9 CONSTRUCTION TRAFFIC ANALYSIS Strategy and Assumptions The numbers shown in the figures were obtained from NYSDOT resources and adjusted to show traffic volumes for the 2016 construction season. This was done by using a two percent annual rise in traffic volume per year. The number of vehicles entering and leaving the yard, shown in the tables on the following figures, represent the worst possible scenarios, occurring during the AM Peak Hour (e.g. all employees arriving at the yard in separate vehicles). A number of construction support vehicles (foreman pickup trucks, welding and x-ray inspection trucks, mechanics trucks) may be used by specialty trade craft people to commute to local temporary lodgings. These few vehicles will be widely distributed across several spreads, and will generally not follow the same routes as the crew buses. These vehicles are therefore not included in the AM Peak Hour vehicle counts. The vehicle counts are derived on the assumption that vehicles exiting the contractor yards during the AM Peak Hour are all take the same route to the intersection nearest to the construction spread temporary access road closest to the yards. At that intersection, one third of the vehicles take the last public road to the construction spread access road, and two thirds of the vehicles continue to the next spread. In most circumstances the construction traffic will be spread over multiple access points as the work progresses along the right of way. As such, the number of vehicles in the tables represent the worst case, which is likely to occur only on the first day of construction on a spread. The vehicle counts presented in the Daily Totals column in the tables on the following figures represent two trips for each employee vehicle and bus (travel during the AM and PM Peak Hours), and construction support, pipe and material delivery vehicles traveling between the yards and the construction spreads throughout the day, in addition to the trips made by these vehicles during the peak hours.

27 Selected Intersection Descriptions Irwin Stewart Port Expressway and NY 9J Figure 1 The intersection of Irwin Stewart Port Expressway and NY 9J is a four-legged signalized controlled intersection. According to the New York State Department of Transportation, NY 9J is classified as a minor arterial highway while there is no classification for Irwin Stewart Port Expressway or South St. Both NY 9J approaches from the south and north have single lane approaches. The southwest Irwin Stewart Port Expressway approach, and the north east South Street approach have single lane approaches to the intersection. US 9W and Schoharie Turnpike Figure 2 The intersection of US 9W and Schoharie Turnpike, which are both classified as minor arterials according to the New York State Department of Transportation, is four-legged signalized intersection. The approaches from all directions are all single lane approaches with no designated turn lanes. Valley Road and Black Lake Road Figure 3 The three-legged intersection of Valley Road and Black Lake Road is assumed to be a stop controlled intersection. Looking at the area and the lack of street markings, it is assumed to have a functional classification as local as there is no listed classification from the New York State Department of Transportation. US 9W and NY 299 Figure 4 The intersection of US 9W and NY 299 is a four-legged signalized controlled intersection. The 9W approach from the south has two exclusively left turn lanes and two straight through unmarked lanes. The New York State Department of Transportation classifies all legs of this intersection as Principal Arterial Other. The 9W approach from the north has an exclusive left turn lane and an exclusive right turn lane along with two through lanes. The NY 299 approach from the west has two exclusively right turn lanes and one shared through/left lane. From the East approach there is an exclusive right turn lane and a shared through/left lane. The east approach is a park and ride. NY 17K and Union Ave Figure 5 The intersection of NY 17K and Union Ave is a four-legged signalized controlled intersection. According to the New York State Department of Transportation all approaches to this intersection are considered Minor Arterials. 28 Selected Intersection Descriptions NY 17A and NY 17 Figure 6 The intersection of NY 17A and NY 17 is a four-legged combined signalized and stop controlled intersection. NY 17 is classified as a Principal Arterial Other and NY 17A is classified as a Minor Arterial according to the New York State Department of Transportation. The NY 17 approach from the south has an exclusive left turn lane with a left turn arrow signal. The two through movement lanes from the south are continuous green arrows. Once through the left turn, at the top of the ramp there is a stop controlled intersection at the intersection of 17A and 17. The two NY 17 approach lanes from the north consist of a continuous green arrow to the right and a signal controlled through movement for the remaining lane. Once through the right turn there is a stop controlled intersection at the top of the ramp. The NY 17A approach from the west is two way stopped controlled with 17A being the uncontrolled direction. At the bottom of the ramps the intersections are signal controlled with the southbound ramp only permitting a right hand turn and the northbound ramp only permitting a left hand turn. Old Kings Highway and Sawkill Ruby Rd Figure 7 The intersection of Sawkill Ruby Road and Old Kings Highway is a three-legged, three way stop controlled intersection with one lane of approach traffic in all three directions. With no functional classification listed by the New York State Department of Transportation for any of the approaches, all approaches are assumed to be minor arterials by analyzing the maps of the intersection.

The approaches from all directions are all single lane approaches with no designated turn lanes. Old Green Lake Road is the road that is controlled by stop signs. Valley Road and Temporary Access Road Figure 10 The proposed three-legged intersection of Valley Road and a Temporary Access Road that will be built for this project is not classified by the New York State Department of Transportation. It is assumed it will be a one way stop controlled intersection with the Temporary Access Road being controlled. US 299 and Thruway Figure 11 The intersection of US 299 and the New York State Thruway is a three-legged signalized controlled intersection. The US 299 approach from the west has an exclusive right turn lane with a yield sign at the end of the lane and an exclusive through lane. The US 299 approach from the east has an exclusive left turn lane and an unmarked through lane. The Thruway approach from the south splits into a right turn lane and an unmarked left turn lane. The New York State Department of Transportation classifies US 299 as an Urban Principal Arterial Other and the New York State Thruway as an Urban Principal Arterial Interstate. NY 17K and Corporate Boulevard Figure 12 The intersection of NY 17K and Corporate Boulevard is a three-legged signalized controlled intersection. According to the New York State Department of Transportation NY 17K is classified as an Urban Minor Arterial while Corporate Boulevard is not classified. The 17K approach from the west has an exclusive left turn lane with a left turn arrow, along with an unmarked through lane. The 17K approach from the east has an exclusive right turn lane and a through lane. The Corporate Boulevard approach from the north does not have any designated turn lanes.

37 Access Road Intersections NY 17A and Orange Turnpike Figure 13 The intersection of NY 17 and Orange Turnpike is a three-legged stop controlled intersection. NY 17 is classified as a Rural Minor Arterial and Orange Turnpike is not classified according to the New York State Department of Transportation. The NY 17 approaches from the south and north are both two lane highways with no exclusive turn lanes. The Orange Turnpike approach from the Northwest is stop controlled with no exclusive turn lanes. US 209 and Sawkill Rd Figure 14 The intersection of Sawkill Road and US 209 is an interchange type with US 209 having two lanes of traffic in both directions and having on and off ramps. According to the New York Department of Transportation US 209 to the west of Sawkill Road is classified as an Urban Principal Arterial Freeway or Expressway while to the east of Sawkill road is classified as Urban Principal Arterial Other. Sawkill Road, which is a two lane uncontrolled road, is not classified by the New York State Department of Transportation.
