2 Dear Exhibitor: Welcome to the 2015 Sacramento County Fair! We have a FANTASTIC, EXCITING Fair planned for you this year. We are thrilled you have decided to enter YOUR county Fair. This year s Fair dates are and the theme is Let s Eat, Have Fun & Celebrate the Red, White & Blue. Please help us spread the word to all your friends and family. We are working diligently to increase our attendance, but need our entire Fair family to help us promote the Fair. In order to continue to provide our exhibitors with the same awards, premiums and classes we have mounted an aggressive sponsorship program. Remember, it is less expensive to enter online with a $5.00 fee and if your entry is mailed or delivered it is a $10.00 fee per exhibitor. The 2014 Sacramento County Fair was yet another great fair. Our attendance continues to grow, as does our food vendors and carnivals revenues. We are looking forward to another record year with our attendance goal at over 100,000 this year! Keeping with the goals of the Board of Directors, youth education is our primary focus. Our 2014 school tours and Farm Garden In A Wheelbarrow program educated over 12,000 school age children. We continue to work to decrease expenses and are working to increase our volunteer base during the fair. Again this year, all animals will be represented by a volunteer chairperson. If you would like to get involved please call the office. Our carnival partner Midway of Fun is offering a $29.50 wristband that will be good all week for carnival rides for livestock exhibitors only. Please see the attached flyer. Wristbands must be purchased at time of entry and there is a limit of only one per exhibitor. Buckles will only be awarded if there are 6 or more per class. We appreciate your support and efforts to benefit the Sacramento County Fair. The Board of Directors and staff are working to assemble the best entertainers, shows and exhibits during the 79 th annual Sacramento County Fair. Two Division 1 Advanced Division 2 Novice The test will be a test on general livestock knowledge. It will include questions covering all large and small animal species. Many questions will be applicable to multiple species. Examples include but are not limited to nutrition, anatomy, physiology, reproduction, genetics and general animal husbandry. The test will be untimed and use a scantron answer sheet. A test bank of questions without answers will be provided on-line through the Sacramento County Fair website for study purposes. Test Make-up: 50 General animal knowledge questions made up Multiple Choice, True /False and Matching. Results: The high numeric scores in each division will be the winners. Ties will be broken using the following criteria; high point matching, then multiple choice, then true/false. May 25-25, 2015

Showmanship will now accompany all market entries, be sure to include the correct class when entering. 2. The possession and/or use of alcoholic beverages and/or illegal drugs by any minor is prohibited on Cal Expo property and will result in immediate expulsion from the Fair and forfeiture of awards, premiums and monies received at auction. This includes the camping facility on the fair grounds. Anyone caught violating rules will be disqualified and forfeit all JLA or premium monies. 3. Enter Gate 12 and proceed to tie outs for check in. Animals must remain in tie- outs until exhibitors have checked in all paper work and registration papers to the fair office. 4. Parking Tickets will be issued for all unattended vehicles or if a vehicle is parked in a NO PARKING zone. 5. Tie Out Time: 6 p.m. to 8 a.m. 6. Tie out area must be cleaned by 9:30 a.m. daily, used straw must be removed to the straw bins. 7. Stalls & Pens must be cleaned no later than 8:00 a.m. daily. 8. Barns are to be kept clean at all times including main aisle ways. Barn sweeping is the responsibility of EVERY exhibitor. 9. Fair management reserves the right to combine or cancel any classes that have three or fewer entries. 10. Premium and or markets checks will only be awarded to exhibitors if Thank You cards are turned into the livestock office and animal pens are clean. Calf may compete in its appropriate age class provided it meets all requirements for show. For calves just competing in this class, if cow is registered calf must be registered. 4. The exhibitor does not have to be breeder of the cow, but must be breeder of the calf. 5. 11 Bred & Owned Entry Fee: $ H, FFA, Grange and Independent Combined. Rules and Guidelines: 1. A registered female that is currently bred and owned by the exhibitor. 2. Females in Cow/Calf are ineligible to show in the Bred & Owned Class. Bred & Owned Female (Born after1/1/13) Single Market Animals Entry Fee: $13.00 Grade: Market Ready Animals grading USDA Prime or Choice as deemed by the judge in quality grade; having superior and above average conformation and cutability. Yield Grade 1 or 2. These animals will sell in the Junior Livestock Auction. Not Market Ready Animals grading USDA Prime or Choice as deemed by the judge in quality grade; having below average conformation and cut ability. Yield Grade 3, 4 or 5. Under finished animals that are average or below average in conformation; grading Select + or lower in quality grade. These animals do not sell in the Junior Livestock Auction. Rules and Guidelines: 1. Only Market Ready will sell at auction. 