See the details re equipment and meeting place in my article in the Newsletter. The club s monthly programs will begin again on Thursday September 10 th, with our 4 th annual SEIFF Meet and Greet get together at Goody s on 905 South 5 th Avenue in Pocatello (across from the ISU Student Union). The board will continue to meet in May and September. Just a reminder, all club functions are open to the public and are free of charge. All club meetings occur on the second Thursday of each month from September thru April. The programs are held at The Portneuf River Outfitters fly fishing store on North Main St. in Old Town Pocatello, unless otherwise indicated. Programs begin at 7:00PM and usually are 1 to 2 hours in duration. Anyone interested in program dates, various functions or other, can access the SEIFF.org website or speak to any board member concerning any aspect of club programs and procedures. 2 SEIFF Club Chronicle June 2015 Page 2 Annual Club Fishing Event Tom Banyas, President Our annual club sponsored fishing event to 24 Mile Reservoir will be on Saturday, June 6, The participation increases each year. The club furnishes the sodas, eats. All you have to do is show up, with your gear. We will meet in the Thai Restaurant parking lot in Lava Hot Springs at 9:00 AM. Just stay on highway 30 and you will almost run right into the restaurant parking lot. Or, if you choose, you can meet us at the reservoir. Children are certainly welcome and are encouraged to come, as long as an adult accompanies them. All you have to do is show up with your gear Please be aware that 24 Mile Reservoir is managed as a trophy trout fishery. Flies and lures are the ticket, with no types of bait or scented tackle permissible. Also, hooks are to be barbless. Watercraft is highly recommended, but the use or motors of any kind are illegal. Float tubes, Fat Cats and pontoon boats make great fishing platforms to fish this little gem of a reservoir. Remember, all watercraft should carry a coast guard approved personal floatation device for each person! Five or six weight fly rods are ideal and floating and intermediate and type II sinking lines will all work. A floating line used with an indicator rig can be, and often is, a very deadly way to fish on this reservoir. Flies can include anything from your favorite leech pattern to damselflies (nymphs and adults), chironomids (midges), Callibaetis nymphs, and even streamers. I know that other styles and patterns will also catch fish. Bring along some dry Callibaetis patterns and some dry Damsels, also, as there can be some excellent dry fly fishing on the reservoir also. Please don t be disappointed by what seems like a lot of special regulations. Because of 24Mile Reservoir s trophy trout status, one can often catch larger and more plentiful trout. Club Outing - 24 Mile Reservoir June 6, 2015 What an opportunity to fish with such great flyrodders as Vic Loiselle, Bud Smalley, Tom Dial and Bob Huerta. (All outstanding board members) We may even get a special appearance by Dave Whitworth, past SEIFF president and most recently known as the Giant Fish Slayer of Mackay Reservoir. Who wouldn t want to fish with a legend? Folks, if Dave Whitworth and the rest of these guys can t catch fish on this outing, there ain t no fish in the lake!!!!

Vic: I would like to honor Dave Potter with this fly. Dave moved to Boise about two years ago. I personally saw Dave as an innovative tier, he especially liked to tie flies with "Ice Dub". I talked to him on the phone about a month ago and he described this fly to me. It has been working very well around the Boise area this spring. For more about Vic, we feature him in an article in Meet the Board an article in this Newsletter. He is not only a great asset to the club, but is a fine tier. 4 SEIFF Club Chronicle June 2015 Page 4 Fishing Volunteers Needed Jennifer Jackson, IF&G Do you want to help kids and adults learn to fish? Free Fishing Day is just around the corner on June 13, and Idaho Fish and Game is hosting several events around the region to help celebrate the day. Volunteers are needed to help teach kids and adults how to cast, take fish off hooks, and teach other important fishing pointers. There are 4 events in southeast Idaho, including one right here in Pocatello. Each event runs from 9:00 am until 1:00 pm. Also, Fish and Game is looking for volunteers to work with a small school group of 5th graders from Holy Spirit Catholic School. These kids have been rearing trout in the classroom and will be releasing their fish on May 28th at Edson Fichter Pond in Pocatello. Then they will be using the fishing trailer to provide equipment and instruction for fishing. The event runs from 8:00 until noon on Thursday, May 28. Take Me Fishing Trailer Back for another Summer of Reel Fun Jennifer Jackson, IF&G The Take Me Fishing trailer sponsored by the Idaho Department of Fish and Game is coming to southeast and eastern Idaho for its sixth year and has everything you need to have some fishing fun! The Take Me Fishing Trailer is loaded with fishing poles, bobbers, bait, and all kinds of equipment to help anyone go fishing. And, those who register at the trailer don t even need a license to fish! Reservations are not needed, and equipment is checked out on a first-come, first-served basis. Those new to the sport can even receive assistance with basic fishing skills, from tying knots to casting to reeling in a feisty fish. It is Fish and Game s hope that this traveling trailer will recruit new anglers, especially youth, and perhaps reconnect one-time anglers with a pastime they forgot they enjoyed! If kids can get excited about fishing in just a few hours, then just maybe they will stay hooked for a lifetime. 