2 Page 2 PA Showjumping Pony Club Leaving Age to 25 Age Increase Approved The State Council has approved that the leaving age for riders which shall be increased from 21 to 25. The State Council have discussed this issue over many years and Victoria was the last state in Australia who had not increased the leaving age. The minute read: That the leaving age for PCAV be 25 years of age with membership entitlements continuing to 30 June following. This ByLaw change is to be effective 1 July The policy for implementation will be reviewed including current Victorian legislation and PCAV Policy to ensure all operational requirements are met. The survey showed that 65% of clubs that voted were in favour of the age change to 26 and 75% of clubs voted. The next step is to review the PCAV rules and review our procedures like Award of Merits etc. The biggest decision not yet taken is based on whether riders other than those current members, may join. Can past members under 25 come back? Could a new person between 21 and 25 join? James Fitzpatrick is going to review the Victorian Legislation to ensure that discrimination laws are not broken. State Councillors will discuss their preferences at the April State Council Meeting. Points Grading System Points Grading System The points system was discussed but it places such a heavy amount of administration on event secretaries etc that it just did not seem worthwhile for a handful of riders that compete at the top end of a grade for too long. The State Council passed a new rule to assist DC s in dealing with difficult families on the issue of grading: Any combination who consistently places at any level of Horse Trials, Combined Training Days, Dressage or Showjumping must be re-assessed by the District Commissioner or their Rejected representative to be encouraged to be re-graded or only be able to ride HC at future competitions. Therefore, a points grading system has been rejected. Rules Review Time in Cross Country Rejected Pure Showjumping Spread Approved Lot s of issues involved. Big horse versus small pony measured against the clock. Riders wasting time on the course after going too fast. There is already a rule in the Horse Trials Rules that allows for penalties or elimination and the State Council opted to leave the current rules as they currently read. That the new maximum spread for PD Showjumping by.75m from 1 March This is to make the spread more consistent with other grades and horse trials.

3 Club and Zone News Page 3 National Police Checks National Police Checks / Working with Children Bill The State Government is proposing to introduce a new bill through Parliament in the Autumn Session that is Titled Working with Children Bill. This is currently a discussion paper and comments by the Department of Justice are being sought until 27 February This is a new safety or suitability check for paid and volunteer workers in a child related activity. The State Council will review the status of this Bill in April as it will be law for organisations such as our to follow. Therefore, National Police Checks may not be the required screening process depending on whether the government pass this bill. If the Bill is not passed, PCAV will implement National Police Checks. So it s wait and see.. The State Council had a long discussion regarding Grade 1 Dressage Membership Fees $60 membership fees. Membership fees for will be $60. The lengthy discussion arose because the PCAV will make a fairly large surplus in This has come about as the insurance premium went down after the State Council had set the membership fee last year. There are a number of projects that require funding next year such as the Nationals in WA, Police Checks, First Aid etc. We are also a little uncertain what the insurance fee may be when the renewal comes around in late June. So if you add all this together, the State Council decided to leave membership fees at the current level. They are costing the new projects in the April Budget. The State Council believes that the current cash position is high enough and they do not wish to see this level increase. To achieve this end, the State Council have a number of new training initiatives and volunteer assistance programs they would like to implement and future years membership fees will be reviewed closely to achieve this goal. General Information Rules Re-write We are still working along on the rules re-write and Burke and Associates have assisted by drafting the changes. This draft was tabled to Council in February but it needs more work. The plan is to have the State Council sign off the changes in April or July and have a club vote at the Annual General Meeting in August. State Games, Flat Teams and Musical Ride Champs It is on 1/2 October 2005 at Werribee. The venue and timing for 2006 will be discussed after we see how the 2005 event goes. Pro Rata Membership From 1 March to 30 June, the fee for riders is $35. WA Nationals The expressions of interest were kept open until 11 February to take into consideration promotion at the State Championships. The selectors will undertake their task and the team will be announced on 28 February.

