Circle Silverthorne, CO Silverthorne Town Staff and SPORT Committee, I want to once again thank you for meeting on March 27, 2018 to discuss Maryland Creek Park. I think we made great progress towards reaching our goals. As a follow up to our meeting, I would like to reaffirm the Warming Hut scope replacement agreement. Over the last year the 2007 PUD/Park Design, Annexation Agreement, Development Agreement, and current PUD were studied in order to define scope obligations of the Developer. Through a series of discussions between the Town of Silverthorne Staff and the Developer, a defined scope list was created which did not include a Warming Hut. Further discussions with Town Staff and the SPORT Committee made it evident that the Warming Hut was an amenity that would be valued over current scope obligations shown in the park plan. The Developer offered to explore replacing current scope obligations, equal in value, to the Warming Hut addition. The Developer, Town of Silverthorne Staff and SPORT Sub-Committee met on March 27, 2018 to finalize the Warming Hut scope replacement. Mark Leidal, Matt Gennett, Greg Roy, Jess Roberts, John Taylor, Pat Taylor, Suzanne Reed, Matt Mueller, and Cate Siegel were all in attendance. All options were discussed and the below agreement was made: The Developer agrees to design and construct at its own expense a 320 square foot, conditioned Warming Hut and 150 square foot, detached, unconditioned Storage Shed. The Developer has agreed to design and construct for the Town of Silverthorne the Storage Shed, at no cost, out of good faith for working through the Warming Hut scope replacement agreement. The Town of Silverthorne Staff will discuss with the SPORT Committee the idea of presenting to Town Council the recommendation to add additional funding to a future budget cycle or an alternative funding source to be determined for the cost and implementation of benches, picnic tables and the playground/nature play equipment. The Developer will construct the park to allow for the installation of these items by another party at a later date. The Town of Silverthorne sign will no longer become a Developer obligation pending the approval of the amendment to the Annexation Agreement. The hard construction cost of this obligation will be included in Developer Monetary gift as detailed later in this letter. P.O. BOX ADAMS AVENUE SILVERTHORNE, CO [P] (970) Page 1/2 Page 7 of 10
8 The Developer has outlined a summary below that speaks to the details of this scope replacement: Warming Hut Cost: $130, Scope Replacement Benches - $12, Picnic Tables - $42, Welcome to Silverthorne Sign - $50, (Annexation Agreement will need to be amended) Playground Equipment - $100, Total: $204, Developer Monetary Gift: $73, (Delta of total replaced scope minus the Warming Hut cost, this amount to be provided by South Maryland Creek Ranch to the Town of Silverthorne upon acceptance of the new Town Park. Scenario ($50, of this amount) is contingent on successfully amending the Annexation Agreement. Alternative Source Funding, TBD at a later date: $80, (Delta of the total replaced scope minus the Town of Silverthorne sign minus the Developer Monetary Gift.) The Developer plans to include this letter as part of the Site Plan Submittal and to demonstrate the terms of this agreement within the details of the Site Plan Submittal.
