I attribute several reasons for this increase in all range use. The first is the voic system that we implemented. When the public calls come into the range most people are interested in the following: Where are we located. What are the hours we are open. What are our fees and do we rent, buy or sell guns. What are the restrictions if any like type of ammunition we allow. Overall, I believe that this system has lent in to more amenable public access. The second factor is the upgraded new web site. The truth of the matter is more people particularly those folk born after the 1960 s use websites to navigate their way around the information highway. It is noted that members as well as perspective members can now sign up and pay for membership dues online. This has resulted in a marked increase in membership of late. Another factor is the short target implementation at the pistol range. When you couple these things with a very professional, dedicated group of employees the range has become exponentially more active. I would anticipate with the advent of better weather this will increase even more. That brings up two points of concern. The first, is the requirement that folks be considerate when dealing with staff and other shooters. Particularly when there are waiting lists to occupy a bay for shooting. The second is that members understand that it is their responsibility as members in good standing to be vigilant of any safety concerns. One of the primary responsibilities outlined in the orientation of new members is that as a member there is an inherent expectation to be aware and if need be to remind shooters of any potential safety hazard while at the range. As it pertains to firearms safety the notion that it s not my job man to intercede is completely verboten. Better to have hard feelings than be heart broken. Overall, I believe that this adherence to safety is what makes Kenmore one of the primer shooting ranges around. It s a dam busy place. Sometimes, when I look at the calendar I marvel at the amount of activity and the outstanding array of fun as well as educational things are going on throughout the year. On another note it is my hope that many members will plan to attend our Annual Meeting on April 12, We will have a special guest speaker, Mr. Alan Gottlieb, from the Second Amendment Foundation. I asked that he freelance his talk to include what he believes are some of the more germane issues facing gun owners especially as it pertains to the State of Washington. Hopefully, our members will have lots of good questions for Alan. In addition, we will also have a very special guest, a name I m not going to reveal at this time. I can assure that many of you know him and will be glad to see him. Lastly, I would like to note that there were not any ballots for election sent out to the general membership this year. This is due to the fact that the perspective people who have expressed an interest in participating as board members in each open position had no opposition. 2 Page 2 the Sportsman Newsletter April 2017 Board Meeting Minutes March 1, 2017 President Joe Rinaldi called the meeting to order at 7:00 PM. All Board members were present except Mike Wichser, Gary Webster and Dave Levinson. Guests: Jack Giuliano, Range Committee Chairman; Dave Elliott, Shotgun Committee cochairman; Jim Thompson, Archery Committee Chairman; Majsan & Marc Champagne and Jim Gordon. Committee Reports: Jim Thompson, Archery, Jack Giuliano Range and Dave Elliott, Shotgun. The Minutes of the previous Board Meeting as approved by were read. Treasurer's Report: Tami Gramer provided the financial report thru January Tami also provided an easy to read and understandable pie chart of our financial positions. Trustee's Report: Jeff LeMoine provided information on issues being addressed by the trustees. These include L & I testing for lead and noise levels. Both are now below required standards. Retesting will occur next month. Mark Silver gave his HR report including employee and facilities issues being addressed including looking into alcohol and drug testing employees and volunteers. Old Business: Dave Huynh updated progress with our new club website. New Business: The Special Use procedure has been changed from 6 months probationary period to 90 days. Motion by Dan Barton, 2nd by John Conderman. Passed. Special Use Procedures for members, revised March 1, Before applying for a Special Use Permit for the Archery, Rifle or Handgun range you must do the following: 1) Obtain a Special Use Probation card by attending a Range or Archery Committee meeting. 