2 Page 2 PCAV AGM AND CONFERENCE The State Council reviewed the AGM/Conference feedback from clubs and zones at the September and November State Council Meetings. The Annual General Meeting is going to be held on the 29 August 2006 from 5pm to 8pm in Midland Zone. The State Council will meet for a State Council Meeting during that day in their normal format. The State Conference format is being changed in 2006 based on feedback. A new format on Zone Conferences is being piloted in 2006 as an alternative to the centralised State Conference. A Conference will be held in each zone and it is hoped that over 150 clubs will attend. The State Council felt that this would provide a better environment for all clubs to contribute to the decision making process and have their questions answered. A component of the Zone Conferences will be a training module which all committees will find very useful. A summary of the Zone Conferences will be tabled to the State Council for issues of a State significance to be addressed by the State Council. The next part of the process is to lock in the zone dates and inform all clubs of the dates in early UNIFORM CHANGES COMING IN 2006 The State Council has modified the uniform purchase process to allow for clubs to purchase their uniform from any provider in the new year. The rules sub-committee are drafting a set of rules to make this possible. Clubs are advised not to make orders from providers other than Action Knits until the exact wording for the rule has been released to clubs. This variation to the uniform ordering will assist clubs who were struggling getting their colour from Action Knits. Action Knits will continue to supply PCAV Base colours and the ordering process remains the same. OFFICE CLOSING DATES FOR JANUARY 2006 The office will be closed from 5pm on 23 December 2005 and re-opens on Monday 16 January In late January, the office will be closed January 2006 for the Australia Day weekend. CLUB MEMBERSHIP CHANGES The State Council approved Beaufort Pony Club be granted Pre-Pending Probationary Membership in Midland Zone and Macorna Pony Club were approved Probationary Membership. Welcome to your new membership level.

3 Club and Zone News Page 3 DAY ATTENANCE FOR NON-MEMBERS Clubs are advised to have non-members at competitions continue to complete a Day Attendance Form and pay a fee of $5. Attendance forms should be sent to PCAV and from the 1 January 2006 the $5 Fee must also be sent to PCAV for them to remit to AON. This is a new requirement from AON and must be adherred to for insurance cover to be valid for your club. ZONE TRAINING The State Council has approved up to $10,000 initial resources to begin the process of a statewide training program to be delivered in zones and clubs. Below is a summary of the action plan leading up to 2007 when training will commence. 4 Page 4 First Aid Course for 2005 In an effort to continue supporting clubs and zones with First Aid Training, the State Council has approved that $100 subsidy will be granted to each club and zone to assist in training one person in Level 2 First Aid. Service providers like St Johns and Red Cross offer a range of training options that include a correspondence course with a CPR module tested in a practical session or you can learn the full module in a weekend or a nightly program once a week. The State Council thought that is was a better to give members the flexibility to choose a provider and a course that suits your time constraints, skill level etc. The State Council is also happy to financially support CPR refreshers that are required to be completed annually. The State Council has set a maximum level of $100 per club and zone for the combined activity of training new Level 2 s and CPR refreshers. The State Council would actively support the zone or club adding to the State Subsidy to ensure we have as many members as possible obtaining first aid qualifications. Members need to send a copy of their First Aid Certificate and a copy of the receipt of payment to the PCAV Office. The Club Committee should authorise the club person who is eligible to receive the state subsidy. A member may use any registered first aid provider. The concept is for PCAV and RDAV to develop an alliance that enables a child with a disability to attend pony club if the rider s disability allows for the rider to participate in the pony club environment. This proposal is about including riders in pony club current operating environments and is not designed to amalgamate RDA/PCAV or to have children with severe disabilities that could not be integrated in to our operations. It s about creating an environment where children are encouraged to participate in pony club and where there are processes and assessments made of children with disabilities and their appropriateness to attend pony club. This program will highlight the pathway for a child in pony club with a disability to go on and represent the country in The Paralympic games. It can also target riders who have a classifiable disability but have never been to RDA and alert them to this pathway. 7 Page 7 Equitana 2006 a huge success Equitana was a huge success with PA and PC Teams showjumping and National Mounted Games. The riders performed extremely well in the indoor environment with crowds of 2000 or more. A Huge thank you to Peggy Mills and her helpers for designing a great course and ensuring the arena looked exceptional for the Showjumping, to Shelly Hughes for her patience as judge and her fantastic penciler! Many thanks to Marylin, the Mounted Games Teams and helpers who put on a magnificent display. 8 Page 8 ACCOUNTS FOR YOUR CLUB Bank Accounts A cheque account is necessary for the well-run pony club. A cheque account provides a convenient record of payment through the cheque account. This means that club members need not carry large sums of cash. It is a good idea to have three or four members with the authority to sign cheques. This could include the President, Secretary, Treasurer and Vice President. Never sign blank cheques in advance, and never sign a cheque without an accompanying bill or docket from the supplier. It is wise to pay all club bills out of the cheque account, as all expenditure becomes recorded on the account statement. You should ask your bank to forward statements monthly. Cash Book The cash book records all of your pony club's receipts and payments on a daily basis. At the end of each month, the figures recorded in the cash book are checked against your bank statements. It is also a good practice to summarize what the club owes people (the club's creditors) and what money other people owe the club (the club's debtors). To determine the cash balance, simply total the receipts and deduct payments. Other items that will alter the cash balance are bank interest and charges, un presented cheques, dishonored (bounced) cheques, and direct credits or debits from other accounts. The cash book opening balance for each month becomes the closing balance from the previous month. This Financial Report is then presented to the club committee at the next committee meeting. If you want to save money and use just one cash book, you can record receipts in the front of the cash book and payments in the back. Or they may be recorded on facing pages, payments on the left page and receipts on the right for matching periods of time (e.g. monthly) Receipts Details of receipts are recorded in cash book columns. Columns can be drawn up with the types of income expected. These are often the same as those identified in the income side of the club's budget. Receipts are entered in three places, depending on the amount of detail you want and the type of cash book you buy. Receipts are entered in the amount column, under its income type, and in the banked column when banked. Often the banked figure will be an accumulation of all money received since the banking was last carried out. Listing individual amounts by banking date gives the opportunity for cross-checking to be carried out. Bank all incoming cash and cheques promptly. It is unwise to use money without it first being banked as it may become impossible to keep track of what is going on. It is also essential that all cash and cheques received be banked without any deductions being made. Tally all receipts at the end of each month. Monthly totals are accumulated to give a record of receipts for the year to date. In some cases, quarterly reports may be required. When this happens, it is more efficient to calculate cumulative figures month by month for each quarter rather than doing it for the entire year. 9 Page 9 FINANCIAL REPORTING TO YOUR COMMITTEE Financial Reports As we have seen through using a simple cash book, the club treasurer can reconcile the club's accounts and draw up lists of creditors and debtors at the end of each month. This simple form of reporting contains the most basic information that the club management committee would require to assist in their decisions. The pony club committee may, however, require more detailed information about trends in the club's income and expenditure patterns. In this case the treasurer will draw up a report relating monthly figures to the budget. It is possible to devise a standard monthly report sheet, especially if you have access to a computer with spread sheet software. If the income or expenditure figures are far removed from those estimated in the budget, it is essential to find out why before taking appropriate action to remedy the situation. It is important to understand where things are going wrong and why. Detailed and frequent financial reporting, will give you a better chance of identifying problems early, and definitely improve the clubs overall financial effectiveness.

