From Interstate 5 South, take the Highway 22 East exit clearly marked for Detroit. Proceed through the towns of Mill City and Gates and the best marker for Mongold is that it follows the sign for slow down to 35 MPH for rough road. Detroit Lake 2014 Detroit Lake 2015 This will be a good opportunity to study the 2-year drought that we are experiencing in Oregon. Don't bother to haul a boat to the lake this year. There is only one ramp and no dock. 2 BSPS EDUCATION NEWS Lt/C Mike Kondrat, AP Member Information Update Here are the results from the boat update survey. Thanks to all the members that responded to our request for updating the database on their boat status. As a result we were able to update 8 members records. Also for the few members that responded saying that they did not see a need for a Vessel Safety Check, I would ask you to check a few things on an annual basis. Items like lights, signaling devices such as flares, horn, and fire extinguishers have a tendency to either corrode from no use or to expire, so please do a self check on the items. As a reminder for all of us who have boats if you have a handheld extinguisher make sure you turn them upside down and tap them with the palm of your hand hard about every other month if you cruise a lot. The fire retardant has a tendency to clump due to engine vibration. Massey Public Information Officer Oregon State Marine Board Summer Boating Requires Good Decision-Making Summer is boating season, compelling flocks of people to visit Oregon s waterways to cool off and escape the heat. Boating started early with a warm spring, and this summer is turning out to be one for the record books. When heading out to the water, bring your boat and your gear, but don t forget to bring your good judgment as well. Your judgment could be the difference between a great day on the water and a tragic end. Oregon already has 11 boater deaths this year and we are only half way through the year. This compares to seven deaths in Of the 11 fatalities, nine were not wearing life jackets, seven were in non-motorized watercraft, and five are being investigated for being under the influence of alcohol and drugs. Many of these deaths were preventable. It is essential for boaters to carry the proper equipment, including lights for nighttime operation that conform with state law, even on paddlecraft. Waterways are becoming more crowded as the weather warms and water levels recede, so it is important for smaller craft to be visible, and for all boaters to know the rules of the road. Be vigilant by keeping a constant lookout to the front, the sides and even behind you. On moving water, this includes scouting ahead for obstructions, and not getting into water beyond your abilities. Since June 1, marine patrol deputies have issued more than 300 citations to boat operators, where 37% were for life jacket violations (a $260 fine), and 11 individuals were arrested for Boating Under the Influence of Intoxicants (3.5% of all citations, up to a year in jail, $6,000 in fines). Nearly 26% of all citations relate to violations of the state s aquatic invasive species laws either not having an AIS permit, or driving past a signed, mandatory AIS check station when transporting a boat (including paddlecraft on car rooftops). Other common citations include lack of a fire extinguisher when required ($160 fine), violating slow-no-wake zone rules ($260), or not carrying a Boater Education Card ($110). 3 Port Captain Reports Federal Lakes Recreation Committee for Detroit Lake April 15, 2015 P/D/C Dave Shively, AP Port Captain Detroit Lake First my apologies for the tardiness of this report. I will attempt to convey how this years weather has seriously impacted Detroit Lake and the surrounding communities. Attending the meeting were representatives from the US Army Corp of Engineers (ACE), Oregon Department of Fish & Wildlife (ODFW) specifically the Minto & Marion Forks Fish Hatcheries, Detroit State Parks (DSP), Oregon Marine Board (OMB), US Forest Service (USFS), Marion County Marine Patrol (MCMP) City of Salem Water Department, Kanes and Detroit Lake Marinas, fishermen, campers, concerned citizens, local business owners, Detroit Lake Recreation Area Business Association (DLRABA) and of course the United States Power Squadrons. Information from ACE - The current lake level is 60 feet below normal Fall Level. There are 13 dams in the Willamette River system. The North Santiam River is considered to be part of the Willamette River System with Detroit Dam being most important. The only time we had good precipitation was during a period when ACE keeps the lake purposely low. Started to refill the lake in February. The snow pack this year is drastically low. Out flow from Big Cliff Reservoir is currently 1,200 cubic feet per second (CFS) and at the date of the meeting is was being decided to reduce flow to 1,000 CFS. (the day after this meeting the flow was reduced to 1,000 CFS) 1544 at the spillway is normal for warm surface water discharge. I learned that 1544 and other numbers thrown about like this refer to lake depth is 1,544 feet the depth of the lake at the deepest point. The warm surface water is expected by the spawning fish in the North Santiam River. ODFW - Preparing