2) Over the probation period of at least 90 days duration and not to exceed 1 year, the Probation card must be signed and dated by a range master after each use of a range during normal business hours. The number of days requiring range master signature are as follows for each range: 6 visits for Archery (or certification by the JOAD coach) or 6 visits for Handgun or Rifle. Applicants may use Range #1 during normal business hours for bench rest at 100yds only, during the probationary period. Rifle used may be rim fire, centerfire, or muzzleloader. Probation card must be displayed while on Range #1. 3) The Range Office will sign for Archery and Rifle. The Handgun office will sign for handgun use verification. After the required signatures are obtained and at least 90 days have passed, you must attend another Archery or Range Committee Meeting, as appropriate, and request a Special Use Permit. All Probation cards over 1 year old are null and void. 4) You are then only permitted to use the Archery, Rifle, or Handgun ranges unsupervised as permitted on your new membership card. A Motion by John Conderman to approve Larry Mallory's Special Use request to allow Position Shooting to include unsupported and supported (bipod and shooting sticks). 1) A Special Use permit is required to shoot on the member's only range, and is allowed only by member's possessing this Special Use permit with position shooting endorsement, for those members wishing to shoot from positions other than from the bench. 2) Members with this Special Use endorsement will be assessed a fee and be tested by a Board approved RSO. 3) Members must demonstrate they can safely get into and out of position shooting in a safe manner. 4) Members must keep all shots on the paper at 100 yards as well to qualify for this Special Use endorsement. 2nd by Jim Dinnie. Passed. Jim Dinnie moved to allow member Jim Gordon to qualify for "stick" shooting on Range #1. 2nd by Ken DeLeone. Passed. Discussion was held and tabled until the Annual Members' Meeting in April, 2017 regarding the following proposal: Special Use for multiple rounds in magazines: This Special Use will be trained and tested at the direction of the Board. 1) Members with repeating rifles, regardless of action type, who wish to load their Rifle magazines with multiple rounds, must only load multiple rounds after receiving Special Use by demonstrating competency on the range testing day at range #1. And have this signed off by the range official chosen by the Club Boards officers. 2) Shooter must have more than 2 second intervals between each shot. 3) Shooter must demonstrate that they can keep all rounds on the standard rifle target at 100 yards, without exception. 4) Maximum allowable rounds in any magazine, regardless of capacity, will be 8 rounds. 5) This Special Use for multiple rounds in a magazine is revocable for any violation of the above stated rules or any safety violation. 6) The Board will determine the fee for the competency test. A request for Richard Ripley's Instructor Training Classes June 2017 and January 2018 were confirmed and approved. The nominations of all candidates for the Board of Directors were completed and the nominations are closed as of the March 2017 Board Meeting per our Bylaws. Jim Dinnie moved to adjourn this meeting. 3 April 2017 the Sportsman Newsletter Page 3 Firearms Education Committee Bylaws The following Bylaw amendment was offered by Dan Barton. It will be voted on at the Annual Meeting. Another month of classes, and more students introduced to the shooting sports. We are still offering the two-day Basic Rifle class, as with this one on February. Richard Ripley, Jan Jarman, and Hugh Jamieson taught 8 students the basics of the safe use of rifles. Current Bylaws Article XVIII Section 1 OPERATING COMMITTEE The Operating Committee shall consist of the Chairmen of the Archery, Range and Shotgun Committees and such other members as the President deems appropriate to appoint. Our class the following weekend, 4 March, was First Steps Shotgun. Seven students attended this session, with Wayne Clapper, Risa Thomas, and Travis Kuykendall instructing. On 11 March, we offered another Phase II Basic Pistol class, to students who had finished Phase I online. The instructorstudent ratio for this class was one to one. Ron Newton, Chris Heinzelmann, Manny Perez, Lance Chaar, and Emylee Norgaard led five students through the training. For 18 March, we offered our most basic introductory course, Home Firearms Safety. Six students attended, taught by Richard Ripley, Jim Pratt, and Kim Wyse. That gives us a total of 26 new students for the past four weekends of classes. We have room for more, so if you know anyone who is looking for basic firearms training, we can provide it. I think we offer the best deal on training in the Puget Sound area. We are also offering