3 City of Lafayette Staff Report Bicycle-Pedestrian Advisory Committee Meeting Date: August 23, 2016 Staff: Subject: James Hinkamp, Transportation Planner Review of Downtown Bicycle Parking Subcommittee Recommendations Summary The subcommittee assigned to evaluate prospective new bicycle parking locations in Downtown Lafayette has developed a priority list for consideration by the whole Committee. Background At its last meeting, BPAC requested that staff revisit previous correspondence regarding a draft list of potential new bicycle parking locations in Downtown Lafayette. Subsequently, staff located the initial list and requested three volunteers from BPAC to form a subcommittee to assist in evaluating prospective new bicycle parking locations. At that time, Committee members Crane, Lockard, and Randolph volunteered. During spring and early summer 2016, the subcommittee proceeded to scout potential new bicycle parking locations. By July 2016, the subcommittee submitted preliminary assessments for 16 locations in Downtown Lafayette. The preliminary assessments included a basic description of each location, photo documentation, and estimated number of bicycle parking racks to be considered. Staff met with the subcommittee to further refine the proposed list of new bicycle parking locations by identifying five priority locations. The resulting list, with five prioritized locations at the top, is provided with this report in Attachment 1. Since meeting with the subcommittee in late July, staff have performed additional site analysis at each priority location with the objective to evaluate the proposed number of new racks and define spatial feasibility for implementing the desired amount of racks. Details of this feasibility analysis are explained in the following section of this report. Discussion Of the five priority locations identified by the subcommittee, three are located on public property and the other two are on private property. As discussed between the subcommittee and staff, since the City maintains jurisdiction over locations within the public right-of-way, and would therefore have greater discretion on the prospective number and placement of new racks, staff would recommend such public locations be elevated to the upper echelon of the priority location subset. Any priority locations on Page 1 of 7 Item 5D

4 private property would require that the appropriate property and business owners independently pursue anticipated grant funding or otherwise implement the proposed new racks at their own cost. Therefore, priority locations in the attached list that are on private property are considered by staff to be merely advisory to affected property and business owners. Feasibility analysis conducted by staff is based on qualitative and quantitative criteria, including current number of racks, observed and potential demand, as well as geometric measurements to ensure adequate berth to store, and navigate around, any new racks. Staff have also reviewed other municipal practices regarding bicycle parking planning, analysis, and implementation. In particular, the San Francisco Municipal Transportation Authority (SFMTA) Bicycle Parking: Standards, Guidelines & Recommendations serves as a detailed reference. Among the lessons learned in reviewing that manual is the practicality of using observed, quantified demand as a decision factor in planning additional bicycle parking. While proactive planning for anticipated demand can occasionally produce beneficial outcomes, the SFMTA recommends a vetting process similar to one already established by the City of Lafayette whereby local constituents may submit a Transportation Action Request that compels investigation into the merits of new infrastructure within the public right-of-way. With the aforementioned factors in mind, staff have produced a brief synopsis for each priority location as follows: Priority Location 1 Plaza Way ~10 The subcommittee and staff recognize that the recent redevelopment of the businesses along Plaza Way has led to resurgent patronage of this location. In particular, Sideboard Café has demonstrated strong dining demand throughout the course of the day. The central geography of this location is also noted, as it is proximate to numerous downtown landmarks, including the Library, as well as to relatively bicyclefriendly streets in nearby residential areas, to the south and east. Currently three racks exist generally at the west end of Plaza Way near Moraga Road. Regarding potential new rack placement, one particular spot at this location could possibly accommodate two new bicycle racks, as shown in the hatched area in the above photo. Measurements taken at this particular spot appear to accommodate minimum five-foot ADA clearance between the potential rack area and Page 2 of 7

