2 PUBLIC COMMENTS RECEIVED AT THE OPEN HOUSES HELD ON NOVEMBER 17, 2010, NOVEMBER 18, 2010 AND NOVEMBER 22, 2010, AND FROM THE PLANS LEFT ON DISPLAY AT THE TOWN RECREATION CENTER Follow-up information to the comments is shown in red. 1. Need to improve the bicycle/pedestrian connection between Sapphire Point and Happy Canyon so that bicyclists aren t required to dismount. (This gate is controlled jointly by the County, the Developer and the Town, and any changes to its design would also need to be discussed with the Happy Canyon Homeowner s Association.) 2. Need bike connection to NW (outside of Castle Rock). The plan currently shows this connection along Santa Fe. (This is a long range project that should be considered with improvements to Santa Fe. Eventually the East Plum Creek Trail will also extend beyond the Town s boundary toward the northwest.) 3. Crowfoot is a key bike route for commuters traveling to Parker and the Tech Center. The plan currently shows this connection. (While most of this is outside of the Town s boundaries, the section of Crowfoot, between Sapphire Pointe Blvd. and Founder s Pkwy., is shown on the plan to eventually have bike lanes. 4. Crystal Valley is an important E/W bike route for recreational riders accessing the West Frontage and Tomah Rd. The Plan currently shows this connection. 5. Would like to see more bike route signing throughout Town. (A signing/way-finding plan throughout town for bicyclists and pedestrians will be designed.) 6. Continue Castle Oaks bike lanes to Parker Rd (in current plan) (Will be done with the completion of Castle Oaks Drive) 7. Would like to see a more direct bike connection from Founders to Rhyolite Regional Park (Due to terrain and present land uses, the future bike lanes along Plum Creek Pkwy./Lake Gulch Rd/Crystal Valley Pkwy. will be the best connection available.) 8. Plum Creek Blvd Change facility type to on-street bike lanes (Being considered.) 9. Provide a shoulder along Founder s Parkway for bicyclists. (Eventually a sidepath/trail will be completed along Founder s Pkwy. Some of this will be done with adjacent development and some will be done by the Town. Founder s Parkway is under the jurisdiction of the Colorado Department of Transportation, and they will need to approve any bicycle facilities.) 10. Avoid using chip and seal on streets with bike traffic. (While not the best surface for bicycling, chip and seal is an important element in the Town s Pavement Management Plan.) 11. Include bike/pedestrian facilities in all new roadway designs. (Bike/pedestrian facilities of some type are included in all major roadway designs.) 12. There should be a multi-use path along Ridge Rd. from Mickelson to the Plum Creek Parkway round-a-bout. (Bike lanes are planned for Ridge Rd. from Founder s Pkwy. to Mickelson.) 13. Add bike lanes on Wolfensberger from Town to Hwy (Will be studied as the Plan is completed.) Page 1

3 14. Create more trails and bike routes within the Town. (Will come from recommendations in the Transportation Master Plan and the Parks and Recreation s Trail Plan.) 15. Provide as many off-road trails as possible so that bicyclists can avoid automobiles. (see #14) 16. Provide water fountains along the bike paths. 17. Provide shade plant trees. 18. Change the bike/pedestrian plan to show the bike lane/shoulder along the East Frontage Rd., from Wilcox south toward Tomah Rd., instead of along the West Frontage Rd. (Good idea. Will be considered in the plan revisions.) 19. Chicken Little is awesome. (A panel of experts is presently looking into a reply to this comment.) We had several people say how much they liked the bicycle/pedestrian plan and how much it is needed. Page 2
