1 1 YOUTH WORK University of Idaho Extension, 4-H and FFA DEPARTMENT S SPOTLIGHT ON YOUTH General Superintendents: University of Idaho (UI) Extension Educators and FFA Advisors from EISF counties FAMILY AND CONSUMER SCIENCES (FCS) & MISCELLANEOUS PROJECTS GENERAL RULES Check-In schedule: FCS & Miscellaneous Projects All County Exhibits: Thursday, August 31, 9 a.m. 5 p.m. 1. All blue ribbon projects from the 16 cooperating counties are eligible for display at the Eastern Idaho State Fair (EISF), including blue ribbon day camp and camp projects. 2. No red ribbon, white ribbon, or cloverbud projects may be displayed or receive ribbons or premiums. Counties are expected to strictly screen entries. 3. The 4-H member must complete all work. 4. Exhibits must be labeled with the 4-H member s name, county, age, and project. 5. An exhibit is a poster or display from a 4-H project. A record book is only needed if it is the project. 6. Every project displayed will receive a purple ribbon and a premium (pro-rated by the EISF board). 7. Each county will recognize the top 10 percent of projects displayed with a rosette. 8. Any 4-H member who fails to abide by EISF rules will forfeit premiums. 9. Any display that has been worn or shows signs of use should be cleaned before display. 10. County Extension staff will be responsible for the following: a. Bring securely labeled, blue ribbon county projects to the fair b. Securely attach purple ribbons to and display all projects; attach rosettes to outstanding projects c. Decorate modules in assigned display area with the EISF theme and to promote UI Extension d. Keep records of members and projects and reporting to UI Extension building chair e. Pick up projects at the close of the fair H members exhibiting FCS and miscellaneous projects will not receive EISF entry tickets.

2 2 12. Members display projects at their own risk. UI Extension, the EISF Board, and the EISF 4-H Building Committee assume no liability for theft or damage to displayed projects or record books. Age Requirements Classifications are based upon child s age January 1 of the current year. Age divisions for all contests, shows, and activities are as follows: Junior: ages 8-10 Intermediate: ages Senior: ages or in 12th grade Entry Submission-All animal exhibitors, Demonstration Contest participants, Style Revue participants, and Super Shopper participants are required to pay a nonrefundable $5 entry fee. All horse show participants will pay a non-refundable $10 participation fee in the EISF Horse Show. Working Ranch horse show participants will pay a non-refundable $5 participation fee in addition to a stock fee unless the participant is only entered in dummy roping. Any working ranch and/or horse show participant/family who chooses to camp overnight in the EISF infield following the Working Ranch Horse Show must also submit a $15.00 EISF camp fee with their entry form. Overnight campers must also vacate the infield during the fair event Friday evening from 4:00 p.m. until the event concludes. Trucks and trailers must be removed from the EISF infield no later than 4:00 p.m. on Saturday to accommodate the evening fair events. 3 3 Premiums Ribbons and cash premiums will be paid as follows: 1 st $12; 2 nd $10; 3 rd $8; 4 th $7; 5 th $6; 6 th $5; 7 th -10 th $3 for: Market Beef, Sheep, Swine, Goats, Breeding Beef, Sheep, Swine, Goats, Dairy Goats, and Dairy Cows 1 st $12; 2 nd $10; 3 rd $8; 4 th $7; 5 th $6; 6 th $5 for: Horse, Dog, Poultry, Super Shopper, Style Review and Demonstrations Rabbits premiums are: Blue $4; Red $3; and White $1 FCS/miscellaneous premiums are: $2 Only two premiums paid per exhibitor per quality class unless otherwise specified. Showmanship classes do not receive premiums (except for horse, dog, rabbit and poultry, which do receive showmanship premiums). 4-H CONTESTS - GENERAL RULES 1. Entries must be submitted on the appropriate forms to the appropriate Extension Office/Show Chair and be received by the due date in order for the member to qualify. Late entries may be disqualified. See EISF 4-H Supplement for forms or receive forms from your local Extension Office. 