3 Introduction and preparation for Tolmin, Alpine Town of the Year 2016 Posoški razvojni center (Soča Valley Development Centre) was chosen as an external expert to implement and organize the activities on behalf of Municipality of Tolmin. Preparation of the programme began soon after the General Assembly in Chamonixu ( ), where Tolmin received the title Alpine Town of the Year Activities, implemented for the Alpine Town of the Year 2016 programme in the year 2015 are the following: Public call for collecting ideas for the programme of Alpine Town of the Year 2016 with three predefined topics: sustainable mobility, tourism and youth. The call was published on Soča Valley Development Centre and Municipality of Tolmin websites, on the local radio and local newspaper. Several ideas and initiatives were expressed via by citizens of the Tolmin Municipality, local associations/institutions and other interested public. The ideas were mostly related to tourism and promotion of the area, there were some initiatives also on mobility and youth. We managed to incorporate a lot of them in the programme of Alpine Town of the Year Preparatory workshop in Tolmin ( ) for the Alpine Town of the Year Association and representatives of local institutions and associations. The title of the workshop was Green Economies and Social Responsibility ; three selected subthemes were discussed according to the World Cafe method and several programme ideas were highlighted. Approximately 30 participants contributed to the programme with their professional and external perspective. The workshop conclusions of all three thematic group discussions were summarized and rough guidelines for the programme were described. Following the preparatory workshop, a press conference was organized where representatives of Alpine Town of the Year, Municipality of Tolmin, Municipality of Idrija and Alpine Convention participated. The day before the preparatory workshop a trip to Tolmin gorges and dinner for the Alpine Town of the Year Association members was organised. 3
4 After the public call and preparatory workshop the main programme content for the year 2016 was fixed. A photo competition for Tolmin, Alpine Town of the Year calendar was held. The aim of the calendar was to promote Tolmin, present the three core topics and the Alpine Town of the Year Association. Preparation of promotional leaflet of Tolmin, Alpine Town of the Year The leaflet provides general information about Tolmin municipality and Alpine Town of the Year 2016 programme. 4

6 Programme scheme YOUTH GREEN ECONOMY MOBILITY TOURISM The main aim during programme preparation was to encourage citizen participation and active involvement. The municipality also wanted to include different ongoing initiatives and events. There were three key priorities identified as the focus of the year These were youth, tourism and sustainable mobility. We promoted all three of them under one umbrella term, Green Economy, as they all contribute to the sustainable development of the area. Planned activities - YOUTH 1. 8 Implemented programme by priorities Youth Coworking centre The plan was to guide a group of young people with entrepreneurial ambitions on the process to the establishment of a coworking centre in the town of Tolmin. After many workshops a smaller group took over the initiative and a project proposal was prepared to apply for CLLD funds. Youth strategy The municipality administration started the process in cooperation with different youth organizations. They discussed their needs and together created the basis for the strategy. It brings more objective and a long term approach dealing with this important target group. Sustainable mobility Bohinj railway The railway celebrated its 110 th anniversary in It is a technical monument and internationally recognized as a hidden Slovenian jewel (Lonely Planet 2016). We wanted to highlight the importance of the railway as the backbone of intermodality within the Julian Alps. A workshop was organized that ended with a Memorandum later signed by the mayors. In cooperation with the Ministry of Infrastructure and national rail operator Slovenske železnice there were many improvements done regarding car train, transport of bicycles and planning the Most na Soči station reconstruction. At the end of the year a leaflet was printed to present and promote the Bohinj railway. 8
9 E-mobility A new charging station was installed in the center of Tolmin to support e-mobility and improve connectivity in the valley for e-car users. Public transport In the summer a hop-on hop-off shuttle was organized for the visitors of Tolminka gorges connecting Tolmin with the entrance. This was a pilot initiative that received very good feedback and will continue in 2017 as well. We also wanted to establish better train and bus connections from the Most na Soči train station. Now the bus services cover all train arrivals and departures and allow easier transfer to Tolmin. 9
10 Mobility strategy Tolmin started the preparations for the mobility strategy. It consisted of many workshops, public presentations and expert work. At the moment, it is in the final stages of the preparation. Cycling infrastructure Tolmin has a long-term plan of investing in cycling infrastructure. In 2016 the municipality improved the connection between Tolmin and Most na Soči. Tourism Javorca church Javorca memorial church is the hotspot of cultural and historical heritage. Placed in the Triglav National Park it represents a very important tourist attraction. Celebrating its 100 th anniversary there were many restoration works done to preserve the heritage and also to disseminate the main message: PEACE. This message was also the focus of the ceremony that took place there. 10
