INLET SUMMARY SHEET SITE: St. Lucie Inlet, Martin County, Florida DATE AND TIME OF ORIGINAL FIELD SURVEY [TIDE]: 25 June 1994; (0.6); Seminole Shores] RANKING (DEGREE OF DIFFICULTY): (see ranking scale) A. PRINCIPAL RESOURCES AT RISK: Fringing mangroves in the Indian River Lagoon and other channels. Manatees present. Atlantic green turtles, Atlantic leatherback turtles, and Atlantic loggerhead turtles nest on the outer beaches. Shorebirds; wading birds, including the Great egret, Snowy egret, and Cattle egret, and Great blue heron; seabirds, including the Brown pelican; and raptors, including the Osprey. Mounds of the Eastern oyster occur on the flats in Indian River Lagoon. Marina facilities, boats, and seawalls, revetments, docks, etc. For further information refer to the recent ESI map and data and the GRP. PRELIMINARY PROTECTION STRATEGY: Divert oil entering the inlet through the marginal flood channel on the north side of the entrance to a collection point on the outer sand beach (CP1). Also place a limb of deflection boom to intercept the north-flowing marginal flood channel currents in order to divert oil to the beach just south of the entrance to the inlet at South Point (CP3). Put a Christmas tree configuration of deflection boom near the entrance, the south limb of which would divert oil to a sand beach on the south side of the main inlet channel (CP10). The north limb of this C. tree leads to an open water skimmer (CP5). A line of deflection boom extending west from CP2 also is attached to the skimmer at CP5. Deploy a line of about 1,000 yards of protection boom that extends to the west from CP2 along the south shore of a development called Sailfish Point. Where the shoreline turns to the north, convert the protection boom to a limb of deflection boom that projects out into the channel that runs along the west side of Sailfish Point. From an anchor point at the skimmer at CP5, extend about 900 yards of deflection boom along the north side of an intertidal sand bar that serves as the south side of the channel located along the west side of Sailfish Point. This line of deflection boom joins the limb that projects off Sailfish Point at an open water skimmer (CP7). A short length of protection boom connects the skimmer with the high-tide line of the sand bar south of the channel. Two more lines of deflection boom trailing to the west away from CP10 42

INLET SUMMARY SHEET SITE: St. Lucie Inlet, Martin County, Florida (continued) PRELIMINARY PROTECTION STRATEGY (continued): and CP5 connect with an open water skimmer in the middle of the main inlet channel (CP12). A ways to the south of CP12, place an anchor point for the head of a small Christmas tree configuration of deflection boom, the south limb of which would divert oil to a sand beach on the south shore (CP11). Extend a line of protection boom around the shore to the entrance to the next channel to the south called Great Pocket (also the ICW). Extend a limb of deflection boom across this channel designed to deflect oil to the sand beach on the west shore of the channel (CP4). The north limb of the C. tree south of CP12 extends out to an open water skimmer in the middle of the main inlet channel (CP13). The lead anchor point for another C. tree is located a ways due north of CP12. The south limb of this C. tree leads to the open water skimmer at CP13. The north limb of that C. tree extends for a long way (1.4 miles) along the west side of another major channel to the north (the ICW) to a seawall on the west side of the ICW by the development called Sewall s Point (CP8). Deploy about half a mile of protection boom around the south side of the peninsula between the ICW and Sailfish Point. The east end is anchored to the high intertidal sand ridge along the north side of the main inlet channel. At the edge of the ICW channel, extend a line of deflection boom obliquely across the ICW to the seawall at CP8. Place a line of protection boom around the southeast end of Sewall Point, as well as around the mangrove island just southeast of Seawall Point. From the southwest tip of Seawall Point, extend a line of deflection boom across the Hell Gate Channel (St. Lucie River?) to the seawall at Hell Gate Point (CP9). Further south along the west shore of the St. Lucie River, place a line of protection boom across the entrance to Willoughby Creek. Still further south along the St. Lucie River, extent deflection boom obliquely across the river that leads to a seawall on the northeast side of Sandsprit Park (CP6). Also extend a deflection boom across the entrance to the Manatee Pocket Channel that also leads to CP6. OTHER COMMENTS: Walton (1974a) reported tidal currents in St. Lucie Inlet to be 3.6 knots at maximum flood tide and 3.3 knots at maximum ebb tide. The 1989 NOAA U.S. Coastal Pilot reported velocities up to 7 knots (presumably in the main inlet channel). 43

Collection Point Description Inlet: St. Lucie Inlet, Martin County, Florida Site Name: Collection Point 1 Relative Location: Beach north of the north jetty. Latitude: 27 10' " N Longitude: 80 9' " W Currents: Flood currents along shore to the south up to 1-3 knots during rising tide. Shoreline Description: Fine-grained sand beach. Access: Shore developed with private property. May be able to get across undeveloped lot at the south end of the island. Otherwise, by watercraft in the main inlet channel. And still it would be about 300 yards to the CP. 45

Collection Point Description Inlet: St. Lucie Inlet, Martin County, Florida Site Name: Collection Point 2 Relative Location: South end of Sailfish Point development. Latitude: 27 10' 8.365" N Longitude: 80 9' " W Currents: Potential flood currents of >3 knots (or possibly more). Shoreline Description: Fine-grained sand beach, seawall and some riprap at high-tide line on the west end. Access: Shore developed with private property. May be able to get across undeveloped lot at the south end of the island. Otherwise, by watercraft in the main inlet channel. Could bring boats right up to the beach at this locality. 46

Collection Point Description Inlet: St. Lucie Inlet, Martin County, Florida Site Name: Collection Point 3 Relative Location: Beach on Long Island just south of inlet entrance (South Point). Latitude: 27 9' " N Longitude: 80 9' " W Currents: 1-3 knot flood currents toward the north during rising tide. Shoreline Description: Fine-grained sand beach. Access: There are sand tracks behind the beach that obviously have been subject to some vehicular traffic. However, it is more than five miles to Hobe Sound to the south. Otherwise, may have to use watercraft. 47

Collection Point Description Inlet: St. Lucie Inlet, Martin County, Florida Site Name: Collection Point 4 Relative Location: West side of Great Pocket (near entrance). Latitude: 27 9' " N Longitude: 80 10' " W Currents: 1-2 knot flood currents. Shoreline Description: Sand beach and intertidal sand flat. Access: Private area with no driving possibilities close by. Probably would have to use watercraft. 48

Collection Point Description Inlet: St. Lucie Inlet, Martin County, Florida Site Name: Collection Point 5; open water skimmer. Relative Location: Near north side of main inlet channel near Sailfish Point. Latitude: 27 10' " N Longitude: 80 9' " W Water Depth Description: In main inlet channel. Currents: Expect 3-4 knots at times. Shoreline Description: Open water skimmer. Access: By watercraft. 49
