3 Trudy Dufault and Nathalie A. Price, two friends who shared success on the golf course, founded the Ocean State Women s Golf Association in Their purpose was to promote friendly, competitive golf among all women, regardless of handicap, in Rhode Island. Their intentions were to bring together women from the private and public sectors, establish a true Women s State Amateur Championship, and be recognized by the USGA as the host association for all state level events. To fulfill this mission, the Junior Program and Scholarship Fund were established to provide opportunities for growth and achievement for deserving young female golfers. OSWGA members will be afforded the opportunity to play on the finest golf courses available while belonging to an association recognized for its integrity and equality.

8 GENERAL INFORMATION Membership Application for membership is available on the website or contact the OSWGA via or telephone and one will be mailed. To be eligible for the Player s Championship, Player of the Year, & USGA State Team, your application must be postmarked by April 1st of said year. Juniors Membership is free but an application must be filed annually. Juniors need not be active students to be eligible for Junior Membership as long as they meet the age criteria of Under 21. Juniors may compete in all tournaments for 1/2 the stated entry fee. Junior partners under 21 would also be extended this discounted rate. They will compete against the field. Parents are requested not to caddie. Spectators and family members are asked to stay off to the side and not interfere with play during matches. Spectator use of carts will be limited to media personnel only. Seniors & Jr/Sr Tournaments Age Requirements: As of the closing date of tournament. Please refer to tournament for age requirements. Pager and Cell Phone Policy Please respect the OSWGA s cell phone and pager policy by not using them during tournament play. Cell phone policy also applies to your caddie. This includes ALL communication devices. (Penalty: Disqualification) Communication devices brought onto the golf course for emergency use, should be turned off. 2

9 Proper Dress The OSWGA depends on its members to dress appropriately and in good taste! A good rule of thumb: if you have to ask, it s probably not appropriate! Box 597 Portsmouth, RI Courtesy Reminders We are privileged that so many clubs have offered us their courses for tournament play. It is the responsibility of all members to continue an amiable and respectful relationship with these courses so that we may continue to have the opportunity to play at a variety of courses each year. As guests of the Host Club, please: Follow club instructions re: carts and cell phones Replace divots, rake traps, repair greens Express appreciation to staff members Support the Pro Shop and restaurant Tipping (bag boys/girls) is strongly encouraged. Suggested minimum is $1.00 per bag. Many courses do not allow cell phone usage in or near their clubhouse. Please respect their policy. 3

10 TOURNAMENT INFORMATION Pairings The Tournament Director makes all pairings with the assistance of the TPP Program. Handicaps 80% Handicap at a max of 40, will be used unless otherwise noted. Team events with a 10 stroke differential will be played at 100%. Handicap strokes(for 2 person team) will be based on the lowest player of the team. Handicap strokes (for 4 person team) will be based on the 2 lowest handicaps of the team. Scramble handicap (2 person) strokes will be 1/3 of the lower handicap of the team - (4 person) strokes will be 1/4 of the lowest handicap of the team. Divisions are based on many factors including but not limited to participation, budget and format. 4 A USGA Handicap Index obtained from an authorized golf association licensed by the USGA to utilize the USGA Handicap System is mandatory for entering OSWGA competitions. Any participant without such a handicap will play at scratch. A player s index, as of the closing date of each tournament, will be used. The OSWGA Handicap Committee has the responsibility of making certain that a player s USGA Handicap Index accurately reflects her potential playing ability. The OSWGA reserves the right to reduce a player s USGA Handicap Index in any and all OSWGA competitions after reviewing exceptional tournament play. This stipulation shall be considered proper notice for all members (according to The USGA Handicap System, Section 9-2 and Rule 33-1 of the Rules of Golf). Further, the Committee shall reduce or withdraw the handicap indexes of players who do not post all acceptable scores, or otherwise do not observe the spirit of the USGA Handicap System. A reasonable amount of time within which scores should be posted is considered one week.

11 MAXIMUM HANDICAP OF 40 WILL BE USED WITH A MAXIMUM OF 1 STROKE ON A PAR 3 Prize and point distribution will be adjusted based on the number of players in the field. Tournament Entry Please do not send cash. Check or money order only with completed entry card. No Refunds or Credits, with the following exceptions: Cancellations made prior to closing date of tournament. Cancellations filled from a waiting list will be issued a credit. Substitutions allowed within 48 hours notice. OSWGA is not responsible for refund: must be handled through parties involved. Substitute must have an active USGA Handicap Index or will play at scratch. Rescheduled Event: Information will be posted on the website. All tee times will be posted on the website. Two or four person events must be received with all names and GHIN #s on one entry card with one check or entry will be returned. Handicap index not from GHIN? Player s name, club and state or country where the club is; name of the handicap server and player s number are all required on the entry. All entries postmarked before the opening date will be returned. PLEASE NOTE! If any course restricts the number of players or tee times allotted, the following criteria/preferences will govern entry into tournaments: 1. Date the OSWGA receives mailed, paid, completed entry cards 2. Members of the OSWGA with the most seniority in the organization 5

