DISCUSSION/ANALYSIS: The Southern California Regional Rail Authority (SCRRA), in partnership with Orange County Transportation Authority (OCTA}, is planning to replace the existing 100 year old single track railroad bridge over San Juan Creek near the southeast corner of the City's Groundwater Recovery Plant and to the east of Descanso Park. The location is shown on Attachment 1. The current bridge is in need of replacement due to its age and condition. The existing bridge will remain in place until a new bridge just to the west is constructed. During construction of the new bridge, it will be necessary to close the existing bikeway that extends east of the 1-5 freeway to the trail along San Juan Creek. To provide a continuous bikeway during construction, two detour options have been proposed. The first option, Del Obispo Street, is shown on Attachment 1. This detour would begin on Avenida Padre, continue on Camino Capistrano, turn left on Del Obispo Street, enter the Trabuco Creek trail levee, and then continue south. Currently, Camino Capistrano between Avenida Padre and Del Obispo Street is designated as a Class II Bikeway that is striped for a bike lane. Del Obispo Street has no bike lanes between Camino Capistrano and Paseo Adelanto. The sidewalk width is wide enough to accommodate cyclists.

This detour is similar to the Del Obispo Street Option with the exception that instead of using the segment on Del Obispo Street between Los Rios and Paseo Adelanto, cyclists would be diverted to Los Rios Street up to Ramos Street and would continue west to Paseo Adelanto to enter the San Juan Creek Trail. Staff has reviewed the two detour options and recommends that the City Council approve the Del Obispo Street Option, since it is the most direct route to and from the San Juan Creek trail. Pending Council approval, signage would. be posted directing cyclists along the detour route. Construction is expected to commence in 2019 and the estimated duration is 30 months for completion. FISCAL IMPACT: There is no fiscal impact to the City for the Bikeway Detour. All construction related costs will be funded by the Orange County Transportation Authority. ENVIRONMENTAL IMPACT: OCTA and SCRRA are the lead agencies for this project and have determined that this project is statutorily exempt under provisions of the CEQA Guidelines. CITY COUNCIL REVIEW: There has been no prior City Council review of this item. COMMISSION/COMMITTEE/BOARD REVIEW AND RECOMMENDATIONS: At the June 19, 2017, meeting of the Parks, Recreation, Youth, Senior Services, Trails and Equestrian Commission, the Commission recommended that the City Council approve the Del Obispo Street option for the bikeway detour plan. The Commission further requested that staff look into the possibility of including an equestrian crossing. An equestrian crossing under the railroad bridge is beyond the scope of the bridge project, although a future equestrian crossing would not be precluded by the current project. Commission Chairman Muir and Commissioner Perrin plan to attend the City Council meeting to respond to any questions.