2. Contest participants must follow age and activity requirements for 4-H as outlined in this book and the EISF 4-H Supplement. 3. If a check-in time is listed for a contest, members must be checked in at that time H members participating in contests will receive an entry ticket from their county Extension Office ONLY for the day on which the contest is held. DO NOT ask at the gate for free entry. Master certificates will be included in the Chair s contest packet. Appropriate certificate(s) must be filled out by Chairs and displayed in the 4-H Building. Livestock Chairs are to see that all appropriate awards, including Barn Awards, are given. These should be given at the time classes are judged and a record of the winners should be included and turned in to EISF 4-H Chair Office. Demonstration Awards: Eastern Idaho State Fair will give an award for the outstanding demonstration in each age division: Beginner, Junior, Intermediate, and Senior. Eastern Idaho Homemakers Council will present a cash award to the top food or clothing demonstration in each division: Beginner, Junior, Intermediate, and Senior. Style Revue Awards: Eastern Idaho Homemakers Council will present cash awards to the first and second place winners in the Beginner, Junior, Intermediate, and Senior Divisions. Eastern Idaho State Fair will present cash awards to third through sixth place winners in each division and will provide a purple rosette ribbon to each Style Revue participant. Breeding Animal Awards: Idaho Angus Auxiliary will present an award to the 4-H or FFA member for the outstanding Angus Breeding project exhibited at the Eastern Idaho State Fair. 5

6 Western States Angus Auxiliary will provide an award to the outstanding 4-H and/or FFA Angus exhibitor. The judge of the EISF Junior Beef Show will be asked to name the winner based on show ring placing of individual animals and placing in showmanship. The following point system must be followed: 6 Conformation placing: Grand Champion Reserve Champion 1st place 2nd place 3rd place Participated in showmanship Educational display promoting the Angus Breed 40 points 30 points 20 points 15 points 10 points 6 points 25 points If beef and breeding animals are both exhibited, points may be combined to select a winner. A. Breeding Animals - the animal(s) must be registered with papers. B. Market Beef - this award goes to the highest placing predominately black beef. THE SIRE MUST BE ANGUS. The purpose of this award is the promotion of the Angus breed; therefore Angus breeding animals should take precedence over market animals. Winning the trophy in previous years shall not exclude an exhibitor from winning it again. Breeding beef project exhibitors will be eligible to receive added awards donated by the following sponsors: Beckman Livestock, Rigby and Willmore & Sons Cattle Company, Rigby Idaho Wool Growers will provide awards in the Breeding Sheep Division. Dairy Cattle Awards: Awards will be given to the Overall Dairy Exhibitors. This contest is open to any 4-H or FFA dairy member exhibiting at the EISF. The top overall dairy exhibitor award will be given to the overall high-point individual. In case of a tie, the Skill-a-thon will be used as a tiebreaker followed by record book, dairy judging contest, showmanship, and quality. First through fifth place dairy exhibitors with the highest point totals will receive an award. Overall Dairy Exhibitor Award Scorecard: The award will be based on the following categories: Showmanship 100 points Quality 100 points Record Book 100 points Skill-a-thon 100 points Judging Contest 100 points Total 500 points

