3 GOT TIME ON YOUR HANDS AND LOVE GOLF? BECOME A NEBRASKA GOLF ASSOCIATION VOLUNTEER! Because it administers nearly 60 days of competition and conducts over 25 Course Ratings each year, the NGA is always looking for good volunteers. Whether it's the starter on the first tee, an official in the scoring tent or a course rating team leader - every organized event and rating needs great volunteers. Currently we have three categories of NGA volunteers: rules officials, tournament volunteers and course rating volunteers. Rules Officials provide on- course assistance to tournament players regarding the Rules of Golf and pace of play. Rules officials are given assignments by the NGA based on their knowledge of the Rules of Golf and their experience in officiating. To assist officials the NGA offers numerous educational opportunities and necessary training. Tournament Volunteers assist in activities that don t require extensive training. Examples are on- course scoring, registration, pace of play check- point monitors, scoring assistants, starters, spotters and standard bearers. Course Rating Volunteers assist the NGA in rating over 25 golf courses per year. This program is vitally important to the integrity of the USGA Handicap System since the entire system revolves around accurate USGA Course and Slope Ratings. Individuals who would like to serve as a course rater receive training before becoming part of a rating team. Successful course raters are analytical by nature and enjoy working with numbers. 4 Dear NSGA Member, Thanks for joining the NSGA! Here is a copy of the 2013 NSGA Schedule of Events and Membership booklet. I would like to thank the board members for electing me president of the NSGA. I hope to do the same great job as all of our past presidents have done. As always, we are in need of new members. If your local golf friends or relatives are not NSGA members please ask them to join our organization. If you need a membership application they are on the NSGA website which is If you recruit 2 new members for the 2013 season you will receive one regular event free. We are looking forward to a fun and challenging year. Skip Semin has added Firethorn Golf Club in Lincoln and Awarii Dunes Golf Club in Axtell to the line-up of courses this year. In addition to these courses, we will have some of the old standbys on the schedule. Thanks to Skip for taking his time to set up the 2013 schedule. Note that all events are to be held on Monday's and are set for a 10:00 a.m. start. August 26th and 27th are the dates for the state event to be held at Lochland Country Club in Hastings We encourage you to sign up. Be sure to check the NSGA website schedule of events to ensure your team is scheduled to play in the events you signed up to play. If your team is not listed, contact Mick Shonsey prior to the event to confirm that you are in or see if there was a problem with your entry. 7 A Letter from the Secretary The Nebraska Senior Golf Association (NSGA) is a non-profit, charitable organization. All officers and board members serve as volunteers and your cooperation is appreciated. Annually we donate $1500 to the Nebraska Golf Association (NGA) to promote junior golf. The Board of Directors has established the annual membership fee at $25 for members with their USGA handicaps through NGA-member clubs. A membership fee of $43 is necessary for those members getting their USGA handicap solely through the NSGA, essentially using the NSGA as their member club. This two-tier membership rate has been in effect for some time, but has never been published because nearly all of our members qualify for the $25 rate. Further clarification is included later in this booklet. Please advise anyone wishing to join our organization that a membership application is available either in this book or on the NSGA website, The only prerequisites for membership are that the individual must be 50 years old or older and have a GHIN number with an established handicap. Thirteen weekly golf events are scheduled for 2013, all two-man best ball tournaments using 90% of handicap. Entry forms for these events are in the back of this book and are also available on the website. Entry fees are required as indicated on the entry forms. Information on the NSGA State Tournament, to be held August 26 and 27 at the Lochland Country Club in Hastings, will be available in June. Ladies are welcome at all of our events. 13 2013 NSGA Tour Player/Team of the Year Point System In 2011 the NSGA initiated the Player/Team of the Year point system, the goal being to reward individual and team net and gross senior players for overall excellence in golf. To be eligible, participants must be NSGA members. Similar programs have been well received in other state senior associations throughout the country. As a venue to recognize these players achievements, the Nebraska Golf Association (NGA) has made us a part of their Annual NGA Awards Banquet each fall. We join the NGA, NWAGA and Nebraska Juniors in honoring their participants by having this specific recognition for NSGA members. Points are awarded in four categories: (1) individual low gross; (2) individual low net; (3) team low gross; and (4) team low net. You can accumulate individual points even if you have several partners throughout the season. For team play, you earn points only with your partner from each separate event. For example, Smith plays with Jones on week 1, Smith plays with Johnson on week 2, and each team is entered in the annual competition as Smith/Jones and Smith/Johnson. As the season progresses, when the Smith/Jones team competes together, their points will accumulate, as will the Smith/Johnson team points. One thing is worth noting even though your team may not place in the money, you may place high enough individually to gain points in the gross or net individual competition. Therefore, it may be in a player s best interest to complete the hole his team is playing, even though his partner is in with a birdie or eagle, rather than just picking up. Our first attempt at this program in 2011 needed some adjustments. We didn t expect major problems, but we did anticipate plenty of discussion. The first year we included more 11

