1 40 TH AVENUE NE BRIDGE REPLACEMENT Public Information Meeting Summary North East Park Baptist Church 3737 First Street NE St. Petersburg, FL November 27, :00-8:00 p.m. The purpose of this summary is to document methods of public notifications and the information presented at the meeting includes the following information: Public notification elements Display graphics; Public meeting photos; Public meeting handouts; and, the PowerPoint presentation The public information meeting was held at the North East Park Baptist Church, 3737 First Street NE, St. Petersburg, FL The meeting began promptly at 6:00 p.m. as an open-house during which attendees were able to preview exhibit boards and give thought to their preference on design elements like barriers, lighting and lane configurations. At 6:15 p.m., Bill Logan, Public Works Communications Manager provided a welcome and an overview of the workshop format. He then introduced Brejesh Prayman, Director of Engineering and Capital Improvements for the City of St. Petersburg and Ananda Kelley, Senior Principal for Transportation Structures and Practice Group Manager for Cardno. They provided a brief project presentation. Mr. Prayman began the presentation by stating that the overall purpose of the public information meeting was to provide an update on the project, clarify key aspects of the project and conclude by opening up the floor to questions and an opportunity for stakeholders to place dots on exhibits boards to express their preferences on key design elements. Pubic Meeting Agenda Mr. Prayman reinforced the objectives of the project, highlighting safety, accessibility, aesthetics and resiliency. These are important concepts to ensure the bridge is usable by the community for years to come. In addition to a commitment from engineers and designers to increase the navigable clearance under the bridge to approximately 13 feet, Ms. Kelley and Mr. Prayman presented plans for a temporary walkway, designed to safely accommodate pedestrians and cyclists. That walkway construction has a tentative start date in the first quarter of 2019, pending final contract details. The work will temporarily close the bridge for up to six weeks. The presentation included an overview of the project schedule, navigational clearances, typical sections, barriers and lighting elements, and next steps for the bridge replacement project. 2 At the conclusion of Ms. Kelley s presentation, Mr. Prayman opened the floor to audience questions which were answered jointly by Mr. Prayman, Ms. Kelley and others from the project team. At 7:20 p.m., the question and answer period was closed and the open house format resumed until 8:00 p.m. during which stakeholders were also able to express their preference on design elements including barriers, lighting and lane configurations. Citizens continued their conversations with the project team, sharing insight and inspiration into the replacement of this now-57-year-old bridge with a structure which fits in with the neighborhood. ATTENDEES 103 attendees including: Local residents, stakeholders and interested parties representing area HOAs - 11 project team members and support staff PUBLIC INVOLVEMENT EXERCISE Upon sign in at the welcome table, stakeholders received a sleeve of three dots including one each of a blue dot, a yellow dot and a green dot. Attendees were encouraged to use these round dots to note their preference on design elements, including: - place Blue dot on preferred bridge section - place Green dot on preferred lighting type - place Yellow dot on preferred barrier type. During the open house portions of the workshop, citizens continued their conversations with the project team, sharing insight and inspiration into the replacement bridge with a structure which they feel fits in with the neighborhood. COMMENTS AND SURVEYS RECEIVED - 3 written comments 1 documenting preferences on design elements for bridge section, lighting and barrier 1 recommending a median be added between vehicle lanes in addition to separating vehicle lanes from bike lane, for a total of three medians 1 stating her priority as vehicle traffic and access, with bike lanes being secondary Page 2 of 18
