12 Health Requirements All Texas health requirements must be met. All horses are required to have a TWELVE MONTHS negative Coggins test for Equine Infectious Anemia and to have an official interstate health certificate valid within 45 days, giving an accurate description of each animal and signed by a licensed inspecting veterinarian. All out-of-state owners should have their veterinarian research and provide them with proper testing and certificates to attend the AMHA World Championship Show in Texas. In addition, all out-of-state owners should have their veterinarian research the health requirements for returning to their home state from Texas when acquiring their health certificate. Horses will be permitted to unload prior to the checking of health papers. However, all exhibitors are requested to not bring and unload horses that have questionable health or might possibly be experiencing a contagious health problem. All horses entering the Will Rogers facility must have appropriate Coggins and health certificate. Horses in transit (not showing) must bring their health papers prior to unloading to the Show Office for Inspection. Health papers will be checked at the time horses are measured. NOTE- Show Management may refuse permission for exhibiting to those horses that do not have correct/current health papers issued by a licensed veterinarian. The Show Veterinarian may check and monitor any and all horses coming to the AMHA World Show. State and Federal law prohibits the dispensing of medications by a veterinarian without examination of the animal patient(s) which will receive the medication(s). The use of any artificial means, to include, stimulants, sedatives, and/or other drugs, that will have an effect in the measuring of a miniature horse is strictly prohibited. If exhibitors anticipate that a horse in their charge will need routine medications for the maintenance of a known illness or lameness or for symptomatic relief of a chronic, previously diagnosed lameness or illness, please contact your local veterinarian and obtain these prior to coming to the World Championship Show. By law, Texas veterinarians are not licensed as dispensing pharmacies, and are therefore prohibited from dispensing medications in the absence of an examination of the animal for which the medication is needed. A separate examination fee will be charged for each animal, and any medication dispensed will be for the specific treatment of the animal examined. No exceptions will be made. Show Rules Clarifications Show Rules Clarification of GR-050 Protests After research and review, the 2009 Show Rules Committee has unanimously agreed on the following interpretation of GR-050. The AMHA 2009 Board of Directors voted in agreement with the Show Rules Committee in December of Effective January 1, 2010 the following paragraph will be strictly adhered to. Show Rules Clarification of GR-050 Protests: An AMHA horse that does not measure within required height constraints for its age group at a show cannot be protested in attempt for further measurement to enter the show. GR-050 pertains to horses in a show and does not apply to horses that do not meet qualification. Under GR-050 horses that have qualified and been accepted in a show can only be protested one time, per show, for a height challenge. Show Rules Committee Clarification of GR- 020 At every AMHA Sanctioned Show GR-020 must be posted at the measuring site with a qualifying statement as follows: The Official Show Measurer will not attempt to measure the horse until the handler has set the horse, per Show Rule GR-020, and is positioned near the horse, in a kneeling or standing position, not touching the horse with any part of his/her body, and advises the measurer the horse is ready to be measured. The Official Measurer will then attempt to measure the horse. During the measuring process, if the handler touches the horse, the attempt to measure will be stopped, and the handler will be advised the horse cannot be touched during the measuring process AMHA WORLD SHOW PREMIUM

13 Drug Testing A. The use of stimulants or depressants or any drug affecting the showing of a horse in halter or performance is strictly forbidden. EXCEPTION: The recommended dose of therapeutic medication necessary for treatment of an illness or injury per a written declaration of a currently licensed veterinarian. This declaration must be presented to the Show Management prior to the exhibition of that horse. When a positive drug test is received by the AMHA officials, the hearing procedure as set out in AMHA Rules and Regulations A will be followed. B. The rules as outlined below will be followed for the 2014 AMHA World Championship Show. As a condition for participation in the show, every owner, trainer and exhibitor agrees to submit any horse entered by same to inspection by a veterinarian appointed by the management and agrees to have such animal submitted to drug test. The Show specifically reserves the right to have tissue, blood, saliva or urine laboratory analysis made on any horse entered for competition. 1. Refusal of an owner, trainer or exhibitor to submit his/ her horse for examination, or to cooperate with the testing veterinarian or his/her appointee, constitutes a violation of the drug testing regulation and subjects the owner, trainer or exhibitor to the same penalties as if a prohibited substance has been administered. Cooperation includes a polite attitude toward the veterinarian or his/her appointee. 