5 Page 5 Upcoming Training approved First Aid Training The State Council agreed to host Level 2 First Aid Training again from Oct-Dec It will be offered to one person from each club and zone. A refresher course for CPR will be offered to those 157 people who attended our first courses in late The state will fund these courses as was the case in Thanks to all those people who assisted to get 157 people trained. Over time, this must benefit riders in the case where they unfortunately have an accident that they have a number of competent first aid trained people at each club. Next Council Meeting The State Council are meeting with the Chief Instructors Panel on the 12 April at Werribee Park National Equestrian Centre. This meeting will discuss the training and instructional components in detail. Lot s of discussion topics such as State and Zone Training programs, role of the DCI s, communication flows, accreditation. Clubs introducing the new Uniform Clubs have started ordering the new uniforms through the PCAV Office. The feedback has been very positive from both riders and club officials. Clubs are ordering in their own club colours and putting a club logo with the PCAV logo on the front of the garments. The pricing has been well received at $18.50 for a polo shirt etc. Go to the new website where you will find lot s of information including an order form.

7 Club and Zone News Page 7 New Rule for Clubs in/out Recession Recession PC Showjumping For a Club who does not run the compulsory 8 Official Rallies within 12 months. Clubs may make application to re-affliliate with PCAV whilst in the first 12 months of recession. The Zone Executive may grant Full Affiliation whilst in the first 12 months of recession after a satisfactory official club visit at a working rally. Any club in recess for more than 12 months shall be dis-affiliated and shall be wound up under Bylaw 25. Winding Up The Pony Club may be wound up by means of a special resolution passed at a general meeting duly convened to do so, such intention being clearly set out in the notice convening such a meeting. Upon such a resolution being passed, all the property and assets of the Pony Club shall be disposed of to any association having similar purposes to that of the Pony Club with the approval of the Registrar, such association to be selected at the last meeting of the Pony Club, or if this is not done to the Pony Club Association of Victoria Inc. Team Manager s and their children Team Managers for Interstate and National Competitions The State Council is very insistent that all Team Managers/Chaperones/Coaches that go away with teams are not to be the parent of a rider in the team or discipline. Eg. A parent may coach the Showjumping Team if their child is in the Dressage Team. This is to avoid any conflict of interest between a parent and child in any team. This does not include Victorian State Championships such as the State Games, Zone Teams etc.

8 Page 8 State Showjumping and Dressage Championships West Gippsland Zone hosted the championships at Tonimbuk on the 5 and 6 February After a week of dumping rain, it was extraordinary that the grounds held up very well. Tonimbuk has a slightly sandy base and this proved invaluable in Melbourne s highest rainfall ever in a 24 hour period. The event ran well and the weather cleared for the competition. Many thanks to West Gippsland Zone for all the effort and enthusiasm they showed in running this event. With over 500 competitors, it is a never an easy task pulling it all together. 10 Page 10 ZONE TEAMS CHALLENGE INFORMATION 21st & 22nd May 2005 THE COMPETITION A Horse Trials event at PCAV Grade 3 and 4 level for qualified combinations. 12 riders for each grade from each Zone will be selected and will make up teams of 4 with the 3 best scores to count for final total. Each team will have its own identity and team members are encouraged to think up imaginative names for their team. THE DATE Saturday 21st and Sunday 22nd May, 2005 THE VENUE National Equestrian Centre, Werribee Park THE COST $55 per rider (Inc facility fee of $5.00 for Werribee Park) HOW TO ENTER An Expression of Interest is to be completed by each rider and signed by their District Commissioner. This is to be sent to their Zone Representative who will select the 12 riders on previous performances THE RULES The competition will be run under PCAV rules. Riding members must have attended 50%, and Associate Members 25% of rallies in the past 12 months and have a minimum of 2 rallies on the horse they wish to enter. The combination must be graded by the District Commissioner and have completed at least two ODE s at the appropriate level. Any rider who has been in pony club for more than two years and is over the age of 13 years must have attained their C certificate. See further notes below. GENERAL CONDITIONS This event is conducted by the Pony Club Association of Victoria Inc. 11 Page 11 New Website Over 6000 visitors Passwords being issued to club officials The new website, membership database and events database is well underway with the site starting