1 MICHIGAN AMATEUR HOCKEY ASSOCIATION 2018 SUMMER MEETING DRAFT OF MINUTES The Michigan Amateur Hockey Association Summer Meeting was held at Soaring Eagle Hotel & Casino, Mt. Pleasant, Michigan on July 14 & 15, President George Atkinson called the meeting to order at 9 a.m. Special guests were introduced as follows: Asley Bevan - USA Senior Director Adult Hockey Shannon Webster - USA Manager of Program Services Life member of MAHA that were present were: Clem Waldmann. Presidents and several representatives from various Michigan Hockey organizations were also in attendance. President George Atkinson thanked Adray Community Hockey League and Michigan Hockey Magazine for sponsoring the hospitality room and a thank you to all of the Exhibitors that participated. Maurice Henderson, Parliamentarian went over several of the rules of order both for MAHA & Roberts Rules of Order. CREDENTIALS REPORT: DISTRICT 5: Marty Hembrough resigned as District Director on March 23, 2018, Tammy Ross was appointed District Director on March 23, 2018 DISTRICT 6: Jenny Norvey resigned as District Director on July 6, ROLL CALL JULY 14, 2018 The Secretary Kerin Wear took roll call. Present at the meeting on Saturday during roll call were 49 voting members. Absent voting members on Saturday: Judy Niemi, Bill Peterson, Grant Helms, Ralph Bammert, John Beadle, Beba Naumovski, Dan Pozdol, Aaron Popa and Ivan Sumerix. APPROVAL OF WINTER MINUTES: Correction to the Winter Minutes. James Cosgrove was appointed Treasurer to fill the term of Chris Boloven. A motion was made and seconded to accept the corrected Winter Minutes Motion passed unanimously FINANCIAL/BUDGET REPORT: Everyone present was given a copy of the P & L for May-June In the book is Statement of Revenues, Asset and Expenses, and Change in Net Assets -Cash Basis Twelve Months ended April 30, Please look over these documents and if you have any questions please contact Jim Cosgrove. Received preliminary audit report and should have finals within the end of next week.. RULE PROPOSALS: Mickey Jesue and Maurice Henderson held discussions on the rule changes forwarded from the winter meeting went over the Rules of Order for the Meeting. Amendments' were added, some rules withdrawn, all proposed rule changes as presented today will be voted on at tomorrows meeting. On behalf of the rules committee it was moved and seconded that when this meeting adjourns, it adjourns to meet on January 25, 2019 at a time to be set by the executive committee; and, that the proposed bylaws changes moved to the summer 2018 meeting, except proposal 18-11, and received late at the summer 2018 meeting be referred back to special committee and considered and voted upon during the adjourned meeting. Motion adopted with 46 affirmative and 1 negative votes.. 1

2 SUNDAY MEETING: JULY 15, 2018 President George Atkinson called the meeting to order at 8:37 a.m. ROLL CALL JULY 15, 2018 The Secretary Kerin Wear took roll call. Present at the meeting on Saturday during roll call were 48 voting members. Voting members absent members on Sunday: Judy Niemi, Bill Peterson,, Ralph Bammert, John Beadle, Heather Armstrong, Dan Pozdol, Blake Anderson, Tammy Ross, Aaron Popa, and Ivan Sumerix. PRESIDENTS REPORT: The season provided another year of growth for MAHA. Our eight and under player count climbed for the third straight year, increasing by just under 1%. As we all know, the key to the future of this organization is continuing this growth with the young hockey players. This needs to be the primary focus of all our associations to continue to sustain themselves. It is hard but necessary work, and we continued to be challenged to find new ways to attract young athletes to our programs. Today parents and children have very different wants and needs, and we need to be aware of that and change our programs to meet them. I will be challenging our OneGoal Committee to take a look at our current program and provide updates that will help our associations continue to improve their efforts in attracting young participants. This past season our SafeSport program really became front and center. Here in Michigan, issues around these types of issues in other youth sports made the news constantly. The number of complaints we had this season grew exponentially. My assessment of that was that we had people reporting things that they would not have in the past. The only way to protect our participants and keep our sport safe is for those that become aware of something to report it. We need to continue to be vigilant to make sure policies such as our locker room monitoring, social media, and abuse policies are followed and enforced. You should all be aware that there will be changes to laws this year that will make all of us have a higher degree of responsibility for reporting, tracking and enforcing all SafeSport polices. MAHA will stay on top of these changes and help make you aware of these new requirements. During this