14 majors, including the NGA Senior Amateur and NGA Senior Match Play Championships. Since, effective with the 2012 season, the NGA will now recognize its own Senior Player of the Year, we decided to make this program a true NSGA- only competition. The point breakdown follows: Regular Weekly Events NSGA 2- Day State Tournament 1 st Place = 75 points 1 st Place = 250 points 2 nd Place = 65 2 nd Place = rd Place = 55 3 rd Place = th Place = 45 4 th Place = th Place = 35 5 th Place = 75 6 th Place = 25 6 th Place = 50 The adjustments to the point allocations were made to distinguish the NSGA events from the NGA tournaments. We will work with the NGA, as we did this year, to schedule our events so NSGA seniors can also participate in the annual NGA Senior Championships without conflict from our weekly schedule and vice versa. We hope this will generate more participation in our weekly events. It goes without saying, we encourage players to play their very best and according to the rules all the time. One major goal is to generate interest, discussion, camaraderie and excitement during the season. As we grow with the system, we will do a better job of keeping the status updated on the website. We welcome your inputs to Board members so we can make this an enjoyable program for the entire membership. If you see enhancements we can make, please voice your opinion. 16 NSGA MEMBERSHIP FEES NSGA by- laws indirectly state that its members must belong to the Nebraska Golf Association (NGA), which maintains their USGA handicaps, one requirement for membership. Nearly all of our members belong to the NGA through NGA- member clubs. A few have elected to have their USGA handicaps maintained solely through the NSGA. This is fine in practicality and we don t discourage it, but under the single- fee system, a financial shortfall results for the NSGA. Therefore, we have established two membership fees: $25 Member who has his NGA membership through a member club in his area $43 Member who wants his NGA membership through the NSGA This two- tier system has actually been in effect for years, but has always been informally handled via telephone. The following discussion will help explain the reasoning for two different fees. A service was set up by the NGA for individuals who wanted a USGA handicap, but don t live close to an NGA- member golf facility. This service has evolved to include a few members who simply choose not to join a local golf club. Their handicaps are maintained through the NSGA by the NGA, that is, the NSGA serves as their NGA- member club. By paying only a $25 membership fee, two outcomes become evident. Either they re getting a free USGA handicap or the NSGA is getting less than its $25 from their membership fees. Therefore, we need $43 from those members to keep the organization financially healthy and to maintain fairness among members. Your membership dues are used to help provide competitive events to our members and to keep the organization solvent. Part of your annual dues also goes to the NGA each year to help promote junior golf throughout the state. Your understanding of this two- tier membership fee issue is appreciated as we look forward to another great year of NSGA events. 14

18 NSGA IMPORTANT NOTICE The number of players allowed in each event will be limited to 128. This will help complete play in a reasonable time IF everyone keeps up with the group ahead. With this many people there will be occasional hold- ups, but try to keep up! Slow play is the biggest complaint we get from participants! A ten- day sign- up period, commencing the day booklets are mailed or made available on the website, will allow members to get their entries submitted. A drawing will take place on Wednesday, April 10, All entries received within those ten days will be separated by event. A lottery- type drawing will be conducted for events with more than 64 entries to determine the field. Up to ten more teams will be drawn for a standby list. When the 64 teams are finalized, they will be posted on the NSGA website, along with a list of standby teams. This is the only random drawing that will be held. All other events will be filled on a first come, first served basis. Entries for events not full after the initial ten- day period will also be posted on the website and will be updated as other entries are received. A standby list will be posted when these events fill to 64 teams. Those entries not drawn will be returned to one of the team members, along with the submitted check or a refund check from the NSGA. Please be patient. This may take a while, particularly if you re on the standby list. You may make it in later due to cancellations. We strongly recommend players check the events on the website to ensure your team is listed if you think you are signed up for a certain event. With the number of members we have, we obviously can t guarantee every team will get into every event they want to play, unless the team buys the All Events Coupon. We feel these procedures provide the fairest way to get maximum participation and be fair to all members. 17

19 PLEASE NOTE (Guaranteed Event Entry) This year we are again pairing several events together: Champions Run/Riverside GC Shadow Ridge CC/Elks CC If you sign up for Champions Run AND Riverside, you are guaranteed a spot in Champions. If you sign up for Shadow Ridge AND Elks, you are guaranteed a spot in Shadow Ridge. We are trying to promote participation at places that were not full last year. This does not mean you cannot sign up for these individually, just that if you really want to play Champions Run and are also willing to play Riverside, for example, you know you will be in the Champions Run event. The last two coupons are designed to sign up for these combinations. Entry fee due with these coupons is $280. Please use them if you want to take advantage of this opportunity. 18

