2 VOLUNTEER AT SPRING CREEK HORSE TRAIL CALLING ALL TRAIL RIDERS! PA HORSEWORLD EXPO HOT SHOT PHOTO CONTEST 2016 FIRE PREPAREDNESS FROM PSU EXTENSION BERKS COUNTY MANURE MANAGEMENT WORKSHOP ELC's "PETE" MEETS A YOUNG ARTIST The Pennsylvania Equine Council recognizes Penn State Extension's contribution to our agricultural community and the benefits of 4 H programs to our youth. These programs, as well as agricultural research, are funded through the Land Scrip Fund. This fund is included in the Pa Department of Agriculture s budget. Governor, Tom Wolf, used his line item veto and zeroed out the Land Script Fund. If zero funding stands, it will include the elimination of Penn State Extension and the loss to Pennsylvania of approximately $80 million of federal money leveraged by these state funds. You can help. Please contact your Senator and Representative. Tell them how important Extension and 4 H are to you and ask that the Land Script Fund be replaced in the budget. Click on this link to find your legislator. There will be a rally in the Capitol on March 9, prior to the PDA budget hearing. If you are able to attend, please get in touch with President Van Auken for particulars. charliepaequinecouncil@gmail.com As horsemen we have all been influenced by Penn State Extension and research, whether it is the 4 H program, parasite control, safety, nutrition, barn design, hoof care, and the list goes on. Show your support by letting your legislator know how important this funding is to you. Linda Golden PEC Legislative Chairperson Legislative News... PEC Gold Sponsor 2/9
3 UPCOMING PEC BOARD OF DIRECTORS' MEETINGS (open to the public) Saturday, March 19, 2016 Hoss's Steak House 1450 North Atherton State College, PA We will break for lunch [No teleconference available] 11:00 a.m. Thursday May 19, 2016 Farm Show Bldg. Administrative offices conference room 11:00 a.m. Tuesday, August 16, 2016 Ag Progress Days Russell E. Larson Agricultural Research Center Pennsylvania Furnace, PA 5:30 p.m. ANNUAL MEETING AND ISSUES FORUM Super 8 Motel State College State Agricultural Secretary, Russell Reading, refers to horse racing as, "an industry worth the effort". Last fall the Pennsylvania Department of Agriculture informed the public that it no longer had the financial resources necessary to maintain operations of the state's two racing commissions due to a decline in funds available from PA wagering. According to PennLive, just after signing what is referred to as the reform law, Governor Tom Wolf stated "It was clear that the status quo was no longer sufficient to maintain the integrity of the [horse racing] industry". With the new bill in place, the two former racing commissions the Horse Racing Commission and the Harness Racing Commission will now be one unified body that strengthens the oversight of the industry, yet retains the ability of each to make decisions specific to their breeds The Throughbred and the Standardbred. A new nine member commission will be appointed by the Governor that will be comprised of experts from the horse industry. The commission will include one veterinarian, one representative of a Thoroughbred horsemen's association, one representative of a Thoroughbred breeder organization, one representative of a Standardbred horsemen's association and one representative of a Standardbred breeder organization in addition to a representative from each of the legislative caucuses. Learn more about what prompted this action and what benefits there will be for the Pennsylvania horse industry by following this link. Full article at Bloodhorse.com 1663 S. We will be posting the rules, prizes and other details about this year s equine photo contest at no later than April 1st. Please also follow us on Facebook at for ongoing news and announcements regarding this event. Fires give little warning. Conspicuously post the number of the local fire department by all telephones. Procedures to be followed in the Event of Fire: Call fire department Evacuate horses Use halters and lead ropes Blindfold, if necessary Move horse to holding area away from barn site and out of the way of firefighting equipment such as an adjacent riding arena. Remember, horses will run back home or back to their stall when frightened. Open all access (road) gates to the barn area. Use available fire fighting equipment until April 1st thru June 28th: Please help PROMOTE the Photo Contest. If you see a Facebook post or about the Hot Shot Equine Photo Contest, please share and forward it. The more who know about it the better! If you want to take a more substantial role in the promotion of the contest, please call Debbie Peterson at June 28th: Close of Photo Contest entries & voting. 8 help arrives such as extinguishers and hoses. But, know when to quit, do not put yourself in danger. Keep roads clear for fire equipment. Plan what to do In Case of Fire What to do with the horses? How to fight a fire? Where is the alarm? Where is the electrical master switch? Do all horses have halters and lead ropes hanging on the stall door? Fire prevention and safety should be taught along with basic equitation by trainers, organizations, and parents. As schools have fire drills for the students, so should the barn manager and trainer instruct students in the course of action to follow in case of fire. Assign someone at the barn to be responsible for posting fire rules. Remember a lot can be done to diminish the ever constant threat of fire. We all must know the proper Berks County Conservation District and Penn State University Extension will present to Horse owners from Berks County and across Southeastern Pennsylvania information about Pennsylvania Manure Management Regulations.
