1 REVISED RESOLUTION NO (PLAN AND TIP AMENDMENT 4th QUARTER SFY 2012) RESOLUTION OF THE GOVERNING BOARD OF THE NORTHEAST omo AREAWIDE OORDINATING AGENY WHEREAS, the Northeast Ohio Areawide oordinating Agency (NOAA), the Metropolitan ning Organization (MPO) for the five Northeast Ohio counties of uyahoga, Geauga, Lake, Lorain, and Medina, is presently engaged, through Governing Board action and staff technical work, in the continuing phase of the cooperative, comprehensive planning process designed to meet needs, requirements, goals and objectives of national, state and local govemmentallevels, all within this nation's federal transportation system; and WHEREAS, the ongress of the United States, through law, and the U.S. Department of Transportation, through regulation, have determined that a long-range twenty-year Transportation and a four-year Transportation Improvement Program (TIP) shall be prepared, which includes federal-aid transportation projects expected to be implemented in each of the program years; and WHEREAS, the NOAA Governing Board's Regional Transportation Investment Policy (Resolution No ) requires that all proposed federal-aid transportation projects be processed through project planning review in order to meet Transportation goals and federal requirements; and WHEREAS, the following projects are proposed amendments to the Transportation (onnections 2030): a. ity of UY LARHMERE BLVD: PID NO The scope of the currently programmed streetscape enhancement project on Larchmere Boulevard is being revised to also include the rehabilitation of Larchmere Boulevard, from Martin Luther King Jr. Drive to North Moreland Boulevard, in leveland. b. ity of UY TOWER ITY BRIDGES - This project involves the rehabilitation of bridges on Huron Road, Prospect Avenue, West 6th Street, West 3rd Street and West 2nd Street (the Tower ity Bridges), over the Greater leveland Regional Transit Authority, in leveland. c. ity of UY TRISKETT RD/WARREN RD: PID No The scope of the currently programmed rehabilitation oftriskett Road is being revised to also include a section of Warren Road, from Lorain Road to Munn Road, in leveland. d. ity of UY WOODLAND AVE: This project involves rehabilitating Woodland Avenue, from Buckeye Road to Martin Luther King Jr. Drive, in leveland. e. ity of North Olmsted: UY NORTH OLMSTED SIGNALS (PHASE 1) - This project involves replacing or upgrading traffic signals at various intersections primarily along SR-10, Steams Road/rocker Road, Dover enter Road and lague Road, in North Olmsted. f. ity of North Olmsted: UY NORTH OLMSTED SIGNALS (PHASE 2) - This project involves replacing or upgrading traffic signals at various intersections primarily along Butternut Ridge Road, Great Northern Boulevard, olumbia Road and Brookpark Road, in North Olmsted. 2556r

Greater leveland Regional Transit Authority (GRTA): LIFTON BLVD TRANSIT ENHANEMENT - This project involves constructing 4.5 miles of curb-lane bus lanes along lifton Boulevard, from the east end of the Shoreway, at Lake Avenue, to the West End Loop at the Lakewood terminus, in leveland and Lakewood. 1. Greater leveland Regional Transit Authority (GRTA): UY GRTA BUS REPLAEMENT PROGRAM - This project is being amended to include the purchase of 12 more vehicles, increasing the number from 36 to 48 of the total 71 vehicles to be replaced. J. Greater leveland Regional Transit Authority (GRTA): UY GRTA ELETRI MOTOR ONVERSION - This project involves converting two GRTA special needs vehicles and three ODOT maintenance vehicles from diesel to electric propulsion systems. k. Geauga ounty Engineer: GEA PETTIBONE RD (H 607) - This project involves resurfacing the lanes and shoulders along Pettibone Road, from the uyahoga/geauga ounty Line to hillicothe Road (SR-306), in Bainbridge Township. 1. LAKETRAN: LAK LAKETRAN APITAL MAINTENANE - This project will support the cost of diesel fuel for Laketran's fleet of 120 vehicles, using a portion of the Section 5307 formula funds already apportioned to Laketran to reimburse fuel costs at an 80 percent federal share. m. LAKETRAN: LAK LAKETRAN VEHILE REPLAEMENT PROGRAM - This project will support the purchase of replacement paratransit vans and commuter buses. n. Ohio Department of Transportation (ODOT) District 12: UY SR STEEL: PID No This project involves structural steel repairs to the truss portion of the Main Avenue Bridge, over the uyahoga River, in leveland. o. Ohio Department of Transportation (ODOT) District 12: UY IR : PID No This project involves replacing the superstructure of the Valley Parkway Bridge over 1-77, in Brecksville. p. Ohio Department of Transportation (ODOT) District 12: UY IR : PID No This project involves replacing the deck of the bridge on South Marginal Road, over 1-90, in leveland. q. Ohio Department of Transportation (ODOT) District 12: GEA SR : PID No This project involves slope repair along westbound Kinsman Road (SR-87), east of the Geauga ounty Line, in Russell Township. r. Lorain ounty Metropolitan Park District (LMPD): LOR BEA VER REEK WATERSHED TRAIL PLAN PH 1 - This project involves constructing a shared use path along North Lake Street and ooper Foster Park Road, terminating in the northeastern comer of the Lorain ounty Metroparks, in Amherst. s. Ohio Department of Transportation (ODOT) District 3: MED SR : PID No This project involves the construction of a roundabout at the intersection of SR -57 and SR -252, in York Township; and WHEREAS, the above projects are excluded from regional emissions analysis and as such do not affect the existing TIP's air quality conformity determination; and WHEREAS, the above projects are consistent with current financial forecasts and plans; and WHEREAS, it is expected that the project sponsors will, in good faith, endeavor to address comments and recommendations and will provide evidence of such, prior to the project advancing; and WHEREAS, the above projects are recommended by the Transportation Advisory ommittee (TA) as amendments to the and TIP as appropriate. NOW, THEREFORE, BE IT RESOLVED by the Governing Board of the Northeast Ohio Areawide oordinating Agency, consisting of forty-four principal officials serving general purpose local governments throughout and within the counties of uyahoga, Geauga, Lake, Lorain, and Medina that: Section 1: The referenced projects have had appropriate review and are recommended for approval. Section 2: The NOAA Transportation and Transportation Improvement Program (TIP) are amended to include the attached projects (Attachment A) for project development and processing review purposes as shown.