for steelhead collection to transport above the dam. Answered a question if Big Cliff Reservoir was stocked. NO. DSP - Mongold State Park has the low water level (Winter level) ramp open and will be useful until lake level drops below Lake level needs to be 1534 minimum for main ramps. Canceling boat dock reservations at the Detroit Lake Camp Grounds OMB - Pleased to hear the Winter level ramp was currently open. There may be a fee increase in boat registrations to cover more on-the -water law enforcement. USFS - May move the floating restrooms so they're available on what lake there is. All campgrounds will open regardless of the lake level.. Working with DSP on the Mongold Winter level ramp. Crowding will become an issue. MCMP - Will look for volunteers to help at the Mongold Winter level ramp especially during the Fishing Derby. City of Salem - Had performed a test for green algae on April 14 showing green algae already present. Relying on ACE for warm water release to spill the BG algae Detroit Lake Marina - Still planning on a May 1 15 opening. (Didn't happen, not going to happen) Kanes Marina - Would like to see the outflow of Big Cliff Reservoir less than the suggested 1,000 CFS. Has been working with USFS on tree stump removal. 4 Detroit Lake Port Captain Report (continued) There was some discussion at this time on what the economic impact was in 2001 the last time the lake didn't fill. There was a survey taken in the area between Mehama and Marion Forks (a cross section of the Santiam Canyon) and it was found that in 2001 there were 127 jobs lost and an monetary loss of nearly $6,000,000. DLRABA - Fishing Derby will go on regardless of lake level. (It did). Fireworks Over The Lake was the 1 st Saturday after the 4 th of July as to not interfere with other cities. Water ski show is to return. New Event DLRABA is hosting a National Wake Boarding Event - June 13 & 14 FLRCDL - New invasive species New Zealand Mud Snails, they are very tiny. Don't have the destructive power of zebra mussels. Personal observations - Neither marina will be able to open in their normal area. The Detroit Lake Marina has towed a few docks overland to the Santiam arm for a few boats and will allow regular customers park boats and trailers in the marina parking lot when not in use. I elected to not utilize the marina this year and transfer my dock fees to next year. The economic downfall is already affecting Detroit businesses. The restaurants are empty and the groceries are not busy as usual. Port Captain Follow-up Report July 15, 2015 Attending the meeting were representatives from the Detroit State Parks (DSP), US Forest Service (USFS), City of Salem Water Department, fishermen, concerned citizens, local business owners, Detroit Lake Recreation Area Business Association (DLRABA), the Marion County Commissioner, and the United States Power Squadrons. from ACE - They admit their forecast was wrong. After reducing the outflow of Big Cliff Reservoir to 1000 CFS, ACE and ODFW are conducting tests on fish survival at 900 CFS. Current measured inflow to Detroit Lake is 524 CFS and outflow is 1080 CFS. Santiam River low flow record was 500 CFS in July 10 recording of lake level is 1,495. The end of the Mongold boat ramp that we saw a couple of years ago at the BBQ is at the lake level of 1,447. So in doing the math the lake is about 50 feet below the end of the Mongold boat ramp. USFS - It has been a strange year for USFS. The 2 floating restrooms have been moved into the middle of the existing lake. Winter boat ramp at Mongold is overcrowded (as expected). The Annex Marina was a coordinated effort of the Detroit Lake Marina and Kanes Marina to move a few docks to the Santiam River arm. The combined effort was appreciated by USFS. With more time for projects the USFS has completed a new day use area at the Marion Forks Fish Hatchery. DSP - The Detroit Lake campground is still full to capacity on weekends but weekday visitation is down. Their statistics show most of their campers stay from 7 to 10 days to enjoy the water sports and trails. Those campers are not coming this year. City of Salem - Another localized blue-green algae bloom was detected but has dispersed. The city has been working with ACE on the reduced outflow of water into the Santiam River. It is thought the city can still draw water at a flow of 850 CFS. There was a discussion and expression of disappointment with the US Army Corps of Engineers. It appears ACE has no contingency plan for a 2-year drought. The County Commissioner stated that some heads should roll. DLRABA - The Fireworks Over The Lake was a success. They had moved the launching point to Osprey Point to make is easier for the campers at Detroit to view the show. The water ski show was canceled due to low water. Personal observations - There were only ¼ of the attendees of the last meeting. Seems as though everyone has given up. There was open hostility to ACE. They released water even though a second year drought was likely. ACE did not attend the meeting but did send an . The Marion County Commissioner said he had been in a meeting with ACE early last week and were to reduce the Big Cliff outflow to 900 CFS on July 10. Now hearing the outflow is still 1000 CFS enraged him.
