1 Resident Emergency Guide TAB W Residents shuld read and understand the cntents f this emergency guide t prepare fr emergency situatins. Please cntact yur husing manager if yu have questins related t this guide. Sudden Emergency Respnse Prcedures Evacuatin Prcedures Evacuatin Rutes Drawings, diagrams, evacuatin rutes and similar infrmatin are psted n each flr. Flr numbering and directins f travel will be indicated in stairwells. Residents will evacuate the building when it is evident that an emergency situatin exists. Evacuatin cntrl will be relinquished t the fire department fficials upn their arrival. Residents chsing nt t evacuate assume the respnsibility f their wn safety. Evacuatin pririties Generally, evacuatin will be frm the flr where a fire r explsin emergency ccurs and the tw flrs immediately abve, and the tw flrs immediately belw the emergency flr. These ccupants will be directed t a refuge area and will be given mvement pririty. Thereafter, mvement and evacuatin pririties will be determined n the basis f particular fire and smke cnditins reprted by emergency teams and fire department persnnel, wh will direct any further evacuatin necessary. There shuld be a psitive means f selectively ntifying ccupants t evacuate. Definite pririty must be given t thse flrs directly invlved and flrs immediately adjacent t the emergency. Exiting After exiting, mve ut and away frm the building t designated area. Use f stairwells During fire emergencies, evacuatin must be by means f fire stairwells. Flrs t be evacuated Generally, evacuatin will be frm the flr n which the emergency has ccurred and the tw flrs immediately belw and abve the "emergency flr" t a safe pint belw r abve the critical area. Evacuatin shuld be accmplished by way f fire stairwells. If smke r fire has penetrated a stairwell, alternate stairwells shuld be used. In the event f a "bmb-threat", the evacuatin rder will be cntrlled by the plice and/r fire department. 2 TAB W Cntrl f elevatrs frm the lbby level will be under the cmmand and directin f a fire fficial, and are prgrammed t return nn-stp t the lbby level during fire emergency. Autmatic devices are installed t allw elevatr cars t bypass all fire-invlved flrs. Under n circumstances will elevatrs be stpped at the fire-invlved flrs. If There is an Explsin Take shelter. Check fr fire and ther hazards. Exit the building ASAP. D nt use elevatrs. Take yur emergency supply kit if time allws. If There is a Fire If a fire is detected r the start f a fire is seen, reprt it immediately by dialing 911. Exit the building ASAP. Crawl r stay as lw t the flr as pssible if there is smke Use a wet clth, if pssible, t cver yur nse and muth. Use the back f yur hand t feel the upper, lwer, and middle parts f clsed drs. If the dr is nt ht, brace yurself against it and pen slwly, bserve hallway cnditins and if clear, exit the building.. If the dr is ht, d nt pen it. Place wet twels, sheets, r ther wet materials arund the bttm f the dr t keep smke ut. Call 911 t tell the fire department where yu are and then lk fr anther way ut. D nt use elevatrs If yur clthes catch fire, d nt run. Stp-drp-and-rll t put ut the fire. G t the designated meeting place fr yur cmplex. Accunt fr yur family members and carefully supervise small children. Never g back int a burning building. If there is a Bmb Threat The decisin t evacuate, a high-rise building r ther cmplex, will be made by the fire and plice departments. If ntified t evacuate, exit the building as sn as pssible. Take yur emergency supply kit if time allws. If Yu Are Trapped in Debris If pssible, use a flashlight t signal yur lcatin t rescuers. Extended Emergency Situatin Respnse The fllwing are suggested fr residents t use as a guide t prepare fr an emergency that will likely require several days wrth f supplies. Water One galln f water per persn per day, fr drinking and sanitatin. Children, nursing mthers, and sick peple may need mre water. Stre water tightly in clean plastic cntainers. Keep at least a three-day supply f water per persn. Fd Stre at least a three-day supply f nn-perishable fd. Select fds that require n refrigeratin, preparatin r cking and little r n water. Pack a manual can pener and eating utensils. Chse fds yur family will eat. 4 TAB W Be prepared t imprvise with what yu have n hand t prtect