8 SHOW RULES AND REGULATIONS 1. EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. 2. LIFE, SENIOR ACTIVE AND JUNIOR ACTIVE MEMBERS SHALL BE ELIGIBLE TO PARTICIPATE IN ALL CLASSES AT REGULAR COMPETITIONS, EVENTING COMPETITIONS AT THE PRELIMINARY LEVEL OR ABOVE AND COMBINED DRIVING COMPETITIONS AT THE ADVANCED LEVEL, DRESSAGE, REINING AND VAULTING COMPETITIONS AND ENDURANCE RIDERS. A NON-MEMBER MAY PARTICIPATE AS A HANDLER, RIDER, DRIVER, OWNER, LESSEE, AGENT, COACH OR TRAINER AT REGULAR COMPETITIONS, EVENTING COMPETITIONS, DRESSAGE COMPETITIONS, REINING COMPETITIONS AND COMBINED DRIVING COMPETITIONS UPON PAYMENT OF A $30.00 SHOW PASS FEE. PARTICIPANTS IN THE FOLLOWING CLASSES ARE EXEMPTED FROM THE REQUIREMENTS OF THIS RULE; 1) LEADLINE; 2) EXHIBITIONS; 3) GAMES AND RACES; 4) CLASSES FOR 4-H MEMBERS; 5) WALK TROT AND ACADEMY CLASSES (Academy classes are classes limited to horses used regularly in a lesson program); 6) USDF INTRODUCTORY LEVEL TESTS, PAS DE DEUX AND QUADRILLE CLASSES. 7) NRHA ENDORSED REINING COMPETITIONS; 8) OPPORTUNITY CLASSES 9) CITIZENS OF OTHER NATIONS WHO HAVE PROOF, IN ENGLISH, OF CURRENT MEMBERSHIP IN GOOD STANDING OF THEIR OWN NATIONAL FEDERATION, 10) USEA BEGINNER NOVICE DIVISION; AND 11) ASSISTANT HANDLERS IN DRESSAGE SPORT HORSE BREEDING CLASSES. 3. THE HORSE SHOW COMMITTEE reserves the right to itself to interpret all questions and conditions in regard to, or arising out of, or incident to, the show, without claims for damages or recourse of any kind. Any questions not covered in these rules and regulations shall be decided by the Horse Show Committee, consisting of the Competition Manager, the Horse Show Secretary and the USEF Steward. 4. ALL ENTRIES are accepted with the understanding that the Santa Barbara National Horse Show will not be held responsible for any loss, damage, or injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the Horse Show Committee but solely at the risk of the exhibitor, who will be responsible for any loss, damage or injury to any person, animal or property occasioned by him, his agents or employees, or by any animal owned or exhibited by him, and shall indemnify the Santa Barbara National Horse Show against any and all loss, damage and liability thus occasioned including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submitting of any entry form shall constitute an acceptance by each person signing same of the provisions herein set forth. 5. ALL OWNERS AND EXHIBITORS will be held responsible for any damage incurred by them or their agents to barns or other properties on the Showgrounds and will be billed accordingly. 6. IN ADDITION TO ENTRIES of persons suspended or expelled from the Federation, the Recognized competition may refuse any entry of an exhibitor or the participation of any agent, trainer, rider, driver or handler who has shown an objectionable attitude towards this Recognized competition or previous unsportsmanlike behavior at a Recognized competition or to its management. 7. MANAGEMENT reserves the right to cancel, consolidate or split classes depending upon entries received at closing date. 8. THE HORSE SHOW COMMITTEE reserves the privilege of substituting or changing judges if it becomes necessary. The Judges decisions in the show ring are their own responsibility and the Show Committee accepts no responsibility for these decisions. 9. PROTESTS. Please refer to GR 603 for complete rule. 10. ENTRIES CLOSE AND MUST BE POSTMARKED NO LATER THAN THURSDAY, JUNE 25, ENTRIES POSTMARKED AFTER CLOSING DATE WILL BE ASSESSED A POST ENTRY FEE OF $20.00 PER HORSE, UNLESS ORIGINAL ENTRY IS MADE AT THE SHOW, IN WHICH CASE THE POST ENTRY FEE PER 8

9 HORSE SHALL BE $ NO ENTRIES, SUBSTITUTIONS, OR CLASS CHANGES WILL BE TAKEN BY TELEPHONE OR FAX. NO ENTRY IS VALID UNLESS ACCOMPANIED BY A CLOSED CHECK. 11. REFUNDS. Full refunds will be given if written notice is received by the Show Secretary before the closing of entries. Exhibitors scratching their horse for any reason AFTER the official closing date shall forfeit all entry, stall and association fees, UNLESS a valid Veterinarian s or Doctor s certificate of disability for entered horse/rider is submitted to the Horse Show Secretary prior to the first event of the horse show, in which case a $40.00 fee will be assessed. If illness or injury after the start of the show should prevent exhibitor s participation in the balance of entered classes, a refund of unused class fees will be made, less a $40.00 office fee, providing the balance of classes are officially scratched and a doctor s certificate is provided within 48 hours of the close of the show. Stall and association fees will not be refunded. 12. ADDS AND SCRATCHES: There will be no charge for adds or scratches. 13. R.D.N.E. FEE. Any horse or rider showing in a class they did not enter will be charged a $10.00 Rode-Did-Not-Enter penalty, plus the regular add fee and class entry fee. 14. ENTRIES made after 7PM on Saturday, July 11 TH will be charged double the entry fee. 15. PENALTY. There will be a penalty of $50.00 if a check is refused by the bank for any reason. No checks will be processed through the bank a second time, and must be covered by a credit card, money order, cashiers check or cash, in addition to the penalty. 