2 Dear Exhibitor: Welcome to the 2016 Sacramento County Fair! We have a FANTASTIC, EXCITING Fair planned for you this year. We are thrilled you have decided to enter YOUR county Fair. This year s Fair dates are and the theme is Let s Eat, Have Fun & Celebrate the Red, White & Blue. Over the year s Sacramento County Fair has become part of the community, and depends on its exhibitors, leaders and advisors to volunteer and become part of the Fair. We depend on exhibitors to help us spread the marketing word with poster distribution; the annual Fair work days help us to prepare the Fair for livestock arrival; parents and supporters from both 4-H and FFA assist with the livestock check-in and the shows. We encourage you to make more out of your Fair by getting involved. The 2015 Sacramento County Fair was yet another great fair. Our attendance continues to grow, as does our food vendors and carnivals revenues. We are looking forward to another record year with our attendance goal at over 105,000 this year! Keeping with the goals of the Board of Directors, youth education is our primary focus. Our 2015 school tours and Farm Garden In A Wheelbarrow program educated over 12,000 school age children. We feel it is the responsibility of every exhibitor to take the time to promote the livestock industry to as many Fairgoers as possible. Our carnival partner Midway of Fun continues to reward the livestock exhibitors by offering a $29.50 wristband that will be good all week for carnival rides. Please see the attached flyer. Wristbands must be purchased at time of entry and there is a limit of only one per exhibitor. Our awards programs continue to depend on the sponsors support. If you would like to sponsor a championship buckle, please see the form on the next page. Buckles will only be awarded if there are 5 or more per class. We appreciate all of our Livestock Chairmen and Women for all they do to make the Sacramento County Fair the best place for our youth to exhibit and sell their livestock. We have made several changes to the livestock handbook this year. Please read it thoroughly. It is every exhibitor s responsibility to know the rules and abide by them. They will be enforced! New this year is the code of ethics that must be read and signed by each exhibitor, leader, advisor and parent. We appreciate your support and efforts to benefit the Sacramento County Fair. It will include questions covering all large and small animal species. Many questions will be applicable to multiple species. Examples include but are not limited to nutrition, anatomy, physiology, reproduction, genetics and general animal husbandry. The test will be untimed and use a scantron answer sheet. A test bank of questions without answers will be provided on-line through the Sacramento County Fair website for study purposes. Test Make-up: 50 General animal knowledge questions made up Multiple Choice, True /False and Matching. Results: The high numeric scores in each division will be the winners. Ties will be broken using the following criteria; high point matching, then multiple choice, then true/false.

9 SACRAMENTO COUNTY FAIR CODE OF ETHICS The Code of Ethics was developed IN COOPERATION WITH THE CALIFORNIA STATE 4-H, CALIFORNIA FFA ASSOCIATION, CALIFORNIA STATE GRANGE, WESTERN FAIRS ASSOCIATION, AS WELL AS OTHER AGRICULTURAL ORGANIZATIONS. We believe this code, when instituted, will help ensure that all exhibitors are on a level playing field, that animals are treated safely & humanely, that food safety is insured and that a positive environment is maintained. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conducts or questionable acts. Exhibitors who violate the code of ethics will forfeit premiums, awards & auction proceeds and shall be prohibited from future exhibition in accordance with these rules. Expectation of rules & behavior to apply to campground as well as on social media posts. The following practices or procedures are unacceptable & are defined as being deceptive, fraudulent, unethical & inhumane in the care, fitting, preparation & showing of all classes of livestock. The use of any illegal drug is prohibited. Legal or illegal substances used to phenotypically alter the appearance of an animal entered in livestock events are prohibited. Use of illegal drugs is considered a premeditated act. Furthermore, any information pertaining to the practice of illegal alteration of an animal will be turned over to the proper authorities for criminal prosecution. 1. All exhibitors must have viable proof of ownership available to Fair & Livestock Officials at their request. Market animals must be owned & under exhibitor s daily care according to CDFA State Rules for California Fairs. The official ownership date is the date shown on the bill of sale, unless the animal was bred by the exhibitor, in which case calving or birth records must be shown. Registered breeding livestock must show the exhibitor as the owner of the animal on the breed association papers or certificate. 