5 SEIFF Club Chronicle June 2015 Page 5 Portneuf Project Update Bud Smalley, Contributor It has been a while since I ve submitted anything for the newsletter and it seems about time to do so. Part of the reason is that while the Portneuf Project is always working on projects there is usually not a lot of change from month to month and it would be rather repetitive and boring to read. The Pebble Irrigation Project has hit a slight snag. We have the full support of all of the ranchers on the project. There is a new irrigation district formed and all of the district members (ranchers) have signed on the paperwork. We were supposed to start putting pipe in the ground on the first of May but after the design was completed and the bids came in we found that we are about $51,000 short. As it turns out our estimate was short for a number of reasons. We are currently in a holding pattern while the Partners work to raise the rest of the money. Ironically, there probably will not be enough water in the system this year due to the drought to have done them much good anyway. We are still in the long process of sorting out our next course of action on the Portneuf below Lava. The NRCS has agreements with one large landowner and they are going to use our engineering study on that reach to guide that project. There are still other landowners to talk to about the project and how best to proceed with reconnecting cut off meanders. That can be a challenge because it can mean that access to land can be lost for some and gained for others. It may work if we can negotiate a swap for nearly equal parcels of land. Fun stuff. On another front, the Bureau of Reclamation held another information meeting in American Falls at the library yesterday when they discussed the state of the water supply in the system and what it will mean for the reservoir. You have probably guessed that it is iffy this year. The calls for water started on April 1 st this year, two weeks ahead of normal. We had good holdover in the system but snowpack was very low and run off is essentially over at this time. The recent wet weather has been a relief and the water managers are praying that this spring is a repeat of past years with May and June enjoying above average rainfall. So far, so good but praying for rain is no way to run a system. Portneuf Update (Cont.) At the same time the DEQ is monitoring water quality and reminding them that drawing American Falls down too far is a very bad thing for the environment. Oh, they also have a call for water every year for the downstream fish flush to help with salmon recovery. Then they always have to deal with us sportsmen who want to see clean water in the river and enough hold over in the reservoir to maintain fish populations. Not an easy task. In years past they have not put much stock in the wishes of the latter group. That is you and I. But, that is starting to change. Mark Betia, the Mayor in American Falls and the DEQ and the IDF&G have invited the BoR (Bureau of Reclamation) to come to our neck of the woods to make presentations and listen to feedback from people like us for the last several years. It is starting to make a difference. We keep reminding them that they only need to move about an extra 50,000 acre feet of water to American Falls in late August to prevent erosion and high turbidity in the river. They are looking for ways to keep that water in the reservoir. One way is to move water down from above and another is to draw water from Lake Walcott in order to leave more water behind the dam at American Falls; they are going to try both. That was encouraging to hear them say. The first meeting that we had with the BoR here in Pocatello was very well attended; meetings in American Falls, not so much. That is a mistake. They have had meetings in Jackson, Wyoming for years and those meetings are packed with fishermen, boaters, outfitters and guides who lobby for better recreational flows. We ve been told that the BoR can t change the AMOUNT of water that is delivered to Idaho but they try to change the timing as much as possible to accommodate the requests of the folks in Wyoming. Faces in a meeting make a difference. I m convinced that more faces in meetings here will also make a difference. If we can pack rooms to standing room only and be respectful and voice our frustrations and make our requests be known then I m convinced that they will listen. They don t want a fight but they do need to know that we care. So, I m asking each one of you to pay attention and the next time we give notice that the BoR will be in the area to make a presentation that you make a concerted effort to be there. Together we can make a difference. I have to say that the Bureau of Reclamation is between a rock and a hard spot when it comes to managing the system. They are charged with delivering water to everyone who has a right. There are different priority dates at different levels in the system and they need to be careful not to move too much water downstream too soon or they could shortchange someone with a right further upstream.

