1 SOUTHAMPTON COUNTY BOARD OF SUPERVISORS Regular Session June 25, HIGHWAY MATTERS A. PLAN FOR UPDATED SPEED STUDY ON ROUTE 58 Chairman Jones and I met with Chris Hall, P.E., the new Hampton Roads District Administrator, on June 20. Among other things, he informed us that the District intends to perform an updated speed study along the Courtland business corridor once all the construction is complete, the interchange is fully functional and all temporary safety barrels and cones are removed. He expects the study will begin in approximately 6 weeks. Mr. Hall indicated that the District would be glad to evaluate any additional parameters that the Board would like for them to consider beyond those traditionally included in speed studies (geometrics, site distance, accident history, speed, traffic volume and vehicle type, amount of development, turning movements, and the number and location of entrances). I am open to your suggestions. B. ROUTE 58 ARTERIAL MANAGEMENT PLAN On May 30, I attended the third meeting of the Route 58 Arterial Management Plan work group at the Greensville County Government Center. Representatives from Michael Baker International (VDOT s study consultant) provided a summary of the public meetings conducted March in Suffolk, Courtland and Emporia. There were 19 comments submitted by Suffolk residents, 25 comments by Southampton County residents and 11 comments from Greensville/Emporia residents. General comments expressed concerns with truck traffic, high traffic volumes, excessive speed, and overall safety. More specific comments were submitted with regard to intersections at Grassy Pond Road (Greensville), Drewry Road (Southampton), Main Street Capron (Southampton), Courtland Business Corridor (Southampton), Camp Parkway (Southampton), and Lummis Road (Suffolk). The consultant further shared a number of preliminary recommendations based upon their evaluation of existing conditions, future land use, future traffic demand and public comments/stakeholder feedback. The draft report is expected to be released and advertised for public comment in late August or early September with the final report completed by November. The date and location for the final public information meeting has not yet been determined. C. POTENTIAL SMART-SCALE FUNDING APPLICATIONS Starting in 2014, the Commonwealth Transportation Board sought to minimize political influences associated with prioritization and funding of transportation projects by developing a transparent, objective, outcome-based process that evaluates each project s merits using key factors that include improvements to safety, congestion reduction, accessibility, land use, economic development and

2 SOUTHAMPTON COUNTY BOARD OF SUPERVISORS Regular Session June 25, 2018 the environment. This process has since come to be known as SMART SCALE. Candidate projects are evaluated, scored and ranked statewide based upon established criteria published in their Technical Guide at: 017_revised_feb2018_for_posting.pdf. These rankings are then presented to the Commonwealth Transportation Board for its use in developing the state s 6-year funding plan the following January. SMART SCALE applications are accepted and evaluated only once every two years with the next deadline rapidly approaching on August 1, In order to be considered for inclusion in the state plan, projects must be submitted by regional PDC s or TPO s, public transit agencies or localities. A number of candidate projects along Route 58 have been identified in recent traffic studies including two from the 2015 Kimley-Horn Study and two from the ongoing Route 58 Arterial Management Plan study by Michael Baker International. Three projects relate to the Courtland business corridor and one project is located at the intersection of Drewry Road and Southampton Parkway. I d like to provide you with a brief overview of the candidate projects tonight. We have a community meeting scheduled Thursday evening in this room to present the projects and receive citizen input. At your July 23 rd meeting, I ll seek your direction on which, if any, of these projects you would like for us to submit SMART SCALE applications. SUBMIT NOTHING is certainly an option, perhaps the preferred option based on preliminary feedback I ve received. In the absence of strong local support, I would not recommend moving forward with a submittal. D. RED LIGHT PHOTO ENFORCEMENT ROUTE 58 In 2007, the General Assembly enacted legislation allowing the use of cameras in counties, cities and towns to enforce compliance with traffic signals. The legislation limits the number of camera systems in any locality to no more than 1 intersection for every 10,000 residents and requires that a photo enforcement program must be enacted by ordinance of the governing body, following a public hearing. Prior to implementation of a photo enforcement program, localities must conduct an engineering safety analysis, stamped and sealed by a professional engineer to identify and document the need for a photo enforcement program. The study is provided to VDOT s Area Land Use Engineer and Residency Administrator. Review of the study is then coordinated with the Regional Traffic Engineer before being submitted to the District Administrator for permit approval. Once an ordinance is lawfully adopted and a permit is approved by VDOT, the locality is then required to undertake an advance public awareness campaign that includes, among other things, issuance of warning citations to likely violators

