8 INLET SUMMARY SHEET SITE: Toms Harbor Channel, Monroe County, Florida DATE AND TIME OF ORIGINAL FIELD SURVEY [TIDE]: 22 June 1994; (-0.3); Duck Key] UPDATED: In October 2011 using imagery collected in 2010 and RANKING (DEGREE OF DIFFICULTY): A. (see ranking scale) PRINCIPAL RESOURCES AT RISK: Mangroves and seabirds, including the Double-crested cormorant. Marina facilities, boats, and seawalls, revetments, docks, etc. on Duck Key. For further information refer to the recent ESI map and data and the GRP. PRELIMINARY PROTECTION STRATEGY: Place a small Christmas tree of deflection boom in front of the channel into Duck key to divert oil away from that heavily populated area. Also use deflection boom in a Christmas tree configuration to divert oil out of the main inlet channel and to collection points along the U.S. Route 1 fill shoreline (CPs 1 and 2). Line the collection points with protection boom for the oil to accumulate on. Two long lines of deflection boom along the east side of the channel (along Duck Key) and on across the open water would also divert oil coming in the main inlet channel to CP1. Place a line of protection boom across the channel between the north end of Duck Key and Route 1. Extend another line of deflection boom from the north end of Toms Harbor Key to divert oil to another collection point along the U.S. Route 1 fill shoreline (CP3), which is similar to CPs 1 and 2. Another line of deflection boom along the western shoreline of the area would also divert oil to CP3. Encircle the Toms Harbor Keys with protection boom to shield the mangroves. Also place a line of protection boom across the channel just to the east of Key Colony Beach. Finally, place two open water skimmers out into the open water about 400 yards north of the Route 1 Bridge over Toms Harbor Channel. We recommended two skimmers to take advantage of the fact that there appears to be two distinct channels leading away from the bridge. 103