6 SEIFF Club Chronicle June 2015 Page 6 Meet the Board of SEIFF Each month, the newsletter will be doing a piece on one or two board members. The idea is to let the members better educated about who serves on the SEIFF Board of Directors. The idea is so the members can familiarize themselves with the board members, which will, in turn, hopefully open more dialogue from the membership with the Board re membership thoughts and input. The membership is always welcome to attend the Board Meetings that are held 7 PM at Portnuef River Outfitters on the third Thursday of each month, except May through July. Meet the Board of SEIFF (Cont.) He is married to Connie whom he met at Camp Perkins. He has been an avid fly fisherman for many years and enjoys his annual trip with friends fishing for salmon and fishing at Hebgen Lake. I enjoy hunting and fishing with my son, gardening, spending time and spoiling my 3 granddaughters, and traveling with my best friend and wife, Connie. Meet Pete Griffin, one of newest members on the Board of Directors. He serves as the SEIFF Board Vice President. He is a great addition to SEIFF and the Board. He was born in Chicago, IL and raised in Wheaton, IL. and spent most of his childhood wadding through slews chasing turtles and frogs, fishing in the local farm ponds with a yard sale fly rod and homemade poppers fishing for sunfish and bluegills. He attended college at Concordia University in St. Paul, MN, where he received a BA in Education. Pete taught in Minnesota for 5 years, then spent about 6 years working in the machine tool industry as a tech writer for CNC machines but soon learned junior high students were much easier and more fun to teach than adults. Pete moved to Clover, Id. in 90, and returned to teaching in a little country school, Clover Trinity Luther School. He moved to Pocatello in 92, teaching at Grace Lutheran School until 07. During this time he also managed to work about 10 years part time for the Fish and Game as the Hunter Education Coordinator for Region He offers an after school fly tying program and built his own aquarium for raising trout in his classroom. Pete volunteers at the Lutheran summer church camp, Camp Perkins, by teaching fly tying and casting for a weeklong experience for grades 7 th 9 th. He has teamed up with up with former SEIFF President Darrell Brown for the Casting for Warriors at Camp Perkins. They were the primary instructors teaching fly tying and casting to the veterans and their families. Pete Griffin Board Vice President This is his 30th year teaching. The most common question he hears now is, when are you retiring? His answer, when I m not having fun teaching or no longer effective. Meet the Board Continued on Page 7

Vic is a SEIFF member, member of the SEIFF Board of Directors, Chair of the Meet/Greet September pizza party, and recruits SEIFF Member as volunteers to help with the South East Idaho Fly Fishing Expo. He is tier of the fly of the month for this month s newsletter. He started fly fishing when he was 14 while growing up in Mass. His uncle had a sporting goods store and started him on the path to fishing and hunting. He has been a life member of FFF since 1996; held offices in the Country Pond Fish & Game club, Newton N.H. including President from 1966 thru In 1994 Chuck Collins asked him if I would help re-start SEIFF. He and Chuck kept SEIFF running until 2000 when they were able to get enough support to establish a board of directors. And Vic served as club fundraiser. There was approximately $55,000 when he stepped down. Vic Loiselle - Board Member In Aug 2002 he worked with students from Wilcox Elementry School at Batise Rainbow Club. The kids enjoyed a half-day casting instruction and fly-fishing, and a barbeque. In June 2001 Vic taught fly casting skills to year students who were involved in "Habitat for Humanity"; assisted a group of ladies in the art of Fly Fishing including casting and fishing at FMC park in He served as committee member of the Pocatello Chapter of Idaho Salmon and Steelhead Unlimited" 1993, He also helped John Taylor put on a fly fishing and tying clinic thru "Snake River Outfitters" May 2012, In addition Vic has been asked to demonstrate his fly tying skills at a number of events over the years including stores and expos since the 1970's. Vic s patterns have been published in several books and presently one pending; he has been submitting flies to "Fly Fishing and Tying Journal" for several years; featured in fly fishing video to promote Hyde Drift Boats He was featured in an Idaho State Journal article titled "Angler has Passion for Fly Tying" written by Daniel Mooney, Dec 4, 2006, which drew national attention and won Daniel an award. He entered fly tying contest at "Museum of Idaho", Idaho Falls and wrote the history of the Prince Nymph July 2006 winning 4th. He has designed a number of flies over the years including trout and steelhead patterns, and did a segment on fly tying steelhead flies for "Western States Sportsman". This interview aired Jan He tied a fly for video production at the "North west fly tying expo.", Albany, Oregon Feb. 2009; did a segment for a video produced by, Rradomir Krkic of Serbia on fly fishing a spring creek to be shown on Xcorps TV in the Country of Serbia So, this is Vic Loiselle.a great guy.and a credit to the club, but an example of the many others like him we have in the Pocatello fly fishing and fly tying community.