2. The owner, trainer and exhibitor are responsible for a horse s condition and must be familiar with the regulations concerning prohibited substances. 3. If a horse requires a therapeutic medication which an owner, trainer or exhibitor feel might test positive for a prohibited substance, the following procedure should be followed: a. The medication must be administered by a licensed veterinarian or by his/her direction. b. The veterinarian must write out the name of the medication, the diagnosis for which it was prescribed, and the dosage administered and dates and times of administration. If needed, these medication forms are available at the horse show office. c. The horse shall be named, and its color, age and sex recorded on the veterinarian s statement. The statement shall be signed by the veterinarian and the trainer, owner or exhibitor. d. A written statement signed by a veterinarian must be filed with the Show Manager at least one hour prior to exhibition of a horse in any class. No exceptions! e. The statement is to be signed by the Show Manager and the time and date the statement was received is to be recorded on the statement by the Show Manager. 4. When a positive drug test report is received by the AMHA Officials, the Hearing procedure as set out in AMHA Rules & Regulations will be followed. 5. If it is determined after a Hearing that there was a violation, then the owner, trainer and exhibitor will be subject to the following disciplinary actions: a. Forfeiture of all prizes, awards, trophies or title for that particular horse for the entire World Championship Show. b. Publication of the test results, the Hearing Board s findings and penalties in the Miniature Horse World. c. Suspension from showing in AMHA- aproved shows for a period of time to be determined by the Hearing Board. This suspension may include the owner, trainer and exhibitor and the horse involved. d. A monetary fine of not less than $ nor more than $1, for the first offense. e. Any awards, ribbons, trophies or titles forfeited because of the violation of this drug-testing regulation, shall be redistributed to the next horses in line, in order of their placement according to the judges cards for the World Championship Show. f. Notification of the redistribution of awards shall be published in the Miniature Horse World and by mail to the recipients of such awards as soon as possible after the determination by the Hearing Board. 6. To offset the costs of drug testing, a fee of $10.00 per horse entered shall be charged by the AMHA. The Board of Directors as needed may revise this fee for future World Championship Shows. 7. Collection of samples for drug testing at the 2014 World Championship Show will be supervised and completed by the veterinarian staff from Equine Medical Center. Samples will be sent for analysis and evaluation. Trainers/owner are urged to accompany the testing personnel and the animal during the time that samples are collected, labeled, and sealed, and to serve as witness to these procedures. In the event he or she is unwilling or unable to do so, the trainer/ owner is urged to appoint an agent to serve as witness to these procedures. Failure to witness these procedures, and/or failure to appoint an agent to do so, precludes a trainer/owner from subsequently challenging the identity of the horse from which samples were collected, or the procedures employed in collecting, labeling, or sealing the samples. Hoof Inspection Those horses randomly selected for drug testing at the 2014 AMHA World Show will also be subject to a hoof inspection to insure that no steps have been taken to enhance their movement through artificial means (i.e. weighting of hooves, etc.). At the request of show management, any entry maybe subject to a hoof inspection at any time. Any evidence of the use of an artificial appliance as referenced in GR-040-F shall result in disqualification of the horse exhibited and the designated party responsible for that horse from the show as approved by the Show Rules Committee and the Board of Directors of AMHA AMHA WORLD SHOW PREMIUM 13

15 Show Rules The 2014 AMHA World Championship Show is covered by the rules and class specifications listed in the AMHA Official Rule Book, plus any special rules and/or regulations outlined in this World Championship Show Premium Book, and will be conducted and adjudicated in accordance therewith. As outlined in GR-010, knowledge of the AMHA Show Rules and Regulations, as well as the requirements of each class entered, is each exhibitor s responsibility. Judging System The World Championship Show will use teams of five judges on each panel. In all classes the high and low placing for each horse/ exhibitor will be deleted and the remaining three judges placings will then be computer tabulated to determine the class results. Five of the judges will be selected to judge all Youth and Amateur Classes, some Specialty Classes, and the World Championship Hunter Futurity. The other five judges will adjudicate all Open Classes the World Championship Driving Futurities, the World Championship Halter Futurity and the balance of the Specialty Classes. For computer tabulation horses placing under each judge will receive the following points: 1st place - 10 points 2nd place - 9 points 3rd place - 8 points 4th place - 7 points 5th place - 6 points 6th place - 5 points 7th place - 4 points 8th place - 3 points 9th place - 2 points 10th place - 1 point All classes will be judged once using the computer accumulated tabulation system, mentioned in