to take shape. Feel free to have a look at The rules are on-line, Council Minutes, the results are on-line just to name a few. This new website houses all our membership and events information. Club and Zone Secretaries are being issued with a password and they will be able to view, update membership and events information on-line. We will be running training for club secretaries in 2005 on how to use this technology. Clubs will be able to update their own website contained within this site. If you can use Microsoft Word then your club can manage it s own website. Clubs who already have a standalone website, we will be linking that site to your club pages with ponyclubvic.org.au The end result will be a system that clubs, zones, state share to manage our data that is accessible at every level by nominated club delegates. 14 Club and Zone News Page 14 New Guidelines for Grading GUIDELINES FOR GRADING Important Note: This document is designed to assist District Commissioners and Members in general, to understand the grading process. However, this document is not intended to replace the current rules. Therefore, this document must be read in conjunction with all of the current PCAV Rule books which are available from the PCAV. What is Grading Grading is based on the ability of the horse and rider as a combination, thereby providing the opportunity for each combination to compete at a standard commensurate with their ability. The grading is achieved by assessing the capability of the horse and rider as a combination, irrespective of the age of the rider or the size of the horse, or the horse's previous grading or performance. A separate grading is required for each discipline. A competition is not the place for schooling or instruction. Grading should only occur when the combination is capable of competing safely, and this applies to all age groups. Downgrading of combinations is allowed in special cases, and this is at the discretion of the District Commissioner. The District Commissioner is responsible for all grading, and this decision shall be final. The grading may be achieved by one of the following procedures: (i) if sufficiently experienced, the District Commissioner may grade on their own initiative after taking into consideration all relevant information such as competitive ability performances. (ii) Alternatively, the District Commissioner may solicit assistance from a Grading Panel consisting of Club Instructors, other knowledgeable persons, the Zone Chief Instructor or their Appointee. Care should be taken to ensure that parents do not unduly influence the grading of their children. The combination must have attended two Club Rallies before being graded. The initial grading must take place at a Rally Day. Re-grading may be done at a time other than on a Rally Day. All grading s must be recorded on the rider's current Membership Card and signed by the District Commissioner. The Following Must Be Noted When Grading (a) HORSE TRIALS - Grades range from Grade 1, to Grade 5. Combinations are graded according to their level of safety and competence in dressage, cross country and show jumping. (b) SHOW JUMPING (other than in Horse Trials) grades are PA, PB, PC, PD and PE. The combination needs to be competent enough to negotiate second and third rounds over obstacles with increased heights and spreads. NOTE: There that the dimensions for Pony Club Show Jumping differ from those in the Horse Trials Show Jumping phase. (c) DRESSAGE GRADES (other than for Horse Trials) are known as Stage 1, Stage 2, Stage 3, Stage 4 and Stage 5. It is often wrongly assumed that no harm is done if a combination is over-faced (i.e. graded higher than their true competency level) in Dressage. However, it is in the dressage arena that we see riders losing patience and sometimes tempers, with the horses nervously anticipating nothing but trouble when the combination is attempting a Test beyond their capability. Refer to the Dressage rule book for further information. (d) COMBINED TRAINING GRADES are Grade 1, to Grade 5. Combinations are graded according to their competence and safety in dressage and show jumping. It should be noted that there is no relationship between the heights and spreads in the Show Jumping phase of Horse Trials and those in Pony Club Graded Show Jumping. (e) HICKSTEAD Grade 1 to Grade 5. Hickstead competitions are conducted under Horse Trials rules and therefore that Gradeing will apply. Please read the current PCAV Rule Books to note the differences between Show Jumping for Horse Trials and Pony Club Graded Show Jumping. Grading Horse Trials No horse under four (4) years of age is eligible to compete in a Horse Trials. No horse should be graded until he turns four. Riders in Horse Trials must be at least eight (8) years of age to be eligible to compete. The heights and spreads, number of obstacles and speeds which all Pony Clubs must use for cross country jumps and show jumps in Horse Trials can be found in the PCAV rule books. The following table refers to the heights and spreads for Horse Trials as of September 2004.