5 the eastern-most street lamp. Based on this assessment, staff would agree with the subcommittee that this location is the most feasible (and most likely to be utilized) location for new bicycle racks downtown. A conceptual rack alignment could be to place them parallel to the existing masonry wall nearest to the white flag pole (as is visible to the right, in the above photo). However, this level of feasibility relative to other proposed locations does not preclude staff s recommendation to better understand the current level of bike parking demand at the existing three racks placed next to the western entrance to Plaza Way. (a) Priority Location 2 Roundup Saloon (b) Priority Location 2 Roundup Saloon ~8 ~6 The subcommittee proposes a bike corral concept in place of (up to) two existing on-street motorcycle parking spaces in front of the Roundup Saloon, adjacent to the corner of Mount Diablo Boulevard and Lafayette Circle (East). A corral would feature a cluster of bicycle racks that could lend increased visibility and accessibility to bicycle parking. Another possible advantage is proximity to a variety of high-demand commercial establishments, particularly along Lafayette Circle. Staff would concur that a new bicycle corral at this location would enhance bicycle parking visibility and availability. However, staff also have concern whether existing demand justifies removal of subject parking spaces, noting the lone bicycle rack already in place next to the proposed corral (see photo b above). The existing bench and trees also represent constraining street furniture that could impact ingress and egress from a corral. Furthermore, it is also anecdotally understood that the motorcycle spaces cater to Roundup Saloon clientele. To better understand the potential impacts of removing existing parking, staff would recommend additional data collection to determine the relative occupancy rates for said spaces, plus interfacing with Saloon management to better understand their perspective as to substituting bicycle parking in place of motorcycle parking. Lastly, it is noted the novelty of a bicycle corral in Lafayette would be very likely to entail a longer public hearing process to achieve implementation, relative to other options on the attached list. For instance, in addition to Circulation Commission review, feedback from the Downtown Street Improvement Master Plan Implementation Committee (DSMPIC) would also be necessary. Page 3 of 7

Existing ground cover vegetation and trees are the primary constraining factors. Given that, the subcommittee expresses interest in a possible on-street bicycle corral at this location as well. This concept is predicated on anticipated future demand associated with the Lamorinda Taphouse opening adjacent to Bonehead BBQ. Subcommittee members have indicated the Taphouse owner/manager would support a bicycle corral at this location, although it is yet to be determined whether the property owner and other business owners are supportive. The prospects of an on-street bicycle corral here follows similar rationale to the prior analyzed location at the Roundup Saloon. More in-depth data collection, particularly regarding current nearby bicycle vehicular parking occupancy rates, would be necessary. Furthermore, consideration of such infrastructure would likely require a supportive consensus from the adjacent property owner and business owners. Notwithstanding the prospects of an on-street bicycle corral, staff have noted a hatched striped area just west of this proposed location that could also be considered for additional bicycle parking. However, this would have the overriding caveat of locating on private property, which is contingent on property owner motivation to either pursue grant funding independently or inject private funding for implementation. Therefore, the latter recommendation would merely be advisory to those parties. Page 4 of 7

7 Priority Location 4 Whole Foods/McCaulou s (a) Priority Location 4 Whole Foods/McCaulou s (b) The subcommittee recommends substituting the existing linked bicycle rack behind McCaulou s (shown above in photo a ) with an upgraded design. The existing rack does not permit adequate front and rear lock points. The subcommittee does consider available bicycle parking to be adequate adjacent to Whole Foods (photo b ), as well as near the barber shop located towards the rear of the plaza. However, in comparison to the aforementioned racks near McCaulou s, these are more visible when approaching from the commercial frontage. For that reason, the subcommittee also suggests installing wayfinding signage to direct users to available bicycle parking to the rear of businesses. While staff agree that the rack near McCaulou s would benefit from an upgraded design, and that wayfinding signage could lead to greater usage, this location is private property and the owner(s) would therefore need to proactively seek independent funding to undertake these improvements on their own. Staff s role will be limited to advising the property owner(s) of the concept and serving as a resource in connecting them with potential funding sources. (report continued on next page) Page 5 of 7