2. No exhibitor will be allowed to show an animal which has been previously sold at an auction or sale as a market animal through another fair or livestock show, whether or not there is an actual change of ownership. Any method used to misrepresent the age of an animal for a class in which it is shown is deceptive & considered illegal. Showing an animal for another individual by claiming ownership in order to show in a specific livestock class or event is prohibited. False ownership is illegal. 3. Junior exhibitors are expected to care for & groom their animals while at fairs or livestock shows. No professional fitters. 4. There will be no dye, color enhancer or any material used to change the natural color of any animal. Each animal entering the show ring on show day may be checked for coloring. If coloring is found, the animal will not be allowed to show. All tails will be natural in nature. No twining allowed. 5. Animals shall be presented to show events where they will enter the food chain free of volatile drug residues. The act of entering an animal in a livestock show is the giving of, consent by the owner, exhibitor, leader, advisor and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood or other substances from the animal to be used in testing at the owners expense. Animals not entered in any event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state & provincial statutes, regulations & rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state & provincial statutes, regulations & rules affect the animal s performance or appearance at the event. If the lab report on the analysis of sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample tested by the lab, to which it is sent, is the one taken from the animal in question, its integrity is preserved & all procedures of said collection & preservation, transfer to the lab & analysis of the sample are correct & accurate & the report received from the lab pertains to the sample taken from the animal in question & correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, leader, advisor or absolutely responsible person to prove otherwise. 6. Any surgical procedure, injections or insertion of foreign material, substance or drug or the external application of any substance (irritant, counterirritant or similar substance) which could affect the animal s performance or alter its natural contour, confirmation or appearance of an animal s body is illegal. This includes vegetable oil, silicone, air or any other substance used to alter the shape of the animal. 7. By entering, exhibitor acknowledges responsibility in the event their animal is found to contain volatile drug residues or is deemed unfit for human consumption at processing. Adulterated carcasses or those deemed unfit for human consumption by USDA Food Safety Inspection Service (FSIS) personnel at processing are the sole responsibility of the seller. Page 4

10 If animals fail to pass ante-mortem inspection, or their carcasses are determined to be diseased or adulterated at processing, exhibitors shall be liable for financial restitution, attorney s fees and Civil penalties. Exhibitors may also be subject to disciplinary measures administered by the Sacramento County Fair, including but not limited to, the cancellation of sale transactions and/or reimbursement to buyer. 8. The use of inhumane showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivances or other similar practices are not acceptable & are prohibited. Other practices, unless under the written authority of a licensed veterinarian, that are not acceptable or prohibited include, but are not limited to, liquid diets for lambs, excessive shrinking, excessive exercising, tying animals with the feet off the ground & electric stimulation. 9. Criticism or interference with judges, fair or livestock show management, other exhibitors, breed classifiers or show officials before, during or after the competitive event is prohibited. All officials shall be treated with courtesy, cooperation & respect & no person shall direct abusive or threatening conduct toward them. 10. No exhibitor, leader, advisor or responsible person shall conspire to intentionally violate the Code or knowingly contribute or cooperate with another by affirmative action or inaction to violate this Code. 11. The application of this Code provides for absolute responsibility for an animal s condition by exhibitor, leader or advisor whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this Code of Ethics. 12. The act of entering of an animal in fair livestock show is the giving of verification by the exhibitor or absolutely responsible person that he/she has read the Code of Ethics & understands the consequences of & penalties provided for actions prohibited by the Code. It is further a consent that any action which contravenes these rules & is also in violation of federal, state or provincial statutes, regulations or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions. BY SIGNING, WHETHER IMPLIED ONLINE OR PHYSICALLY ON A PAPER ENTRY FORM: The exhibitor & his/her Parent or Legal Guardian or leader/advisor hereby certifies that each has read, understand & will abide by SCF rules and regulations. We further certify that we have not administered &, to the best of our knowledge, any entry from