The Clay County Fair management reserves to its Executive Committee the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions and differences in regard hereto, or otherwise arising out of, connected with, or incident to the Fair. Any person who violates any of the following special rules will forfeit all privileges and premiums and be subject to such penalty as the Fair may order. The Fair will not be responsible for loss or damage to or of exhibits, or to the property of exhibitors or concessions operators. No roving, vending, or soliciting by either a profit or non-profit organization, or on his own behalf, shall be permitted on the Clay County Fairgrounds or parking lots. All solicitations for either contributions or sale must be made from within the confines of a booth or display area as authorized by a duly executed contract. No dogs, cats, or other pets shall be permitted on the Clay County Fairgrounds during the Clay County Fair. The only exceptions are assistance dogs that are properly identified, or any pet that is part of an attraction, exhibit, or demonstration. Pets are permitted in designated campground areas. Pets must be on a leash or contained in living quarters, trailers, etc. Failure to comply shall result in expulsion from the fairgrounds. All applications for entries must be made in accordance with guidelines found in the appropriate department exhibitor handbook. The Clay County Fair reserves the right to accept or reject any entry offered. Exhibitors must comply with individual department entry deadlines and other departmental rules. All exhibits, except those specified, must remain in place until 6:30 p.m. on the last Sunday of the Fair. Exhibitors in departments where entry tags are used must present claim tickets for return of their goods to the superintendents or their assistants in the department in which the exhibit is shown. Under no circumstances will exhibitors be permitted access to the display cases where exhibits are shown. Exhibitor questions on premium amounts or ribbon placing must be received on or before October 15, or no adjustments or corrections will be able to be made. Premium checks will be issued after that date. There will be no reissuing of lost premium checks, and premium checks that are issued will become void after 45 days. All awards, ribbons, and exhibits not picked up at the Fair Administrative Offices by October 15 will be forfeited and become property of the Clay County Fair

The Fair will use diligence to insure the safety of stock or articles entered for exhibition, after their arrival and placement, but under no circumstances will it be responsible for loss, injury, or damage done to, or occasioned by, or arising from any articles on exhibition. The exhibitor shall indemnify the Fair thereof against all legal or other proceedings in regard thereto. F Articles entered for premiums which are the result of mechanical or artistic skill must be entered by the artist, inventor, manufacturer, maker, or authorized agent. F In case of protest of an article or exhibit, notice must be given the superintendent of the department during the day of examination of the article protested, and a written statement giving the reasons for protesting, verified by affidavit, with names of witnesses, must be filed with the Fair. F The right of an exhibitor to appeal from the decision of a judge to the Fair will lie only when it is charged that the award has been made in violation of the rules governing the exhibit; or when it is charged that the decision of the judge has been influenced or interfered with by another. F A Clay County Fair department superintendent may not make a competitive entry directly or indirectly in a department over which that person has supervisory responsibility. F All questions of dispute or differences not provided for under these rules shall be referred to the Executive Committee whose decision shall be final. To pre-register, enter online at by August 15 or complete appropriate forms. Forms are available at the Clay County Fair Administrative Offices. Mail, fax, or bring your completed entry form to: Clay County Fair, PO Box 527, 800 West 18th Street, Spencer, Iowa 51301; by fax at (712) ; or to competition@claycountyfair.com. No entry fee is required. Entries are open to anyone from any county or state. Use a separate entry form for each department in which you are entering at the Fair. Exhibitors who pre-register may collect their completed entry tags at the department during entry days. 2. Entries will be received on Friday, August 31 from Noon-7:00pm and Saturday, September 1 from 9:00am-3:00pm. No entries (in person or mailed) are accepted after 3:00pm on Saturday, September 1. The Textiles, Crafts, and Arts Department is located in the Creative Living Center. Please use the west doors. 3. Please give careful attention when filling out the entry blanks so that articles are entered in the correct divisions and classes. Only ONE entry may be made in each class. 4. Entries are open to anyone 18 and over, unless otherwise indicated, whose exhibit represents a recreational hobby and is not used as a means of livelihood. Division 452 is open to all ages. Senior citizens are invited to enter any Textiles, Crafts, and Arts Adult division. 5. All entries must be the work of the exhibitor and must have been completed since the 2017 Fair. Entries must be entered in the name of the person who did the work. Each entry is considered one unit and will be judged in just one class. 6. Entries must be completed by one person except in some divisions where it is noted. It is not permissible to enter duplicate articles and work in two or more divisions. All articles must be completed