the paragraph above. Futurity Judging System The World Championship Futurities will use a team of five judges NOTE: In the World Championship Futurities ONLY, any entry placing first on three of the five judges cards (after high and low judges scores have been deleted) will automatically be awarded first place. Computer tabulations of judges cards will be the only method used to determine winners. Scores earned by each horse from the three tallying judges will be added together to give the total score for each horse/exhibitor. The call judges placings will be used to break all ties. If a tie still results from the first call judge s card, the tabulation moves on to the second call judge, then the third call judge, etc. until all ties are resolved and the horses/exhibitors placed. Class results and tabulations will be posted for exhibitor/spectator review as soon after judging as possible. For computer tabulation placings, see Judging System. Dress/Attire All evening sessions and the World Championship Futurities are designated as formal. Appropriate evening formal attire is suggested but not mandatory for all exhibitors. Exhibitors must abide by all attire rules in the AMHA Rule Book. Daily Results Class Sheets Daily Results Class Sheets for evening classes may be posted the next morning. Judge Evaluation Reports Judges Evaluation Reports will be available in the Show Office, and may be completed on a voluntary basis. Show Breaks Exhibitors should note that there are a limited number of daily breaks listed within the show schedule. However, Show Management reserves the right to re-schedule these breaks as necessary. Additional breaks or rescheduling of breaks will be announced as deemed proper according to the progress of the show. However, IN NO CASE will sessions start earlier than scheduled within the show class list. There will be no refunds for missed classes. It is the responsibility of the exhibitor to be on the grounds and ready to show on the day and time of his or her scheduled classes (GR-045-B). The Show Manager will be the sole person authorized to schedule breaks. Split Classes Class splits for Halter Classes will be determined at the discretion of the Show Manager; however, it is mandatory that all halter classes be split at forty-five (45). Ref: WS-025 B. Driving classes will be split by show management for safety according to the class involved and show arena size. Show management will also determine the number of driving horses each judge should select, from each class split, to return for the class finals. Refer to AMHA Show Rules CL-030-E and WS-025-C. The horses in each split will be posted at least one (1) hour prior to the class. Split classes will be divided at random by a computer. NOTE: All horses must compete in the split assigned and posted from the computer print out. Horses violating this mandate may be disqualified from competing in the class. Note: At the discretion of the AMHA Show Management the Final Go of any split driving class may be shown at a later time in the show, but will be held on the same day of the original class. *New Standing Rule for 2014: If final is run immediately after spilts, the paddock master will separate and send split A into the ring followed by split B with the two minute gate rule being strictly enforced. Order of Go At the discretion of the management of the World Championship and Championship Shows, random go orders may be generated by the computer for judging any classes, both performance and halter. Reference: WS-027. In each class where individual work occurs (Liberty, Hunter, Jumper, Obstacle Driving, Halter Obstacle, etc.) the computer will be used to randomly create an order of go for the class. Exhibitors should obey the established order of go and be at the gate ready for exhibiting their horse when their number is called by a Paddock Master. Order of go for all Futurity classes will be posted by 9:00 P.M. the evening prior to the class. Two-minute Gate The two-minute gate rule (GR-045-B) will be followed AMHA WORLD SHOW PREMIUM 15

Measurements will also be made on the Official Height List which will be mailed to AMHA at the conclusion of the show. 4. Before receiving their number, exhibitors with horses with Senior Measurement Cards must bring the horse to the measuring area with a copy of its registration papers and coggins and health papers to have the horse checked against the papers by the measuring team and to be logged into the measurement book. The horses will step onto the measuring platform and their back number and recorded height will be announced and recorded by the camera and on the log sheet. For payouts, the GIF fund will be allocated to Youth (15%), Amateur/AOTE (42.5%) and Open (42.5%). A total payout per class is calculated based on the number of classes in the division. In scoring all special awards, the following computer point system will be used: Entries in classes with 10 or more entries -first receives 10 points, second receives 9 points, third receives 8 points, etc. Entries in classes with less than 10 entries - first receives number of points based on the total number of entries shown, etc. (Example - class with only seven (7) entries shown - first receives 7 points, second receives 6 points, third receives 5 points, etc.) Open Halter Senior Mare Height Class Exhibitors Ken Porter of Kee-Port and Estate Horse Supply will present an Equi-Page Foaling System in a random drawing of the participants of the four Open Halter Senior Mare height classes.