this exhibitor has not received any substance not approved by the FDA and/or USDA. In instances where an animal has been administered a drug that is FDA approved for its species, the exhibitor must be aware that the time it takes for no drug residue to be found in the system is generally longer than the labeled withdrawal time for most drugs. In the event any animal is declared by a veterinarian, processor or testing agency to be unethically fitted, the Executive Director and/or CEO will disqualify the exhibitor from this year s competition & one year following the incident. Reinstatement of anyone disqualified may be made only by the Executive Director & CEO. The exhibitor will forfeit all titles, awards, prizes, auction proceeds, premiums, scholarships & market/floor money if the animal is disqualified. INTERPRETATION OF RULES The Management of the Sacramento County Fair (includes, CEO, Deputy Manager, Livestock Supervisor or representative of the CEO) reserves the right to amend, add to & interpret the Rules & Regulation; and to arbitrarily settle & determine all questions & differences in regard thereto, or otherwise arising out of, connected with or incident to the Fair. All Rules contained in the 2016 State Rules for California Fairs as prescribed by the Division of Fairs & Expositions apply to this Fair. ONLINE ENTRIES We encourage you to complete your entries online. A $10.00/exhibitor entry processing fee will be accessed for all entries that are mailed or hand carried to the office. Save some dollars and enter online for only $5.00/exhibitor entry processing fee. All processing fees will be used to off-set the cost of administering the livestock show. Paper entries must be in the office by 5:00 p.m. April 15, All entries close April 22, Before you submit an online entry you must agree to the following: (You do this by clicking the I Agree link online after you have read and agree to all rules.) INCOMPLETE ENTRIES, INCLUDING MISSING FEES OR UNSUBMITTED ENTRIES, WILL NOT BE ACCEPTED AND/OR WILL BE DISQUALIFIED! I understand that there are minimum system requirements for online entries and that this service may not be available to me. HOW TO ENTER ONLINE The Sacramento County Fair uses ShoWorks, an on-line entry program. ShoWorks is an industry standard used by over 50 fairs nationally. This user-friendly program can be trusted to accurately enter you into our competitions and allows for efficient communications via . Take a moment to look through the Competition Handbook to see which competition your entry is eligible to compete in. Then follow the easy steps listed below to enter the competition you have chosen. 1. Before proceeding with an on-line entry, please visit our website at to download the appropriate Competition Handbook (Livestock or Indoor) located on the Competitions/Contest page. *Note that sessions expire for security reasons after 20 minutes of inactivity, so save the cart often or if you plan on leaving the computer for more than 20 minutes. Entries cannot be retrieved by office.* 2. Everyone must register as a new exhibitor when logging in for the first time in Enter personal information in carefully as this will be how checks will be written and mailed 3. When logging in for the first time, please do the following: 1) Click Login/Logoff 2) Choose type Exhibitor 3) Type in First Name 4) Type in Last Name 5) Click on I am a new exhibitor and click continue 6) Create a password when registering for the first time. Remember your password as this will allow you access for future sessions. 4. Complete the New Exhibitor Fields and click Continue. When entering information, fields in BOLD are required. Be sure address is correct as this is where the receipt will be sent to. Receipts are only sent electronically and cannot be reproduced if your address is wrong. If a field/ box does not apply to you, please type N/A. If pending, please type PENDING. Please follow the directions as they should help lead you through the process. 5. Review Exhibitor Information and click Continue. 6. Choose a Department (i.e. Breeding Beef, Market Swine, Adult Art & Photography, etc.) 7. Choose a Division (i.e. English Breeds, FFA Market Duroc Hog, Painting, etc.) 8. Select a Class from the Drop down menu. 9. Complete Exhibit Information. 10. Make sure to include the club associated with the entry, if necessary. If not with a club, select *Independent. 11. Click Add Entry To Cart 12. If you only have 1 entry click Continue. If you have another entry in the same department, click Add Similar Entry and follow above steps. If you have another entry in another department click Add Different Entry and follow above steps. 13. Once your entry(ies) are entered, an Additional Items screen will appear. Add quantity for any presale tickets you wish to purchase or any relevant fees that apply to your entry. Reminder: only one (1) Livestock Carnival Ride Wristband per Livestock exhibitor. There are NO refunds for multiple purchases, no exceptions. Remember all animal entries must include a onetime animal insurance fee. Click Continue 14. Lambs must show lamb s teeth. 