That Clare Lewin, Diana Sutherland, Marilyn Healey and the sub-committees to be congratulated. Thanks to the volunteers who helped make this weekend a success. 5.8 Macorna Pony Club Moved Fiona Matheson That the Macorna Pony Club be granted Probationary Membership of PCAV. Seconded Jess Hull 5.9 AGM/Conference Comments Discussion at the September Council Meeting addressed the conference which is being dis-continued on a State Basis and replaced with Zone Workshops. Northern Zone comments were noted Uniform Purchases Some clubs are experiencing problems in the supply from one source of individual club colours. Moved Norm Glenn That the Rules Sub-Committee will consult with the uniform sub-committee to draft a new uniform rule and present wording to the February 2006 State Council Meeting. In principle, the State Council approves clubs to purchase uniforms from any provider. Zones must approve club uniform samples. Garments can continue to be purchased through PCAV and supplied by Action Knits. Clubs are advised not to purchase new garments from alternate sources until the rule has been finalised and printed in February Seconded Fiona Matheson

That the Executive Sub-committee approve delegates when required to offer the Zone Training Co-ordinator advice and assistance in working through the model/plan. It was reinforced that these are allowed at all Pony Club activities as long as the stirrup still complies with the Gear Check rule that there is 20mm between the rider s foot and the stirrup when the foot is over to one side and the stirrup on the ball of the foot. Martingale stoppers must go diagonally across the neck strap and the body of the martingale to prevent it slipping between the horse s front legs. Meeting dates for 2006 February 25 th July 8 th October 14 th October 14 th 16 th A & B Examiners Clinic & Syllabus review This was hosted in Western Australia by PCAWA. The Friday was spent on the Syllabus of Instruction review that is steadily progressing. Saturday & Sunday were spent working through the A & B syllabus and the standards expected at each level. There was a lot of discussion on the lungeing component, with general agreement at the end. The workshop had practical and theoretical sessions and led to lots of discussion and swapping of ideas. Our successful candidates are certainly up with the best that WA had to offer and I have come away with lots of ideas to help our aspiring certificate candidates. WA hosted us very well. They are very lucky to have a band of very experienced coaches who work together to help their riders following the syllabus guidelines. October 29 th APCC meeting This was mainly spent on the Syllabus review. The problem arises when a horse cannot complete the syllabus activities due to it s age. A DC should look at the suitability/safety of all mounts at rallies.