8 Priority Location 5 Trader Joe s The subcommittee recommends the existing linked rack be replaced with a new version that would provide front and rear frame (with wheel) lock points. The existing model only provides lock points for the front wheel if using a standard U-lock; supplemental cable locks can potentially lock the front portion of most frames too, but that still excludes fixed rear lock points. Staff would concur that the existing linked rack is insufficient to adequately secure the front and rear lock points on a bicycle. However, spatial constraints exist when considering the existing patio furniture in front of Trader Joe s; if the furniture were to be relocated, a linked bicycle rack with sufficient lock points could be accommodated. However, as this location is also on private property, such action would be at the property owner and/or business owner s behest. Therefore, this recommendation remains advisory to those parties. Next Steps The priority locations proposed in this report can be considered a first take on potential new bicycle parking locations in Downtown Lafayette. As stated previously, the two locations outside the public right-of-way need to be pursued by the respective property owners, and not as public projects. For the three locations within the public right-of-way, staff recommend that additional data and subsequent reporting be done to better understand the demand on the existing facilities that are already available. This data will be crucial in justifying the trade-offs in eliminating and/or modifying other amenities to accommodate the new bike parking. Staff could work with the subcommittee to also gather feedback from local businesses in the area that may be impacted by or would potentially benefit from the new installations. Looking further ahead, public priority locations would be forwarded to the DSIMPIC, as well as the Circulation Commission, to receive subsequent feedback. Feedback generated during those respective review sessions would inform a final report to the City Council. If found acceptable by the Council, staff Page 6 of 7

9 would then seek approval to pursue grant funding, as time and resources allow, given the range of already on-going projects. Fiscal Impact If approved to seek grant funding, staff would approach the Southwest Area Transportation Authority (SWAT) to request funds to cover the full cost of new bicycle parking in the public right-of-way in Downtown Lafayette. Recommendation Staff recommends the BPAC preliminarily support the subcommittee s priority bicycle parking locations, pending additional data collection by staff and the subcommittee, to ascertain existing bicycle parking demand at chosen locations, prior to finalizing the priority list. 15 City of Lafayette Staff Report Bicycle-Pedestrian Advisory Committee Meeting Date: August 23, 2016 Staff: Subject: James Hinkamp, Transportation Planner 2016 Bicycle and Pedestrian Safety Education Program Status Review Summary Currently, Safe Moves, Inc. is under contract with the City of Lafayette, to conduct four bicycle and pedestrian safety education events in Calendar Year (CY) With one event completed in spring 2016, staff propose the BPAC review the current contract status and affirm desired steps to coordinate the remaining scoped events. Background On April 22, 2016, the City Manager executed a professional services agreement with Safe Moves, Inc., to implement a citywide bicycle and pedestrian safety education program. The program is funded by a Transportation Development Act (TDA) Article 3 grant awarded to the City in August The scope of work for this agreement calls for four distinct educational events in CY To date, one event has completed: a Bike Rodeo at Stanley Middle School on April 24, 2016 (Earth Day). Although a second event was anticipated in late April/early May 2016, Middle School administrative staff indicated logistical hurdles precluded the chance to set aside enough regular instruction time at that stage of the school year. It was suggested the fall term would provide better logistical fit to conduct the originallyscoped spring event. Brief Discussion Currently, per the scope of work, three events are still to occur. The first of those three has shifted from spring to fall 2016, as described previously. The second of the three remaining events is also scheduled for Fall 2016 with a firm date to be determined. The third and final of the three is scoped to occur concurrent with the October 30, 2016 Lafayette Reservoir Run. The proposed content and objectives for the remaining scoped events remain unchanged. Similarly, staff are not aware of any proposed adjustments to scoped costs as a result of shifting the second event. However, in the interest of quality control in program management, staff would recommend amending the scope of work to reflect the firmly established dates and times, particularly for the first and second of the three remaining events. That said, a contract amendment can occur once the new event dates are mutually selected by BPAC and Safe Moves. Page 1 of 2 Item 5E

16 Next Steps It is anticipated that BPAC members previously involved in program management efforts will continue to coordinate with Safe Moves and Stanley Middle School administration to establish preferred dates and times to conduct the second scoped educational event. Additionally, logistics for the third and fourth scoped events logistics should also be planned with Safe Moves with interim milestones to ensure program delivery. Staff will stand by to assist program management, as needed. Fiscal Impact None. Recommendations 1. Staff recommends the BPAC re-affirm volunteer members who will liaise with Safe Moves on the preferred dates and times for the remaining scoped events. 2. Staff subsequently recommends the volunteer program management liaisons forward to staff the new preferred dates and times for the remaining scoped events, in order to execute a contract amendment.