7. Tail Docking: To qualify for exhibit, market lambs must be docked such that the tail (dock) is healed and can be lifted from the exterior. Lambs that have no dock will not be eligible. To clarify this rule, the dock must be liftable from the lamb s freestanding position. 8. Meat Crossbred is defined as both Dam and Sire are from meat-type sheep, with registration papers; Wool Breed is defined as both Dam and Sire are from a wool-type sheep, with registration papers; Brockle faced is defined as those lambs that show a Brockle-type face (black & white specks) & leg wool, with registration papers; Natural Colored Breed is defined as any sheep that displays a majority of black, grey, brown fiber or version of same. Boer goat rules and breed standards will apply. 4. Original registration papers are required to be in the possession of the owner on the day of the show. 5. This is a doe show, offering 2 classes for junior bucklings less than 6 months of age. 6. All goats entering fairs require individual identification. All official identification will be kept on the animals. The official identification may be official USDA individual identification ear tags, premises ear tags, Scrapie Flock Certification Program ear tags, registration tattoos if accompanied by registration papers, or other methods approved by the California Department of Food & Agriculture. 7. Fair will not accept sheep and goats from Scrapie non-compliant flocks, or animals that are Scrapie positive or Scrapie suspects. 8. Fair will not accept goats from Scrapie infected or source flocks, or animals that have been exposed to Scrapie unless they have been evaluated and approved for exhibition by the state Scrapie epidemiologist. Disqualified birds and those absent at the time of judging do not count when computing the number of exhibitors in a class. 7. Disqualified birds, or those that lack breed characteristics, as determined by the judge, will not count toward the minimum number of birds required in competition for award money. 8. A judge may excuse a bird from competition if it is fatigued, but the bird shall be counted as an entry. 9. For all divisions of poultry, all birds must be identified upon arrival at the show by numbered leg bands corresponding with the leg band number on the entry form either online or paper form. 10. In other classes, on-lead work can be performed on a shorter lead. 5. An exhibitor may enter a maximum of two dogs in this division. The warm-up horse show will not be judged or placed. 2. No prizes will be given for any of the classes held. 3. Class entry fees are $1.00 per class. Rail classes may only be entered one time each, but individual classes may be entered multiple times for a fee of $1.00 for each go. 4. Trail and Jumping warm-ups will be given 3 minutes on the course and exhibitors may work the course at their discretion. 5. Exhibitors must follow the directions of the announcer at all times. Although this is for practice, riders must all be going at the same gait and in the same direction of traffic. 6. Exhibitors may enter prior to the Fair or at the Horse Show Office the day of the event. If entering on the day of, an open check must be on file with the Horse Show Office. 7. For the safety of all exhibitors, Horse Show Management reserves the right to limit participation. The possession and/or use of alcoholic beverages and/or illegal drugs by any minor is prohibited on Cal Expo property and will result in immediate expulsion from the Fair and forfeiture of awards, premiums and monies received at auction. This includes the camping facility on the fair grounds. Anyone caught violating rules will be disqualified and forfeit all JLA or premium monies. 2. Stalls are available to exhibitors for $40/horse. 3. Exhibitors are required to haul in during the designated Load-In times and once the animal has arrived on the grounds it is required to stay until the completion of the Fair. 4. Sacramento County exhibitors must haul in on Wednesday only. 5. No animals can be brought onto the grounds after 10:00 p.m. Friday, May The Sacramento County Fair is a qualifying show for the California State Fair, however, not all classes offered at the Sacramento County Fair are held at the California State Fair. Therefore, only those classes meeting the State Fair requirements will be qualifying. 7. Fair Management reserves the right to limit entries, cancel any division or class, or combine divisions and classes in which the entries are insufficient. 8. All horses must be owned or leased by an exhibitor a minimum of 120 days prior to the show. 9. A Declaration of Ownership must be filed along with the Fair entries and is a declaration that a horse has been owned or leased by the exhibitor for the required 120 days prior to the Horse Show. Entries that do not include the Ownership Statement will not be accepted. If the entries are sent in online, your signature is assumed, however, both the Youth Exhibitor and their parent or legal guardian as well as their leader or advisor must sign the document upon check in at the Horse Show office. Any entries being hand delivered or mailed must include an original signature by the Youth Exhibitor and their parent or legal guardian as well as their leader or advisor. 