1 Buildings and Grounds MINUTES OF MEETING January 22, 2018 Standing Committee of the Chemung County Legislature to review items related to the buildings and grounds operated by the County of Chemung Minutes of a meeting of the Buildings & Grounds Committee of the Chemung County Legislature held in the Legislative Chambers, 5th floor, Hazlett Building, 203 Lake Street, Elmira, New York, on Monday, January 22, Members and officials present: John Pastrick, David Manchester, L. Thomas Sweet, Joseph Brennan, Kenneth Miller, Brian Hyland, Dr. Neil Milliken, Peggy Woodard, William Fairchild, Martin Chalk, Aola Jackson, Paul Collins, Richard Madl, Donna Draxler (Chairman of the Legislature), Rodney Strange, Richard Keyser, Michael Krusen, Michael Mucci, Steve Wilber, Jennifer Stimson, Andy Avery, Mark Watts, Scott Shaw, Michael Youmans, Peter Buzzetti, Pamela Brown, K. Bill Hopper, Mark Cicora, Jennifer Furman, Matthew Brown, Samantha Potter The meeting was called to order by the Committee Chairman, L. Thomas Sweet. There were no questions regarding the communication from the Real Property Tax Services Director relative to the 2018 tax bill corrections and refunds issued in January. Certain County-owned property was declared surplus on the motion of Jackson, which was seconded by Hyland, and unanimously carried. Motion was made by Hyland, seconded by Jackson, and unanimously carried, to declare certain County-owned property surplus and authorize its transfer to the Chemung County Soil and Water Conservation District and the Chemung County Historical Society. A service agreement with Otis Elevator was extended on the motion of Brennan, which was seconded by Jackson, and unanimously carried. Motion was made by Jackson, seconded by Brennan, and unanimously carried, to approve Change Order #2 to an agreement with MATCO Electric on behalf of the Chemung County Department of Buildings and Grounds. Change Order #1 to an agreement with Foor Associates relative to the Mohawk Building Renovation Project was approved on the motion of Hyland, which was seconded by Jackson, and unanimously carried. Mr. Collins questioned why the Legislature was just receiving the bids for Phase II of the Mohawk Building Renovation Project, because the bids were opened in August. Mr. Krusen replied that they were trying to identify gap funding. He advised that Senator O Mara has secured $150,000 for the Project. Motion was made by Brennan, seconded by Hyland, and unanimously carried, to award bids on behalf of the Chemung County Department of Buildings and Grounds for the Mohawk Building Renovation Project Phase II (RFB-1968): General Construction Elmira Structures, Inc. $479,000 General Construction Alternate No. 1 Elmira Structures, Inc. $130,000

2 General Construction Price No. 1 Wood Floor Elmira Structures, Inc. $10.00 per sq/ft Electrical Construction Blanding Electric, Inc. $101,850 Mechanical Construction Kimble, Inc. $327,200 Plumbing Construction Kimble, Inc. $99,700 Motion was made by Brennan, seconded by Hyland, and unanimously carried, to award to Skyworks, LLC, the bid (RFB-1991) for one 2011 JLG Model 660SJ SP sixty-six foot boom lift at a cost of $48,000 ($52,500 less $4,500 trade-in of one 1990 JLG 60 HA Platform) on behalf of the Chemung County Department of Buildings and Grounds. Motion was made by Jackson, seconded by Madl, and unanimously carried, to award to Jim s Equipment Repair, Inc. the bid for two 4-wheel articulated tractors at a total cost of $37, on behalf of the Chemung County Soil and Water Conservation District. In response to questioning by Mrs. Woodard, Mr. Youmans advised that during a recent cold spell there was a power shut down near the reception desk at the Chemung County Nursing Facility. The problem has been fixed, and there is heat in that area for the receptionist. The meeting was adjourned on a motion by Madl, seconded by Woodard, and carried.