Which means, Baetis on top, floating nymphs along the bottom and streamers close to the banks and in the deep runs. Good luck, be safe and wade safely. YELLOWSTONE COUNTRY: Blue Ribbon Flies: MADISON RIVER: The Madison looks great, I wouldn't say it is "Gin Clear" but it is close enough and should fish extremely well. We should see a few Baetis and March Browns in the sections below Quake Lake so have some Baetis Sparkle Duns #18-20, Improved March Brown Sparkle duns #14-16, and an Aaron's Purple Cripple #14 with a Micro Mayfly off the back should also work. In the float stretch, from Wolf Creek to McAtte and downstream, you should see Mother's Day Caddis Have #14 olive X Caddis along with #14-16 Improved March Brown and Flav Sparkle duns, #18-20 Baetis Sparkle Duns for dries. For nymphing: Baetis Foam Nymphs #18-20, $3 dips #14-16, Rubber Legs #8, Flashback PT's #16-20 and Nitro Nymphs #18, #14 Macro Madison Nymphs, #20 Split Case and Micro Madison Baetis Nymphs. Streamer anglers can plan on moving big browns off the banks HEBGEN LAKE: Midges are out in force. The Lake is approximately 92.2% full, which is high considering it is only the middle of May. If the wind stays down you can expect to see a lot of fish rise. The western side of Hebgen has fished well with Zelon Midges #20, Parachute Adams ##16 and Flashback PT's # The Chironomid fishing has also been good with Driskoll's Midges #14 approximately, PT Chrironomids #12 and Rio Grande Midges #16 FIREHOLE: Water is in good shape. In this cooler and rainy weather look for Baetis. Have Baeitis Sparkle Duns #18-20, Soft Hackles, #16-18, Peacock Starling, Partridge Peacock, PT-Partridge. THE HENRY S FORK- ISLAND PARK Henry s Fork Anglers: All Seasons Angler THE HENRY S FORK: The largest of all of the important aquatic insects of the Henry s Fork, Salmonfly (Pteronarcys californica) started coming out full bore early this past week. About the only thing predictable about the Salmonfly hatch is it is usually very unpredictable. The weather was typical. Warm, dry weather throughout most of April started things off about a week to 10 days early. Then the rains came followed by more seasonable weather. This isn t all bad. If the weather had stayed stable with clear, warm days the big bugs would likely have moved all the way up the river to the Island Park Dam. That hasn t happened. Not only does cool wet weather put the brakes on the bugs, it gives the trout time to remedy the indigestion they ve received from gorging on huge quantities of protein. These bugs are now at upper Mesa Falls. If the weather is on track it should bode well for anglers chasing Salmonflies. Currently the flows from dams at Island Park and Ashton are slightly below average and the water conditions should stay very good. The best dry fly pattern is the Henry's Fork Foam Salmonfly. We've tied dozens of patterns over the years but this one has proven itself superior to anything else we've ever used. You can get some at the shop. Use size 4 or 6. You should also have some black or brown rubberlegs in the same size range. Where to fish is always a tough choice. This past week the best action was from Warm River down to the Ashton Reservoir and from the Vernon Bridge to Chester. We expect continued activity in this water but when the big bugs start to play out here it is wise to move upriver. If you have the means a float from Grandview below Lower Mesa Falls downstream to Warm River will provide good dry fly action. Another good stretch is from Riverside to Hatchery Ford. Floating this water requires some expertise on the oars but there are plenty of access points to wade if you don t mind hiking a little. Things also should start warming up in the Box Canyon. 