10. Class divisions are determined by an exhibitor s age as of January 1, Junior Division entries must be 9 to 13 years of age and Senior Division entries must be 14 to 18 years of age. 11. Each 4-H or FFA exhibitor must have his/her horse project signed up with a 4-H or FFA leader. 12. Showmanship is required for all exhibitors. If you do not compete in your designated showmanship division you will not be allowed to compete in any additional classes. 13. In order to encourage participation, the Sacramento County Fair is allowing leased as well as owned animals to compete in Halter classes. 14. If a horse is being shown in a registered halter class, the original (not copied) registration forms must be provided upon check in. 15. The 2016 State Rules for California Fairs will be followed. These rules are available at our website Horses may not be ridden within the parking areas. They must be ridden only in designated warm up areas or arenas. 17. No riding with lead ropes and halters at any time. Exhibitors must wear boots when riding or handling horse/pony. No riding style tennis shoes permitted. 18. No lunging except inside the arena or warm up areas. 19. Dogs are not allowed on fairgrounds. 20. No bareback jumping allowed. 21. Each exhibitor must arrive with an adult responsible for supervision. 22. At the discretion of the Horse Show Manager, all non-pattern riding classes with more than 25 entries will be split and separate awards will be presented. Exhibitor Responsibilities: 1. All exhibitors, parents and leaders are expected to abide by the Sacramento County Fair s Code of Practice. It is expected that while on the Fairgrounds all rules will be followed and that exhibitors, parents and leaders will conduct themselves in a professional manner. There will be zero tolerance for any exhibitor, parent or leader that misrepresents the animals being showing in any way. Page 49

Exhibitors must fall into one of the following performance levels: Junior 4-H: Exhibitors are 13 years of age and under as of January 1, 2016 Senior 4-H: Exhibitors are 14 years of age and older as of January 1, 2016 FFA/ Independent: Exhibitors are 18 years of age and under as of January 1, 2016 Pony: 14.2 hands and under and exhibitors are 18 years of age and under as of January 1, 2016 Walk/Trot: Exhibitors are 18 years of age and under as of January 1, Junior exhibitors must groom and care for their animal(s) when at the fair. They shall refrain from accepting active assistance from adults and non-exhibiting youth unless the junior exhibitor is actively engaged and the assistance is only for instruction. 5. While utilizing a stall on the fairgrounds, it is encouraged, but not required that exhibitors decorate the stalls. Those choosing to decorate must decorate with materials that are educational and related to the fair s theme. 6. Stalls must be bedded in straw and all straw and manure must be disposed of in the designated dumping areas. 7. Exhibitors wishing to bed their stalls with shavings must have a vet s note on file with the horse show office. Those exhibitors must also have a credit card on file with the Fair Office and a $25 fee will be charge if any shavings are left in the stall or alley way. 8. No dumpster will be provided for disposing of shavings and shavings are not to be dumped in ANY trash can or dumpster on the fairgrounds. If it is determined that an exhibitor has dumped shavings on the grounds they will be charged the $25 fee. This is at the discretion of the Horse Show Manager. 9. All stalls must be completely stripped and cleaned out and straw and manure must be placed in the alley way for removal. This cannot be done prior to 3p.m., Monday, May 30, but the Horse Show Manager will determine the exact time. 10. No parents, trainers or other non-exhibitors are permitted to ride and/or handle project horses, unless there is a safety emergency at which time an adult may provide assistance. 11. The exhibitor must show his/her own animal in all classes. 12. Animal insurance fees only cover the exhibitor of that animal, and therefore, under no circumstances may an exhibitor or an adult ride another exhibitor s horse or pony on the fairgrounds unless there is a separate insurance certificate on file with the Fair Office valued at a no less than $1,000, An exhibitor may not receive professional help in any capacity at any time on the fairgrounds once the official Junior Horse Show has begun. This includes riding lessons and/or coaching from inside or outside the arena and while in the barn areas. Each exhibitor must in complete control of their horse and aware of their surroundings at all times. Exhibitors must take caution not to create harm or dangerous situations to other exhibitors or animals when practicing or showing their horse. The official start time of the Junior Horse Show is deemed as 10:00 p.m. Friday May Adults and trainers are not allowed to ride an exhibitor s horse at anytime on the Fairgrounds. However, lessons and instruction are permitted prior to the start of the show. 15. There are no circumstances where a horse should require excessive discipline, abuse, or punishment. If a horse does become a danger to people or other animals, it may be removed from the activity for the safety of all riders and horses. 