NRA Instructor training June 9, 10, & 11. Do you enjoy taking new shooters to the range? Want to be able to help shooters that are struggling? An NRA Instructor class can help. Welcome to the club. Range Committee Pistol We have completed the Inland Empire Rifle and Pistol Association s Indoor Bullseye Postal League for this year. Our top teams came in 2nd Place class A (and Overall), and second place class B. There were some 80 teams competing again this year. We are still completing our concurrent club league which will end the last Thursday in March. At this point it looks like the winner will be Gordon Buttke with Jon Sellar a close second, both shooting 10 s and x s over 96% of the time. Our next league will be Air Pistol, which will start the second Thursday in April. In the clubhouse from 7pm to 9pm. This is an excellent way to sharpen your pistol skills since the guns are extremely accurate and there is no recoil to bother you. Come on out and take a look.and join in the fun. Vic Alvarez

4 Page 4 the Sportsman Newsletter April 2017 Siebert Match Report March 2017 The second Saturday of March was maybe what people consider typical Seattle weather: medium/heavy drizzle almost all day. The targets got pretty soggy which made bullet holes hard to see clearly. But at least there wasn t much wind until later in the afternoon. Conditions in the morning were just about perfectly calm. In this special trophy match we shoot for score at 100 and 200 yards, 25 shots at each distance, one shot per bull. The turnout was the best we ve had for a long time. Not sure when we last filled every bench. Fortunately eighteen shooters showed up for eighteen benches so we didn t have to turn anyone away. At this match we often get shooters we haven t seen for a while. It s always good to see them come back and shoot with us. We ve shot the Siebert match and awarded its nice trophy for about a dozen years now. Of course it s named after the gunsmith and optical magician Wally Siebert who died in While the trophy is awarded to the best shooter in the custom class of rifles, we also gave away money prizes to the other two classes we now recognize here at Kenmore: factory class and factory custom class. So we ll report the scores in each class and break it up into 100 yard shooting and then final aggregate. In custom class after the 100 yard stage, seven of the ten shooters had scores of 250, so you know we have good shooters and that there was almost no wind. These were Doug Schwind, Dan Kjelland, Mustafa Bilal, Khanh Nguyen, Ted Larson, James Lynn and John Chang. Khanh had the best X count with 20, John had 19 and Ted had 18. In other words most of their shots were an X. Those dropping only one point were Adam Bratton (249-11X) and Jeff Lewis ( X). Nick Mennenga had a score of 245-9X. In factory class the first three places were: Dennis Tyskiewicz, 246-5X, Jeff Locke, 245-9X and Parker Letson, 238-4X. There were only three shooters in factory custom but there was some really good shooting, especially by Doris Locke. At the end of the first stage she hadn t dropped any points and had 14X. In second was Bryan March with X and in third was Matt Daly with 238-3X. After a lunch break the shooting at 200 began and by the middle of the afternoon we had completed the Siebert shoot. In the custom class the trophy went to Jeff Lewis who ended up dropping only one point and shot that little X dot 24 times (499-24X). In second place was last year s winner the formidable at any age, Ted Larson, who also dropped only one point and was one X behind Jeff (499-23X). Dan Kjelland came in third scoring X. In factory class Dennis was the clear winner, shooting well all day with his.223 Rem. Savage rifle. His aggregate was 489-7X. (It s a lot harder to shoot an X with a.224 diameter bullet.) In second place was Jeff Locke, who seems to have learned something about shooting from his wife. His score was X and would have been better if he hadn t forgotten to shoot one of his targets (minus 10). And Parker Letson, shooting a Ruger Precision Rifle in.243 Win., an unusual cartridge for our matches, placed third with a score of 458-7X. In factory custom Doris Locke, as she often does, beat everyone with the fabulous score of X. If she can steal a bench gun from her husband she ll chase us all out of town. Bryan March also shot very well, also shooting a Savage in 6mm BR caliber, scoring X. And Matt Daly, also shooting a 6 BR Savage (there s a good reason for that BTW), placed third with 472-6X. Final remarks: There was an anomaly in the scoring of the last target sheet of the highest scoring shooter. There were two shots on one of the bulls and the winner was determined because of this. I think we