1 Guidance t assist with preparatins fr the Cncentrated Inspectin Campaign n Safety f Navigatin t be jintly cnducted by the Paris MU and Tky MU in 2017 The Paris MU and Tky MU will cnduct a jint Cncentrated Inspectin Campaign (CIC) n Safety f Navigatin frm 1 September t 30 Nvember Other reginal PSC regimes may als cnduct CICs n Safety f Navigatin in 2017, using the same r similar standard questinnaire. CICs typically fcus n specific tpics where high levels f deficiencies have been encuntered by PSCOs, r where new internatinal statutry requirements have recently entered int frce. They are cnducted annually and are cmbined with a regular PSC inspectin f a ship. Reginal PSC regimes, such as the Paris MU and Tky MU, ften seek t jintly cnduct CICs t enhance the harmnizatin f PSC measures wrldwide. This dcument prvides guidance and infrmatin n the CIC being jintly cnducted by the Paris MU and Tky MU based n the infrmatin available at the time f publicatin. It was develped t assist shipwners and peratrs prepare fr PSC inspectins invlving this CIC. Specific infrmatin and guidance is prvided fr each questin n the standard questinnaire. The infrmatin and guidance prvided in this dcument shuld nt be seen, in any way, as superseding r replacing relevant guidance prvided by a ship s flag State r n preparatins fr PSC inspectins in general. The results f the CIC are expected t be released by the Paris MU and Tky MU in mid-2018, and are anticipated t be reprted, alngside any recmmendatins, t the IMO Sub-Cmmittee n the Implementatin f IMO Instruments (III). Applicability f the CIC The CIC will, in whle r in part, be applicable t all ships, and will be cnducted n all ships eligible r due fr PSC inspectin in prts in the Paris MU and Tky MU regins during the perid f the CIC. Ships are expected t be targeted fr inspectin in accrdance with existing prcedures used by PSC authrities. Standard questinnaire fr the CIC The standard questinnaires prepared by the Paris MU and Tky MU fr use by PSCOs during the CIC are reprduced in this dcument n page 4 and page 5 respectively. The nly relevant difference between the tw questinnaires is that the Paris MU versin cntains regulatin references alngside each questin. The questinnaires were issued by press release n 31 July 2017 (see Paris MU and Tky MU). The 12 questins it cntains require a Yes, N r Nt Applicable answer frm the PSCO. N answers will result in a deficiency being issued. If N is selected fr questins marked n the standard questinnaire with an *, PSCOs are asked t use their prfessinal judgement regarding the seriusness f the deficiency t determine whether the ship may be cnsidered fr detentin. 6 Questin 1 Is ship's navigatin equipment in accrdance with its applicable safety certificate (SEC, PSSC, CSSC)? This questin addresses the cnfrmity f a ship s navigatinal systems and equipment with the equipment listed in the Recrd f Equipment fr the Carg Ship Safety Certificate (Frm C) and Recrd f Equipment fr the Carg Ship Safety Equipment Certificate (Frm E), r Recrd f Equipment fr the Passenger Ship Safety Certificate (Frm P), as applicable. CIC relevant requirements fr shipbrne navigatinal systems and equipment are set ut in SOLAS regulatin V/19 n Carriage Requirements fr Shipbrne Navigatinal Systems and Equipment and V/20 n Vyage Data Recrders. Statutry survey and certificate requirements are set ut in SOLAS chapter I. T address the specific CIC questin, the PSCO is expected t request t sight Frm C and Frm E, r Frm P, as applicable, and check that the equipment listed under Details f Navigatinal Systems and Equipment is the equipment installed n bard. If a N is recrded by the PSCO fr this questin, the PSCOs are asked t use their prfessinal judgement regarding the seriusness f the deficiency t determine whether the ship may be cnsidered fr detentin. Preparatins Ships shuld ensure that: A valid Frm C and Frm E, r Frm P, as applicable, is available n bard; and The shipbrne navigatinal systems and equipment listed in Details f Navigatinal Systems and Equipment in Frm C and Frm E, r Frm P, as applicable, crrespnds t the navigatin equipment present n bard the ship. Inspectin Ships shuld be prepared t shw the PSCO: A valid Frm C and Frm E, r Frm P, as applicable; and The presence and lcatin f shipbrne navigatinal systems and equipment which crrespnd t the list in Details f Navigatinal Systems and Equipment in Frm C and Frm E, r Frm P, as applicable. 