2. After weigh-in, market steers may be divided into weight lots within the 1000 to 1350 pound limitations as desired by management for convenience in judging. 3. Steers weighing over 1350 will be put into a super heavy class and if appropriately placed, may sell in the auction but the pay weight is Champion and Reserve Champion to be chosen per breed. Final breed determinations will be made by the committee at the scale at weigh-in. 5. Market animals will be broken down into the categories listed below. 6. Any Market Steers not making weight are eligible to show in Feeder Steers. 7. All drugs administer to markets animals MUST be declared at time of weigh in and approved by a veterinarian. All residue requirements must be in compliance with the given drug & USDA requirements. If a carcass is condemned at time of harvest the seller is responsible for all costs incurred by the 52 nd DAA and the buyer of the animal. 8. These animals do not sell at the auction. 5. Feeder steers are eligible to be shown in the Beef Showmanship. 6. FFA - Market Showmanship Entry Fee: $5.00 Entry in specie specific showmanship is now automatic, with a market entry. Please be sure to check the appropriate class in the drop down menu online. Rules: 1. Each showmanship class will determine one winner. One winner from each 4-H Showmanship class (4-H Novice, 4-H Junior and 4-H Senior, a total of 3) will compete for the overall 4-H Champion Showman Buckle for that specie. One winner from each FFA Showmanship class (FFA Novice and FFA Advanced, a total of 2) will compete for the overall FFA Champion Showman Buckle for that specie. 2. 14 Amador, El Dorado, Sacramento County Bred Steer Class Division Division 6111-SC Bred Steer The Amador, El Dorado, Sacramento (AES) Cattlemen s Association will donate a Champion prize of $300 & a Reserve Champion prize of $150 with the following class rules. RULES: 1. Steer must be born & raised in Amador, El Dorado or Sacramento counties & by an AES Cattlemen s Association member prior to being purchased by the exhibitor. 2. A copy of the bill of sale, signed Affidavit & AES entry form will need to be mailed to & verified by AES prior to the fair to verify qualification. 3. This will be a single class following the completion of the market show and only a Champion and Reserve will be selected. This competition will be monitored and administrated by AES Cattleman s Assoc. and all awards will be paid directly to the exhibitors by AES Cattleman s Assoc. after the completion of the Sacramento County Fair. 4. Exhibitor must enter Division on Sacramento County Fair entry form and complete AES entry form per instructions. Entry forms available at on the Competitions/Contest page. Outstanding Shorthorn Exhibitor The California Shorthorn Breeders Association will award $50.00 Spotlight on Quality Sale gift certificates to the Outstanding 4-H and FFA Registered Shorthorn Exhibitors. The competition is to run the duration of the fair. The selection of the Outstanding Exhibitor will be based on the following and determined by the fair: 1. Dollars Earned. 1 point per dollar earned in individual Registered Shorthorn classes. Top five animals per exhibitor to be considered for points. 2. Showmanship. 15 points for competing in showmanship. Additional 10 points if placed in final lineup of each showmanship division as recorded by fair management. Division Division 5008-Outstanding Shorthorn 1. 4-H 2. FFA Beef Carcass Contest Entry Fee: None No Pre-entry required Rules and Guidelines: 1. All cattle sold at the Junior Livestock Auction and consigned to the commercial processing plant will be judged. 2. All steers are required to be consigned. 3. To qualify for an award, carcasses must meet the following judging standards requirements: a. Dressing percentage must be 60-69% b. Level 1 Prime or Choice, Yield Grade 1 & 2, # carcass c. Flock number and breeder s initials, name or association prefix shall be on commercially used tags attached to the ear or tattooed in the ear for yearlings and lambs bred by the exhibitors. 7. Lambs must show lamb s teeth. 8. Tail Docking: To qualify for exhibit, market lambs must be docked such that the tail (dock) is healed and can be lifted from the exterior. Lambs that have no dock will not be eligible. To clarify this rule, the dock must be liftable from the lamb s freestanding position. 9. Meat Crossbred is defined as both Dam and Sire are from meat-type sheep; Wool Breed is defined as both Dam and Sire are from a wool-type sheep; Brockle faced is defined as those lambs that show a Brockletype face (black & white specks) & leg wool; Natural Colored Breed is defined as any sheep that displays a majority of black, grey, brown fiber or version of same. Any animal that is at least 51% natural color excluding legs and head. 10. Market lambs must be sheared before entering the fairgrounds. No more than ¼ fleece allowed at weigh-in. Dogs (pure or mixed breed) must have been trained at the level in which they are competing solely by the exhibitor. Dog can only be shown by one exhibitor. 