7 7 Showmanship and Quality Scorecard: Points will be awarded for placement in each of the following showmanship and quality classes. These points are for overall exhibitor award only. No additional awards will be given to those placing as class winners. 1st place 100 points; 2nd place 98 points; 3rd place 96 points; 4th place 94 points; 5th place 92 points; 6th place-90 points; 7th place 88 points; 8th place 86 points; 9th place 84 points; 10th place 82 points The overall Champion in quality and showmanship will be awarded 2 additional points. The overall Reserve Champion in quality and showmanship will be awarded 1 additional point. Record Book: Record books will be judged by a knowledgeable leader and scored from 0 to 100 points. These points will be included in the score for Overall Dairy Award. Cash awards will be given to the top three individuals in each age group (Jr., Int., & Sr.). The record books will be turned in at check-in time, ready to be judged. Dairy Skill-a-thon: Youth will participate in four learning stations and be scored from 0 to 25 points at each station. These points will be added to the score for Overall Dairy Award. Dairy Judging Contest: All youth will judge four to six classes, including heifers and cows, with one reasons class. All scores will be adjusted to a 100-point basis. For example, if there are six total classes worth a possible 50 points each, the participant s total score would be divided by three (6 classes x 50 points = 300/3 =100 points). Dairy Judging Contest Award: An award will be given to the top three individuals in each age category. The EISF Board will give an award to each of the four members of the first place team. All Dairy Awards will be given after the Dairy Skillathon on Friday, September 8. Dog Awards: EISF will sponsor an award for overall showmanship. Winners of Junior, Intermediate, Senior and Advanced divisions of the dog showmanship will compete for this award. EISF will sponsor a top obedience award. Winner of each phase will compete for this award. Horse Awards: EISF will give an award to the top individual in the Junior, Intermediate, and Senior Showmanship classes. The Courtney Wickham Memorial Buckle will be awarded to the top placing individual in the Pony Western Equitation class. Award donated by the Ron Wickham Family. Livestock Judging Contest Awards: C-A-L Ranch Stores of Southeastern Idaho will award trophies to the persons placing highest in each of the three divisions of the 4-H livestock judging contest.

8 EISF will give an award to the four members of the first place teams in the three divisions of the Livestock Judging Contest. Jorgensen Club Calves from Grace will sponsor awards for the Livestock Judging Contest. Market Animal Awards: Market Animal Awards will be given at the respective animal shows. The EISF Board will present $50 to the exhibitor of Grand Champion and $25 to the exhibitor of Reserve Grand Champion quality animal in the market beef, lamb, swine, and goat shows. EISF will present an award to the top quality market beef, lamb, swine, and goat. Jonathan Jensen and Idaho Farm Bureau will sponsor the Grand Champion Market Lamb Buckle. Johnson Show Pigs and Hog s R Us will sponsor the Grand Champion Market Hog Buckle. Sorenson Engineering will sponsor the Grand Champion Market Goat Buckle. Scott and Janet Nash Family from Pocatello will sponsor the Grand Champion Market Beef Buckle. EISF Jr. Livestock Committee will sponsor the Grand Champion Hog, Sheep, Swine and Goat Showmanship Buckle. Lakeview Ag. And Cattle from American Falls will sponsor the Grand Champion Breeding Beef Buckle. Idaho Angus Auxiliary will present an award to the 4-H or FFA member for the outstanding Angus Market project and outstanding Angus Breeding project exhibited at EISF. Western States Angus Auxiliary will present an award to the 4-H or FFA member for the outstanding Top Angus project exhibited at the EISF. Jensen Angus Ranch will present an award to the outstanding New Angus Breeder. The Idaho Cattle Association will present a belt buckle to a 4-H or FFA member for the Superior Beef award. EISF Board will present awards to the top overall SHOWMANSHIP winner in each species. EISF will award $10 in each of the livestock divisions (beef, sheep, swine, goat, dairy cattle and dairy goat) to the exhibitor with the best kept stall(s)/pen(s), cleanest aisle, and most outstanding decorations. Each species chairman will be responsible for judging. 8

