Councilor Travis Lindsay arrived at 9:05 a.m. Wilm Wage 13/128 JONES: That Brian Wilm be paid $24.00 per hour as an employee instead of contract. Statement Accounts Meeting Village 13/129 CZERNIAK: That the Statement of Financial Activities for April 2013 be accepted as presented. 13/130 JONES: That the accounts to May 9, 2013 be authorized for payment and that a list of cheques numbered to inclusive and EFT payroll deposits totaling $348, be annexed to and form a part of these minutes. 13/131 LAMB: That the RM of Manitou Lake No. 442 advise the Village of Marsden that council agrees to have bi-annual informal meetings together. Approach 13/132 LINDSAY: That the RM of Manitou Lake No. 442 approve Blaine Watson s request to build an approach at NE W3M with the RM to supply the culvert. Purchase 13/133 WRIGHT: That RM of Manitou Lake No. 442 purchase Intel i Computer computer with user network configuration, MS Office 2013 home and business and Norton Anti Virus for the price of $ plus applicable taxes. ALH 13/134 JONES: That the RM of Manitou Lake No. 442 accept the quote from Division 5 ALH Contracting Ltd. to build up and widen the road south of 28, 27, for the amount of $120, plus applicable taxes.
2 RM OF MANITOU LAKE NO May 9, 2013 ALH Division 4 ALH Division 2 Fence Repair Highways Line Paint Drill Hole Table Neilburg Fire Bylaw 13/135 WRIGHT: That the RM of Manitou Lake accept the quote from ALH Contracting Ltd. to level intersection, cut off hills and realign the road east of 34 & and intersection for the amount of $100, plus applicable taxes. 13/136 CZERNIAK: That the RM of Manitou Lake accept the quote from ALH Contracting Ltd. to build up road through sloughs and build up ½ meter on the remaining road east of 14 & for the amount of $130, plus applicable taxes. 13/137 LINDSAY: That the RM of Manitou Lake repair Tim Nerbas fence along the west side of SW W3M as it was damaged during snow removal. 13/138 JONES: That the RM of Manitou Lake contact Ministry of Highways to paint lines on Grid 675, Artland road, and Jones road after chip seal is completed. 13/139 CZERNIAK: That a hole be drilled in the RM of Manitou Lake s council table for better access to cords. 13/140 LINDSAY: That the RM of Manitou Lake sign the amended agreement with RM of Hillsdale, Village of Neilburg and Neilburg Fire Board. Deposit 13/141 CZERNIAK: That a deposit of $50.00 be submitted to the office when Tree Planter borrowing out the RM s tree planter. Delegate Harvey Anderson Invasive Alien Plants Group Planning Advisor Delegate Les Stourac (Foreman) discussed with Council: - The fire extinguisher was safetied - Gene, Laura, and Lorne s Whimis and First Aid certification status - If there is a tree planter fee or deposit requested - Sasktel to lower powerline - There is a deal on JD grader- no payments until December - A wage increase for Laura, wait for a month then discuss - Signage needs to be fixed - Plowing needs for be done of James Czerniak s road - Gravel school - - Pallet fork needed for Tractor Pallet fork JD 6140M 13/142 CZERNIAK: That the RM of Manitou Lake purchase a pallet fork for the 2013 JD 6140M tractor. Sasktel 13/143 LINDSAY: That the RM contact Sasktel to lower the line near SW 26- Lower Line W3M due to road construction. JD Tractor 13/144 LAMB: That the RM of Manitou Lake accept the tender from Ken Sold Chiverton for the 7610 John Deere Tractor for the amount of $24, including GST. Mow Office 13/145 LINDSAY: That RM of Manitou Lake accept the offer from Alex Foster

AIM Haul Agreement Safety Manual Vemax Quote 13/146 JONES: That the RM of Manitou Lake No. 442 enter into an agreement with Baytex Energy operating as AIM Transport to permit primary weights to be hauled from Highway 40 to W3M and to W3M. 13/147 JONES: That the RM of Manitou Lake get a quote to develop a safety manual in accordance with OH &S. 13/148 LAMB: That the RM get a quote from Vemax on developing Asset management plans. Beaver 13/149 CZERNIAK: That the RM of Manitou Lake participate in the 2013/ 2014 Control Beaver Control Program administered by SARM; with Glen Mcgladdery designated to remove problem beavers. Donate Jamboree Quote Pumps 13/150 CZERNIAK: That the RM of Manitou Lake donate $ to the Manitou Lake Gospel Jamboree Committee. 13/151 CZERNIAK: That the RM of Manitou Lake get quotes on water pumps for the shop. Leibelt 13/152 LAMB: That councilor Travis Lindsay may be authorized to call in Keith Plowing Leibelt to plow out snow when necessary. Harassment 13/153 CZERNIAK: That the RM of Manitou Lake adopt the Harassment Policy policy to be attached and form part of the minutes. Thank you 13/154 WRIGHT: That the RM of Manitou Lake send Kerry Wells a thank you Card card for drilling test holes on a road at no charge to the RM. Const Acre Pmt OCP Zoning 13/155 JONES: That the RM of Manitou Lake pay per acre for the right of way purchase compensation at a rate of the 2013 assessed value divided by 160 acres times 2.5 or $500, whichever is greater, for road construction projects. 13/156 LAMB: That the RM of Manitou Lake contract Crosby Hanna and Associates to assist with an OCP and Zoning bylaw. Mill rate 13/157 LAMB: That the Mill Rate for 2013 be set at 7.0. Bylaw 13/158 LAMB: That Bylaw No being a Bylaw to set the mill rate Set Mill factors to be applied to the four local property classes be introduced Rate Factors and read a first time. 13/159WALDE: That Bylaw No be read a second time.

Build Office June Meeting Baytex Graveling Intern Hotel 13/162 LAMB: That the RM of Manitou Lake build a new office in Marsden. 13/163 CZERNIAK: That the RM of Manitou Lake June Council meeting be changed to Wednesday, June 5th at 9:00am. 13/164 LAMB: That the RM of Manitou Lake split the costs with Baytex for the work they are doing on the Beechwood Cemetery road. 13/165 CZERNIAK: That the RM of Manitou Lake pay for Jamie Nagy s hotel room for the Week of June 10 th while she is taking classes in Regina. Purchase 13/166 LAMB: That the RM of Manitou Lake purchase the two corners on 675 Land grid 675 on TWP road 462 at 2.5 times the 2013 assessment per acre. Pipeline 13/167 LAMB: That Palliser Oil & Gas s request to install a pipeline to cross the medium grade road allowance between the A W3M to B W3M be approved providing that all regulations from Saskatchewan Industry and Resources are followed. Approach 13/168 CZERNIAK: That Renton s request to construct an approach to NW W3M and to construct a temporary work space in proximity to the low grade oil road be approved providing the approach is graveled a minimum of 100 meters back from the RM road, a culvert is installed, and all other standards as set by Saskatchewan Department of Highways and Transportation are followed. Approach 13/169 JONES: That Twin Butte Energy s request to utilize an existing approach NE W3M be approved providing that the approach is graveled, a minimum 400mm culvert is installed, and all other standards as set by Saskatchewan Department of Highways and Transportation are followed.
