Let s stop tobacco litter in our children s play areas/tot lots. Small children are at risk of swallowing, choking, or burning themselves on cigarette butts. Cigarette filters are not biodegradable. Littered butts cause numerous fires every year. Wind and rain can carry cigarette butts, containing toxic chemicals, into our water supply. Cigarette butts have been found in the stomachs of fish, birds, whales, and other marine creatures. January 2002, California Health and Safety Code prohibits the smoking of any cigarette, cigar or other tobacco related product within 25 feet of the boundaries of a tot lot sandbox area at a park or recreational area specifically designed to be used by children that have play equipment installed, are located on public or private school grounds, or on city, county, or state park grounds. It also prohibits anyone from disposing of any tobacco-related waste within the boundaries of a playground or tot lot sandbox area. 7 State Fair Volunteer Group Offers FREE Money for College Friends of the California State Fair Scholarship Program Now Accepting Applications from California Students SACRAMENTO, CA (January 17, 2008) In periods of economic uncertainty it is often education programs, scholarships and grants for students that dry up, leaving some of the most promising students without support to cover college expenses. In anticipation of that trend, the Friends of the California State Fair today announced that it will continue its scholarship program for the academic year. California college students and graduating high school students are eligible and must submit an application by Friday, March 21, This year, 32 scholarships will be awarded in the following areas: arts, general studies, agriculture, international studies, teaching credential programs, fair management, business, sports management, history, viticulture, enology and culinary. In times like these it is even more important to maintain a support base for California s students, said Friends of the California State Fair Immediate Past President Harry Moos. The Friends of the California State Fair Scholarship Program is committed to offering more than $27,000 in aid to ensure that some of California s finest young people receive the financial support they deserve. 8 4-H COUNCIL, CLUB & PROJECT NEWS Underwater Robotics Underwater Robotics is a contest sponsored by MATE (Marine Advanced Technology Education) and Monterey Peninsula College. The contest is open to all 6th grade through high school students. Our mission is to make an underwater robot that can pick up fake sea creatures, be able to float and remove rocks that are keeping down a floatable platform at a depth of 18 feet. The contest will also involve making a poster board and a question answer session. So far we have gone to two classes held in Monterey and Santa Cruz. The first class was in Santa Cruz and we got to play around with all the supplies and make a sample robot. In the second class we learned how to wire our own control boxes. Our next step is to build our robot. My team member is Timmy Andre and the other team consists of Lily Radanovich, Adam Caraco and Mica Pieper-White. We are meeting every 2 weeks until the competition date on May 10, It has been fun so far! Submitted by Kyle Radanovich Hi 4-H Fundraisers & Community Service Projects Want to give a special spring or summer bulb to your parents or family member? Hi 4-H is selling bulbs through March 7 as a fundraiser. The bulbs are $5 and vary in quantity. Bulbs available are from Begonia, Gladiolus, Hosta, Lilies, Peacock Orchids and more. Contact the office or one of the Hi 4-H members for more information. The group will also be selling food at the Storytelling Festival March 7 & 8. If you plan on attending this event, please drop by the food booth to support the Hi 4-H members. Hi 4-H are still collecting new & slightly used coats through mid-march. They will also be collecting new & slightly used books through April. Drop off locations are the Mariposa Coffee Co. and the UCCE Office. Guide Dogs for the Blind By Katelyn Collier, Bootjack Club This year my 4-H project is raising a puppy for Guide Dogs for the Blind. Guide Dogs for the Blind is located in San Rafael, California, and was started in 1942 to help WWII servicemen who were coming home from the war blind. The very first Guide Dog was a German Shepherd named Blondie. Since 1942, 10,000 dogs have graduated. Nowadays, only Labrador retriever and golden retrievers are used; German shepherds have been dropped because they are one-person dogs, and the constant moving around (from raiser families to kennels to blind person to retire family) is too hard on them. To become a raiser, you have to go through Guide Dog training and make sure you really know how much work you are getting into. You get the puppy when it is about 3 months old; you don t get to choose your puppy, and you don t get to choose the name. The raiser works with the dog for about months. We teach them basic obedience skills, and we take them EVERYWHERE so that they get used to all kinds of sights, sounds, and smells. At about 18 months, the puppy is sent back to Guide Dogs, who then spends several more months giving them advanced training. If the puppy doesn t pass the tests, it will either be used by another service organization or adopted out to a loving family. My puppy is named Hadley, and she is now 10 months old. I like taking her places with me, but sometimes it is hard because I have to keep an eye on her. She learns pretty fast, though, and has been a very good dog. People who have raised Guide Dogs before think Hadley probably will pass all her tests and get to serve a blind person some day. If she does, I will get to go to her graduation and see her once more and meet her new blind owner. I know I will be sad when I have to say goodbye to Hadley, but it makes me feel good to know she will be helping someone.

For Clubs: 4-H volunteer leaders and counties may apply for up to $3,000 with the H ATV Safety Grant. Grants are to increase ATV Safety education by 200 new participants involving participants in a minimum of four contact hours. Applications are due to the State 4-H Office by March 1. More information is available at LEADERS, MEMBERS, & PARENTS MANAGING RISKS AND EMERGENCIES Marianne Bird, 4-H Youth Development Advisor None of us like to think about children (or adults, for that matter) becoming hurt, ill, or injured while attending a 4-H function. As volunteers responsible for the well-being of others, we should take every precaution to assure safety for all who participate in our projects and programs. We are surrounded by risk always whether we re at camp, in a cooking project, or driving on a field trip. Realizing and reducing threats to people or property is called risk management. There are many things 4-H has in place to manage risk in our programs. Some precautions come in the form of University policy: Allowing only children over nine years of age to work with large animals, or having two adults with youth at all times, are examples. Other safety measures are local policies, like passing a skill test before being permitted to participate in certain activities. If you are a Club or Project Leader, reducing risk at your meetings and events should be foremost in your mind. Risk management in your project should include: Identifying potential problems when planning activities and considering ways to minimize each. Creating an emergency plan for your meeting place. It should include important phone numbers, directions to the hospital, and written steps to follow in case of an incident. Reviewing safety measures pertinent to the activities you re conducting with participants. Providing proper supervision. Whether youth are working with horses or glue guns, oversight is important. Assuring equipment is properly maintained, including a first aid kit. Possessing a completed medical release form for every child. Always having another adult present when working with young people. Risk management means not only planning ways to reduce the likeliness of an incident, it also means having an emergency plan in place if an incident should occur. If an incident happens at a 4-H gathering, you should: Seek and/or render aid. Contact the County Cooperative Extension office as soon as possible. Fill out an incident report form. While risk management planning may seem like a lot of work, the forethought it requires helps our programs to be safer. It also helps assure that should an incident occur, we are prepared with a plan to help us navigate what may be a stressful event. The investment is time well spent.