6 7. If articles have not been previously entered, it will save time if entry blanks are completed before you come. This is important to keep our records straight. 8. Included with articles sent by mail should be a copy of the entry form with a list of the entries and the name and address of the sender. Return postage and insurance must accompany exhibits to be returned by mail. Provide stamps, not metered postage. Include sufficient packaging. 9. Should an article be entered in the wrong division or class and the error is discovered before judging, the Superintendent and Clerk will make the proper correction in the entry. No changes can be made after judging. 10. Because judging is done before the Clay County Fair opens and it is difficult to know when a certain class will be judged, there isn t the opportunity for public viewing of judging. When your entry is returned, written comments of the judges will be attached to your entry tag. 11. All pictures, samplers, plaques, wall-hangings, etc., must be equipped to hang. Because of a shortage of display area, it is suggested that framed items be no larger than 700 square inches. Larger items will be accepted but may be displayed outside of the cases. It is suggested that lamps, furniture, or crafted items be a size to fit in the cases (2 deep, 5 tall). Larger items will be accepted and displayed at the discretion of the superintendents. 12. Articles stained, soiled, showing wear, or that appear to have been made previous to last year s fair will be disqualified. 13. If the name of the maker is attached to clothing articles, it should be removed or covered. 14. Children and Youth are limited to 12 total items between sponsored Divisions 453, 484 or Exhibitors are encouraged to write on a 3x5 card any information explaining what is unique or original in your entry concerning techniques, materials used, or the steps you took to develop the design and finished exhibit. 16. Each year we award six rosette ribbons with three streamers in the Textile, Crafts and Art Department. They are awarded to the Best of Show in the Special Feature Division Most outstanding Textile Exhibit; Most outstanding Art Exhibit; Most outstanding Craft Exhibit Most outstanding Quilt Exhibit. Most outstanding Wood Exhibit

7 17. Save the claim checks and present them when calling for exhibits at the close of the Fair. Exhibits will be released on Sunday, September 16 from 6:30pm-8:00pm; Monday, September 17 from 11:00am-6:00pm. No early releases are permitted. All exhibits not retrieved during these hours will be left at the Clay County Fair Administrative Offices through October Exhibitor questions on premium amounts or ribbon placing must be received on or before October 15, or no adjustments or corrections will be able to be made. Premium checks will be issued after that date. Special Awards and Classes Approximately four dozen single streamer rosette ribbons are given throughout the department for outstanding ( best of the blues ) exhibits. VICTORIA AXTELL TEXTILES ENTRY AWARD Victoria Axtell loved to sew clothing, everything from her own to men's jackets to costumes. She entered the Clay County Fair in the first time exhibitor class. Later, she entered in garment making classes receiving many ribbons. The Clay County Fair will award a multicolored rosette ribbon. Her family, in her memory, would like to award $25.00 to the top entry in Division 450, Class 1, or Garment Making Divisions 474,475,476,477,