season, we revamped our Player Development program. This season there was a new format for the player development tryouts that led to the regional and national development camps. We were able to secure a sponsor, CCM to help offset some of the costs of this program. The new process was much more structured and transparent than the past. We have had good initial feedback and will be doing a final survey shortly to provide a more complete evaluation. Looking toward next season the Player Development program plans to add some in-season development programs as well. We are looking forward to these new efforts to help provide more development opportunities for our participants. Our new Technology Task Force helped us get several things off the ground this season that really helped streamline our processes and communications. We updated our website for a more user-friendly mobile experience and have dramatically increased the use of video conferencing. With help of this task force we were able to provide better communication, be more efficient, and save a tremendous amount of administrative expense. We look forward to even more improvements in this area in the coming year.. ONEGOAL: Lyle Phair Report is in the book: MAHA has distributed approximately $50,000 each season for the past ten years through its OneGoal Program to assist hockey associations in creating and conducting programs that encourage new players ages 4-8 to get involved in the sport. Funding uses include: Advertising and creating marketing endeavors to reach and attract new families Marketing and operational expenses for Try Hockey For Free events Purchasing rink divider sets, score-clocks or mini nets to enhance the playing experience Purchasing equipment sets, sticks and helmets for the new players to use to help make the first hockey experience as affordable as possible Purchasing Quick-Change goalie equipment to enhance the playing experience 2

3 Season Summary 39 applications were approved 170 sets of equipment, 150 sticks and 80 helmets were distributed. 61 sets of Quick Change Goalie Equipment were distributed to 36 associations. 25 associations took advantage of the MAHA Quick-Change goalie equipment grant ($100 per set/maximum of 2 sets per association). In total over the last 2 years, 154 sets of QC equipment have been distributed to 64 associations. Thank you to Perani s Hockey World. We appreciate their time, effort and commitment with the equipment in helping associations grow the game Season The application was available on the MAHA website and sent to association presidents in March. 36 grant applications were received by the June 1st deadline and 2 after the deadline The MAHA OneGoal Committee met in late June to make grant allocation recommendations for the approval of the MAHA Executive Board. Grant recipient notifications will be sent by the end of July. There are a limited number of Quick Change Goalie Equipment sets available through MAHA contact Lyle Phair (lphair@suburbanice.com) for details. Thanks for the time and effort of the MAHA OneGoal Committee Members Rick Pinkowski (2), Julie Pardoski (3), Dan Pozdol (4), Julie Becker-Meyers (5), Tom Berry (6), Matt Hawkins (7) and Al Wakeham (8) SAFESPORT & S.T.A.R. Rick Frescura reported: Working on a FAQ Guide and a Guide of Recommendations for suspensions as reports and fact findings come in. We have set up a spreadsheet to track all of the Safesport Complaints to compile a Guide form. This year the number of Safesport Complaints was down from previous years so let s all hope this trend continues forward into the remaining of the regular playing season and beyond. There are still several complaints that do not fall under the Safesport Guidelines, and the majority of complaints come in when districts and states begin. This was the first year for the USCSS and it has been a rough start. They do not have a full staff and investigations and decisions are taking longer than they should. The USCSS is for any and all Sexual Abuse types of issues. I spoke with USA Hockey about getting those that do both Referee and Coach to get those names run through the registry so their Background Check will be integrated together in both Data Banks so it will be seamless in the Registry. Still having some issues with this situation but it is getting better. The new Safesport Training Video Platform is up and running and has had some issues with the fact that there is 3 different sections and all have their own Certificate. Once you complete all three (3) Training sections there is a fourth Certificate that has Trained on it. You are then done with training. We also still get way too many S.T.A.R. Complaints every year. We need to start doing a better job talking to our parents as teams and having parent meetings at the beginning of the year letting them know what we expect from them and their behavior. OFFICIALS: Russ Eidenberger, Michigan RIC stated the Officials report is included in the summer meeting book. He also thanked his entire staff for all they do. The officiating section still struggles to grow our numbers for the season. Our staff is offering seminars in new locations along with more opportunities to attend a seminar. At the end of the season we landed -3 officials from the previous season. Our primary focus is growing and 3