7 Questin 2 Des the ECDIS have the apprpriate up-t-date electrnic charts fr the intended vyage and is there a suitable back-up arrangement? This questin addresses: The availability f all nautical charts necessary t use ECDIS t plan and display the ship's rute fr the intended vyage and t plt and mnitr psitins thrughut the vyage; and The prvisin f adequate independent back-up arrangements in the event f an ECDIS failure. The carriage requirement fr ECDIS is set ut in SOLAS regulatin V/ and the carriage requirement fr nautical charts and publicatins is set ut in SOLAS regulatin V/ Ships fitted with ECDIS and ships using ECDIS t meet the chart carriage requirement f SOLAS shuld carry electrnic navigatinal charts (ENCs) r, where ENCs are nt available at all r are nt f an apprpriate scale fr the planning and display f the ship's vyage plan, raster navigatinal charts (RNC) and/r any necessary paper charts shuld be carried n bard. ENCs, RNCs and paper charts available n the bridge shuld be fficial (as defined in SOLAS regulatin V/2.2) and adequate 3 and up-t-date (as set ut in SOLAS regulatin V/27). Ships using ECDIS fr navigatin are required t have adequate, independent back-up arrangements 4 which shuld prvide a timely transfer t the back-up system during critical navigatin situatins and allw the ship t be navigated safely until the terminatin f the vyage. T address the specific CIC questin, the PSCO is expected t check that the ECDIS system and back-up arrangements are being effectively maintained t facilitate prper peratin and safety f navigatin. If a N is recrded by the PSCO fr this questin, the PSCOs are asked t use their prfessinal judgement regarding the seriusness f the deficiency t determine whether the ship may be cnsidered fr detentin. Preparatins Ships shuld ensure that: The safety management system (SMS) includes prcedures fr lading ENC and RNC charts and applying ENC and RNC updates t ECDIS. The SMS shuld als include prcedures fr applying crrectins t paper chart updates, if applicable; The type-apprval certificates fr all ECDIS are available n bard; All ECDIS, including ECDIS used t prvide an independent back-up arrangement, have been updated t cmply with the latest IHO ECDIS Standard, and are therefre capable f displaying ENCs crrectly using ECDIS Presentatin Library Editin 4.0; 5 All ECDIS, including ECDIS used t prvide an independent back-up arrangement, are laded with the apprpriate scale charts needed fr all phases f the next vyage. The charts shuld be updated using the latest ENC and RNC chart updates and the latest ntice t mariners available n bard; Recrds f ECDIS sftware maintenance are cmplete, up-t-date and available n bard; Recrds f all chart updates are kept in accrdance with the prcedures cntained in the SMS and are cmplete, up-t-date and available n bard; and 3 Particular attentin shuld be paid t ensuring that the available ENCs and RNCs cver the whle berth t berth vyage and are f an apprpriate scale (berthing, harbur, apprach, castal and general) fr the vyage phase. 4 Sectin 14 f Perfrmance standards fr electrnic chart display and infrmatin systems (ECDIS) (reslutin A.817(19), as amended) r Sectin 14 and Appendix 6 f Revised perfrmance standards fr electrnic chart display and infrmatin systems (ECDIS) (MSC.232.(82), as amended). 5 The previus editin f the IHO ECDIS Presentatin Library Editin 3.4 expires n 31 August

8 The independent back-up arrangement used n bard cnfrms t the details included in Details f Navigatinal Systems and Equipment in Recrd f Equipment fr the Carg Ship Safety Certificate (Frm C) and Recrd f Equipment fr the Carg Ship Safety Equipment Certificate (Frm E), r Recrd f Equipment fr the Passenger Ship Safety Certificate (Frm P), as applicable. Inspectin Ships shuld be prepared t shw the PSCO: The type-apprval certificate fr all ECDIS installed n bard; Recrds f ECDIS sftware maintenance and ECDIS sftware status infrmatin (in ECDIS) t demnstrate that the ECDIS cmplies with the latest IHO standard; The ECDIS, and the back-up ECDIS, if fitted, has all the fficial and up-t-date ENCs and RNCs which are adequate and necessary fr all phases f the next vyage; The latest ENC and RNC updates and ntices t mariners available n bard; Recrds f ENC, RNC and paper chart updates, as applicable; If the back-up arrangement is a fli f paper charts, the paper charts are the latest editins f the charts and that they have been crrected t the latest ntice t mariners available n bard; and If the back-up arrangement is a secnd ECDIS, the back-up is prvided with a separate, independent main and emergency pwer supply. Additinal cmments Masters shuld be prepared t remind the PSCO that, in accrdance with guidance frm the IHO, the IHO ECDIS Presentatin and Perfrmance Checks in Ships is nt intended fr, and is nt suitable t be used as, a carriage requirement cmpliance test fr ECDIS. Masters shuld be aware that: All nautical charts used fr navigatin are required t be issued fficially by, r n behalf f a Gvernment, authrized Hydrgraphic Office r ther relevant gvernment institutins (SOLAS regulatin V/2.2). A chart frm any ther surce cannt be used t meet the chart carriage requirements f SOLAS. If unfficial charts are in use n ECDIS an Unfficial data warning will be autmatically displayed; The Raster Chart Display System (RCDS) Mde in ECDIS shuld nly be used where there is n ENC cverage. RCDS Mde has reduced functinality and fficers perfrming navigatinal watchkeeping functins shuld be familiar with the limitatins f RCDS Mde and the paper chart fli back-up requirement; and ECDIS installed after September 2015 shuld have a type-apprval certificate which refers t IEC 61174(2015) t shw that it cmplies with the latest IHO ECDIS standard. 