8 DIVISION FIRST TIME EXHIBITOR This division is open only to adult (age 18 or older) exhibitors who have never before had an entry in the Textile, Crafts and Art Department at the Clay County Fair. Each exhibitor may enter any class in this division but have just one entry per class. 1. Textile (Garment Making) Crafts Patchwork or Quilting Art (woodcarving, pottery, painting) Exhibitors may enter other divisions in the Textile, Crafts and Art Department. Each entry will receive a ribbon, but will not be considered for outstanding awards. DIVISION 452 THE SOLAR SYSTEM (Special Feature Class) Our home planet Earth circles the sun along with other planets and is surrounded by all the stars we see on a clear night. Bring your entry to show your view of the night sky. This division is open to all ages. 4 TH 5 TH 6 TH 1. An entry expressed in textiles An entry expressed in art An entry expressed in crafts Exhibits will be judged on appropriateness to the theme (30%) and workmanship (70%). There will be a Best of Show ribbon selected from the blue ribbon winners. Early Announcement for 2019 Special Feature Class Pigs. Iowa raises more pigs than any other state! The Clay County Fair has 4-H, FFA and Open Class swine shows. Your challenge for 2019 is to create an entry that shows pigs in textiles, arts and crafts since the 2018 Clay County Fair. This division is open to all ages. DIVISION SPONSORED AWARDS MORE THAN $1,000 OFFERED IN PRIZES! DON T MISS ENTERING THESE CLASSES Each exhibitor can have just one entry per class. These entries will not be considered for outstanding textile, craft, or art awards. Children and Youth are limited to 12 total items between sponsored Divisions 453, 484 or 485. Challenge Quilt Contest 1. Challenge Quilt

9 Fabric & Textile Warehouse, Spencer is the sponsor of the "Challenge Quilt Contest" and is awarding ONE GRAND PRIZE this year. (1) Quilt size must not exceed 192 outside circumference with no minimum requirements. Quilts may be wall hangings, table runners, etc. as long as the size does not exceed requirements. These quilts will need to contain one challenge fabric. This print is on display and available for purchase from Fabric & Textile Warehouse, Spencer. (2) Enter your wall hanging in the appropriate class. Only one wall hanging may be entered by each exhibitor. (3) Exhibitors must purchase at least 3/4 yard of challenge fabric from Fabric & Textile Warehouse in Spencer. Proof of purchase will be needed with entry form; attach sales receipt to finished quilt. (4) There is no limit on use of additional fabrics in quilt. There is no rule on how much of the challenge fabric must be used, but please note that judging emphasis is on creative use of a recognizable amount of the challenge fabric as it relates to other fabrics used, visual impact, and workmanship. (5) The judge will use the following scorecard in judging these wall hangings on use of challenge fabric: General Appearance 5 points possible Design 20 points possible Use of Challenge Fabric 10 points possible Workmanship 20 points possible (6) Quilts may be either hand quilted or machine quilted, but need to be the work of the exhibitor. (7) Challenge Quilts are due Thursday, August 30, Deliver completed quilt, registration information, including receipt of purchase to Fabric & Textile Warehouse, 315 North Grand Ave., Spencer, IA If needed, they will help you fill in the entry form. Fabric & Textile Warehouse will take your quilt to the Textile, Crafts and Art Department of the Clay County Fair. Quilts may also be delivered to the Clay Co. Fair Textile Arts & Crafts Building on August 31 from Noon-7:00pm; or September 1 from 9:00am-3:00pm. No Challenge Quilt exhibits will be accepted after that time. (8) Fabric & Textile Warehouse reserves the right to display the winning quilts at their Spencer store for one month following the Fair. If you are a gift certificate winner, you will be required to leave your quilt at the fairgrounds to be picked up and displayed by the Fabric and Textile Warehouse for one month after the fair ends. (9) All quilts need to be ready to hang. Any necessary hardware for hanging needs to accompany your exhibit so it may be properly displayed at the fair. (i.e. sleeve attached to the back with a dowel through it). (10) Identify quilt on bottom back corner with your name, address, and title of entry securely fastened. 10 Creative Patchwork Goose Tracks Inspired by Time, Storm Lake, Iowa will award a $25.00 gift certificate for the best overall creative patchwork. Using the design of the patchwork block shown, select the item you will make (quilt, mini-wall hanging, tote bag, pillow, jacket, etc.) Then select the fabrics of your choice. The size of the patchwork block can vary to coordinate with your project. Each exhibitor may enter one project in this class. These patchwork exhibits will be judged on creativity, overall design, and workmanship. Early Announcement for 2019 Creative Patchwork Sister s Choice Using the design of the patchwork block shown, select the item you will make (quilt, mini-wall hanging, tote bag, pillow, jacket, etc.) and then select the fabrics of your choice. The size of the patchwork block can vary to coordinate with your project. Each exhibitor may enter one project in this class. Exhibits will be judged on creativity, overall design, and workmanship. Start working on your project now and have it ready for the 2019 Clay County Fair. 6.Rubber Stamping (adult 18 and over) Any project that has used a rubber stamp to complete the design may be entered here. Stamping of fabric such as velvet, wood, flat paper projects, or ones with 3-D effects are just a few ideas of what is possible. Supplies must be purchased at the Beehive bring receipt. Beehive of Spencer will award two $20 gift certificates for the top two entries in Class 6. 7.Scrapbook Pages, Holiday (adult 18 and over) Scrapbook Pages, Baby (adult 18 and over)