3. Entry must include sex, breed and name of dog. 4. Equipment allowed: a choke collar of either chain or nylon in a size appropriate to the dog. Bait of any kind or pinch collars will not be allowed in the obedience ring. In the sub-novice classes, a 6-foot long leash of leather or nylon is required. In other classes, on-lead work can be performed on a shorter lead. 5. An exhibitor may enter a maximum of two dogs in this division. No exhibitor may enter more than one dog in any given class, and no dog may enter more than two classes. Note that several classes preclude a dog being entered in any other class (except in the Team class) 6. Exhibitors who are members of an organization (4-H, Grange, etc.) must wear the official organization s uniform. Independent exhibitors are expected to dress as if they were showing their dog(s) in an AKC show. 7. Bitches in season may not compete. Uncontrolled or aggressive dogs will be excused from the grounds. The show chairperson shall have the final determination if there is a question. 8. The sit stay has the handler walk around the ring. The recall is an off-leash recall (25 ft. away in ring) but the dog just comes in, no Finish. 2. Sub Novice A: Open to 1st year dogs and 1st year handlers with no training prior to the current year that have never received a qualifying score* in a Novice Class at any competition. Dogs and handlers in this class are not eligible for any other obedience class at this fair. Exercises are all on lead, and include heel with figure 8, stand, recall, long sit (1 minute), and long down (3 minutes.) 3. Sub Novice B: Open to dogs and or handlers with more than one year of training that have never received a qualifying score* in a Novice Class at any competition. All horses must be owned or leased by an exhibitor a minimum of 120 days prior to the show. 9. A Declaration of Ownership must be filed along with the Fair entries and is a declaration that a horse has been owned or leased by the exhibitor for the required 120 days prior to the Horse Show. Entries that do not include the Ownership Statement will not be accepted. If the entries are sent in online, your signature is assumed, however, both the Youth Exhibitor and their parent or legal guardian as well as their leader or advisor must sign the document upon check in at the Horse Show office. Any entries being hand delivered or mailed must include an original signature by the Youth Exhibitor and their parent or legal guardian as well as their leader or advisor. 10. In order to encourage participation, the Sacramento County Fair is allowing leased as well as owned animals to compete in Halter classes. 14. If a horse is being shown in a registered halter class, the original (not copied) registration forms must be provided upon check in. 15. The 2015 State Rules for California Fairs will be followed. These rules are available at our website or by calling our office at (916) Horses may not be ridden within the parking areas. They must be ridden only in designated warm up areas or arenas. 17. No riding with lead ropes and halters at any time. Exhibitors must wear boots when riding or handling horse/pony. No riding style tennis shoes permitted. 18. No lunging except inside the arena or warm up areas. 19. Dogs are not allowed on fairgrounds. 20. No bareback jumping allowed. 21. Each exhibitor must arrive with an adult responsible for supervision. 22. At the discretion of the Horse Show Manager, all non-pattern riding classes with more than 25 entries will be split and separate awards will be presented. Exhibitor Responsibilities: 1. All exhibitors, parents and leaders are expected to abide by the Sacramento County Fair s Code of Practice. It is expected that while on the Fairgrounds all rules will be followed and that exhibitors, parents and leaders will conduct themselves in a professional manner. There will be zero tolerance for any exhibitor, parent or leader that misrepresents the animals being showing in any way. 2. The possession and/or use of alcoholic beverages and/or illegal drugs by any minor is prohibited on Cal Expo property and will result in immediate expulsion from the Fair and forfeiture of awards, premiums and monies received at auction. Exhibitors must fall into one of the following performance levels: Junior 4-H: Exhibitors are 13 years of age and under as of January 1, 2015 Senior 4-H: Exhibitors are 14 years of age and older as of January 1, 2015 FFA/ Independent: Exhibitors are 18 years of age and under as of January 1, 2015 Pony: 14.2 hands and under and exhibitors are 18 years of age and under as of January 1, 2015 Walk/Trot: Exhibitors are 18 years of age and under as of January 1, Junior exhibitors must groom and care for their animal(s) when at the fair. They shall refrain from accepting active assistance from adults and non-exhibiting youth unless the junior exhibitor is actively engaged and the assistance is only for instruction. 5. While utilizing a stall on the fairgrounds, it is encouraged, but not required that exhibitors decorate the stalls. Those choosing to decorate must decorate with materials that are educational and related to the fair s theme. 6. Stalls must be bedded in straw and all straw and manure must be disposed of in the designated dumping areas. 7. Exhibitors wishing to bed their stalls with shavings must have a vet s note on file with the horse show office. Those exhibitors must also have a credit card on file with the Fair Office and a $25 fee will be charge if any shavings are left in the stall or alley way. 8. No dumpster will be provided for disposing of shavings and shavings are not to be dumped in ANY trash can or dumpster on the fairgrounds. If it is determined that an exhibitor has dumped shavings on the grounds they will be charged the $25 fee. This is at the discretion of the Horse Show Manager. 9. All stalls must be completely stripped and cleaned out and straw and manure must be placed in the Page 57