16. NUMBERS. No competition numbers will be released by the Horse Show Office until all entry blanks are complete with fees paid and all necessary USEF, USHJA and PCHA membership cards and original measurement cards have been seen by the horse show secretary. EXHIBITORS MUST ALSO PROVIDE AN OPEN CHECK TO COVER ANY EXPENSES THAT MIGHT BE INCURRED BY THEM DURING THE COURSE OF THE SHOW. ALL ACCOUNTS MUST BE CLOSED BY EXHIBITORS IN THE HORSE SHOW OFFICE AT THE END OF THE SHOW. OTHERWISE THE OFFICE WILL CLOSE CHECKS ON JULY 13 TH WITH A $10 CLOSE-OUT FEE. 17. USHJA HORSE IDENTIFICATION NUMBER MUST BE PROVIDED WITH ENTRY. NO HORSE MAY COMPETE AT THIS SHOW, AND NO BACK NUMBER WILL BE ISSUED, IN THE ABSENCE OF THIS HORSE I.D. NUMBER 18. STABLING. All stalls are approximately 10 by 10, of wood construction with top and bottom doors. Stalls are $ for Hunters and Jumpers. STALLS WILL BE AVAILABLE MONDAY, JULY 6 TH AND MUST BE VACATED NO LATER THAN NOON ON MONDAY, JULY 13 th. NO FIRST BEDDING WILL BE FURNISHED. NO STALL REFUNDS IN CASE OF CANCELLATION, except as in Rule 11 above. 19. GROUNDS FEES will be $40 per horse, per day if no stall is ordered. Every horse entered must pay either a stall or grounds fee 20. FEED AND BEDDING. NO FIRST BEDDING will be provided. Either straw or shavings can be used for bedding purposes. Exhibitors must leave an open check with the horse show office, payable to the 19 th DAA. TO ORDER AHEAD, please call La Cumbre Feed at (805) DOGS and ALL OTHER PETS must be on leashes at all times. Stray animals will be impounded and removed from the show grounds. 22. FOOTING in all arenas is a combination of sand, dirt and inorganic material. All arenas are 125 x SHOW CHAMPIONSHIPS. The Rated Sections of this competition are official USEF point competitions for the USEF National and USEF Service Company Zone Horse of the Year Awards Program. USEF Show Championships will be calculated as per the USEF Rule Book. PCHA (Show) Championships will be scored under the PCHA point system. Jumper Championships will be awarded by money won in classes offering prize money. In classes with no prize money, the championship will be determined by the USEF point values of 1 st 10 pts., 2 nd 6 pts., 3 rd 4 pts., 4 th 2 pts., 5 th 1 pts. And 6 th ½ point. 9

10 24. JUMPING ORDER and CLASS CONFLICTS. A rotating jumping order will be established for all classes over fences. All horses must be ridden in the posted order. Riders who have conflicts must arrange their jumping orders with the Paddock Stewards and ask for gate holds well in advance. Management will disqualify any contestant who does not cooperate in this matter. 25. IN ALL JUMPER CLASSES, ties involving first place will be jumped off. In ties not involving first place, prize money will be divided equally and riders will draw for the ribbons. 26. ALL RIDERS riding in the Hunter, Jumper and Hunter Seat Equitation sections while riding anywhere on the competition grounds, must wear properly fitting protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. Harness must be secured and properly fitted. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. 27. USEF / USHJA MEMBERSHIP. Every owner, trainer and rider must present current USEF and USHJA membership cards or copies thereof with entries, or pay a nonrefundable $30.00 USEF non-member fee and a $30.00 USHJA non-member fee. 28. USEF AMATEUR CERTIFICATION. Every exhibitor entered in an Amateur to Ride class must possess a current USEF Amateur certification and present same at the Horse Show Office before numbers can be picked up. 29. MINORS who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of recognized competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. Parent(s), legal guardian(s) or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violation of this rule will be cause for sanctions against the parents(s), guardian)s) or trainer(s) who are responsible for the child committing the offence. Penalties may include exclusion of the child, parent(s) guardian(s) and/or trainers from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 30. PARKING. Fire regulations prohibit exhibitor vehicles including cars, trailers, vans and campers from being parked in barn areas. Designated parking will be posted. There will be no exceptions and violators will be towed away at owner s expense. 31. PRIZE MONEY CHECKS will be sent by mail within thirty days of the conclusion of the show. 32. RV s and CAMPERS. Reservations must be made on the form on page 11 and mailed directly to the Santa Barbara National Horse Show, 3400 Calle Real, Santa Barbara, CA 93105, with check or credit card information attached. REMINDER: Trainers and Exhibitors must utilize the containers for disposable Shapes instruments. 10