4 most importantly retaining our officials. Nationally hockey is up by 23% so obviously we need to do all we can to provide officials for those players. The program put an emphasis on USA Hockey s Zero Tolerance last season. I want to thank everyone that supported and continues to support the policy. I can say we noticed positive change as a whole in our facilities last season. For the season we will to educate our officials as well as all around our game to curb any negative behavior in our facilities. Obviously poor behavior plays a huge role in the retention of our officials. Thank you for doing your part to support all involved in the game! The officiating section has added a new Development Coordinating Program. Brent Gawlik is leading the program on the west side of the state and Brett Desrosiers is leading the east side of the state. They have placed local development coordinators in various locations in every district within Michigan. The hope is to create someone close to the various associations to give them a liaison for any questions they may have along with simply communicating officiating issues at the local level. These individuals will also work toward helping develop our officials at a local level, assisting those with the desire to achieve higher levels of hockey and working with our evaluation program. We really need our local associations to take a vested interest in the success of their local officiating program. We again look forward to our partnership with the coaching section. Last season Michigan s Coach in Chief (Jack Witt) supported the officiating section by teaming up to allow our people to be a part of the coaching CEP education. This has been a great partnership with great success. We can t thank the coaching section enough for the support! I can t thank our officiating staff enough for the countless hours in the field. They all continue to give back year after year. We are so fortunate to have each and every one of them! Once again we want to congratulate Tim Mayer and Melisa Szkola on being selected to officiate the Olympic games in South Korea. We are very proud to have them both representing Michigan! We look forward to the upcoming season wishing everyone a safe and successful year COACHES: Gordon Bowman reported: District Coaching Seminars were held in District 2, 3,5-8. Flash Drives containing the Windows of Trainability and skills Development were given to every attendee. 52 Clinics were held in the fall of Most notably, Levels 4 clinics were done in September and in December. Also, Levels 1,2, and 3 were held at the new Little Caesar's Arena on November 11th. In addition to his duties as the CEP Skills Director, Ron Hayes gave a number of Presentations on Officials at various clinics statewide. Clinics for the fall season are now in the planning stages and should begin to show up on the USA Hockey website by the end of July. Level 4 Clinics are planned for : May 19/20 Marquette, 25 coaches attended July 28/29 in Chelsea September 8/9 at the Tree Tops Resort December 8,/9 Livonia We will be encouraging Bob Mancini to participate in as many CEP Clinics as he can fit into his schedule, especially the Level 1's. CEP Instructor training is planned for August 5th in Livonia. A goaltending workshop is planned for August 11/12 with Phil Osaer, National Goaltending Manager presenting. Thru our Block Grant budget the Coaching Program is assisting 12 instructors in attending the Level 5 symposium in August. Instructors pay the symposium fee and assistance is given for travel and accommodations while attending. This enhances their knowledge of the game as they facilitate their clinics. Each year an award ( the Bob O'Connor Award), is given from the National Coaching Program to an individual who contributes to the local program. This year's recipient is Greg Alular. Greg is the Associate Coach in Chief for District 4. We congratulate and thank Greg for the work he does for our coaching program. Try Hockey for Free: 4

