The organizing committee may withhold an administration fee of up to 25% of the total Entry fee. ABOUT THE VENUE The Werribee Park National Equestrian Centre (WPNEC) is one of Victoria's key international standard sporting facilities. It attracts interstate and international competitors and visitors to major events like Barastoc HOTY, Dressage and Jumping with the Stars, Melbourne 3DE and the World Polo Championships. The Centre was officially opened in 1984 as the designated State Centre for equestrian activity and primarily as a focus for major equestrian events and elite training in Victoria. It consists of facilities suitable for both indoor and outdoor equestrian activities including dressage, show jumping, show horse, polo and cross country. The Centre is located 20 kilometres from Melbourne within the Werribee Park precinct, easily accessible from the northern and western suburbs via the Western Ring Road/Princes Hwy. The ambience of the area in which the Centre is located, surrounded by market gardens, the zoo, the Mansion and The Mansion Hotel are ideal for equestrian activity. The Centre has been developed to International Equestrian Standards; the facilities are within the best that Australia has to offer. 4 Page 4 VENUE RULES 1. Werribee Park National Equestrian Centre Committee of Management considers it a privilege that you are allowed to bring your dog to this venue. We insist you keep your dog under effective control at all times. 2. Approved Safety Helmets must be worn at all times when riding 3. Cross Country obstacles must not be jumped/used unless a non-riding level one coach is present. 4. Riding of horses bareback is prohibited 5. Riding of rugged and/or unbridled horses is prohibited 6. Any person may lead a maximum of two horses while mounted 7. Stallions must at all times be in the control of a person aged seventeen years or more, when led or ridden 8. Horses are not permitted within/upon the quadrangle (between the barn & Indoor 1) 9. Horses are not permitted near pedestrian door ways 10. Bicycles are not permitted in the Indoor Arenas or any stable block. Approved helmets must be worn at all times. 11. Bicycles are not permitted near doors designated as public entrances or exits 12. Motor Cyclist riders must wear approved safety helmets and hold the appropriate licence 13. Speed limits must be adhered to at all times, the speed limit at WPNEC is 10km p/h 14. Power leads must not be on the ground or over roadways 15. Construction of portable/tape yards is prohibited 16. Alcohol must not be consumed in the Indoor Arenas, unless purchased from the licensed bar located in Indoor Arena No Please observe all signs at the venue 18. Horses must be tied in a safe manner. Horses must not be tied to unattached floats, wheelie bins etc. 19. No infrastructure to be erected on WPNEC Grounds without written approval by management prior to event. 20. Entry and Exit doors to Indoors Arenas are not be obstructed at any time. 21. Every event to book at WPNEC must provide their own first aid officials. 22. These conditions apply unless the Manager or the Committee of Management has given the discipline/event/activity concerned an exemption. *Exemptions must be applied for in writing and will be only valid for the dates granted.*
5 Page 5 GENERAL REGULATIONS Age Groups as at 1 st January 2011 Olympic Disciplines Junior - 12 & Under 17 years Senior - 17 & Under 26 years and current PC members (subject to State/Territory rules) Mounted Games Junior - will not have attained their 16 th birthday by 1 st January 2011 Senior 16 & Under 26 and current PC Members (subject to State/Territory Rules) Riders may participate in Dressage and one (1) other discipline. Due to the timetable this is not recommended but it is at the individual State/Territory s decision. Substitutes, due to injury or illness will be at the discretion of each State/Territory up until the commencement of the competition of the discipline entered. It is important to note that substituted combinations must be equivalent standard to compete. COMPETITIONS & AWARDS Junior and Senior competitions will be held for the following disciplines: - Dressage Eventing Showjumping Mounted Games OLYMPIC DISCIPLINES Each State/Territory are permitted to enter six riders in each age group in each Olympic Discipline Teams to be a minimum of 3 riders and a maximum of 6 riders Teams top three scores to count all riders are considered to be the team Points are accumulated from each event excluding the warm up All competitors will be scored for the Individual Championship

The number of riders starting in the first test will determine the point allocations for the subsequent tests. e.g. if 22 riders start in the first test, the scoring system for the second test is based on 22 riders and if only 20 riders start the second test the scoring system remains at The winner of each test will be awarded points equal to the number of riders in the first test plus 1 point. E.g. 22 starters + I = 23 points 3. Every rider that completes a test will score points according to their placing in the field. e.g. 1st place = 23 points (22+1) 2nd place = 21 points (22-1) 3rd place = 20 points 21st place = 2 points 22nd place = 1 point 4. If a rider is eliminated in a test they will not be awarded points for that test. However, they are eligible to score points in the other test. 5. Equal placings will be separated for each dressage test. a. The higher total collective marks will decide the higher placing b. If these marks are equal, the placing remains tied. 6. Points awarded at the completion of each test will be totalled to determine the final results of the individual championships

In the event of an equality of the total points at the completion of the two tests comprising the Championships, the rider who obtained the highest point score in the most difficult test will be the outright winner or higher place getter. As follows: a. Highest score in the highest numbered test b. If these scores are equal, places will be determined as for a single test competition, using the highest numbered test c. If there is still a tie this process is repeated with the next highest numbered test until a winner is determined or until there are no further tests to compare, in which case the placing remains tied. 8. If a placing is tied in either dressage section and cannot be split after applying the count back system, the points for the tied placings are added together and divided by the number of tied competitors. 9. A competitor must have ridden both tests to be eligible for an award. Scoring - Team The final placings of each test are established by ranking riders according to the dressage scores gained and then allocating the corresponding points as per the individual scoring. The aggregate point scores for each team member are added together to give the final team score. Each team member must ride both tests before the team is eligible for an award 1. If an equal place exists in any section, the process for Separating Equality of Scores for Teams will be applied: a. In case of equality of points, the higher placed team is the one whose lowest classified competitor of the three scores to count has the best result b. If these figures are equal, the placing remains tied. 2. Teams of three are eligible for a team award 3. If one or more riders are eliminated then the Team is ineligible for a Team award. 4. Teams with less than 3 team members may ride but are not eligible for a Team award. Awards Ribbons - individually to fifth place in each test including warm-up event. Sashes to 3 rd place for the overall Championship Individuals (comprising the total score of the Championship tests) 1 st place to receive a Tri Colour Championship Sash Sashes to third place for Teams 1 st place to receive a Tri Coloured Champion Sash Medals to third place overall for Champion Individuals and Teams If sponsorship is obtained, rugs may be awarded for Individual Champions and Champion Team