16. Each exhibitor and horse combination may enter only one age or performance level, i.e. Senior, Junior, Pony, Walk/Trot. No cross entering of divisions. Each horse may only be ridden by one rider. Horse and rider combinations entered in the Walk/Trot division may not be entered in any other division. 17. Performance classes will be judged according to United States Equestrian Foundation (USEF) rules. Gymkhana classes will be judged according to the California Gymkhana Association rule book. Both of these rule books can be found online. Equipment and Attire: 1. Safety Helmets: Helmet Rule (based on California 4-H Equestrian Helmet Policy) effective July 1, all youth participating in any 4-H equestrian activity, regardless of riding seat, shall wear a properly fitted equestrian helmet that meets ASTM/SEI approval with secured chin harness properly fastened at all times when mounted on an equine or in a vehicle being pulled by one or more equines. 2. Exhibitors must have their helmets checked and approved when they check in for the horse show. 3. Tack: Horses must be shown in an approved western bit (including snaffle or bosal hackamore) in all western performance Page 50

56 classes. No mechanical hackamores, pencil bosals, tie-downs or draw reins allowed. Approved English bits must be used in English performance classes. Running or standing martingales are not permitted in Hunter Hack or flat English classes but may be used in jumping classes. Boots and bandages are not permitted except in reining pattern, jumpers and gymkhana classes. Equipment must be all western or all English, not mixed. Use of silver equipment and/or appointments is not to count over clean working tack. 4. Attire: In all performance classes helmets, long sleeved shirts or jackets and boots are required. Do not mix western and English attire. A. Western: required attire must include a long sleeve shirt or jacket, pants, western boots, and ASTM/SEI safety helmets. If button collar shirts are worn, ties, scarves, and pins are optional. Gloves may be worn. Vests may be worn over long sleeved shirts. Boots must have heels to allow for safety in positioning in stirrups. B. English: required English attire must include a long sleeved shirt, and breeches with ASTM/SEI approved safety helmet. Hunt coats are optional. Short sleeved or sleeveless shirts may only be worn if a hunt coat is worn. Jodhpurs are permitted on exhibitors 9 or 10 years of age. Boots must have heel for safety of positioning in stirrups. C. Showmanship: 4-H exhibitors must wear long sleeved white shirts, 4-H tie or scarf, white, blue, or black pants, boots, belt, and 4-H hat (green for juniors, white for seniors). An ASTM/SEI approved safety helmet or white or offwhite straw hat. Pants are to be worn outside of boots. FFA exhibitors must wear white or off white pants or blue jeans, white shirt or blouse, official FFA blue necktie or scarf, and boots. Official FFA jacket is optional. 60 INFORMATION FOR OFFICIALLY RECOGNIZED PREMISE EARTAGS FOR SWINE With attempts to continually monitor animal traceability, many states are now requiring swine to be tagged with official, federally recognized eartags for interstate transport. In order to be recognized as an official tag, the information below must be identified on each tag. Official Ear tag Requirements for Individual Animal Identification (AIN) Tags must be tamper proof (designed for one time use) and imprinted with a nationally unique, official animal identification number Tags must possess the US shield emblem Obtaining Official Ear tags Many farm supply companies offer the purchase of officially recognized ear tags through online stores. Tags will require a Premises ID number and address of premises in order to make a purchase. Examples of Official Animal Identification Number (AIN) Tags for Swine 840 Tags 840 Tags: 840 tags comply with the requirements of the Animal Disease Traceability (ADT) framework for both visual and electronic identification. These tags are recognized in a standardized information system between federal, state and industry officials. 840 tags are designed to help provide information on animal traceability. Both 840 Visual Tags and 840 RFID Tags are acceptable for NSR and NJSA swine shows. Since these tags are specific to a Premises ID, they must be obtained by the owner of the premises. They may be purchased through tag supply stores (several online stores available). 