9 9 Rabbit Awards: EISF will give awards for Showmanship Grand Champion, Best of Show and Best Opposite. Poultry Awards: EISF will give awards for Showmanship Grand Champion and Grand Champion Quality. 4-H Demonstration Contest Monday, September 4 at 9:00 a.m. at the 4-H Building Check-in: 15 minutes before assigned demonstration time Demonstrations and Illustrated talks will be referred to as demonstrations. All demonstrations given at EISF must be the same given at the county level with the exception that there will no longer be live animal demonstrations at the EISF. You may modify a county fair live animal demonstration to not include a live animal at the state fair. For example, you can use a photo or stuffed model of your animal in place of the live animal. Demonstrations must be the original work of the member and can be used by the member for only one year. If a team is giving a demonstration and the members are not in the same age division, they must compete in the higher age division. If a member has scheduling problems due to other 4-H events, he or she must contact the show chair to make special arrangements. A table, easel, and microphone will be provided for demonstrations. Please contact the show chair, Marnie Spencer or Leslee Blanch, if additional equipment is needed. The EISF Demonstration Contest Registration Form and $5 registration fee per contestant must be postmarked by Tuesday, August 22, to Marnie Spencer at the Bingham County Extension Office for Junior entries and Leslee Blanch at the Bonneville County Extension Office for Intermediate and Senior entries. Scheduling of Demonstrations: A presentation time will be assigned and notifications will be sent to the member s Extension Office and member s family address. A demonstrator not ready at the assigned time may be disqualified. If an earlier time is desired, check in with the show chair to see if an earlier time is available. Number of Demonstrations Counties Can Send: Each county can send their top blue ribbon demonstrators in the following categories: Junior Division (ages 8-10 as of Jan. 1 of current year): 4 demonstrations Intermediate Division (ages as of Jan. 1 of current year): 3 demonstrations Senior Division (ages or in 12 th grade as of Jan. 1): 3 demonstrations

10 10 Length of Demonstrations: The length of time listed below represents the minimum and maximum that a demonstration can be. Question and answer time is not included in demonstration time. Juniors: 5 to 8 minutes Intermediate: 7 to 10 minutes Seniors: 9 to 12 minutes 4-H Super Shopper Contest Saturday, September 9 at 3:00 p.m. at the 4-H Building Check-in: 2:30 p.m. Eligibility: Contestants (8-18 on January 1 of current year) who received a blue ribbon at a county event will be eligible for participation at the EISF contest. Register at your county Extension Office. Registration forms and $5 registration fee per contestant must be postmarked by August, 22 to Julie Buck at the Bannock County Extension Office. Style Revue Contest Saturday, September 9 at 1:00 p.m. at the 4-H Building Check-in: Noon-12:30 p.m. Registration must be completed through your county Extension Office. Registration forms, description sheets, and a $5 registration fee per contestant must be postmarked by August, 22 to Laura Sant at the Franklin County Extension Office. Models will be divided into three divisions: Junior, Intermediate, and Senior. Each participant can model only one outfit. 4-H Dog Show Friday, September 1 at 10:00 a.m. at the Coverall Show Arena Check-in: 9:00 a.m. Please remember dogs are not allowed on the Fairgrounds before or after the Dog Show. They must be kept on a leash before and after his/her performance. Please do not let your dog roam freely. Crates are highly recommended. General Rules 1. Entry forms, proof of vaccination, and a $5 fee per exhibitor are due Tuesday, August 22, to Luke Erickson. Late or incomplete entries will not be accepted. 2. Bitches in season may compete upon the conclusion of regular judging for premium ribbons only. Placement in class will not be given. Bitches in season, and Bitches who have recently whelped and have discharge must be kept outside of arena area until called H member must show dog in the same class that he/she received a blue ribbon at the county fair. The extension educator must certify this. 4. A handler must not carry or offer food in the obedience ring. 5. All dogs must be brought into the ring and taken out of the ring on leash.