yur nse, muth, eyes and cuts in yur skin. Anything that fits snugly ver yur nse and muth, including any dense-weave cttn material, can help filter cntaminants in an emergency. It is very imprtant that mst f the air yu breathe cmes thrugh the mask r clth, nt arund it. D whatever yu can t make the best fit pssible fr children. Given the different types f attacks that culd ccur, there is nt ne slutin fr masking. Simple clth face masks can filter sme f the airbrne "junk" r germs yu might breathe int yur bdy. Smething ver yur nse and muth in an emergency is better than nthing. Limiting hw much "junk" gets int yur bdy may impact whether r nt yu get sick r develp disease. Other Barriers There are circumstances when staying put and creating a barrier between yurself and ptentially cntaminated air utside, a prcess knwn as "shelter-in-place," is a matter f survival. Yu can use duct tape, and plastic bags t tape up windws, drs and air vents if yu need t seal ff a rm frm utside cntaminatin. Cnsider precutting and labeling these materials. Anything yu can d in advance will save time when it cunts. Use available infrmatin t assess the situatin. If yu see large amunts f debris in the air, r if lcal authrities say the air is badly cntaminated, yu can use these things t tape up windws, drs and air vents if yu need t seal ff a rm. First Aid Kit In any emergency, a family member r yu yurself may be cut, burned r suffer ther injuries. If yu have these basic supplies yu are better prepared t help yur self and lved nes when they are hurt. Knwing hw t treat minr injuries can make a difference in an emergency. Having the fllwing things can help yu stp bleeding, prevent infectin and assist in decntaminatin. Things yu shuld have: Tw pairs f Latex, r ther sterile glves. Sterile dressings t stp bleeding. Cleansing agent, sap and antibitic twelettes t disinfect. Antibitic intment t prevent infectin. Burn intment t prevent infectin. Adhesive bandages in a variety f sizes. Eye wash slutin t flush the eyes r as general decntaminant. Thermmeter Prescriptin medicatins yu take every day such as insulin, heart medicine and asthma inhalers. Yu shuld peridically rtate medicines t accunt fr expiratin dates. It is pssible that the pwer will be ut and yu will nt have heat. Rethink yur clthing and bedding supplies nce a year t accunt fr grwing children and ther changes. Deciding t Stay r G Depending n yur circumstances and the nature f the emergency, the first imprtant decisin is whether yu stay put r get away. Yu shuld plan fr bth pssibilities. Use cmmn sense and available infrmatin t determine if there is immediate danger. In any emergency, lcal authrities may r may nt immediately be able t prvide infrmatin n what is happening and what yu shuld d. Hwever, yu shuld mnitr TV r radi news reprts fr infrmatin r fficial instructins as they becme available. If yu're specifically tld t evacuate r seek medical treatment, d s immediately. Staying Put Whether yu are at hme, wrk r elsewhere, there may be situatins when it's simply best t stay where yu are and avid uncertainty utside. There are ther circumstances when staying put and creating a barrier between yurself and ptentially cntaminated air utside, a prcess knwn as "shelter-in-place," is a matter f survival. Use available infrmatin t assess the situatin. If yu see large amunts f debris in the air, r if lcal authrities say the air is badly cntaminated, yu may want t take this kind f actin. Seal all windws, drs and air vents with plastic sheeting/bags and duct tape. Cnsider measuring and cutting the sheeting in advance t save time. Be prepared t imprvise and use what yu have n hand t seal gaps s that yu create a barrier between yurself and any cntaminatin. 