Scrapbook Pages, Birthday (adult 18 and over) Scrapbook Pages, Fair (adult 18 and over) Scrapbook Pages, Travel (adult 18 and over) Scrapbook Pages, School (adult 18 and over) Scrapbook Pages, Seasons (adult 18 and over) Scrapbook Pages, Animals (adult 18 and over) Scrapbook Pages, Nature (adult 18 and over) Scrapbook Pages, People (adult 18 and over) Scrapbook Pages, Weddings (adult 18 and over) Scrapbook Pages, Emotions (adult 18 and over) This contest is for a one page scrapbook layout. All entries need to contain at least one picture. Exhibitors may enter one or more of the classes. Pam Van Roekel will award three $20 gift bags to the top three entries in Classes CLASS BLUE RED WHITE 20. Machine Embroidery (adult 18 and over) Machine embroidery may be done on clothing, accessories, or household items by using a set design, free motion design, or cut work techniques. Seams to Me, Algona, Iowa will award two $25 gift certificates to the top two entries in Class Paper Pieced Patchwork (adult 18 and over) Foundation pieced quilt block designs can be incorporated into any piece of clothing, accessory, or household item - dress, vest, sweatshirt, pillow, wall hanging, etc. Inspired by Time, Storm Lake, Iowa, will award a $25 gift certificate for the best overall entry. 22. Beading Project (adult 18 and over) Beading projects may include jewelry, accessories, wearables, etc. Any beads or beading supplies may be used in this project. Supplies must be purchased at the Beehive and receipt brought with the entry. Beehive, Spencer, Iowa, will award a $25 gift certificate for the best overall entry. 23.Youth 2-Dimensional Art (ages 4 to 17) Work can be any media, any size. It should be framed and ready to hang, preferably using a wire method. Arts on Grand, Spencer, Iowa, will award a $50 gift certificate to an Arts on Grand class of your choice for the best overall entry. 24. Purses, Totes & Bags (adult 18 and over) Purse, tote, or bag can be any size, shape, or color. Materials should consist mainly of fabric with any other embellishments. Spencer Sewing Machine Company, Spencer, Iowa, will award a $25 gift certificate for the best overall entry

Youth Flip Flop Art (12 and under) Wal-Mart, Spencer, Iowa, will award two gift certificates for the two best entries. 35. Best of Batik (adult 18 and over) This class is for quilts in batik fabric. Entries will be judged on design, color, creativity, and workmanship. Quilting on Main, Pocahontas, Iowa, will award a $25 gift certificate for the best overall entry. 36. Celebration This class is for wall hangings made of fabric no larger than 48 by 48. The wall hanging would represent some sort of celebration. Examples would be for a birth, graduation, wedding, anniversary, retirement, etc. Entries will be judged on theme, general appearance, design, and workmanship. Quilting on Main, Pocahontas, Iowa will award a $25 gift certificate for the best overall entry. 37. Wool Applique Applique articles using wool; may be done on clothing, accessories, or household items. Prairie Woolens, Paullina, Iowa will award a $25 gift certificate for the best overall entry. 38. Woodworking This class will showcase woodworking skills in joining wood together. Use any method of wood joints (lap joint, dove tail, finger joint, bridle joint, mortise and tenton, etc.) to complete your wood construction project. Schoeneman s Building Materials, Spencer, Iowa will award a $50 gift certificate for the best overall entry