11 6. Dogs must wear well-fitting collars of leather fabric, or chain. Fancy collars, spiked collars or other special training collars are not permitted. 7. Physical or verbal discipline of dogs shall not be permitted except in case of attack on a person or another dog. 8. Any dog being shown in the Showmanship Ring when their number is called for the Obedience Ring will have an opportunity to show in the Obedience Ring at a later time. 9. Obedience classes will show in the suggested order: Guide Dog Puppies, Phase VII; Phase VI; Phase V; Phase IV; Phase III; Phase II; Phase I followed by Class B; Phase I; then Class A; unless the fair management sees a need for a change. 10. Showmanship classes will show in the following order: Junior Division (Novice and Open) Intermediate Division ( Novice and Open) Senior Division (Novice and Open) Advanced Open Class Top Handler 11. Delay in following a judge's order to give a command or signal must be penalized, unless the judge, because of some distraction or interference, directs the delay. 12. Leash patterns will follow the instructions described by the judge. 13. The decision of the judge shall be final in all matters affecting the scoring, the working of the dogs and their handler, and awarding of ribbons. 14. Any 4-H member who cannot control his/her dog in the Group Exercises will be excused from the class. 15. Any dog being shown must have been vaccinated for the following: Rabies, Distemper, Adenovirus, Kennel Cough (Bordetella), and Parvo. 16. First through sixth place ribbons will be awarded on the basis of points earned. Decisions made by the judges are final. If necessary, questions arising in regard to conduct of the show will be referred immediately to the 4-H Dog Show Committee for an on-the-spot decision that shall be accepted as final. Dog Project Guide and Suggestions will be followed. 17. Remember that dogs or pet animals will not be permitted on grounds, unless they are involved in competition. We ask that you take your dog(s) home immediately after the show. Obedience Classes General Guidelines 1. Dogs and handlers may not enter the show ring before their class. 2. In case of a tie, the judge will hold a sudden death run off on the heel free exercise. 3. A 4-H member may enter only one dog per class. 4. Baiting a dog with food and/or squeaker is not allowed in the obedience ring. 11

12 5. Entry may be made in a higher classification but cannot regress past prior accomplishments. For example, if a qualifying score in Novice B is received at any one show within the 4-H year (October 1 - September 30) the member will continue to show in Novice B that year. However, for the next 4H year the member will automatically move up to Graduate Novice, the next higher class. 6. The unit that the 4-H member should be enrolled in is listed in parentheses. 7. Unit 2 through Unit 7 will approximate AKC rules and regulations. Judging standards may be viewed online at AKC.org. Classes and Score Cards Phase I, Beginner Novice-Class A. UD degree dog may compete as exhibition only or Phase VII Utility. Guide Dog Puppy Class (4-H Guide Dog Puppy). Some 4-H members participate in 4-H Dog by raising a Guide Dog Puppy (GDP). These puppies are bred in California at Guide Dogs for the Blind, Inc. and sent to 4-H homes at the age of 8 weeks. Children raising GDPs should compete in obedience at their county fair in a special Guide Dog Class. GDPs may be entered in a regular Showmanship Class. Since the 4-H members raise the puppies for only one year, ALL GDPs will be "puppies". 14

If the GDP earns a blue ribbon in Obedience and/or Showmanship at the county level, the puppy and handler are eligible for the Eastern Idaho State Fair. They should be entered in a regular Showmanship class, and /or the Guide Dog Puppy Obedience class. GDPs are judged from the 4-H Beginners score sheet (Leader s Manual) with some variation. Project animals may be registered or unregistered equines of any breed. 2. Due to the risk of spreading equine-related disease(s), it is HIGHLY recommended that the temperature of all horses be taken twice daily beginning 3 days prior to entering the fairgrounds. If a horse has an elevated temperatures of degrees or greater, a veterinarian should be consulted before bringing the horse to the fair. 3. Exhibitors are responsible for knowledge of and adherence to all rules. 4. Entry forms, liability waivers, and a $10 fee per exhibitor ($5 for awards & $5 for show fees) must be submitted to the Extension Office in their respective counties. Any horse show participant/family who chooses to camp overnight in the EISF infield following the Working Ranch Horse Show must also submit a $15.00 EISF camp fee with their entry form. Certification of 4-H Horse project member accident insurance coverage is required. All county Extension offices must send completed and signed entry forms, liability waivers, and fees postmarked by Tuesday, August 22, to Jefferson County. 