64 alley way for removal. This cannot be done prior to 3p.m., Monday, May 25, but the Horse Show Manager will determine the exact time. 10. No parents, trainers or other non-exhibitors are permitted to ride and/or handle project horses, unless there is a safety emergency at which time an adult may provide assistance. 11. The exhibitor must show his/her own animal in all classes. 12. Animal insurance fees only cover the exhibitor of that animal, and therefore, under no circumstances may an exhibitor or an adult ride another exhibitor s horse or pony on the fairgrounds unless there is a separate insurance certificate on file with the Fair Office valued at a no less than $1,000, An exhibitor may not receive professional help in any capacity at any time on the fairgrounds once the official Junior Horse Show has begun. This includes riding lessons and/or coaching from inside or outside the arena and while in the barn areas. Each exhibitor must in complete control of their horse and aware of their surroundings at all times. Exhibitors must take caution not to create harm or dangerous situations to other exhibitors or animals when practicing or showing their horse. The official start time of the Junior Horse Show is deemed as 10:00 p.m. Friday May Adults and trainers are not allowed to ride an exhibitor s horse at anytime on the Fairgrounds. However, lessons and instruction are permitted prior to the start of the show. 15. There are no circumstances where a horse should require excessive discipline, abuse, or punishment. If a horse does become a danger to people or other animals, it may be removed from the activity for the safety of all riders and horses. 16. Each exhibitor and horse combination may enter only one age or performance level, i.e. Senior, Junior, Pony, Walk/Trot. No cross entering of divisions. Each horse may only be ridden by one rider. Horse and rider combinations entered in the Walk/Trot division may not be entered in any other division. 17. Performance classes will be judged according to United States Equestrian Foundation (USEF) rules. Gymkhana classes will be judged according to the California Gymkhana Association rule book. Both of these rule books can be found online. Equipment and Attire: 1. Safety Helmets: Helmet Rule (based on California 4-H Equestrian Helmet Policy) effective July 1, all youth participating in any 4-H equestrian activity, regardless of riding seat, shall wear a properly fitted equestrian helmet that meets ASTM/SEI approval with secured chin harness properly fastened at all times when mounted on an equine or in a vehicle being pulled by one or more equines. 2. Exhibitors must have their helmets checked and approved when they check in for the horse show. 3. Tack: Horses must be shown in an approved western bit (including snaffle or bosal hackamore) in all western performance classes. No mechanical hackamores, pencil bosals, tie-downs or draw reins allowed. Approved English bits must be used in English performance classes. Running or standing martingales are not permitted in Hunter Hack or flat English classes but may be used in jumping classes. Boots and bandages are not permitted except in reining pattern, jumpers and gymkhana classes. Equipment must be all western or all English, not mixed. Use of silver equipment and/or appointments is not to count over clean working tack. 4. Attire: In all performance classes helmets, long sleeved shirts or jackets and boots are required. Do not mix western and English attire. A. Western: required attire must include a long sleeve shirt or jacket, pants, western boots, and ASTM/SEI safety helmets. If button collar shirts are worn, ties, scarves, and pins are optional. Gloves may be worn. Vests may be worn over long sleeved shirts. Boots must have heels to allow for safety in positioning in stirrups. B. English: required English attire must include a long sleeved shirt, and breeches with ASTM/SEI approved safety helmet. Hunt coats are optional. Short sleeved or sleeveless shirts may only be worn if a hunt coat is worn. Jodhpurs are permitted on exhibitors 9 or 10 years of age. Online entries will be accepted from February 16, 2015 through April 17, Late entries will not be accepted. Entry Rules: 1. Showmanship is required for all exhibitors. If you do not compete in your designated showmanship division you will not be allowed to compete in any additional classes. Market animals will not be allowed to sell if not entered into Showmanship. 2. Entries will not be accepted by fax or Late entries will not be accepted. 4. Full entry fees must accompany all entries. 5. Entry fees and any fees associated with entries are non-refundable. Entry fees for exhibits that are withdrawn or not displayed by the exhibitor will not be refunded. Calculate fees carefully. Overpayments due to calculation errors will not be refunded. 6. A $25.00 processing fee will apply to checks not honored by the bank. 7. Please be sure all forms are filled out clearly and completely. 8. Fair Management reserves the right to limit exhibits to facilities available and may limit the number of exhibits made by an exhibitor. 