21 CANCELLATION POLICY The more lenient cancellation policy adopted last year, changed from previous years, will remain in effect this year. To better accommodate members signing up for events in advance, there will be NO cancellation fee if we are notified of a change at least one week in advance. If notice is given one week before the event, there will be a $25 per player cancellation fee. If notice is given three days or less before the event, there will be a 50% per player cancellation fee. As in the past, there will be exceptions to these cancellation policies (death, accidents, etc.) and these will be decided on a case-by-case basis. DRESS CODE Players must wear appropriate golf attire. No tank top shirts, cut-off shorts, or jeans will be allowed. Metal spiked golf shoes are prohibited in all NSGA events. 20

30 SANDBAGGING CONCERNS? The handicap system is one of the great things about the game, because it enables players of all abilities to compete against one another on a level playing field. At least it s supposed to. But if you sit down in any grillroom, you ll hear complaints about players whose handicaps are, shall we say, a bit suspect. The NSGA is doing its part to combat this problem by taking steps to strengthen its own Handicap Committee. The Handicap Committee, with your help, will act as a watchdog and have the power to step in, if necessary, and adjust a player s handicap index. The most important safeguard against sandbagging is what the USGA calls peer review. Peer review is the process of providing a reasonable and regular opportunity for members of a golf club to play golf with each other, and of providing access to scoring records and USGA Handicap Indexes for inspection by others. It s basically your obligation to note concerns and report them before they result in a net 59 or 60. The NSGA recognizes that any player can have a great round. But when there s a pattern of low scores in tournaments, it raises a red flag. The nature of the handicap system, which is based on the best 10 of the previous 20 scores instead of a player s average score, militates against low net numbers. This means that even rounds in which the player merely shoots to his Course Handicap (i.e., his net score matches the Course Rating) is actually a strong showing, because that should happen in roughly only one of every four rounds. A net score of three strokes below the Course Rating is a once-a-year occurrence for most players with honest handicaps, while a net score in the low 60s is a once-in-alifetime thing, if you re lucky. 36

31 Still, without peer review and the power of the Handicap Committee, the system alone can t stop a determined sandbagger. The human element is important. Virtually all sandbagging falls into one of three categories. The simplest way to sandbag is by forgetting to post all your scores. A more nefarious method is for a player to post a score higher than he actually shot. A third way can be much more subtle, under the heading of manipulating the round. Ignorance of the system is unacceptable. The sad fact about sandbagging is that its existence spoils some of the fun of competition for the vast majority of golfers with honest handicaps, whether they win or lose. That s why the NSGA wants your help to really do something about sandbagging. Begin by posting all your scores using Equitable Stroke Control (ESC) which sets a maximum score you can take on any hole, based on your handicap (e.g., a 7 for a Course Handicap). Next, practice peer review. If you want to review a player s scoring record you can do so on the web in the comfort of your home at Finally, we encourage you to contact the Handicap Committee if you think there might be a problem. 33 ATTENTION SENIOR GOLFERS: THE NEBRASKA GOLF ASSOCIATION HAS TWO STATE CHAMPIONSHIPS FOR GOLFERS FIFTY & OLDER 3rd Nebraska Senior Match Play Championship The NGA will once again contest the 2013 Nebraska Senior Match Play Championship at the Pines Country Club in Valley. This event is scheduled August 5-7 and offers multiple flights for all skill levels. During the entry process golfers are required to select one of two divisions gross or net. The gross division will compete in a stroke-play qualifier to determine flights and seeds for match play which begins on day two. The net division will be pre-flighted based on USGA Handicap Index and play net matches within their flights. The net flights only will offer consolation brackets guaranteeing all entrants two rounds of competitive golf in addition to the other perks (meals & awards) golfers receive with their entry fee. 15th Nebraska Senior Amateur Championship The 2013 Nebraska Senior Amateur Championship will be held at the Fremont Golf Club in Fremont June and offers 36-holes of stroke-play competition with gross and net prizes in three age divisions (50-57, and 65+). Each age division is assigned to a separate set of tees. Those golfers 58 and older that want to compete for the overall Senior Amateur title may do so by playing from the championship tees. These golfers remain eligible for both gross and net prizes within their respective age divisions. In addition, golfers have the option of competing for net prizes only. They will be moved up to the forward tees and are ineligible for any gross prizes.