5. No 4-H member or horse may show unless they are enrolled in a bonafide 4-H horse project, FFA Chapter, or Pony Club in their respective county. The horse shown at the EISF Junior Horse Show must be the same horse that qualified in that particular class at the respective county show, all certified by the County Extension Educator. 6. No horse may be shown by more than one exhibitor in any one class. 7. No exhibitor may show more than one horse in any one class except team events in Driving Division. 8. In the event of a serious performance-inhibiting injury to a qualifying, enrolled project horse, the exhibitor may, at the discretion of the EISF Junior Horse Show Committee, be entitled to a medical exclusion and may use a different enrolled project horse owned by the immediate family. The individual must notify the EISF Junior Horse Committee in writing and submit a letter written by a licensed veterinarian stating the horse was indeed injured and unable to perform on the day of the show. 17

18 9. Age divisions for horse events shall correspond to 4-H age requirements. 10. The EISF Junior Horse Show Committee, the EISF Board, and the University of Idaho 4-H will not be responsible for any accident that may occur to or be caused by any horse or exhibitor at the show, or for any article of any kind that may be lost, destroyed or in any way damaged. Exhibitors and observers participate at their own risk. Collection of exhibitor number shall be deemed acceptance of these terms. 11. Good sportsmanship and ethical behavior are required. 12. Members, observers, show committee members or parents considered being verbally or physically abusive and/or exhibiting objectionable behavior will be excused from the fairgrounds by security. Exhibitors may be disqualified. 13. Use of performance altering drugs on horses is prohibited. Suspicion of drug use may result in a veterinarian s review and/or blood test, the cost of which may be deducted from any premium allocated to the exhibitor in question. The exhibitor may be barred from the 2017 and 2018 EISF Junior Horse Shows. 14. Grievances. Any issue/grievance that cannot be resolved by the show chair shall be presented to the EISF Junior Horse Show Committee in writing within 2 hours of the issue/grievance. In the event a grievance is not covered by the EISF Junior Horse Show Rule Book, the committee may refer to the U.S. Equestrian Federation Rules as a secondary reference. A $25 fee must accompany the written issue/grievance. The $25 fee will be returned if the grievance is overturned. The decision of the EISF Junior Horse Show Committee is final. 15. Only the entered rider(s) of a horse(s) may ride the horse(s) on the day of competition. 16. Counties may enter exhibitors and/or teams according to the following guidelines: Halter Showmanship: One entry per age division from each qualifying county show. Numbers and programs must be picked up on the infield below the announcer s stand, not at the EISF Livestock Office. 20. Patterns will be posted the day of the show near the announcer s stand or may be included in the exhibitor s packet. 21. The EISF Junior Horse Show Committee reserves the right to make sections in any class, divided by age of exhibitor, sex or size of horse, etc. Multiple rings will be used as needed. Select classes may be run on the track or infield. 22. Exhibitors are responsible for proper equipment and attire according to the guidelines outlined in the EISF Junior Horse Show rules. The EISF Junior Horse Show Committee judge, Extension Educator, gate official, or ring steward has the authority to dismiss an exhibitor from a class. A judge may ask the exhibitor to drop the bridle and bit for inspection. 23. Members should be ready and on call for each class. Classes may not fall in numerical order. 24. Classes will not be held for tardy exhibitors. After the gateman announces, Judge, this is your class no horse or rider may enter the ring to be judged. 25. Reversal of direction in any class requiring rail work indicates horses be reversed to the inside of the arena (away from the rail). 26. The judge may request individual workouts from the top 6-10 finalists per class. 27. All horses shown in Western classes, with the exception of Snaffle Bit/ Hackamore Training, must be shown as a bridle horse with a standard bit. 28. Horses entered in Snaffle Bit/Hackamore Training may not be shown in any other Western, English, or Driving class. 29. Exhibitors entered in the Western/English Walk-Trot Equitation class may not enter any other Western, English, or Driving classes. 