9 TAB W Getting Away There may be cnditins under which yu will decide t get away, r there may be situatins when yu are rdered t leave. Plan hw yu will assemble yur family and chse several destinatins in different directins in advance s yu have ptins in an emergency. Create an evacuatin plan: Plan places where yur family will meet, bth within and utside f yur immediate neighbrhd. If yu have a car, keep a half tank f gas in it at all times in case yu need t evacuate. Becme familiar with alternate rutes and means f transprtatin ut f yur area. If yu d nt have a car, plan hw yu will leave if necessary. Take yur emergency supply kit unless yu have reasn t believe it has been cntaminated. Lck the dr behind yu. If time allws: Call r the ut-f-state cntact listed in yur family cmmunicatins plan. Leave a nte telling thers when yu left and where yu are ging If there is damage t yur hme and yu are instructed t d s, shut ff water, gas and electricity befre leaving. Check with neighbrs wh may need a ride. Learn hw and when t turn ff utilities: If there is damage t yur hme r yu are instructed t turn ff yur utilities: Lcate the electric, gas and water shut-ff valves. Keep necessary tls near gas and water shut-ff valves. Teach family members hw t turn ff utilities. If yu turn the gas ff, a prfessinal must turn it back n. D nt attempt t d this yurself. Plan fr yur pets: Pets shuld nt be left behind, but understand that nly service animals may be permitted in public shelters. Plan hw yu will care fr yur pets in an emergency. 11 FIRST AID GUIDE TAB W This is a guide t management f cmmn emergencies in the hme, wrkplace and streets f yur cmmunity. Using the simple guidelines in this guide may enable yu t save the life f an ill r injured persn Recgnizing Medical Emergencies Serius bleeding, uncnsciusness, chking and signs f a heart attack are all bvius reasns t call EMS. Brken bnes and head, chest, abdminal, r neck/spine injuries present less bvius injuries, but shuld be treated by EMS fr transprt t the hspital. Calling EMS Try t be calm r have a calmer persn make the call t 911 give whatever infrmatin the dispatcher asks fr. That will prbably include the address, a nearby crss street, yur name, a call back number, the name f the victim, and what is wrng with the victim. STAY ON THE LINE until the dispatcher tells yu t hang up this is imprtant! Then have smene wait ut near the street r in the parking lt t direct the emergency medical technicians t the victim. Teach yur children hw t call EMS. General Emergency Care Rules D nt mve the persn unless they are in immediate danger. Call EMS immediately. Send smene else t call fr help if yu can, s that yu can stay with the persn. D nt give the persn anything t eat r drink and d nt allw them t smke. Keep the persn calm and still. Apply the fllwing emergency care measures until the ambulance arrives. Hw t Check Breathing and Heart Beat Always check fr breathing and heartbeat (pulse) in a medical emergency, and be sure t give that infrmatin t EMS when yu call. 1. If the persn has cllapsed, try t wake them. If they d nt respnd, gently lay them flat n their back, n a firm surface. Call fr help r send smene fr help. Gently lift the persn s chin with ne hand while pushing dwn n the frehead t tilt the head back. 2. Put yur ear t the persn s face and listen fr breathing sunds; feel fr warm breath n yur cheek. Als, watch fr rise and fall f chest. If the persn is breathing, their heart is beating. If the persn is nt breathing, begin rescue breathing. Pinch the nse, cver the entire muth area with yur muth, and blw 2 deep breaths int the muth. After checking pulse, cntinue giving tw breaths every five t ten secnds. 3. Check fr pulse. Put tw fingers n the persn s neck in the grve just t the side f the Adam s apple; feel fr a pulse fr 10 secnds. If yu are sure there is n pulse, begin CPR if yu are trained. 12 TAB W Bites r Stings Insects remve stinger if pssible. Apply cld cmpresses. If there is any reactin, such as breathing prblems, call EMS immediately. Snakes keep the persn calm, have them sit quietly, avid excessive mvement, call EMS immediately. Try t identify r describe the snake withut endangering yurself. Bleeding Call EMS immediately fr serius r spurting bleeding. Have the persn lie dwn. Apply firm, direct pressure ver the wund t stp bleeding. Use the cleanest available pad. Use clth, handkerchief, clthing, r bare hand if necessary. If pad becmes bld saked, leave it n and put anther ne n tp f it. Maintain the pressure until EMS arrives. Elevate the injured limb. Raise the persn s feet higher than the head. DO NOT use turniquets. Brken Bnes Keep the injured limb frm mving. DO NOT mve the persn unless they are in immediate danger. Apply ice packs t minimize swelling. If a brken bne prtrudes thrugh the skin, cver it with a dry dressing, but DO NOT try t push it back in. If there is excessive bleeding, use direct