20 INLET SUMMARY SHEET SITE: Whale Harbor Channel, Monroe County, Florida DATE AND TIME OF ORIGINAL FIELD SURVEY [TIDE]: 23 June 1994; (+2.5); Tavernier, Hawk Channel] UPDATED: In October 2011 using imagery collected in 2010 and RANKING (DEGREE OF DIFFICULTY): (see ranking scale) B. PRINCIPAL RESOURCES AT RISK: Mangroves; wading birds, including the Great blue heron and Great egret; and seabirds, including the Cormorant. Marina facilities, boats, and seawalls, revetments, docks, etc. on Windley Key and Upper Matecumbe Key. For further information refer to the recent ESI map and data and the GRP. PRELIMINARY PROTECTION STRATEGY: Extend a line of deflection boom along the east side of the most westward channel to divert oil to the sand/rubble shore at CP1. Place another line of deflection boom further to the east to deflect oil to a riprap/seawall area along side of U.S. Route 1 about 150 yards west of the west end of the bridge (CP2). Close off the two marina entrances and a part of the intervening shoreline between the two collection points in this area. Establish the lead anchor point for a Christmas tree configuration of deflection boom in the middle of the main inlet channel about 900 yards southeast of the U.S. Route 1 Bridge. The south limb of this C. tree extends to the riprap shoreline at the west end of the Route 1 Bridge (CP3). The riprap at CPs 2 and 3 should be lined with protection boom for the oil to accumulate against. The right limb of the C. tree leads to a riprap shoreline at the northeast end of the Route 1 Bridge (CP6). This collection point should also have protection boom in front of the riprap. Further to the east, deploy another limb of deflection boom that also diverts oil to CP6. A shorter limb of deflection boom extends off that line to the seawall at CP5. Another line of deflection boom should be projected out into the zone of the marginal flood channel to the north that deflects oil to a sand beach at CP4. Extend two 44

Another mobile skimmer designed for open water protection should be stationed west of the attached skimmer at CP7. OTHER COMMENTS: Strong tidal current were observed flowing in channel beneath the U.S. Route 1 Bridge during the field survey in

PRINCIPAL RESOURCES AT RISK: Mangroves and seabirds. Marina facilities, boats, and seawalls, revetments, docks, etc. on Plantation Key. For further information refer to the recent ESI map and data and the GRP. PRELIMINARY PROTECTION STRATEGY: Place protection boom along both sides of the entrance to the main inlet channel, and use a skimmer for open water protection seaward of the U.S. Route 1 Bridge. Once inside the bridge, place protection boom all along the west side of Snake Creek between the bridge and the line of deflection boom that leads to CP4. Also place protection boom as required between the collection points along the east side of the creek (CPs 1-4). Four lines of deflection boom should be extended obliquely across the main inlet channel to: a) The seawall by the Coast Guard Station (CP1); b) The entrance to the fourth canal along the west shore north of the bridge (CP2); c) The entrance to the fifth canal along the west shore (CP3); and d) The entrance to the eighth canal along the west shore (CP4). Line the sides of the canals at the collection points as required to protect mangroves, riprap, or overhanging platforms. In all situations, after allowing enough room to conduct the cleanup, boom off the remaining length of the canal with protection boom. Also, close the entrances to canals 2,3,5, and 6, and close off the inlet channel beyond CP 4 with protection boom. 37

PRINCIPAL RESOURCES AT RISK: Mangroves; wading birds, including the Great egret and Snowy egret, the Louisiana heron and Great white heron, White ibis, and Roseate spoonbill; seabirds, including the Brown pelican and Frigate bird. Marina facilities and boats. For further information refer to the recent ESI map and data and the GRP. PRELIMINARY PROTECTION STRATEGY: Place a line of protection boom around the shoreline to the southwest to keep oil out of the mangroves and miscellaneous man-made structures. Place a long line of deflection boom (about 0.7 miles) along the east side of the main inlet channel and align it obliquely across the channel near its northern end to divert oil to a small man-made basin at CP1. This line of deflection boom, as well as the three more to follow, would divert oil away from the western shore of Key Largo to collection points inside of canals along the shoreline of Plantation Key (CPs 1 through 4). Place protection boom along the shorelines in between the collection points. Parts of the basins at CP3 and CP4 should be lined with protection boom to keep oil out of the riprap and/or mangroves. The mangroves along a portion of the western shore of Key Largo should also be shielded by protection boom. 30