30. Small and medium ponies (under 13.2 hands) must show in pony class if it is offered. A large pony (13.2 hands to under 14.2 hands) may show as a horse or a pony, but not both. 31. Only stallions born after January 1 of current year may be shown in the EISF Junior Horse Show. 32. Disqualifications: The EISF Junior Horse Show Committee, judge, Extension Educator, gate official, or ring steward has the authority to dismiss an exhibitor from a class or from the show for: Unnecessary roughness Abuse of a horse Unsound horse Unsafe horse Fall of horse or rider Lack of required appointments Use of prohibited appointments (Working Ranch) Horse shall have no appointment restrictions Use of performance altering drugs on horse Failure to follow pattern and/or judge s instructions (only the judge may disqualify for this fault) 19

There will be a $10 stall fee. Stalls must be cleaned before you leave. A $50.00 fee will be charged for stalls left unclean. 4-H Poultry Show Saturday, September 2 at 9:30 a.m. at the Yellow Show Barn Check-in: 8:30-9:30 a.m. Rules: 1. All poultry registration forms and a $5 fee per contestant must be sent by your county Extension Office to Lance Ellis postmarked by Wednesday, August, 22. No entries will be accepted after the deadline. No entries will be accepted without signature of the local Extension Educator. Each 4-H participant is restricted to entering a maximum of two birds total in the entire poultry show. 2. Registration forms must be filled out completely for each class the poultry is eligible for. Choose events carefully. No changes will be permitted at show time. Entrants will NOT automatically be entered in showmanship. Entries will not be changed at check-in time, unless show management is responsible for the error. 3. Exhibitors must check in with show management and receive exhibitor tags before the show. No tags will be issued after the judging has begun. Tags will be available one hour before show time. 4. All poultry must qualify for quality classes by receiving a blue ribbon at their county fair in a QUALITY CLASS, similar to state fair classes listed below. Each 4-H participant is restricted to showing only one bird per category. 5. Participants whose poultry qualify for a quality class may choose to participate in showmanship, regardless of their showmanship ribbon at the county fair. 6. Participants who received a blue ribbon in showmanship at the county, but did not qualify for a quality class, may exhibit in showmanship only. 7. All animals must be the property of the exhibitor. 8. Exhibitors must be present during judging or the poultry will not be judged. 4-H participants must be well groomed and in appropriate show attire. 9. Only exhibitors, or their agents and authorized show personnel will handle poultry. 10. All poultry must be shown in natural condition. Grooming that does not alter original state of the animal is permitted. 11. All poultry must be health checked at check in. 12. HEALTH RULES: Any bird showing signs of ill health will be removed from the show. No bird may be entered that has leg mites, lice, parasites C.R.D., or any other health problem. 13. No poultry will be admitted that have been recently vaccinated for any diseases. 14. Poultry to be entered are not allowed to have a hen pecked appearance, signs of molting, injury, cock fighting, or any signs of abuse and neglect. 20

21 15. QUALITY CLASSES: Poultry will be judged on the criteria stated by the APA handbook, American Standard of Perfection. The birds will be judged based on traits and characteristics of their particular breed, as well as the presentation. Chickens in quality classes are allowed to compete in only one category. Chickens can compete in both the quality and showmanship classes. 16. All decisions, recommendations, and comments made by the show chairman and judge are final, and cannot be disputed. Unacceptable or disruptive behavior by spectators and participants can result in being removed and disqualified from the show. 17. All poultry to be entered into a particular class must meet the class s specific guidelines H Poultry should arrive immediately before the show and will be released immediately following. All birds must be kept under control or in an enclosed cage during the entire show. 19. Show management reserves the right to subdivide any or all classes at their convenience. 20. JUNIOR DOE - 3 months and under 6 months of age Junior Livestock Shows HEALTH REQUIREMENTS AND GENERAL RULES--THESE RULES WILL BE STRICTLY ENFORCED! 1. Market, dairy and breeding animal exhibitors must follow these rules. Market animal exhibitors must also follow all rules in the Jr. Livestock Sale Division. The EISF Jr. Livestock Committee makes the final decision on all rule violations, grievances and other issues. At any given time, (unless extenuating circumstances arise) five members, who may include the president, vice president, secretary, treasurer and/or species chairs will be present to make final decisions. 