pressure ver the area t try t stp the bleeding. If there is reasn t suspect multiple brken bnes, r when the neck, back, pelvis, r thigh might be brken, DO NOT attempt t mve the persn. Call EMS immediately. Burns Fr minr burns: If skin is unbrken, run cl water ver the burn r sak in cl water (nt ice water) fr at least five (5) minutes. Cver with sterile bandage r clean clth. Prtect the area frm frictin r pressure. If burn area is mre than 2-3 inches in diameter r it is n the hands, feet, face, grin, buttcks r majr jint, treat the burn as a majr burn. Fr majr burns: Call EMS immediately. D nt treat. Remve the persn frm danger and extinguish any burning clthing. Keep burned arms r legs higher than the persn s heart. Cver burned area with a cl, wet clth, but d nt ver cl. Keep the patient cvered lightly t preserve nrmal bdy temperature and prevent shck. DO NOT break blisters r remve burned skin r clthing. 13 TAB W Chking If the persn can speak r cugh, then they are able t breathe, and the airway is nt ttally blcked. Encurage the persn t cugh ut the bject. DO NOT interfere with effrts t d s. If the persn cannt speak, breathe, r has already cllapsed: Call EMS immediately. Place the persn n their back, turn the head t ne side, pen the muth and lk fr and remve any visible freign material. Use the Heimlich maneuver t disldge the bject if yu are trained. If an infant chkes: Place the child face dwn ver yur arm; with the baby s head dwn; with the heel f yur hand give fur quick, hard blws between the shulders. If the bject des nt disldge, turn child ver, and with the baby s head dwn use tw fingers t press its breastbne fur times. Repeat the prcedure as ften as necessary until EMS arrives. Cnvulsins/Seizures Call EMS immediately. Prtect the persn frm further injury remve bstacles. Turn the persn nt ne side. If the persn has fallen r shws evidence f head injury, they shuld be assumed t have a brken neck and shuld be treated accrdingly (see Neck r Back Injuries). DO NOT frce anything int the persn s muth. DO NOT try t restrain the cnvulsive mvements. Eyes Fr an bject in the eye, try t wash it ut by flushing the eye with lts f clear water. If the bject cannt be easily washed ut, call EMS. If either eye is injured, cver bth eyes with a clth, keep the persn quiet, and call EMS immediately. DO NOT use drps r intments. Fr expsure t chemicals, gently flush with clear water. Cntinue flushing until EMS arrives. Fainting/Dizziness If a persn reprts feeling faint, have the persn lie dwn n their back until feeling better. Raise the persn s feet higher than the head. Check breathing and heartbeat. Apply cld cmpresses t the persn s frehead. If fainting is assciated with chest pains, cnvulsins, r severe headache, r if it lasts mre than ne r tw minutes, call EMS immediately. Fainting is a relatively cmmn prblem, but it may be caused by a serius cnditin. Head Injuries Call EMS immediately. DO NOT mve the persn until EMS arrives. 14 TAB W Heart Attack The persn may have pain r feel very heavy pressure in the chest area r in the jaw, shulder and arms. The persn may have a feeling f indigestin. They may sweat, vmit, r have truble breathing. DO NOT wait t see if the pain/discmfrt ges away. Call EMS immediately. Assure them that help is n the way, and d nt leave them. Have the persn sit r recline, whatever is mst cmfrtable fr them. Make the persn as cmfrtable as pssible. Lsen the clthing at neck, chest and waist. Keep the persn warm, but nt ht. If the persn suddenly cllapses and lses cnsciusness, try t awaken them. If the persn cannt be awakened, and if there is n breathing and n pulse in the neck, begin CPR if yu are trained. Neck r Back Injuries Call EMS immediately. DO NOT mve the persn at all unless abslutely necessary t save their life. DO NOT prp up the persn s head. Pisning/Overdse Call EMS immediately. Then call the Pisn Cntrl Center at and describe the prduct, the amunt swallwed, and the time it was taken. Give water r milk t smene wh has ingested a pisn, unless the persn is uncnscius r having cnvulsins. Lk inside the persn s muth fr burns that might indicate the ingestin f an acid r alkali. Als, smell the persn s breath t see if it smells like a petrleum prduct (gasline r kersene). If either sign is present, DO NOT induce vmiting. Lsen clthing at the persn s neck and waist.
