3 1 March 1, 2017 MEMORANDUM TO: THROUGH: FROM: SUBECT: Dr. Karen Watson, Ph.D, P.E., Co Chair CBE Jerry R Strawser, Ph.D, CPA, Co Chair CBE Charley Todd, TEEX Associate Agency Director/CFO Robert Moore, Emergency Services Training Institute (ESTI) Director Self Contained Breathing Apparatus (SCBA) Facility TEEX / ESTI has been working on a construction plan for a new SCBA Facility since December During 2016 ESTI relocated Industrial Rescue Projects clearing the site for the SCBA facility. The SCBA Facility A/E work started in June 2016 and on site construction started in December The new SCBA facility will consolidate SCBA operations and improve efficiencies. The consolidation will allow demolition of existing SCBA related facilities and allow for future project expansion. The location of the new facility was chosen to ensure the cleanest air possible for compression and distribution to all firefighting projects which use (SCBA). The new site will allow better storage of the SCBA trailers which serve as delivery, storage and service devices. The new facility will include a restroom which will replace an existing portable restroom facility which will be removed for the expansion. The new facility provides adequate space for the increased field demands for SCBA. There are several elements of the new building design that are worth noting: New facility will be sprinkled per TAMU requirements New facility will meet current TAMU energy codes Restroom will require a lift station to access the existing shallow sewer manhole Existing electrical service will be located at the new facility to clear the area for future projects and to support a future waste water head works basin The facility will need to be able to not only handle significant moisture but allow for reasonably easy cleaning. After training evolutions the SCBA units are wet and extremely dirty. Any contact of the SCBA units with the interior of the building will leave black soot smudge marks. CMU block walls in the interior with substantial epoxy paint coatings will be utilized The compressor room has a high sound level when compressors are in operation. Mitigation to prevent the transmission of the noise throughout the facility is part of the design.

9 COUNCIL FOR THE BUILT ENVIRONMENT DESIGN REVIEW SUB-COUNCIL MEMORANDUM TO: Dr. Jerry Strawser Co-Chair, Council for the Built Environment Dr. Karan Watson Co-Chair, Council for the Built Environment FROM: Ms. Lilia Gonzales, AIA University Architect and Chair, Design Review Sub-Council DATE: May 2, 2017 RE: Design Review Sub-Council (DRsc) Report Self-Contained Breathing Apparatus Facility The DRsc reviewed the request from the Texas A&M Engineering Extension Service (TEEX) and the Emergency Services Training Institute (ESTI) for construction of a Self-Contained Breathing Apparatus (SCBA) facility. This facility will be located on property designated for TEEX use just south of Easterwood Airport. Design of the proposed new facility is in alignment with other buildings within the immediate area. Martin Scholtz Executive Associate Vice President for Research Chair, CBE-Facilities Utilization and Planning Sub-Council Self Contained Breathing Apparatus (SCBA) Facility SCOPE The Council for the Built Environment s (CBE) Facilities Utilization and Planning subcouncil (FUPsc) has considered the request by Charley Todd, TEEX Associate Agency Director/CFO to construct a new Self Contained Breathing Apparatus (SCBA) facility. As noted in the attached memorandum, the current SCBA related facilities will be demolished and the new facility will be located near the former site and the demolished former site will allow for future expansion. The new site will also allow better storage for trailers and will include a rest room. The presentation included a project site map, site aerial view, floor plan and elevation view, all of which are consistent with the request. The project will cost $2,375,426 and will be paid for by TEEX/ESTI. TEEX anticipates completion of the project prior to the start of their annual fire schools in July, RECOMMENDATION The Council for the Built Environment s (CBE) Facilities Utilization and Planning subcouncil (FUPsc) recommends that the CBE support TEEX/ESTI s request to construct this SCBA facility. Recommendation The Technica l Review Sub-council supports the proposed Self-Contained Breathing Appa ratus Facility Project and recommends approva l, provided the following issues/concerns are addressed and funded. Facility Services: The project team should coordinate with Grounds Manage ment for landscaping and irrigation co ncerns. The proj ect team should ensu re that the facility is designed t o minimize, as much as practical, t he effort needed for future maintenance. It is preferred that items req uiring maintenance be easy to service, be easily accessible from ground or floor level, have generous clea rances and be easy to isolate from energy sources wit h minimal impact to the rest of the facility. Elevat ed items requiring maint enance that are difficult to service by ladder or lift should have permanent maintenance access platforms with permanent st airs or ladders, built-in fall prevention, and davits for hoisting pa rts and tools. Telecommunications: TAMU IT will need to coord inate with TEEX on proper entry point for fiber optic cable and where to terminate within facility.