9 Questin 3 Is there evidence that all watchkeeping fficers cmply with STCW requirements fr ECDIS? This questin addresses the training and certificatin f fficers perfrming navigatinal watchkeeping functins n bard ships fitted with ECDIS. The 2010 Manila Amendments t the STCW Cnventin, 1978, as amended, intrduced a cmpetence in the use f ECDIS t maintain the safety f navigatin int the mandatry minimum requirements fr perfrmance f navigatin functins by Masters, chief mates (management level) and fficers in charge f a navigatinal watch (OOW) (peratinal level). Training in the use f ECDIS is nt required fr thse wh serve exclusively n ships nt fitted with ECDIS equipment.6 Certificates f cmpetency (CC) issued in accrdance with the 2010 Manila Amendments t the STCW Cnventin, 1978, t fficers carrying ut navigatinal watchkeeping duties are evidence f having cmpleted all required apprved training and that the required standard f cmpetence has been achieved, including cmpetence in the use f ECDIS t maintain the safety f navigatin. Any limitatins related t ECDIS will be reflected n a certificate, indicating that its hlder has nt cmpleted training in the use f ECDIS. The knwledge, understanding and prficiency required in the use f ECDIS is generic t ensure relevant persnnel have the necessary skills fr basic peratin f all types f ECDIS equipment that may be installed n bard ships. There is n requirement fr the apprved training in the use f ECDIS t be type-specific r t be able prvide any evidence f training that is specific t the installed equipment. 7 T address the specific CIC questin, the PSCO wuld be expected t check that fficers carrying ut navigatinal watchkeeping duties each hld a valid CC issued in accrdance with the STCW Cnventin, 1978, as amended, withut any limitatins cncerning ECDIS. Preparatins Ships shuld ensure that: Officers carrying ut navigatinal watchkeeping duties each hld a valid CC issued in accrdance with the STCW Cnventin, 1978, as amended, withut any limitatins cncerning ECDIS; and A cpy f STCW.7/Circ.24/Rev.1 is available n bard t enable the Master t use the relevant IMO guidance, if necessary, t clarify the training requirements fr ECDIS and prvisin f the dcumentatin fr verificatin by PSCOs. Inspectin Ships shuld be prepared t shw the PSCO that fficers carrying ut navigatinal watchkeeping duties each hld a valid CC issued in accrdance with the STCW Cnventin, 1978, as amended, withut any limitatins cncerning ECDIS. Additinal cmments Masters shuld be prepared t remind PSCOs that there is n special r separate certificate related t ECDIS training required under the STCW Cnventin, 1978, as amended. Training related t ECDIS frms part f the CC issued t fficers carrying ut navigatinal watchkeeping duties. Masters shuld be: Aware that there has been sme misinterpretatin f the requirements f the STCW Cnventin, 1978, as amended, related t ECDIS by PSCOs and ther third-party inspectrs. 10 requesting s-called ECDIS training curse cmpletin certificates, and suggesting that the dcumentary evidence shuld reference the applicable IMO mdel curse; and Prepared t advise that there is n basis within the STCW Cnventin, 1978, as amended, r IMO Prcedures fr Prt State Cntrl, 2011 (A.1052(27)), fr PSCOs t require t see scalled ECDIS training curse cmpletin certificates. Any expansin f the inspectin t review such dcumentatin fr this specific CIC questin is nt aligned with the requirements f the STCW Cnventin, 1978, as amended, and related IMO guidance (STCW.7/Circ.24/Rev.1). 11 Questin 4 Can watchkeeping fficers demnstrate familiarizatin with ECDIS? This questin addresses the familiarity f fficers carrying ut navigatinal watchkeeping duties with ECDIS. Cmpanies are respnsible fr ensuring that seafarers, n being assigned t any f their ships, are familiarized with the installed equipment relevant t their rutine r emergency duties are set ut in STCW regulatin I/ This includes familiarizatin with ECDIS installed n bard fr thse fficers carrying ut navigatinal watchkeeping duties in accrdance with STCW sectin A-VIII/2. The safety management system (SMS) shuld include prcedures t ensure that new persnnel and persnnel transferred t new assignments related t safety and prtectin f the envirnment are given prper familiarizatin with their duties. Instructins which are essential t be prvided prir t sailing shuld be identified, dcumented and given. 