11 Tolmin cuisine A meeting with the local chefs was organized to start an initiative on how to place local products and knowledge in restaurants. As the interest and motivation were great, two workshops were later organized with a well known chef with the aim to try out different ways of presenting traditional cuisine. A leaflet was also prepared in different languages as a guide to restaurants serving traditional food. Scattered hotels A workshop for the accommodation providers and a field trip were organized to check the possibility of reorganizing the current structure of single providers into a scattered hotel system. 11
12 MAB Tolmin is part of a larger Unesco Man and the Biosphere area in Julian Alps. We started a longer process of raising awareness of the inhabitants which will be followed by branding of the area in addition to the better known Triglav National Park brand. 12
13 Organised and visited events 2016 Constructive Alps Exhibition organisation and opening, , Tolmin. Local pasture Laška Seč was also rewarded, special programme was organised for its opening. The Launch Conference of the EU Strategy for the Alpine Region (EUSALP), Brdo pri Kranju, Tolmin was invited as the Alpine Town of the Year to be presented on a stand and participate in a panel discussion with the title Cooperation for Green Opportunities and for Challenges (the panellist was mayor Uroš Brežan). Cultural programme was enriched with a folklore group from Tolmin. 13
14 Participation at a conference on Alpine Spatial Development, Munich, The conference was organized in the course of the German Presidency of the Alpine Convention ( ) by the Federal Ministry of Transport and Digital Infrastructure in cooperation with the ministries responsible for spatial planning of the Contracting Parties of the Alpine Convention. The conference identified and discussed the challenges and future key aspects of the main topics regarding spatial planning and spatial development in the Alps. Tolmin, Alpine Town of the Year was invited to take part; Miro Kristan from Posoški razvojni center actively participated in the discussion. Organization of the General assembly and inauguration ceremony of Tolmin, Alpine Town of the Year 2016, Tolmin, On a study visit to Tolmin gorge was organised for members of Alpine Town of the Year Association, the next day General Assembly took place with a field trip to a new fishery facility. In the afternoon of a workshop Green Economy a driver for local development was held, followed by the inauguration ceremony which was organized in the Tolmin theatre for general public and invited guests. The performers of cultural programme were children and young people from Tolmin municipality. Co-organization of The Days of Alpine Convention in Slovenia, Tolmin The first day was dedicated to a group of employees from Slovenian Ministry for Environment and Spatial Planning who discussed the development challenges of spatial planning in Tolmin Municipality and visited the awarded mountain pasture Laška Seč. In the evening, the etno film Still about the future of the youth in the Alps was played. On a conference Cross border services took place, while the next day a hike along the Walk of peace through the Triglav National Park was organised for general public. 14
15 Participation at the international conference Sustainable tourism in the Alps: a challenge (without alternative), Sonthofen, , organized by German presidency of the Alpine Convention. Mayor Uroš Brežan participated in the discussion about sustainable alpine tourism as an answer to climate change. World Long Distance Mountain Running Championships, Podbrdo, Traditionally organized Podbrdo Trail Running Festival was in 2016 hosting the world championship, where athletes from 22 countries participated. 15
16 We are Alps tour 2016 where a selected group of journalists participated in the tour on a route linking Innsbruck (A) and Gorizia (I) between 29 June and 5 July They also spent one day in Tolmin where they visited a new fishery, wastewater treatment plant, Hidria company and Tolmin gorges. Alpenfestival, Sonthofen, Tolmin had a stand in cooperation with Local tourist organisation and Angling Club of Tolmin. Tourism and local fish products were presented on the stand. 16
17 Ceremony of the 110 th anniversary of Bohinj railway construction Reception for the Slovenian president Borut Pahor at the train station Most na Soči and presentation of the implemented activities and future plans regarding Bohinj railway as a very important element for sustainable mobility and connectivity in the region. European Week of Regions and Cities 2016, Brussels, Mayor Uroš Brežan participated in the discussion about EU Strategy for the Alpine Region and Sustainable Tourism. Alpweek, Grassau, Workshop participation and stand. 17
18 Slovenian Book Fair, Ljubljana, Tolmin was presented on a stand with cultural programme and local cuisine. 120 th anniversary of the local mountaineering association The association organized several events trough the year on their own initiative: lectures, hikes, ceremony... 18

21 Conclusion The title Alpine Town of the Year was officially passed to Tolmezzo, however there are several initiatives that have been prolonged and ongoing this year. The title itself brought many good vibes and large recognition not only of Tolmin but of Soča valley as well. Tolmin is a proud member of the network and is looking forward to new initiatives and projects with other existing and new members. Nature friendly and socially responsible sustainable development is a long term vision of Tolmin municipality building also on cultural heritage and identity of the area. The title Alpine Town of the Year 2016 was a confirmation that we are on the right track and at the same time brings an even higher commitment for the future. The activities implemented in the past year are reflecting the actual needs of the inhabitants that participated. Based on the selected priorities: youth, tourism and sustainable mobility; there were many activities trying to link all three of them. The puzzle is not finished; there is still a lot to do. One of future elements is also the establishment of the info point of the Alpine Convention in Tolmin. This shows a further commitment of the area towards implementation of the convention and its protocols on the local level. 21