3 SOUTHAMPTON COUNTY BOARD OF SUPERVISORS Regular Session June 25, 2018 for a limited period, and clear public communication of the date on which warning citations will be halted and actual enforcement citations will begin. Signage must also be installed within 500 of the intersection alerting motorists that a photo monitoring program is in place. The locality is required to take full responsibility, and bear all costs, associated with system installation, operations and citation processing. System installation and operations may be outsourced to a private contractor but citations must be certified by the Southampton County Sheriff s Office. This will require a sworn Deputy Sheriff to review camera footage that has been prescreened by the private contractor, to determine whether or not a summons is warranted. Once certified by the sworn officer, a summons for violation is mailed to the owner, lessee or renter of the vehicle. The owner or renter then has an opportunity to rebut the legal presumption that he or she was the operator of the vehicle Citations issued through photo monitoring system. Violations result in a civil penalty, limited to no more than $50, and do not become part of the operating record of the driver or used for insurance purposes in provision of motor vehicle insurance coverage. Sheriff Stutts, Mrs. Lowe and I met with the police officer that manages this program for the City of Chesapeake last year. Chesapeake is the closest locality to Southampton that has implemented the program and they re now in their 7 th year of operation. The City of Chesapeake outsourced their program to Redflex Traffic Systems, based in Phoenix, Arizona through a national cooperative procurement program. Their officer indicated that Chesapeake monitors 7 intersections, and reviews and processes approximately 45 violations daily with an average of 34 summons each day. While much of the revenue derived from the citations goes to the private contractor, he indicated that, at least in Chesapeake, the revenue covered the costs. E. 5 Community Meeting Notice Thursday, June 28, :30 p.m. 7:00 p.m. Board of Supervisors Meeting Room Southampton County Office Center Courtland, VA Transportation needs in Virginia are always greater than the funds available to address them. To find a way to better balance transportation needs and prioritize investments for both urban and rural communities, beginning in 2014, the Commonwealth Transportation Board (CTB) developed an objective, outcome-based process that has come to be known as SMART SCALE. In order to be considered for funding, projects must be submitted by regions, MPO s, public transit agencies or localities and evaluated by the CTB based on an objective and fair analysis applied statewide. SMART SCALE also requires that project benefits be analyzed relative to project cost. The purpose of SMART SCALE is to fund the right transportation projects through a prioritization process that evaluates each project s merits using key factors, including: improvements to safety, congestion reduction, accessibility, land use, economic development and the environment. The evaluation focuses on the degree to which a project addresses a problem or need relative to the requested funding for the project. You are receiving this notice because you own property along or near U.S. Route 58 between Camp Parkway and Jerusalem Road. Three (3) potential projects have been identified over the past several years to improve safety along this section of highway. Please note that these projects are only concepts at this point. Each one requires further detailed planning, environmental due diligence, right of way acquisition, and preliminary and final engineering before construction can be considered. But until a project is added to VDOT s six-year plan and programmed with funding assigned for these preliminary activities, nothing happens. Project applications are only accepted and evaluated once every two years. The application deadline for the current biennium is August 1, The Board of Supervisors will be discussing several candidate projects at their June 25 th meeting and make a final decision on whether to submit any project applications at their July 23 rd meeting. Both of these