5 14 events were done statewide down from 19 events the previous season. Cadillac, Big Rapids, Rockford, Compuware-USA and Escanaba led the way with 25 or more recipients for their respective events. Even though our event numbers were down, Associations self promotions were up from the previous year. CEP: Jack Witt Reported: Coaching Clinics Offered: Clinic Level Level Level Level Level Hi Perf Total Level 1-3 Clinics were scheduled from mid-august through December 27, in all MAHA Districts. A list of clinics, locations, dates, and attendance follows this report. There were three Level 4 options in In addition to the spring clinic at Women s Worlds, Level 4 was held in Kalamazoo and E. Lansing. Spring, 2018 will feature a level 4 in Marquette or Escanaba. Brief Review of Season Events: After 3 years of reworking our Level 1-3 clinics, this season, the Level 3 renewal program was re-done using video from past Level 5 symposiums. Due to a national policy change, all coaches had to take their online module before participating with their team. The focus for this season in the CEP was on improved goaltending instruction, and on Physical Literacy, via Off-Ice conditioning and exercise. Joe Provenzano, Lori Seguin, and Brandon Reed received focused training on these points of emphasis at the Annual Congress in They have shared their experience with the Michigan Staff at our annual meeting in late July. Looking Forward: First, a Thank YOU to our staff of 20 CEP volunteers for their efforts. The Coaching Education Program would not be possible without their work in our local communities. We also thank the District and local Coaching Directors, especially those who helped with clinics. During the clinic season, an updated version of the registration process will be used, and each coach who attends a clinic will be surveyed afterward, as USA Hockey implements more metrics to measure effectiveness and customer satisfaction. More international coaching exchanges and clinics are planned for the coming season, mostly at Level 4 clinics. We hear from coaches who attend these events that the different hockey cultures of Sweden and Finland help our coaches understand how they can adapt to a more developmentally focused coaching style. Jack Witt was one of two Coaches-in-Chief selected by USA Hockey to attend the IIHF Coach Symposium in Denmark, during the World Championships in May. USA Hockey won Bronze at that event. We have begun planning for special coaching-related events as West Michigan hosts the USA Hockey Nationals in The Coaching Program will support and staff a District Goaltending Workshop, August 10-12, in Big Rapids. Goaltending Coaches now have their own track through the Coaching Education Program, with Bronze, Silver, and Gold levels of achievement. USA Hockey will hold the National Hockey Coaching Symposium (Level 5) in Lake Placid, NY in August, Michigan Instructors will have their annual staff training on Sunday, August 5, in Livonia ADM/ACE: ACE Administrator Tom Kehr report is in the book and highlights of his report: USA Hockey Michigan District Coaching Development Directors Program Season Report Thanks to the USA Hockey & MAHA Leadership and Associations Coaching Development Program Directors who attend these important 5

6 regional fall clinics. 1. ADM --- why ADM, age specific ADM, the benefits based on data for cross ice, What ADM practices look like compared to traditional non-adm along with parent interviews and ADM regional managers 2. ADM Off Ice --- why office ADM, Age specific office ADM examples, the benefits of office along with on ice The memory sticks were provided to all clinic attendees in addition to all Association Coaching Development Program Directors. Continued focus will be on dry land appropriate training for all ages going forward. The fiscal year USA Hockey Block Grant Proposal has-been submitted in the amount of $15,000 (same as approved in the current and past years). It is Important for the Association Coaching Development Program Directors to have something tangible to take with them from these regional clinics, and all who attend are very positive and actively engaged in the clinics. They appreciate the block grant funds and spending on memory sticks and the regional clinics. Lunches are also provided for clinic s attendees. Those Associations who chose to attend these fall clinics benefit from having the resources at hand, and they are equipped to proactively address current rules changes, MAHA needs, ADM importance and benefits for both on ice and office to Association Boards of Directors, Association s Coaches, Parents and Players. GIRLS \WOMEN: Jean Laxton stated her report is in the book. Jean went over her report: The MAHA state championships were held in March and the following teams won the state title: Tier 1 Tier II Tier III 12U Little Caesars 14U Honeybaked 16U Little Caesars 19U Belle Tire 10U Honeybaked 12U Honeybaked 14U Kensington Valley 16U Kensington Valley 19U Kensington Valley 10U Grosse Pointe Bulldogs 12UGrand Traverse 14U Belle Tire 16U KOHA 19U Marquette SR B SR C Victory Honda Novi All tier I and II girls were at Marlborough, MA and the senior women were in Bedford, MA. SR B Victory Honda won the nationals at the SR B division! Congratulations to head coach Brad Johnson and the entire team! Michigan held their Select Camp tryouts in April in Grand Rapids with 162 players attending. Michigan is sending 11 players and 3 goalies to the Mid AM Regional camp at Kent State for the 14 camp (2004). The Select 66 camp players were