should think about this in future matches and perhaps not use this as a precedent. Of course we want the best shooter to be the match winner. These aren t sanctioned matches and we can do what we want. One helpful solution would be to have an X count as eleven points. If someone had an extra shot on the paper it wouldn t be such a disadvantage since it could be offset by a good X count. In any case next month let s discuss this scoring protocol and consider using it this year. We can decide whether we think it s a better system or not. Congratulations to Jeff Lewis for his victory and to Dennis and Doris for theirs in their respective classes. Thanks to everyone who participated in our match this month. Our next match is April 8. We hope to be able to start shooting at 300 yards again but due to a mudslide down there at 300 that may not be possible. We ll see. If not, we ll shoot at 200. It is a very good way to give back to our club for all the enjoyment we get from all of the activities we all benefit from. My retirement plans have me leaving the area for an extended time and so I will be stepping down in June. 6 Page 6 the Sportsman Newsletter April 2017 Youth Shotgun Youth Shotgun concluded this last Sunday with a with the final interval which was the Kid s choice of venues. Chosen by a vote of 12 shooters, 5-Stand was the last interval shot with the kid s shooting the #4 card (the first card with a true pair). After each group shot 20 of the 25 targets on the card, the coaches allowed them to shoot any 5 remaining targets they wanted to shoot. This group of kids didn t care about shooting for score. They were interested in shooting tough target and tougher pairs. We saw the 11, 7 and 1 target multiple times as a single. Report pairs included the 4-2, the 3-7, the 1-5 and other difficult combinations. They were equally as difficult on the true pair combinations, including the 9-13, the 8-2 and the Following the final shooting round and make-up sessions, the Youth shooters and their families enjoyed a pizza and ice cream social. Special thanks to Teresa Barnes who provided snacks and hot drinks for the kids every shooting Sunday and for her hostessing the pizza and ice cream party and also to Wilbur Loo, who assisted in the Continental make-up shooting on the last day. Following the party, we gave out awards to all shooters along with a 2-line punch card for each so they can return for additional practice as they like. This year s top trophies were for Top Overall Shooter, Top Overall Women s Shooter, Top Overall New Men s Shooter, Top Overall New Women s Shooter and Most Improved Men s and Women s Shooters. Here are the winners for each category: Top Male Shooter-Gregory Stewart (Gregory was 22 points over the next best shooter and only 3 points behind the best Overall Youth Shooting in Youth League history. Top Women s Shooter-Meryn Gregory This is Meryn s 2 nd Top Female Youth Shooter award in the 2 years she has been in the program. Top New Male Shooter-Justin Atkinson Top New Women s Shooter-Sarah Acheson Most Improved Male Shooter-Lyle Branscomb Most Improved Female Shooter-Autumn Campbell Thanks to my fellow coaches, Dave Levinson, Board Trustee, and Joe Rinaldi, Board President, for their assistance and time spent on this important program. We start all over again in November with sign-ups beginning the second week in October Submitted by: Mark Silver, Youth Shotgun Chairman Gregory Stewart and Meryn Gregory Archery Committee The days are getting longer; the weather is trying to change for the better and spring has finally arrived so it seems. Up until this weekend the range has been kind of quiet with the exception of the three Traditional archers that have hardly missed a week day morning regardless of how rotten the weather conditions are. In late January archery committee chairman Jim Thompson purchased the second of four board approved target expenditures for 18 Pacific Bow Butt targets to replace the existing bag targets presently on the walk thru course. During periods of light drizzle Jim, John, Ronaldi, and JD have been busy building target frames, repairing and constructing bridges, setting up new shots, and making trails more user friendly. The indoor archery season has come to an end and several of our club and JOAD archers made the trip to Salt Lake City in early March to take part in the US Indoor National Championships. As expected WCW archers brought home the gold and Silver. In the masters over 60 division Larry Anderson was the National Champion Gold Medal winner. In the Junior JOAD division 17 year old archer Eleanor Phal took home the Gold Medal.and 11 year old archer Emma Kim brought home the Silver Medal for the JOAD Bowman Division. Congratulations archers I see and know the commitment you have taken to succeed in what you do. In other archery news earlier this year the board gave the approval for us to purchase two new block targets to use in the indoor archery program along with three new 3D targets for the shoot July 8 th and 9 th 2017, and lastly during the last month board meeting a motion was passed to lower to 90 days the requirement to apply for and receive a special use for Archery that allows you to purchase a key to the gate and use the range during non-business hours. You still need to meet the required 6 range master verified visits before special use is granted. Ken DeLeone