The combination must obtain a score of 50% or more. (b) HORSE TRIALS CROSS COUNTRY PHASE Where possible a cross country course, set at the height and spread suitable for the grade, should be used. Where a cross country course is not availably, the use of show jumps built at some distance from each other and resembling as much as possible cross country fences, should be used. The course need not be full length, but should have at least eight (8) obstacles. Start and finish markers should be in place. See PCAV Horse Trials Rules for information on Water Jumps. The course should be measured, and the Time Allowed established according to the speed for each grade as shown in "Horse Trials Rules, Combined Training Rules, Guidelines for Show Jumping Judges and Course Builders". After walking the course, the candidate then rides it, at the prescribed speed; and should be judged and scored as per the Cross Country rules as set down in "Horse Trials Rules". If the combination of horse and rider incurs three (2) disobediences, not only at one obstacle, but anywhere within the course, then that combination will not be graded, or upgraded. This means that, for example, if the combination has one disobedience at obstacle 1, another at obstacle 3, and a further disobedience at obstacle 7, OR all two disobediences at any one obstacle, then that combination will not be considered suitable for grading, or upgrading. To be considered for grading, or up-grading, the combination must be able to complete the course with control, and without difficulty. (c) HORSE TRIALS SHOW JUMPING PHASE A course should be built according to the specifications for the appropriate grade as shown in "PCAV Horse Trials Rules" i.e. most obstacles at maximum height and spread. The course need not be full length, but should contain at least six (6) obstacles. Start and finish markers should be in place; and the course should be measured, and the Time Allowed established. The candidate then rides the course at the prescribed speed, and is judged and scored as per the Horse Trials Show Jumping rules as set down in "Horse Trials Rules". If the combination of horse and rider incurs three (2) disobediences, not only at one obstacle, but anywhere within the course, then that combination will not be graded, or upgraded. NB there are no increases in the dimensions on the height of the obstacles as only one round is jumped. Horse Trials grading MUST be recorded on the rider's current Membership card. Grading Combined Training (a) DRESSAGE The Candidate rides a Test at the appropriate standard from "Dressage for the Pony Club", (e.g. Stage 5 for Grade 5) and is marked according to the Scale of Marks in the current edition of "Dressage for the Pony Club". The combination must obtain a score of 50% or more. (b) SHOW JUMPING A course should be built according to the specifications for the appropriate grade as stated in the current edition of "Horse Trials Rules, Combined Training Rules, Guidelines for Show Jumping Judges and Course Builders", page 21. Most of the obstacles should be at maximum height and spread. The course need not be full length, but it should contain at least six (6) obstacles. Start and finish markers should be in place; the course should be measured and the Time Allowed established. The Candidate then rides the course at the prescribed speed, and is judged and scored as set down in the current edition of the PCAV "Horse Trials Rules", Penalties for Show Jumping. If the combination of horse and rider incurs three (2) disobediences, not only at one obstacle, but anywhere within the course, then that combination will not be graded or upgraded. The grading for Combined Training MUST be recorded on the rider's current Membership Card. Guidelines For Pony Club Graded Show Jumping The heights and spreads which all Pony Clubs must use for Show Jumping competitions are set down in the current edition of the PCAV publications. Refer to the current rules for Show Jumping dimensions and the maximum heights and spreads to be used in the FIRST ROUND of the first event on a day of competition.