selected (the top 01 and 02 birth year players) to attend camp in June in Maine and Michigan had 4 players and one goaltender to attend this camp. At the 15 camp in St. Cloud, MN Michigan is sending 9 players and 1 goalie and at the 18 camp in St. Cloud we are sending 8 players and 1 goalies. Michigan also selected 12 players and 6 goalies to attend the MidAM Regional Camp at Kent State Ohio from the birth years. At this writing, there are still some at large spots in consideration. Complete list of players can be found at MAHA.org under Girls/Women when all selections are finalized. Michigan selected the Grand Rapids Amateur Hockey Association to receive the annual USA Hockey Female Honors Award. This award is designed to acknowledge an association in each state that has worked hard to provide opportunities for girls and who continue to offer events and programs to grow the game. Congratulations to Paul Osborn, GRAHA president on this recognition. A special thanks to Mike Kaput head coach of the Michigan Girls High School Showcase team. A tryout was held in March to select the showcase team to compete in the CCM NIT High School Showcase in Minnesota in April. The girls had a good experience and played against some very good teams during the weekend. The Michigan Girls Hockey League (MGHL) and LCAHL will again be working together for this coming season. The LCMGHL will offer both Tier II and Tier III divisions. This league is 100% girls focused with the LCAHL offering their support with marketing and resources with an emphasis on growing the game. The league continues to offer a good balance of age and skill appropriate teams with a strong emphasis on getting younger teams (12 and 6

7 10U) playing in the league. The IIHF girl s hockey weekend was a success October 7 and 8th. USA Hockey had 116 host sites. Michigan had 12 associations hold an all-girls event of some kind that weekend. These are great opportunities to grow the game and showcase girls hockey in your local associations. The girl s task force has been meeting regularly to look at the state of girl s hockey in Michigan at Tier I, II and Tier III hockey. The committee will look at ways to grow the game, suggest possible rule changes as well as review the overall structure of girl s hockey and its direction for the future in Michigan. As of June 1, 2018 Michigan had 5,041 girls and women registered which is a slight decline in numbers from last year at this time(64 players). USA Hockey had a total of 79, 355 girls and women registered which represents a 4.65% growth from the season. A continued focus must be on getting girls into the game as well as emphasis on retention. Important grow the game events are as follows: IIHF Girls hockey weekend-october 6-7, 2018 USA Hockey Try Hockey For Free Day-November 10, 2018 USA Hockey Try Hockey For Free WEEK -February 17-24, 2019 This season was a great one for USA Hockey and Team USA. Winning the gold medal at the Olympics has provided USA Hockey and MAHA with a lot of exposure to women s ice hockey. Our special congratulation to former Honeybaked player Megan Keller on winning the gold medal! The MAHA girls and women s committee hopes that we can capture some new skaters and continue the excitement this coming season to help grow our girls numbers! We can do this with participation from our local associations with grow the game events and an emphasis on girls and women s hockey programs. YOUTH COMMITTEE: Roger Mauritho reported the winners of the States were listed in his report. He stated we had two National Winners this year. ADULT COMMITTEE: Larry Johnson reported: This season we had 48 teams entered into 6 different divisions Tier 1 & Tier 2 conducted a tournament weekend in Chelsea Tier 1: (6) Teams Tier 2: (10) teams The Tier 3 was a tournament weekend was sponsored by the Greater Lansing Sports Authority with 16 teams Champions: Minnehaha Waves Tier 4& Over 30 as a tournament weekend in Fraser Tier 4: (16) teams Over 30 Tier 2: (4) teams Champions: Ragold Lucent Champions: Cariera s Champions: Sargent Appliance Champions: Motor City Bandits On another note John Beadle Stepped down as the Vice President of the Adult Council Chairperson for USA Hockey. John took over this position during the season with 28,709 registered adult players. At the end of the season USA has 180,400 registered adult players. Congratulations John USA Adult Classic Tournaments Two USA Adult Classic Tournaments were again held in Kalamazoo and one in Lansing. These have been so successful in the past that USA is going to hold a third tournament in the Grand Rapids area for this season. Labatt Blue U.P. Pond Hockey Championships The Labatt Blue U.P. Pond Hockey Championships will be held in St. Ignace, Michigan. Adult Registration 100% of Michigan s Adult players used USA Hockey online registration process. This process has served to make registration very easy. It also has dramatically reduced expenses and work effort for league/arena operators who use this process. This has proven to be a strong selling point when discussing USA?MAHA with arenas and leagues. If you know of any leagues that are not registered with USA please let me know. REDISTRICTING: No Report - Committee did not meet. 7