1. Allflex 840 Visual Tags: The two examples of Allflex 840 Visual Tags below may be ordered through many online farm supply stores. Both of the tags below can print with the purchasers Premises ID number on the tag. Be sure to request to have your Premises ID printed on the tag when making your purchase of these tags. a. Allflex 840 Integra Tag (a great option for swine being exhibited at NSR/NJSA events) This is an 840 tag that also provides room at the bottom of the male portion of the tag to print a Premises ID Number. Use SKU: USDA840HDX/GESM-W-20 Other Types of Officially Recognized Ear Tags National Uniform Eartagging System (NUES) Ear tags: NUES tags, often referred to as silver or Brite tags and historically been used for disease testing and interstate movement. State and Tribes administer the distribution of NUES eartags. They may elect to restrict their use to Accredited Veterinarians or make them available direct to producers as well as through the veterinarians. Producers must contact their State or Tribe animal health official to find out if NUES eartags are available in their area. Beginning January 1, 2015, many major U.S. packers and processors will require a USDA approved, official premises identification number (PIN) swine tag as a condition of sale for breeding stock. 62 SCRAPIE TAG INFORMATION AND INSTRUCTION Official Scrapie tag information is required for all sheep AND goats entered at the Sacramento County Fair under the National Scrapie Eradication Program. This is a mandatory program and requires participation by all sheep and goat producers from all 50 states. It includes individual identification of animals (sheep and goats) with an ear tag or tattoo prior to changing ownership (so that animals can be traced) and to allow testing samples from sheep at slaughter facilities. What is a Scrapie Tag Sheep and Goat producers will register and request from USDA approved individual official tags. These are referred to as scrapie tags and are required for: All Sheep and Goats must be identified when changing ownership and prior to transport before a show, fair, petting zoo, or exhibition. Exception to the use of Scrapie Tags: Registered goats that have a legible registry tattoo accompanied by a copy of the registration certificate do not require a scrapie tag if their tattoo is registered as a unique entity with the breed association and USDA-APHIS Veterinary Services office. Exhibiter must bring own reader. The scrapie tag identifies two specific tracking numbers: Premise number; also referred to flock, herd or breeder identification. This number will be assigned by the Federal Government and follows a specific format. o The first two character of this number indicate the two digit alpha state code. For example, if the animal was born in California the first two digits would be CA. If the animal was from Oklahoma, the first two characters would be OK. o The 4 to 5 digits that follow the alpha state designation is the premise number which has been assigned by the Federal Government for that specific livestock producer AND location. Individual Animal Identification Number: This is a numbering sequence to identify one animal from the specific premise. It may be one digit or several. This is a numbering sequence that is chosen by the breeder. Both sets of these numbers must be recorded on the Sacramento County Fair Entry form. This information is to be recorded from the actual tag that is located in the ear of your animal. Some breeders may use a tattoo method or a micro chip. As long as the requirements have been met these are acceptable ways per the Federal Government. It is ILLEGAL to remove or tamper with the scrapie tag once it has been issued. It is highly recommended that on your bill of sale for your purchased animal, the breeder indicate the Scrapie Tag information for inclusion on your entry form and to help resolve any issues that could arise. Be sure to bring your original Bill of Sale to the Sacramento County Fair for reference as needed. How to Complete the Sacramento County Fair Entry Form On the Sacramento County Fair Entry Form, in the section labeled Scrapie # (Sheep/Goat), you will enter the Premise number followed by the individual animal number. 63 Example number 1; based on the above sample tag: XX2373/1234 would be your entry; Example 2; where the XX on the above tag was identified as California: CA2373/1234 would be your entry The above entry indicates that animal was born in California at location (which is on file with the Federal Government) and is the individual animal number for this breeder. Missing, Incorrect or Altered Scrapie Numbers Entries with missing or incomplete scrapie numbers will not be registered as an exhibit until the scrapie number is corrected. Entry fees will not be refunded for entries that are not corrected by May 1 nor will the animal be allowed to compete in the Sacramento County Fair. All Sheep and Goat scrapie number for market sheep and goat entries will be verified at the scales during weigh in or for all non market animals, during the day on Wednesday. Exhibitors with scrapie tag issues will be required to produce the original bill of sale which indicates the Scrapie Tag Information prior to participation in the Sacramento County Fair. Failure to do so may result in the disqualification and removal of the animal and forfeiture of the entry fee. Scrapie Tags that are missing from the animal or appear to be altered are subject to disqualification from the Sacramento County Fair. It will be at the discretion of the Sacramento County Livestock Superintendent and the CEO as to the action to be taken. All entry fees and/or premiums will be forfeited. Page 58