PB GRADE to consist of combinations showing potential to go to the :op, but the horse and/or the rider are lacking in the necessary experience ;or PA Grade events. PC GRADE to consist of combinations with less ability and experience, but too advanced for PD Grade. PD GRADE to consist of combinations just beginning to compete in jumping competitions. PE GRADE for the genuine beginner on a small pony. It must be remembered that the heights and spreads specified for each Grade, are the heights for the first round of the first event on the day of a competition. After two or three rounds (PB, PC, PD, PE) the combination will be negotiating jumps 0.15m (6") to 0.23m (9") in excess of the maximum starting height. This factor must be considered when deciding the grading for each combination. If any combination in any grade consider they would be over-faced in a jump off (i.e. the second and third rounds) they need not continue. N.B.: there is no restriction on the finishing height for PA events. Suggestions For Grading A Group Of Riders For Show Jumping. A Show Jumping course should be built at the maximum starting height for PE Grade. Start and finish markers should be in place; the course should be measured and the Time Allowed established. Combination obstacles are not recommended for PE Grade. Treble obstacles are permitted in PA, PB and PC grades only. All riders wishing to be graded at PE standard must complete the course with control and without difficulty. The course is then raised 7.5 cm (3") for the second round, and then raised a further 7.5 cm (3") for the third round. Only those combinations of horse and rider who complete the second and third rounds in a manner considered satisfactory will be graded PE. Any combination considered NOT satisfactory will not be given a grading. Any combination of horse and rider which appears capable of progressing to the next grade, will be permitted to make the attempt. The course is then set at the maximum starting height for PD grade, and all riders wishing to be graded, or upgraded, to PD standard must complete the course with control, and without difficulty. The course is then raised 7.5 cm (3") for the second round; then raised a further 7.5 cm (3") for the third round. Only those combinations completing the second and third rounds in a manner considered satisfactory will be graded PD. Any Combination aspiring for grading, or up-grading, to that standard, who appear to be over-faced in the jump-off (second or third rounds) need not continue, and will remain at the lower grade. Any combination of horse and rider which appears capable of progressing to the next grade will be permitted to make the attempt. The same procedure is followed for all other grades, with any combination of horse and rider which has been previously graded, starting at the standard at which they are already graded (not above it), and working up if it is considered they are capable of doing so. In all cases the need to "hasten slowly" should be strongly advocated. Grading was instigated to encourage riders and horses to keep jumping, and every effort should be made to encourage and assist competitors, but it must be understood that organized competitions are not the time or place for schooling or for instruction, and that a properly graded combination will always give a good performance. The grading for Show Jumping MUST be recorded on the rider's current Membership Card. Re-Grading Those responsible for grading must be aware of the dangers involved in upgrading, especially from PB to PA grade, before the combination is ready. It must be remembered that there is no height limit to the finish of PA grade therefore the combination must be confident of coping with the required standard. If it is considered that a combination AT ANY STANDARD, is having difficulty with its present grading then that combination may be reviewed by the District Commissioner. This may result in re-grading the combination to a lower grade. The re-grading for Show Jumping must be recorded on the rider's current Membership Card.

17 Club and Zone News Page 17 New Guidelines for Grading Guidelines For Grading Dressage This procedure is for dressage only, and need not be used for Horse Trials Dressage. It is suggested that conditions for a dressage grading day should, as nearly as possible, resemble those at a competition day, so the grading can be based on a true assessment of the combinations. Suggested Standards that should be expected at the various stages Stage 5 For the youngest groups, say 8, 9 and 10 years. Also for those riders under 15 who are riding their first test. Stage 4 For beginners 15 years and over and for more experienced juniors. Stage 3 For older beginners, more experienced juniors and senior riders on young horses. Stage 2 For more experienced riders capable of riding the horse with more accuracy and correct bend Stage 1 For the more advanced rider capable of riding the horse with correct rhythm and bend. Well before a grading day the following should apply :- a) Announce well in advance the date of the grading day. b) Advise which Tests must be learned from the current PCAV Dressage Rules book. c) Invite prior applications for grading. d) It is advisable but not compulsory, that there be two (2) judges for each test so there can be no