8 HIGH SCHOOL: Don Wright stated the report is in the book: Team Michigan Team Michigan had two teams participate in the CCM Minnesota High School Invitational Tournament, April 19th thru the 22nd. There was a Junior Team and a Senior Team. We had 230 players tryout for the two teams from a total of about 100 High Schools. Both teams did great again this year. We had 22 different high schools represented from all three MHSAA divisions. There were players from all over the state including the UP, We continue to see a lot of interest in Michigan High School players. Each year we continue to have players taken by the USHL, NAHL, & NCAA D-1 MAHA & MHSAA Relationship Building I would like to thank Jack Witt for putting together the coaching clinic this past November at Little Caesar's Arena. It was the first time that a USA clinic invited High School coaches to participate in the joint sessions. In addition to attending the joint sessions the high school coaches could get their levels 1, 2, or 3 clinics done as well. This August Jack Roberts, the Executive Director of the MHSAA will be retiring. He will be replaced by Mark Uhl a current Assistant Director. I look forward to working with Mark as well as well as Cody Inglis, who is in charge of hockey. Both are hockey parents! Midget Split Season As I had reported in my Winter meeting update the Midget Split Season playoffs were held last October with the Family Hockey winning the A division and Team Copper Country winning the AA division. This year we sent two AA teams to the state tournament. The second was the Lansing team. As an update to that report the Copper Country team played in Nationals and ended up winning Nationals for the second year in a row! There was a nice article in USA Hockey magazine about the team. Each year the entire process gets smoother with less questions or confusion due to the information on the website and the signups for state being on there as well. Also for this upcoming season the High School Coaches Association is getting the dates out to all programs to make sure all HS programs are aware of it. This fall will be the fifth year of the Midget Split Season program. SKILL DEVELOPMENT: Ron Hayes, Skills Development Coordinator : The skill development presentation is still available to any association or group that wishes to host one. The presentation is about an hour and a half long and offers some insight in how to run a successful program. The ideas presented are suggestions and are not mandatory, but are things that have been proven to work well within the initiation program. The MAHA achievement award patches for any MAHA recognized initiation program are available again this year as long as supplies last. They may be obtained by contacting me as to the association the patches are for and a mailing address where they are to be sent. There are still a few initiation programs CDs, developed by the MAHA coaching staff, available and may be obtained the same way as the patches. If you have any questions or concerns about the above information, all of my contact information is in the MAHA guide RISK MANAGEMENT: Grant Helms reported: Be sure all of your teams and the teams you are playing are properly registered and sanctioned by USA Hockey. For the USA Hockey insurance packages to be in effect, your team, as well as teams you are playing must be properly registered and sanctioned by a USA Hockey Associate Registrar. Also, Tournaments you are playing in must be sanctioned by USA Hockey and MAHA. If you have any questions about a team or tournament, please contact your area Associate USA Hockey Registrar. This is extremely important to assure your team is covered. Ice Contracts and Contracts in general: Please have all contracts reviewed before you sign them for your team, league, or association. You need to make sure that the indemnification agreement and other liability related portions of the contract are reciprocal in nature. This basically means if there is negligence on the hockey side, we are responsible and if there is negligence on the other side, they are responsible. You should have your legal advisor review all contracts before signatures are affixed. If you 8