2. All livestock must meet the following health requirements: a. All animals must be free of any evidence of clinical disease. b. All animals entered are subject to inspection at the fairgrounds by the EISF Jr. Livestock Committee, Department Superintendent and/or the EISF Veterinarian. c. Any animal that has evidence of disease, including but not limited to prolapse, coughing, excessive oral or nasal discharge, open sores, lameness, hernia, diarrhea or external parasites, may be isolated for further examination or entry may be refused. In all cases the decision of the EISF Jr. Livestock Committee, Department Superintendent and/or EISF Veterinarian will prevail. d. Animals that develop clinical evidence of disease after entering the fairgrounds may not be shown and shall be subject to quarantine or expulsion, depending on the seriousness of the disease symptoms. e. The Department Superintendent, EISF Veterinarian, and/or EISF Jr. Livestock Committee will make the final decision regarding animal health violations. f. Any animal disqualified for health reasons must be removed from the fairgrounds immediately. g. All female cattle over six months of age exhibited at the EISF shall have an official, legible Brucellosis tattoo and an official orange Brucellosis tag or silver USDA tag. h. All sexually intact cattle over 18 months of age that have been in the Brucellosis Designated Surveillance Area (DSA) between January 1 June 15 shall have an official negative agglutination blood test for Brucellosis within 30 days of fair entry. Blood samples, tests and reports must only be done by personnel authorized by the Idaho State Department of Agriculture. Out-of-state cattle must meet Idaho Shipment Regulations and be accompanied by a current health certificate. i. All cattle are subject to veterinarian inspection at EISF. j. All dairy cattle must have a veterinary certificate of general soundness and good health. All female cattle four months of age or older should have a legible Brucellosis vaccination tattoo. Tattoo should be verified by a licensed veterinarian on an official health certificate. All cattle for breeding or sale purposes at EISF must meet the Idaho change-of-ownership requirements.

24 k. Beef showing evidence of stagginess will be disqualified at the discretion of the EISF Jr. Livestock Committee and/or judge. l. All sheep must be inspected for any indications or symptoms or signs of Blue Tongue, contagious Ecthyma/sore mouth, foot rot, sore sheath, ringworm, club lamb fungus, including unhealed lesions, or any other infectious disease. m. Sheep, including market lambs, and any other species that show evidence of having prolapsed or prolapse while on the fairgrounds, will be immediately removed from the fairgrounds. n. Sheep and goats must follow National Scrapies laws. o. Sheep Scrapie tags must be properly attached to the ear according to federal regulations. Failure to do so will result in dismissal from the EISF. p. Wethers showing evidence of stagginess shall be disqualified. q. Any swine with evidence of pigginess, stagginess, scars, hernia, foul sheath, sores, bruises, and/or any other blemish that impairs the carcass, such as lice, mange, erysipelas, atrophic rhinitis, or any other infectious disease will be ineligible to show or sell. r. Animals will be inspected at check-in and/or weigh-in. 3. The EISF Junior Livestock Show is open to active FFA and 4-H exhibitors from the 16 counties in the fair district. a. 4-H member must be currently enrolled in projects that he/she exhibits. b. FFA member must be in good standing in his/her local chapter and regularly enrolled as student of Vocational Agriculture. Students who graduated last May are eligible to compete in FFA activities and exhibits. New fall students of Vocational Agriculture are also eligible. 4. Record books are required on all projects and must be judged or evaluated in the respective county office. Each animal shown at EISF must be listed in the exhibitor s record book. Multi-animal projects must be listed on the exhibitor s entry form. County Extension Educator, 4-H Program Coordinator, or Ag Ed instructor will sign entry forms when these requirements have been met. 5. All 4-H and FFA members may enter open class competition upon compliance with open class rules. 4-H and FFA members will not be required to pay stall fees for animals in the youth show, but must pay open class entry fees. 6. All 4-H or FFA exhibitors must show their own animal in Showmanship. SHOWMANSHIP CLASS ORDER 1. FFA 2. Senior Division 3. Intermediate Division 4. Junior Division 7.