recriminations. (Club Instructors may be used as Judges, or outside Judges may be asked to officiate). Judges should be asked to make as many constructive comments as possible. e) Prepare sufficient scoring sheets for all tests. f) Appoint a penciller for each judge. g) A dressage arena of the appropriate size, squared and with the correct markers in place, must be used. Each combination of horse and rider will receive an official grading only after the District Commissioner and the Judges have conferred at the end of the day. If these conditions are clearly understood by both the Members and Parents then the possibility of discord should be avoided. Suggested Methods for Dressage Assessment (A) When the combination of horse and rider has not been previously graded for Dressage. ROUND 1 The candidate will ride Test "A" from the Stage in the book Dressage rule book, at which the Club D.C. and the Club instructor/s consider the combination will be capable. (It is preferable to err on the conservative side by starting too low, rather than too high). Read the rule book about dressage grades. After the completion of the test the judges confer, then both score sheets are handed to the rider, who must be given plenty of time to study the comments, and note the marks awarded for each movement. If a satisfactory score (60% or more) has been achieved, the combination will proceed to Round 2. If the score is NOT satisfactory (under 60%) the combination will ride the same Test "A" again, and if improved, and the judge's comments have been acted upon, the combination may be considered good enough, and be permitted to go on to Round 2. ROUND 2 The candidate will ride the last test from the same Stage as Test "A" in the first Round (see the Stages in the Dressage rule book), after which the judges will confer again, and both score sheets will be handed to the rider to study the comments. If a satisfactory score is again achieved the combination will be permitted to go on to Round 3. If the score in Round 2 is NOT satisfactory the combination will ride the test again, and if improved, may be permitted to go on to Round 3. If the score is NOT improved at the second attempt, it may be safely assumed that the combination should remain graded at that Stage. If the combination performed two unsatisfactory tests in Round 1 and in Round 2, it should be considered allowing the combination to perform at a lower Stage. ROUND 3 The candidate will ride Test "A" from the next Stage up, after which the judges confer, then hand the score sheets to the rider. If a reasonable score has been achieved the combination may safely be graded at that Stage. If the score achieved is not satisfactory, the candidate may be permitted to ride the same test again, and if improved, and the judge's comments acted upon, the combination may be graded at that Stage, but if there is no improvement that combination should remain graded at a lower Stage. (B) When the combination of horse and rider has been previously graded for Dressage, and wishes to be upgraded. The candidate should begin in Round 2, and ride the last test in the Stage at which he was previously graded, after which the judges confer, then hand the score sheets to the rider.

If the score is not satisfactory, the combination will ride the same test again, and if improved, and the judge's comments acted upon, the combination may be permitted to go on to Round 3. If the score is not improved at the second attempt, it may be safely assumed that the combination should remain graded at that Stage. ROUND 4 The candidate will ride Test "A" from the next Stage up, after which the judges confer, then hand the score sheets to the rider. If a reasonable score has been achieved the combination may be graded at that Stage, but if the score is not satisfactory, the combination may ride the same test again. If there is improvement the combination' MAY be upgraded, but if there is no improvement that combination should remain graded at the lower Stage. Dressage grading s and re-grading s must be recorded on the rider's current Membership Card. K Certificate Information Minimum Age 14 years Certificate & Badge Colour Purple Pre-Requisite D and C Certificate Objective The objective of the K Certificate is to widen the candidate's experience in various aspects of horsemastership and to become an active, efficient and thoughtful rider. Learning Outcomes The K Certificate differs from the previous with the introduction of Practical Tests and Optional Subjects. The candidate must choose seven of the following subjects in which to become proficient The subjects are divided into three sections and the candidate must choose two from each of the sections and one additional subject from any of the sections. All work must be recorded on Work Certificates and these must be submitted to the Examining body.