9 need further information or assistance, please contact me. Certificates of Insurance Requests: Ice arenas or other venues you deal with may for Additional Insurance status as part of their contract obligations. Request forms can be located on the MAHA or USA Hockey web sites. You can also contact me and I will you a form. Completion of the form and a copy of your contract will be required before I can issue a certificate of insurance. Accident Claim Forms: Claim forms for our excess medical provider are available from your local association, league, or team registrar. The form is in their USA Hockey Registration Program; USAH Registration Portal web site provided by USA Hockey and can be printed for you (complete with instructions). If you are unable to contact your local registrar, please contact me and I will assist you. Legal Papers: If you or your team is served with any legal papers, please contact me immediately. I will notify our insurance carrier and get a claim open immediately. DO NOT WAIT. CALL NOW. This includes Liability Claims, D & O Claims, and Crime Claims. For more information, please contact me. Embezzlement of Funds: Along with the economic downturn, USA Hockey has experienced an upturn in embezzlement of funds from Local associations, teams, and leagues. Your board should review your financial procedures and the safeguards you have in place to spot potential problems. Your local accountant is a good resource for information on upgrading your financial procedures. USA Hockey, the national governing body for the sport of ice hockey, is a member of the International Ice Hockey Federation and the United States Olympic Committee Youth & Girls Locker Rooms: USA Hockey has experienced incidents involving locker rooms and youth & girls hockey teams. Your Association, Team, or League needs to make sure locker rooms are monitored from the time they are occupied until the last player leaves. Two responsible adults should be present in the locker room at all times for the safety of your players and your staff. See USA Hockey's Locker Room Policy which needs to be followed by all of us. Special Sanction for an ON-ICE Event: For a Special Sanction for an on-ice event you will need to contact the USA Hockey Michigan Registrar. Special Sanction for an OFF-ICE Event: For a Special Sanction for an off-ice event you will need to contact me. For more information, please contact me regarding a special sanction and I will assist you. TIER 1 REPORT: Bob Manacini reported the group met on Friday night LEGAL: Steve Stapleton reported: There are no pending legal proceedings against MAHA/related entities as of this date, although several individuals/groups threatened legal proceedings in the prior season. We continue to work with the Executive Committee and monitor/eliminate those risks. SafeSport issues continue to be a source of concern and we will educate MAHA officials as to how to properly handle all complaints. We look forward to presenting some best practices for the local association presidents at the Summer Meeting. There also continues to be procedural questions relating to hearings raised in certain Districts, and by local associations, and I suggest that MAHA conduct continuing educational sessions on USA Hockey Bylaw 10. This will help the newer District Chairs and reinforce the requirements for the more experienced Chairs Failure to follow the requirements of Bylaw 10 will almost certainly result in the reversal/modification of any decision either at the MAHA appellate level or the USA Hockey Executive Committee level. We will continue to work with the Chairs and local association to educate them on the proper procedural requirements related to discipline. I continue to serve on the USA Hockey Legal Council and look forward to continue to positively contribute and bring our MAHA experiences to the USA Hockey, and vice versa. I have served on a number of USA Hockey Legal Council sub-committees related to issues of national concern. In the event anyone needs to contact me, I can be reached directly at sstapleton@clarkhill.com or DISABLED SPORTS PROGRAM: Marie Sly reported: Deaf/HoH We have two athletes attending the AHIHA Summer Camp in Illinois. Blind Two athletes from Michigan attended the USA Hockey Disabled Hockey Festival in Chicago, IL for the blind hockey discipline. Blind hockey was voted in at USA Hockey Annual Congress as an official discipline of the Disabled Hockey Section. In doing so, USA Hockey becomes the first NGB in the world to ratify blind hockey as an official discipline. At DHF, the first ever National Blind Hockey team was named, along with a head coach and a General Manager. The 9

10 team will convene in mid-summer for a training camp to help finalize the roster and prepare the team for the upcoming International Series versus Canada. The hope is that this International Series will spark enough interest for at least 2 more countries to form teams, leading to a World Championships. From there, with the addition of 4 more countries, we re all heading to the Paralympics together! Special Progress was made with the NHL and the Detroit Red Wings this year, between hosting the first ever Special Hockey Jamboree at the Belford Training Center and meeting with the Detroit Red Wings Foundation at Summer Congress. Our hope is that they will bring us more in the loop when they are hosting various special hockey events, etc. We had four teams attend