Talbot Street Planning and Transport Analysis May 2015
Talbot Street Planning and Urban Design Analysis Access to Talbot Street Context Where does Talbot Street fit in the city, How do you arrive? - Strategic road and rail access - Local road network, pedestrian, cycle Where do you arrive? First impression? Main access points: - Amiens Street - Gardiner Street - Marlborough St - Critical corners? Street Frontage - Abbey Street Weak - Irish Life Centre Weak - Custom House Rotary - O Connell Street Strong Movement/footfall along Talbot Street is strong but very linear and fast flowing Minor laneways Side streets are critical - Talbot Street is narrow so side streets become potential comfort zones - Store Street Talbot Place, Frenchman s Lane/ Jame s Joyce Street, Joyce s Walk 1 Talbot Street May 2015
Talbot Street Transportation Infrastructure and Development Road layout and movement Current public transport infrastructure One way vehicular movement moving west. Beginning at Amiens Street, ending at Marlborough Street. Pedestrian walkway each side. No cycle lane facilities (current or planned). Dublin Bus (11 on street stops)- 27A, 29A, 31, 31A, 31B, 32, 42, 43, 53, 130, 747 Dublin Bus numerous stops within 5 minute walk (O Connell Street, Gardiner Street Lower, Amiens Street) Bus station 5 minute walk to BusAras station Train Station- 5 minute walk to Connolly Station Luas 5 minute walk to BusAras and Abbey Street Luas Redline stops Talbot St Pedestrain Count In and Out 2 Talbot Street May 2015
Talbot Street likely planned developments BRT Swiftway 5-10 minute walk to future Swords to City Centre BRT and Clongriffin to Tallaght BRT Luas Cross City - 5 minute walk to Marlborough and O Connell GPO (Green Line) stops Talbot Street possible planned developments Metro North 5 minute walk to potential Metro North station Various potential heavy rail lines entering Connolly from Maynooth, Malahide, Blancherstown, Adamstown minute walk from various DART Underground stops (Pearse, Docklands, and Connolly) Plans to invest in current Transport Infrastructure and services, increased levels of service, frequency, capacity and quality. 3 Talbot Street May 2015

7 Talbot Street May 2015
Severance from Connolly & IFSC Station Zone Transition from station zone to Talbot Street is unsafe and unattractive - Deadzone 500m of dead frontage - Tram junction for IFSC and Connolly severe severance and danger to pedestrians - 5 lane road with inadequate crossing Public Spaces Store street triangle is potentially very important but landscape is hard and uninviting Eilieen McLoughlin Park a hidden gem? Dept. of Education grand public buildings but unfilled potential Dept. of Environment, Custom House grand public buildings main entrance to quays used as homeless shelter Talbot Street Zig-zag of loading bays chicanes designed by traffic engineers for trucks not people Pedestrian environment is uncertain, ungracious and disconcerting Strong visual link to O Connell Street & Spire o o Could there be intermediate visual links Where is the visual incentive to pause 8 Talbot Street May 2015

Retail Profile Huge contrast to opposite twin Henry Street west of O Connell Street Small retail units in contrast to big floor plates What are the street anchors? Lifestyle retail? Proliferation of small mobile shop units what is the value & for who? Retail signage general poor quality Active street frontage falls around Connolly and Abbey Street = VALUE challenge (how to create value to support investment and improvement) Brand/Identity? What is Talbot Street? i.e. Heuston Gate, Dame quarter Temple Bar, Dawson Street Station Quarter? Dublin Gateway? Potential/ Repositioning? Transport access, Maximum accessibility, Integration Link between big floor plate retail core and transport Cultural/community uses (the lab, liberty house, dance school) Primary school European/UK models of the train station being a hub for retail, cafes and activity - London Liverpool Street - London Kings Cross Turn negative influence of Connolly/ Busarus upsidedown Next Steps? The aim is to provide a practical plan for improvement of Talbot that the stakeholders and partners such as the Council and Transport Infrastructure providers can work with. While initially prompted by changes to bus stops and footfall, subsequent stakeholder discussions highlighted broader issues for inclusion. The strategy is based on the assets of the street and its businesses, and unearthing qualities and ideas to improve and add greater vitality to the area. The final document should reflect the areas aspirations, and be used to engage with, and generate new investment for this urban quarter. 11 Talbot Street May 2015