meetings are open to the public with the open session convening at 7:00 p.m. at the same location described in the community meeting notice above. Enclosed with this notice, please find copies of conceptual plans for the three prospective projects: Concept 1 involves construction of a frontage road behind the existing businesses on the south side of Rt. 58 between the new Courtland interchange and Pulley Drive. A similar frontage road could be constructed on the north side of Rt. 58 between Storys Station Road and the interchange; Concept 2 involves conversion of the existing eastbound lanes to a frontage road serving the businesses along the south side of Rt. 58 from Jerusalem Road to Courtland USA. An innovative intersection (R-Cut) will provide connectivity from the frontage road to Rt. 58. The existing westbound lanes will be converted to eastbound lanes along this 0.8 miles section and new westbound lanes will be added on the north side of Rt. 58. A second R-Cut is constructed at the existing stoplight in front of Hardees; Concept 3 involves construction of a bypass on the north side of Route 58 from Camp Parkway to the new Courtland interchange. Includes grade separated interchanges at Camp Parkway and Storys Station Road and a connection from the new Courtland interchange to the bypassed segment of Rt. 58. County and VDOT staff will be available at this community meeting to discuss these concepts, answer questions and receive input from interested citizens. We look forward to seeing you there. In addition to the Community Meeting on June 28, the Board of Supervisors will be discussing this and other transportation improvement projects at their regular June 25 th meeting, and make a final decision on whether to submit any SMART SCALE funding applications for these projects to the Commonwealth Transportation Board at their regular July 23 rd meeting. 10 The case for red-light cameras The Virginian-Pilot Sep 28, 2011 Drivers in Chesapeake may not appreciate the prospect of being caught on camera running a red light, but figures from the city's police department show officials were right to install the technology. As The Pilot's Veronica Gonzalez reported Tuesday, the cameras - at five city intersections - have photographed 14,423 violations since Aug. 27, Tickets have been issued to 8,897 drivers; at $50 per ticket, the city stands to bring in nearly $450,000. Of course, much of that money goes to the company that provides the camera systems. So far, of the $184,641 collected by the city, $127,214 has gone to that company. The rest, as officials said last year, covers the city's costs to run the program. Opponents long decried the use of cameras as both an invasion of privacy and a revenue-generating charade masked as a public safety measure. But that argument was settled in 2007, when state lawmakers gave localities permission to use the technology, and figures such as those released this week by Chesapeake officials underscore the value that it provides. No one should have any expectation of privacy while walking or driving on a public street, given that cameras today are nearly everywhere. And, while the red-light camera system does indeed raise revenue to fund its own operation, it does so by assessing a civil fine for a traffic violation almost entirely of the driver's own making. Whether accelerating straight through a red light or rolling right on red, the driver has either failed to pay attention or failed to obey the law. Simply stopping would eliminate the risk of dangerous crashes and reduce the need for the cameras. More importantly, it would diminish the desire of city officials who want to use them. "If we have zero violations, I'm perfectly fine with that," said Gary Walton, Chesapeake's traffic engineer. Until that happens, however, the cameras will continue to provide police departments in Chesapeake and elsewhere with an efficient way to enforce traffic laws and keep officers focused on other matters of public safety. More cameras will be installed in Chesapeake in coming months. Data from the city's first five suggest plenty of drivers need to be reminded that stopping on red, or rolling on right, isn't optional.

This major milestone is reached months early in the Courtland Interchange Project that began in March The completion date for the project is December 2018, but crews are expected to complete the project months early. The traffic patterns include two roundabouts on each side of Route 58 directing traffic through the intersections in a one-way pattern, and the removal of a traffic signal on Route 58. A flyover was built over Route 58 as part of the relocated Route 742. A second Route 742 bridge was built to minimize environmental impacts. The construction of the Route 58 westbound on-ramp is expected to be completed within a week, allowing traffic to flow in the permanent pattern. 1