8 Page 8 SHOWJUMPING Junior & Associate Heights Warm-up AM 7 First Championship Event AM5 Second Championship Event Two Round Junior Maximum start height of first event 1.05m Senior Maximum start height of first event 1.10m Scoring Individual Step 1 Determine the individual placings for each event according to the class articles. Step 2 Use the Points System to allocate the corresponding points to each rider. Points System 1. The number of riders starting in the first class will determine the point allocations for the subsequent classes. e.g. If 22 riders start in the first class, the scoring system for the subsequent classes are based on 22 riders. If only 20 riders start the second class the scoring system remains at 22 and so on. 2. The winner of each class will be awarded points equal to the number of riders in the first class plus 1 point. E.g. 22 starters + I = 23 points 3. Every rider that completes a class will score points according to their placing in the field. e.g. 1st place = 23 points (22+1) 2nd place = 21 points (22-1) 3rd place = 20 points 22nd place = 1 point 4. If a rider is eliminated in a class they will not be awarded points for that class. However, they are eligible to score points in the other classes. 5. These individual rider points for each class are added together progressively throughout the competition to determine the overall individual award. 6. If the Scores are tied, equals will be separated using the best result in the class nominated by the organising Committee.
9 Page 9 Scoring - Team 1. Teams may consist of 3 to 6 riders with the best three scores to count. In order to be eligible for a team placing at least three members of the Team must complete each scheduled class without elimination 2. At least three Team Members must complete a Class for the Team to post a score in that class. 3. Points obtained by the three highest placed riders in each Team for each class are totalled for that class. 4. In the case of equality of points for the final placing, the higher placed team is the one whose lowest classified competitor of the three has the best result in the class nominated by the Organising Committee. 5. If these are still equal then the placings are tied. 6. If a rider is eliminated which would preclude the team from obtaining a team score, then the eliminated rider can continue for the team by taking the faults of the rider in the whole competition with the highest score and adding 20, thereby enabling the team to be scored in the following way:- 7. If the team event is a two round event then the rider carries that score into the next round. 8. If the team event is for example an AM5 then the score obtained by the above method becomes the rider s team score. Note: Riders in the team obtain individual points in the usual way. An individual rider (who is also part of a team) if eliminated in the competition, can continue to be scored for the team, but not for the individual. i.e. may continue into the next round for the team with faults as above. Awards Teams with less than three Team members may ride but are ineligible for a Team score Ribbons individually to fifth place in each competition including the warm-up event. Sashes to third place for overall Championship Individuals. (Comprising the total score of the Championship classes) 1 st Place to receive a Tri Colored Champion Sash. 11 Page 11 Scoring - Individual 1. To be calculated from to the three championship phases. The rider with the lowest score will be the winner. 2. In the event of an equality for Individual Champion count back takes place as follows; Scoring Team a. Go back to cross country score rider with best score placed higher b. If still equal go back to dressage score rider with best score placed higher c. If still equal go to total collective scores for dressage d. If still equal go to showjumping score 1. To be calculated from the total score of the best three riders. The team with the lowest total score being the winner. 2. In the event of an equality for Champion Team, the scores for the riders used to calculate the total score will be used for the count back. Awards a. Go back to cross country score team with the best total three scores placed higher b. If still equal go back to dressage score team with best total three scores placed higher c. 13 Page 13 ACCOMMODATION STABLING & CAMPING AT WPNEC WPNEC has a powered and unpowered site fee for all major events held on the grounds. Jackie Woodhead, WPNEC Venue Manager, has been in discussions with PARKS Victoria and The City of Wyndham regarding the camping ground and facilities. The Centre has had a major power upgrade to ensure all exhibitors will receive the best service that can be provided. Due to OH & S regulations all powered sites have been tested and tagged by qualified electricians and have had safety switches installed. The campsite fee will be applicable to all users who intend to camp on the grounds over major events. The cost of a powered site will be $50 per event, and the cost of an unpowered site will be $25 per event. If you intend on leaving your vehicle on the grounds but stay elsewhere you do not have to pay the camping fee but will be allocated parking along the back fence line of the grounds. Day Exhibitors do not need to pay the camping fee; they will be allocated parking in the day area on the right hand side of the grounds nearest to the polo fields (This will change over some events and during Polo season). Day exhibitors are not entitled to stay on the grounds overnight and this area must be fully vacated at night. To Book Stables and camping sites must be booked through the WPNEC office, using the form provided in the rider pack. WPNEC will allocate stables and sites to exhibitors and put the notification on the WPNEC website and event organisers will also be notified prior to event. WPNEC staff will take upmost care to allocate sites and stables as close together as possible, and staff will be onsite over event to direct exhibitors to the correct campsites. It is up to you, to ensure you park in the site allocated to you, and that you use the correct stables. If you are unsure at any time of your stable number or allocated sites there will be allocation lists on the WPNEC office windows, or alternatively you can call the WPNEC duty phone