8 T address the specific CIC questin, the PSCO may request t sight recrds r dcumentatin related t familiarizatin activities relating t the ECDIS installed n bard and may cnduct an assessment f the ability f fficers carrying ut navigatinal duties t use ECDIS t maintain safety f navigatin. If a N is recrded by the PSCO fr this questin, the PSCOs are asked t use their prfessinal judgement regarding the seriusness f the deficiency t determine whether the ship may be cnsidered fr detentin. Preparatins Ships shuld ensure that: The SMS includes Cmpany plicies and prcedures related t familiarizatin with ECDIS installed n bard; Officers carrying ut navigatinal watchkeeping duties have been familiarized with ECDIS installed n bard in accrdance with rutine and emergency duties; Familiarizatin with ECDIS installed n bard is recrded r dcumented in accrdance with plicies and prcedures in the SMS; and Officers carrying ut navigatinal watchkeeping duties are familiar with the ECDIS installed n bard. Inspectin Ships shuld be prepared t shw the PSCO: Recrds r dcumentatin f familiarizatin f fficers carrying ut navigatinal watchkeeping duties with ECDIS installed n bard; and If requested, a demnstratin f familiarity with ECDIS installed n bard by fficers that perfrm navigatinal duties n bard the ship. Additinal cmments Masters are advised that: A PSCO may cnduct an assessment f the ability f seafarers t maintain watchkeeping standards as required by the STCW Cnventin, 1978, as amended, nly if there are clear grunds fr the PSCO believing that such standards are nt being maintained because any f the fllwing have ccurred: Ship has been invlved in a cllisin, grunding r stranding, r 8 ISM Cde, sectin

12 There has been a discharge f substances frm the ship when under way, at anchr r at berth which is illegal under any internatinal cnventin, r Ship has been maneuvred in an erratic r unsafe manner whereby ruteing measures adpted by the Organizatin r safe navigatin practices and prcedures have nt been fllwed, r Ship is therwise being perated in such a manner as t pse a danger t persns, prperty, the envirnment, r a cmprmise t security. 9 The abvementined ccurrences that wuld permit an assessment are unlikely t have been met when a ship underges a CIC inspectin. Therefre any assessment cnducted by the PSCO may be cnsidered an exceptinal request when respnding t the CIC questin; and Whilst an assessment f cmpetency by a PSCO is required t cmmence with verificatin f certificates (addressed by questin 3 f the CIC), STCW sectin A-I/4 stipulated that an assessment can invlve requiring a seafarer t demnstrate the related cmpetency at the place f duty. 10 Masters are further advised that elements f an assessment culd be guided by the knwledge, understanding and prficiency related t ECDIS stipulated by the STCW Cnventin, 1978, as amended, fr fficers in charge f a navigatinal watch n ships f 500 grss tnnage r mre: 11 Capabilities and limitatins f ECDIS: Understanding f Electrnic Navigatinal Chart (ENC) data, data accuracy, presentatin rules, display ptins and ther chart data frmats; Knwledge f the dangers f ver-reliance n ECDIS; and Familiarity with the functins f ECDIS required by perfrmance standards in frce. Operatin, interpretatin, and analysis f infrmatin btained frm ECDIS: References Use f functins that are integrated with ther navigatin systems in varius installatins, including prper functining and adjustment t desired settings; Safe mnitring and adjustment f infrmatin, including wn psitin, sea area display, mde and rientatin, chart data displayed, rute mnitring, user-created infrmatin layers, cntacts (when interfaced with AIS and/r radar tracking) and radar verlay functins (when interfaced); Cnfirmatin f vessel psitin by alternative means; Efficient use f settings t ensure cnfrmance t peratinal prcedures, including alarm parameters fr anti-grunding and safety depth, prximity t cntacts and special areas, cmpleteness f chart data and chart update status, and backup arrangements; Adjustment f settings and values t suit the present cnditins; and Situatinal awareness while using ECDIS including safe water and prximity f hazards, set and drift, chart data and scale selectin, suitability f rute (refer t guidance prvided under questin 8), cntact detectin and management, and integrity f sensrs. 13 Questin 5 Can ship s VDR/SVDR recrd data fully? This questin addresses the ability f the Vyage Data Recrder (VDR) r Simplified-VDR (S- VDR) t recrd all data inputs required by SOLAS. The carriage requirements fr VDR and S-VDR are set ut in SOLAS regulatin V/20. VDR and S- VDR are subject t an annual perfrmance test as set ut in SOLAS regulatin V/18.8. The data that a VDR r S-VDR is required t recrded is prescribed in the perfrmance standard fr the VDR r S-VDR applicable t the date n which the equipment was installed n bard. 12 T address the specific CIC questin, the PSCO is expected t check that the VDR r S-VDR is peratinal and has been cnfirmed as being capable f recrding all the required data frm bridge and navigatin systems and equipment by an annual perfrmance test.
