7 Introduction The Five Year Highway Improvement Plan maps out government s approach to repairing and maintaining the province s 23,000 kilometres of roads and highways and 4,100 bridges. The plan outlines major highway and road projects, repaving, major bridge replacements, capital maintenance and infrastructure work the province plans to pursue year-by-year, over the next five years. Sharing the specific plans for road improvement in the Five Year Highway Improvement Plan gives private companies better opportunity to prepare for the more than 150 upcoming highway improvement projects in coming fiscal year. It also informs Nova Scotians about the improvements being made in their communities. Expansion of twinned highways The Department is continuing with its ambitious plan to construct new twinned highways at four locations around the Province. The twinning projects include: Highway 101, Three Mile Plains to Falmouth, including the Windsor Causeway (9.5 kilometres); Highway 103, Tantallon to Hubbards (22 kilometres); Highway 104, Sutherlands River to Antigonish, including Barneys River (38 kilometres) and the construction of the four-lane Sackville-Bedford-Burnside Connector (Highway 107) between Burnside and Bedford in suburban Halifax (8.7 kilometres). The Department will continue to spend on safety improvements for highways not being twinned. That work involves improving at-grade intersections, adding passing lanes, climbing lanes and turning lanes as well as roundabouts. New Projects Construction will begin on the Lantz Interchange. The Department will also embark on widening and road improvements on the Cabot Trail at Cape Smokey. Gravel Road Program The province s ongoing Gravel Road Program represents funding intended to improve existing gravel roads in rural Nova Scotia. It proactively rebuilds roads to improve the structure and drainage, resulting in longer-lasting roads, improved safety and reduced maintenance costs. Pavement Preservation Unlike many other provinces, the Province of Nova Scotia is responsible for maintaining the majority of all public roads in the province (90 per cent). The cost per kilometre is over $300,000 to repave, $500,000 to $750,000 or more to upgrade a trunk highway, and $3 to $5 million to twin a highway. 1

8 A summer repaving operation. While severely damaged roads will continue to be addressed, a portion of our highway improvement budget will be set aside to help conserve paved roads before they become too damaged and need more costly repairs. The approach is ensuring that funding is used more efficiently and effectively. It is more sustainable in the long term. Pavement Preservation is cost effective. Spending $1 on pavement preservation before a paved road is 15 years old can eliminate or delay having to spend $6 to $14 on rehabilitation or reconstruction when the pavement surface has failed. Economic Impact The road building industry in Nova Scotia is a large source of jobs, creating more than 5,000 direct and 2,500 indirect positions every year. The total highway capital budget for is $300 million. Additional operational funding for highway maintenance will be made available as part of the budget. Capital funding for highway construction and rehabilitation currently comes from three sources: 1. Provincial Highway funding in Nova Scotia includes all revenues collected through provincial fuel taxes and registration of motor vehicles, as well as other funding provided by the provincial government. Virtually every dollar from Registry of Motor Vehicle fees and the fuel tax goes back into provincial roads. Over the past 4 years, the province invested $304 million above and beyond what was collected in RMV fees and fuel tax. 2

9 2. Federal Federal funding to support highway improvement projects will be provided by the New Build Canada Fund and the National Trade Corridors Fund. The province will continue work with its Federal partners to take advantage of opportunities for support where possible. 3. Municipal Municipalities contribute on cost-shared projects in their areas.