9 SEIFF Club Chronicle June 2015 Page 9 Fishing Reports (Cont.) The point is if you can t find Salmonfly action in one spot you need to move. Henry s Lake has been closed since the first of January and the trout will be concentrated. If you don t mind elbowing your way to the water at the Henry s Lake State Park you should find plenty of nice trout. The outlet below the dam is another good option but again; don t expect to have it all to yourself. You might be able to beat the crowds if you hike across the meadows at the Flat Ranch. THE SOUTH FORK Jimmy s All Season Anglers: BuRec is decreasing the flow out of Palisades Dam. Look for flow there to be around cfs soon. BWOs are out in huge numbers, but not many fish responding to them, because the flush has scoured nymphs and aquatic worms out of the streambed so that many are drifting. Fish do not have to rise to feed. They sit deep and pick off drifting bugs and worms. So present your rubber legs and San Juan worm patterns deep, and you will get results. STILL WATERS: Jimmy s All Season Anglers: Not many fish are being landed from Treasureton Reservoir, but those that get that far are big. Try damselfly nymph and snail patterns. Midge pupa patterns under an indicator and at taking depth will get you into fish on Daniels Reservoir. Twenty-Four Mile Reservoir offers good fishing for those using leech and damselfly nymph patterns and midge pupa patterns under an indicator. At Hawkins Reservoir try damselfly nymph and leech patterns in front of the dam for some action. LOCAL WATERS: Portneuf River Outfitters: Fishing has been just a little slow in most areas around us. THE PORTNUEF: While the Portneuf is running extremely clear, relatively low. The dry fly fishing hasn t really turned on yet. Still, look for caddis and blue wings in almost all areas. The Upper Portneuf is rather weedy, but still fishable. BEAR RIVER: The Bear is suffering from yet another WBF (whitewater boater flow). Expect it to return to better fishing in a week or two, maybe sooner. Blue wings, midges, and some caddis. The Black Canyon area is a favorite. LOWER BLACKFOOT: Very good reports from the lower Blackfoot, especially around the Morgan Bridge. Same dries as above, but drag some streamer imitations through the larger pools. You ll be pleasantly surprised. RESERVOIRS: Reservoirs are starting to really pick up. 24-Mile has a lot of repeat visitors, along with Daniels. Treasureton is slow according to one report, but the fish were huge. WOOD RIVER, BIG LOST: Silver Creek Outfitters: Silver Creek is a safe bet with it consistent flows, the Wood may be fishable. SILVER CREEK: Expect to find sporadic bugs this time of year, but have some PMDs in size 14 and 16 as well as Baetis in size If there is a hatch it will be late in the day. The fish will not be picky, and just about every fly and technique you employ could work. In late May and early June you can also get away with larger than average tippet like 4 and 5X. If you are planning on catching the Brown Drake hatch this year, keep your eyes on the weather. It typically occurs a week before or a week after June 10th. LOST BELOW THE MACKAY RESERVOIR: The flows have bumped up to about 200 CFS and seem to change every few days. With the inconsistent flows, the fish will be unsettled. Along with the Beatis and Midge, we are now seeing a few caddis, PMDs and Stoneflies as well. Nymphing is your best strategy with a combination of big and small nymphs. Take an assortment of Rubber Leg Stones, standard and beaded Prince Nymphs, and San Juan Worms. Trail behind that a smaller Baetis, Zebra Midge, Rainbow Warrior, or Bishop s Dynamite in size 16 or 18. The road up and over Trail Creek Pass is now open. Check the Idaho River Flows before making the trek. Remember, flows over 350 CFS get difficult to wade. RESERVOIRS: Magic, Mackay, the Little Wood or Duck Valley are good options Whether you want to float tube, pontoon, our fish from a drift boat, always be sure to have a friend, a safety whistle, and a life jacket. The weather is always a little funky this time of year, and high winds can make boating dangerous on the open water. In May in to early June pull Pops buggers and Seal Buggers in black or olive off of a sinking line like a type 3 or 5 or suspend a team of nymphs off an indicator like Prince nymphs, Copper Johns, or Chan s Chironomids with a floating line and an indicator.