9. Fair Management reserves the right to return entries, cancel any division or class, or combine divisions and classes in which, in its judgment, the entries are insufficient to secure adequate competition. 10. A complete exhibit eligible in more than one division and/or class shall be entered and judged in the division and/or class for which it best qualifies. Fair management reserves the right to make this determination. 11. It is implied that an entry is sign if entered on line. Hand deliveries entries must have all appropriate signatures. 12. Championship buckles will only be awarded if there are 5 or more entries in each qualifying classes. 13. Premiums will only be awarded if there are 5 or more entries per class. Livestock General Rules & Eligibility Junior market livestock competitions are open to Sacramento County residents only unless otherwise noted. All breeding divisions and classes are open to all California residents. Page 63

70 SCRAPIE TAG INFORMATION AND INSTRUCTION Official Scrapie tag information is required for all sheep AND goats entered at the Sacramento County Fair under the National Scrapie Eradication Program. This is a mandatory program and requires participation by all sheep and goat producers from all 50 states. It includes individual identification of animals (sheep and goats) with an ear tag or tattoo prior to changing ownership (so that animals can be traced) and to allow testing samples from sheep at slaughter facilities. What is a Scrapie Tag Sheep and Goat producers will register and request from USDA approved individual official tags. These are referred to as scrapie tags and are required for: All Sheep and Goats must be identified when changing ownership and prior to transport before a show, fair, petting zoo, or exhibition. Exception to the use of Scrapie Tags: Registered goats that have a legible registry tattoo accompanied by a copy of the registration certificate do not require a scrapie tag if their tattoo is registered as a unique entity with the breed association and USDA-APHIS Veterinary Services office. Exhibiter must bring own reader. The scrapie tag identifies two specific tracking numbers: Premise number; also referred to flock, herd or breeder identification. This number will be assigned by the Federal Government and follows a specific format. o The first two character of this number indicate the two digit alpha state code. For example, if the animal was born in California the first two digits would be CA. If the animal was from Oklahoma, the first two characters would be OK. o The 4 to 5 digits that follow the alpha state designation is the premise number which has been assigned by the Federal Government for that specific livestock producer AND location. Individual Animal Identification Number: This is a numbering sequence to identify one animal from the specific premise. It may be one digit or several. This is a numbering sequence that is chosen by the breeder. Both sets of these numbers must be recorded on the Sacramento County Fair Entry form. This information is to be recorded from the actual tag that is located in the ear of your animal. Some breeders may use a tattoo method or a micro chip. As long as the requirements have been met these are acceptable ways per the Federal Government. It is ILLEGAL to remove or tamper with the scrapie tag once it has been issued. It is highly recommended that on your bill of sale for your purchased animal, the breeder indicate the Scrapie Tag information for inclusion on your entry form and to help resolve any issues that could arise. Be sure to bring your original Bill of Sale to the Sacramento County Fair for reference as needed. How to Complete the Sacramento County Fair Entry Form On the Sacramento County Fair Entry Form, in the section labeled Scrapie # (Sheep/Goat) Brucellosis# (Dairy), you will enter the Premise number followed by the individual animal number. 71 Example number 1; based on the above sample tag: XX2373/1234 would be your entry; Example 2; where the XX on the above tag was identified as California: CA2373/1234 would be your entry The above entry indicates that animal was born in California at location (which is on file with the Federal Government) and is the individual animal number for this breeder. Missing, Incorrect or Altered Scrapie Numbers Entries with missing or incomplete scrapie numbers will not be registered as an exhibit until the scrapie number is corrected. Entry fees will not be refunded for entries that are not corrected by May 1 nor will the animal be allowed to compete in the Sacramento County Fair. All Sheep and Goat scrapie number for market sheep and goat entries will be verified at the scales during weigh in or for all non market animals, during the day on Wednesday. Exhibitors with scrapie tag issues will be required to produce the original bill of sale which indicates the Scrapie Tag Information prior to participation in the Sacramento County Fair. Failure to do so may result in the disqualification and removal of the animal and forfeiture of the entry fee. Scrapie Tags that are missing from the animal or appear to be altered are subject to disqualification from the Sacramento County Fair. It will be at the discretion of the Sacramento County Livestock Superintendent and the CEO as to the action to be taken. All entry fees and/or premiums will be forfeited. Page 65