Disabled Hockey Festival, and all four were awarded Championships. Warrior The Michigan Warriors Hockey Program was surprised with a $10,000 donation from the NHL and Discover Card during the Stanley Cup Playoffs, which included a great commercial highlighting the program. They have expanded to the Saginaw region and are finalizing plans for Grand Rapids and possibly Battle Creek. There was a new Warrior team that popped up in the Novi area this year the CNS Lightning. The NHL Warrior Classic will be held the same weekend in Las Vegas as the Disabled Coaching Workshop. Sled Sled hockey is going strong I get s weekly about new players, veterans who have heard of our program, adults and children who, for whatever reason, want to play sled hockey. Our national team winning the gold at the Paralympics this year was a huge shot in the arm for disabled hockey, especially sled hockey. The Grand Rapids Sled Wings are hosting their annual sled hockey camp June in Grand Rapids, which is being held alongside a high performance coaching clinic, geared primarily toward sled hockey. The National Coach in Chief for Disabled Hockey is coming to town, along with one of the national team assistant coaches, several players and staff members. It should be a great turn out as usual. Coaching We would like to host two coaching clinics in Michigan this year, specifically for disabled hockey. The Disabled Coaching Workshop this year will be in Las Vegas the first weekend in October. USA Hockey is strongly encouraging each affiliate to send a coach out for the weekend. Disabled Hockey Festival we have officially submitted a bid to host the 2020 or 2021 Disabled Hockey Festival in Grand Rapids. We have been working with the West Michigan Sports Commission to prepare our bid and we are fairly confident we will be awarded part, if not all, of the event. REGISTRATIONS : Bob Yohe. t The most important task for our District Associate Registrars is to be the liaison between USA Hockey and our local members. They provide registration and informational materials, assist in the processing registrations and approve and maintain all USA Hockey Official Rosters. District Associate Registrars are; District 2-Rick Frescura, Kathy Jaroshewich, Dan Jaroshewich, District 4-Myra Zolynsky, Cindy Nicolay, District 5-Donna Piper, Linda Taylor, District 6-Amanda Gobert, District 7-Pat Brumbaugh, and District 8-Michele LaCourt and Tim McIntosh. I would like to take this time to thank them for their many hours of volunteer work to help keep us up and running. Individual Member Registration Player and coach s registration for will remain the same at $40.00 for USAH registration and $5.00 for the MAHA Affiliate Fee. There is no USAH registration fee at 2012 and younger. Coaches who are registered as players only pay one fee. Referee's must register with USA Hockey and pay the fee to participate as a player o coach. There is no fee for Volunteer Team Manager or Volunteers. Registration Information The total registration number for Players, Coaches and Officials for Michigan is 57,074. Try Hockey for Free Days are set for November 10, 2018 and February 23, USA Hockey will be sending more information s the dates get closer. I would also like to remind everyone if wish to hold a Try Hockey for Free Event on another date please contact me for a special sanction. The Registry program continues to grow with more reports and updates to make the registration and rosters easier to complete. If you have any suggestion for improvements or changes, do not feel shy about making them. This can be done by clicking on the question mark in the upper right corner of the registry. We review these suggestions on a weekly basis. PLAYER DEVELOPMENT CAMPS: 2018 Michigan Amateur Hockey Association Boys Player Selection Camps The MAHA District Selection Camps, the 14 & 15 Selection Camps and the 16 & 17 Selection Camp, are designed to provide opportunities for the top Michigan hockey players per respective birth age for advancement within the MAHA Selection Camp Process and to the USA Hockey National Development Camps. In 2018 these opportunities are available to players in the 2001 through 2004 birth years who are USA Citizens, reside in the Michigan District of USA Hockey, and are registered with USA Hockey for the 10

11 current season. The 2018 Boys MAHA Selection Camp Process has been modified with a detailed focus on improving the player experience combined with a more robust and consistent player evaluation process. Key modifications have been made to the registration process, number of ice sessions, number evaluation data points, bench coach strategy, district to district camp consistency, and improved camp communication and transparency. All modifications are intended to enhance player evaluation opportunities, player experience, and overall camp satisfaction while ensuring that the top players from our district move forward in the player selection process.