7 April 2017 the Sportsman Newsletter Page 7 CMP Highpower Rifle Match March 19, 2017 The Wildlife Committee of Washington s held its second Garand/Springfield/ Vintage/Modern Military Match for calendar year There was good turnout in that we had eight competitors for this event. Two were brand new to the game. The rifles used included M-1 Garands, Krag Jørgensen, Swedish Mauser, 1917 Enfield and ARs. The weather was nice and competitors elected to follow Course B 55 rounds. The ARs proved to be quite formidable, in that two earned silver award pins. WCW s next CMP As-Issued Military Rifle Matches for 2017 will be on October 15 th, November 19 th and December 17 th. We re not taking a break for spring and summer though the high power match venue for April 9 th, May 21 st, June 11 th, July 16 th, August 20 th and September 17 th is the NRA 50 round National Match Course. The bulletins for the NRA and the CMP matches are on the club website. Rule books can be downloaded from the CMP and NRA websites. I want to thank the club members and the competitors for their patience and accommodations. As we had 2 new folks and equipment was being shared, we elected to do 2 relays. The range was in pretty good shape prior to the match and after the match we strive to leave the range better than when we began. George Smith Pistol Marksmanship and Competition Seminar The 1st Saturday of each month we have a pistol training session for Bullseye and International Standard Pistol. Learn what competition is all about and get a lot of practice on timed and rapid fire targets. Need to bring, at a minimum: A..22LR semi-automatic standard pistol (5 barrel). B rounds of..22lr C. $15 fee Starts at 9:00AM on Range #3

8 Page 8 the Sportsman Newsletter April 2017 NRA Raises Their Member Dues As of May 1st, 2016, the NRA has increased their membership dues by $10. Those using our recruiter form, will still get $10 off their dues. There are also reduced prices on 3 years, 5 years, and their Life member dues ($1,000 and $500).. Take advantage of these reduced dues. The NRA and the WCW Our club is an NRA recruiter, and we get a commission for all new members we sign up and for all renewals processed with our recruiter ID number. We receive $10 for every new member and $5 for every renewal. The club has a significant number of NRA members and it would be a real benefit to the club for all those members to renew using the form below, or by using our web site s direct link to the NRA renewals.on the home page. Besides, by renewing through the club you save $10. Let s see, you save $10 and the club gets another $5.what a good deal. Then there are a great many WCW members who are not yet NRA members. The club would receive $10 of the $30 special dues for every member who would join through the club. You would be doing your part on a national level to protect your gun and hunting rights. You save $10 and the club gets another $10.a really good deal. Sign up your wife or husband or friends on an Associate membership for $15 (no magazine) and the club gets a $5 commission. Don t want to get the full membership, sign up for an Associate membership for yourself. We have been getting an extra $1,000 a year without much effort just from the few who sign up.we could get a great deal more and you would be doing yourself a favor. The benefits which come with an NRA membership are significant. You get $1,000 unscheduled firearm insurance and $10,000/$5,000 accidental life insurance. And you would be adding to the strength of the NRA, which has passed the 4 million member mark. There is strength in numbers and the number of NRA members should be much higher. Let s all pull together and give them the support they need. As an aside, the NRA provides the lesson plans and manuals for all our safety classes..and also provides direct dollar grants for some of our projects. Just remember, use the form below, or use our web site s home page direct link. Write your check to the NRA or use your credit card for easy processing. SAVE MONEY and HELP THE CLUB.
