2 Page 2 TCBA News Elections to be held at Delegates Convention This year is an election year for the Board of Directors. The following is the list of candidates. All candidates were required to submit a resume to TCBA Headquarters and the Nominating Committee chair before January 1, Any offices with no candidates running or otherwise left unfilled will be appointed by the Board of Directors per the TCBA By-Laws. Candidates President - Keith Savoie Vice President - Charles Tanner Women s Executive Secretary - Sammye Ragland Men s Executive Secretary - no candidate Executive Treasurer - no candidate Any offices with no candidates running or otherwise left unfilled will be appointed by the Board of Directors per the TCBA By-Laws. The delegates attending this year s Delegate s Convention will vote. The next election year will be TCBA Playoff weekend raffle Don t forget to get your raffle tickets!! This year there will be over $3000 worth of prizes consisting of Visionary bowling balls, bags, and TCBA throws. The ticket cost is $5 for a chance on a door prize plus a chance to win the grand prize. (If your ticket is drawn for a door prize, it will be put back in for the drawing of the grand prize.) The grand prize is a $500 platinum membership from our TCBA sponsor, Visionary Bowling Products! Check it out at Click on Test Staff and scroll down to the $500 platinum membership. It explains the membership thoroughly and the rules of the membership to be fulfilled by the winner. The membership offers 2 bowling shirts, 1 towel, 3 ball bag and 4 different bowling balls. What is nice about the raffle is the winner does not have to be present to win, or even be a member of TCBA. Prizes will be mailed to winners not present. The prizes will be drawn on Sunday, the day of the finals. Winners will be listed on our web site and the August issue of the TCBA News.

3 Volume 27, Issue 4 Page 3 Men s Rule Change Proposals 2010 RULE 5 ENTERING AVERAGE Bold denotes changes Rewrite the rule as follows: A. Individuals (Other than PBA Members) 3.c. An assigned 205 average if a bowler has no current USBC association winter book average nor verifiable current winter league average of 21 or more games. The bowler will use 205 as his entering average for a minimum of 21 games. His current average will be computed following the session in which the 21 st game occurred to establish a new entering average reflecting the 21 or more games bowled. B. Individuals (PBA TOURING MEMBERS) 1.c. These bowlers must enter TCBA with a minimum average of 205 or a current USBC association book average of 21 or more games, or if none, a verifiable current winter league average of 21 or more games, which ever is highest. D. Team D.2. Bowlers with no current USBC association book average of 21 or more games will continue to use 205 or their current average, which ever is highest as their current average for a minimum of 21 games of TCBA competition. His current average will be computed following the session in which the 21 st game occurred. Reason: Changing these assigned average from 200 to 205 will not allow a team with 5 new bowlers with no average to get handicap for the first 21 games. They will already be at the max of 1025 to enter travel league. Submitted by Scott Minor Mid-Cities Men s Region RULE 5 ENTERING AVERAGE Rewrite the rule as follows: D. Team D.3 The TCBA will operate on a 1050 maximum team entering average system. The combined entering average of any five (5) member lineup cannot exceed 1050 at any time during the season or playoffs. Violation of this rule will result in zero pinfall for the team each game an illegal lineup is used. D.4 A team s current may legally exceed 1050 as long as the team operates under guidelines of TCBA Rule 5 Team, Item 3 Reason: This rule needs to be updated because of losing teams or teams not wanting to participate because they cannot comply with the entering average. 4 Page 4 TCBA News Men s Rule Change Proposals 2010 RULE 6 TEAM HANDICAP Rewrite the rule as follows: 1. Handicap will be based on 90% of the difference in contesting team s current averages. The team with the lower average will receive the handicap. The team with the higher average will receive zero (0) handicap. All handicap is figured from a base of 825. Maximum handicap will be 203 pins per game (609 pins per series.) Reason: To conform with change to Rule 5 Submitted by Bobby Hartsfield, Secretary San Antonio Region RULE 9 LEGAL LINEUPS 1. A legal lineup is any lineup in which entering averages total 1050 or under. Reason: To conform with change to Rule 5 Submitted by Bobby Hartsfield, Secretary San Antonio Region RULE 10 POSTPONED OR PRE BOWLED GAMES Add this paragraph to section covering Bowling Unopposed If a postponing/pre-bowling team or individual is found to be receiving the scores of the team(s) they were scheduled to bowl, either by watching the other team bowl, writing the scores, or accepting/requesting printouts from the center, a fine of $ will be assessed by the league. If not paid, the fine will be deducted from the team s prize money. In addition, the team or individual could be subject to disciplinary action by the Board of directors, up to and including dismissal from league. Reason: The postponing/pre-bowl team knows the other team s scores and what they have to bowl to achieve the wins, enabling them to floor whatever bowlers needed to win the points. This infraction is of major concern as the sportsmanship and fair play of our league is in question. As there is no penalty for this infraction, USBC says, without a consequence, there can be no penalty. Submitted by: Charles Tanner, Secretary Dallas Men s Region

5 Volume 27, Issue 4 Page 5 Men s Rule Change Proposals 2010 RULE 15 UNIFORM ATTIRE Rewrite the rule as follows: Captains are responsible for obtaining uniform team bowling shirts from their sponsor, commercial sponsor, or buy their own. All shirts must include the standard TCBA patch or a patch embroidered with all of the elements of the patch to be worn by all TCBA members on the front side, right side of the shirt. On the back side of the shirt, each team must have the name of the sponsor, city, and state which it represents. The minimum height of the sponsor s name to be one and one half inch (1 ½ ) and the city and state to be three quarters (¾ ). These minimum requirements will be in effect after the 2012 season. Reason: To give the sponsor the option to have the patch permanently embroidered on the bowler s shirt. Some of the stitching of the sponsors names and city states cannot be read because they are too small Submitted by Scott Minor Mid-Cities Men s Region RULE 16 FINES Rewrite the rule as follows: 1. All members must have their sponsor shirt (with patch sewn or embroidered on) by October 1 of each season. If not, a fine of $5.00 per bowler will be solicited on all shirtless or patch less members, or both, by the Sergeant- At-Arms and all fines turned over to the District/Regional Secretary and deposited in the point kitty. Any new member added after October 1, must have a sponsored shirt within 30 days of his first bowling session or be fined. Fines not voluntarily paid at the time of the infraction will be recorded by the Sergeant-At-Arms and the fine will be taken from the team s point money payback at the end of the season. Reason: By increasing the fine, bowlers may be more inclined to wear the proper attire. Submitted by Scott Minor Mid-Cities Men s Region The Rules committee met to discuss the proposed rule changes submitted for the Delegates meeting in May of In attendance were Chairman, Keith Savoie, Ken Fayard, Wally Sculthorp, Alex Schubert Jr., and Mark Wingerter. Each proposal was discussed as to the impact the change would have on TCBA.