(work Certificates are available from the State Office) Section A Show Jumping, Cross Country Riding, Riding at a given pace, Give a show of agility with the horse, Tent pegging, Stock Work, Polo or Polocrosse, Dressage, Hunting Section B Knots, Course Design for Show Jumping, Course Design for Cross Country, Leather work, Clipping, Shoeing, Lungeing Section C Endurance riding, Track work, Harness and Driving of a Harness Horse, Breaking In, Mare and Foal, Showing, First Aid, Community work, Any youth oriented activity In addition to Work Certificates, the candidate will also be examined on riding ability, horse care and horsemanship to a greater extent than in the previous certificates. Compulsory Active Riding Must have extensive experience in at least TWO of the activities in section A. Distance Ride o The candidate must prepare a horse for, and ride in a distance of at least 40kms. o Speed and care of the horse on a ride to be checked by Pony Club Officials, and recorded on a work sheet. o Time of ride not to exceed 4 hours. Horse Care Presentation Agility Horsemastership and General Knowledge Horse Health Horse Handling Safely and efficiently Evaluation Practical In order to pass the K Certificate the candidate must be competent in the learning outcomes outlined above. Written Exam Conducted on either on the 1st Sunday in July or the 2nd Sunday in November each year The written exam will take approximately 45 minutes and the candidate must have a mark of at least 65% to pass. 19 Club and Zone News Page 19 New Guidelines for Showing These Guidelines are to be used in conjunction with the current PCAV Gear Checkers Guidelines. Plaiting the horse is optional for all PCAV competitions. TURNOUT Turnout is Judged on the presentation of both the rider and the horse. The following are taken into consideration, cleanliness of both horse and rider, fit of the gear and the suitability of both. Pony Club Uniform as outlined below must be worn. Horse must be presented in a snaffle bridle, spurs and gloves may be worn. A whip if carried must not exceed 75cm. RIDING CLASSESS Pony Club Uniform as outlined below must be worn. Horse must be presented in a snaffle bridle. LEAD CLASSESS Handler must be in correct Pony Club Uniform as outlined below. A whip not exceeding 110 cm, excluding the lash, may be carried. Uniform White shirt with PCAV tie or approved tie, and/or the official PCAV Polo Shirt (short or long sleeved) and/or PCAV Skivvy with the PCAV logo Woollen jumper or Official PCAV Polar Fleece Jumper or PCAV Polar Fleece vest Jodhpurs or moleskin trousers in white, oatmeal, banana, fawn Short jodhpur boots, long boots or gaiters in black or brown. Must be fully soled, smooth leather or rubber synthetic material. A shallow ripple is acceptable Medical armbands must be worn on the arm Helmets Riding helmet complying with ASA/NZ3838 must be worn at all times whilst mounted. From January 2005 may also include EN1384 and ASTMF1163 Standard helmets. A long discussion as to the State Games venue, timing, etc. The whole PCAV calendar was discussed to look at the possible options for all championships. The clubs should have an input. 5.3 Leaving Age Review The survey showed that 65% of clubs that voted were in favour of the age change to 26 and 75% of clubs voted. Moved Stephen Bragg That the leaving age for PCAV be 25 years of age with membership entitlements continuing to 30 June following. This ByLaw change is to be effective 1 July The policy for implementation will be reviewed including current Victorian legislation and PCAV Policy to ensure all operational requirements are met. Seconded Fiona Matheson Against : Phillip Cobbledick, Neil Clinton, Jess Hull 5.4 Membership Fees Discussion was based on the assumptions that insurance will be passed on at cost and the membership fees will be sufficient to cover the operations of the organisation. The State has a number of large projects next year including Nationals in WA, travel re-imbursements and associated costs. Insurance costs could be volatile in future years and surpluses should be set aside to cover any future rises. Some clubs have expressed that the fees are acceptable at $60 but they would like to see the services increased such as first aid to improve the operations. PCAV needs to quantify the programs which will take some 12 months from planning to implementation. This bill is currently for public comment and is proposed for implementation for the not-for-profit organisations in Victoria. The Executive Officer to attend the Directors of Sport meeting in February and Vicsport is preparing a joint submission for sports. 5.9 Rules Committee recommendations Recession for clubs Moved Phillip Cobbledick That the recession rule as documented by approved with amendment Shall be wound up. CLUB RECESSION Recession For a Club who does not run the compulsory 8 Official Rallies within 12 months. Clubs may make application to re-affliliate with PCAV whilst in the first 12 months of recession. The Zone Executive may grant Full Affiliation whilst in the first 12 months of recession after a satisfactory official club visit at a working rally. Any club in recess for more than 12 months shall be dis-affiliated and shall be wound up under Bylaw 25. Winding Up The Pony Club may be wound up by means of a special resolution passed at a general meeting duly convened to do so, such intention being clearly set out in the notice convening such a meeting. Upon such a resolution being passed, all the property and assets of the Pony Club shall be disposed of to any association having similar purposes to that of the Pony Club with the approval of the Registrar, such association to be selected at the last meeting of the Pony Club, or if this is not done to the Pony Club Association of Victoria Inc.
