12 Staff Recommendations 1. Integrate design features to mitigate all significant impacts (TRAF 1 through 12). 2. Request Parks, Trails, and Recreation staff to develop parking control policy for the parking lots serving the sports field, playground, and dog park. 5. Rescind the no parking restriction on weekends along the west side of Pleasant Hill Road, between Deer Hill Road and the SR 24 on-ramp. In its place, establish a 4-hour parking zone to be effective every day except holidays. 6. Support installation of a modern roundabout to control the project intersection on Deer Hill Road.

Staff: Coe, Wolff, Consultant Traffic Engineer DeLeuw. 3. ADOPTION OF AGENDA Action: M/S/U 4. PUBLIC COMMENTS- This is an opportunity for members of the public to comment on items that are NOT on this agenda but under the purview of the Circulation Commission. None. 5. STAFF REPORTS A) Transportation Review of The Homes at Deer Hill Development Project Staff presents background information on the current project as an alternative to the previous Terraces proposal, and the associated supplemental environmental process. The analysis on traffic impacts and corresponding mitigation measures are highlighted. In the applicant s presentation, Mr. Dave Baker indicates that the applicant should only be responsible for a proportionate share of the mitigation at the Deer Hill Road/Brown Avenue location. Applicant states that the pathway on the west side of Pleasant Hill Road (PHR) between Deer Hill Road (DHR) and Springhill Road is not in the Walkways Master Plan. Applicant prefers the frontage improvement on Pleasant Hill Road to be a sidewalk only, not a multi-use path. Mr. Allan Moore notes that the current Homes at Deer Hill project is an alternative under consideration as allowed by CEQA, but the Terraces project has not been withdrawn. He also notes that the mitigation of fire truck access could include other options besides providing a physical turn-around feature. During Commissioner s questions, it is requested that two measures be examined- 1) Lengthening of northbound left-turn lane on PHR at DHR; 2) A multi-use pathway along the south side of DHR from the project driveway to Brown Avenue. PUBLIC COMMENTS: Joe Fox- wants Parks Department to confirm usage of recreation component. Wants details of roundabouts reviewed to ensure adequate size. Wants cumulative traffic mitigated.
15 Alex Butler- opposes project. It s over-scoped and not consistent with the General Plan Peter Gillis- likes project alternative. Roundabouts are a great idea based on his experience in Truckee. Likes dog park and pathway circumventing DHR. Rob Williamson- project alternative is a better solution; supports recreation component. Wants parking on west side of PHR to be removed for bicycle lane, which should be extended to Mt. Diablo Boulevard. Concerned about pedestrian crossing from project to Acalanes High School. Doesn t oppose roundabouts. Opposes midblock turn on PHR for construction trucks. Trevor Page- likes revised project. Roundabouts are a great idea. Favors recreation component. Mark Haas- is concerned about sight distance at roundabouts. Wants to see PHR widened to mitigate traffic back-up and collateral traffic related to schools. Guy Atwood- wants more time to comment on project. Wants extension of southbound right turn on PHR at DHR. Concerned about emergency exits from project. Has serious reservations about roundabouts. Jeff Davis- agrees with Atwood about emergency access. Is mainly concerned about roundabouts, which are too small and will block traffic. Believes southbound PHR at DHR should have no right turns on red. Gene Holit- believes that roundabouts would not work. Questions amount of project traffic and its impacts on surrounding roads. Favors adding lane to PHR. Does not want to allow midblock left turns for construction trucks on PHR. Jenifer Paul- 44 more homes will make things worse. Does not favor sports field and recreation facilities. Hates what Lafayette is becoming. Stella Wotherspoon- thinks pathway on west side of PHR is fabulous. Concerned about grade and speed at roundabouts, and ped xing across PHR to high school. Hunter Davis- thinks that sports field and recreation facilities require too much grading, will add to congestion, and roundabouts are not practical. Jolynn Lenz- opposes project in every respect. Lafayette has other problems to fix first. Ivor Silver- thinks that two lanes are needed in roundabouts. Is confused about the scope of project. Notes PHR being very congested, and fire access must have two ways out. John Posin- roundabouts in the northeast are disastrous and cause collisions. Questions whether ancillary traffic has been accounted for.
16 Susan Candell- thinks that there will be pile-up on DHR because traffic at roundabouts are not equal. Wants PHR to be widened to the west north of DHR and dedicated leftturn lane northbound from the freeway to DHR. Thinks that sports field will have traffic impacts. Jonathan Weston- thinks that applicant and his lawyer are disingenuous. Project will add traffic to untenable condition. Wants report from Springhill School about traffic impacts. Cindy Sevilla- thinks that recreation facilities have the biggest impacts and should be eliminated. Supports roundabouts, but with mountable curbs. Wants curb radius at northwest corner of PHR/DHR enlarged for easier southbound right turns. END PUBLIC COMMENTS Applicant s attorney Allan Moore reiterates that consideration of project alternative is consistent with Supplemental EIR process. Notes that proposal is well below General Plan density allowance. Invites project opponents to site visit to understand the project. COMMISSION DISCUSSION The Commissioners in turn make preliminary comments and ask for follow-up information below to be provided at the next meeting. 1. Confirm that parks/rec staff has provided operation program of recreation facilities to traffic consultant to evaluate trip generation. 2. Investigate lengthening northbound left turn on PHR, providing crosswalk on north side of intersection at PHR/DHR, and layout of pathway on west side of PHR between DHR and Springhill Road. 3. Analyze the two options for improving PHR project frontage: multi-use path versus sidewalk only. 4. Discuss operation and safety of access in the parking lot and the drop-off area. 5. Investigate the impacts on added pedestrian traffic crossing PHR from project to high school. 6. Address the question of a single exit from project during emergency. 7. Investigate how to make southbound right turn on PHR at DHR easier. Action: Continued to first scheduled meeting in March (M/S/U). B) Staff Update on Recent City Council Actions Staff indicates that Downtown Congestion Reduction Steering Group will begin meeting Thursday 2/5 to begin consultant selection. Study is expected to begin after approval of agreement with CCTA on 3/ COMMISSIONER & BPAC REPORTS- Commissioners and BPAC liaison report on relevant activities and meetings. None. 7. ADJOURNMENT - Adjourn at 9:50 PM to the next scheduled meeting (M/S/U).