12 Pace of Play For purposes of preventing slow play, the Tournament Committee will strictly enforce the pace of play guidelines. This includes stroke penalties for initial offenses, and disqualification for continued offenses. It is the responsibility of all competitors to maintain pace with the group ahead of them, not the group behind them. Tournament Play Championships All competition will be played in strict accordance with USGA rules except when modified by the OSWGA. All tournaments preceded by RI Women s State will require a playoff, when possible. Please refer to the rules sheet. Matching Cards USGA guidelines will be applied as follows. Individual medal play: For gross ties-cards will be matched by back nine, then back six, then back three and if need be, the eighteenth hole. For net ties, one half, one-third, one sixth of the handicaps will be deducted from the score for these holes. Fractions of one-half stroke or more will count as a full stroke. Team events: For gross ties-cards will be matched the same as for medal play events. For net ties-cards will be matched starting with the #1 stroke hole, then the #2 stroke hole, etc.. In the event that multiple formats are played within a tournament-cards will be matched on the best ball portion of the tournament. Match play-the match will continue and the first player to win a hole will capture the match. Tournament Play Championships Competitors must report to the registration table 30 minutes before tee time. Do not turn in your card if you have any rules questions. First refer to Rules Committee. Then check your score card, attest and turn in to the official scorer. Any player who records a hole with a higher score will stand as recorded. Any player who records a lower score than signed for will be disqualified. 6 Participants are asked not to communicate with course management regarding questions or problems with a tournament.

13 All communication should be directed to the TOURNAMENT COMMITTEE only! Rules questions should be brought to the Rules Committee. However, please feel free to thank course employees/management for their hospitality. No shows, failure to turn in a scorecard or participants who fail to complete all scheduled rounds may be subject to exclusion from future tournaments by the committee. Carts are mandatory and included in YOUR entry fee in all events, unless otherwise stated. Choosing to walk does not discount your entry fee. Caddies are allowed in all events, but your caddie must walk and carry your bag. We ask that parents do not caddie for junior members when playing in an OSWGA event. Cancelled and Rescheduled Event Cancellation of a tournament will occur only when a course is deemed unplayable by an authorized official. Pro Shop will be notified if a tournament is cancelled. If, upon calling, no decision has been made, please report to the course. Please check the website for cancellation information. Information for any rescheduled event will be posted on the web site. Those not able to play on the new date should contact the Tournament Director in the allotted time frame posted and their check will be destroyed. If no contact is made, the player will be listed in the revised pairings and her check will be deposited. Please Note All events listed as RI Women s State events as well as the Trudy Dufault Ryder Cup Championship, are open to all RI residents and any member of a club affiliated with the OSWGA. You do not have to be a member of the OSWGA to participate in these events; just pay the non-member fee listed in the book. All events listed as OSWGA events are only open to members, unless the book states you may bring a guest. A guest fee is listed in the book for these tournaments. 7

14 ATTENTION ALL MEMBERS The OSWGA will post scores when applicable. What is 10 Stroke Differential? The USGA recommends that the spread between partners Course Handicaps be limited to eight strokes. If the spread is greater, USGA studies have shown those teams have an unfair advantage. OSWGA has adopted a 10 stroke differential for some partner tournaments. WHAT DOES THIS MEAN?? Can I only partner with someone whose handicap is within 10 strokes of mine? No, you may partner with anyone regardless of their handicap but adjustments will be made if need be. For Example: Player A is a 9; player B is a 22. Player B s handicap will be adjusted to a 19 and she will be treated as a 19 in all aspects of the tournament. Please Note: All Championships will be played from the forward tees unless otherwise noted. Men will play from the men s forward tees, usually white but color may be different at some venues, unless otherwise noted on the rules sheet. Lift, Clean, Place 6 inches will be in effect for the month of April and when noted on your rule sheets. 8

15 Some suggestions: Pick up if you are out of the hole Advance to the next tee, then record your score Club selection: take several when in doubt Execute your shot without undue practice swings Observe cart signs; drive quickly between shots Fire away when you have the honor on the tee Prepare and be ready to play at your turn Leave your cart/bag in position to exit green Awareness of position; keep group ahead in sight Your cooperation is the key! DO NOT WORRY ABOUT THE GROUP BEHIND YOU - KEEP UP WITH THE GROUP IN FRONT OF YOU! 9

16 LOCAL RULES for OSWGA Tournaments Distance Measuring devices are allowed to measure or gauge distance only. DMDs that are designed to measure or gauge other conditions that might affect a player s play (e.g. gradient, wind speed, temperature, etc) are permitted, but those additional functions are not to be used during tournaments. (Note: In accordance with OSWGA cell phone policy above, smartphones with a DMD app may not be used as DMD s) USGA Rule 14 Stones in the bunkers are to be considered movable obstructions, USGA Rule 24-1 applies. Embedded Ball- A ball embedded in its own pitch mark anywhere through the green (except the teeing areas and the putting green of the hole being played and any hazards on the course) may be lifted, cleaned and dropped as near as possible to where it lay no closer to the hole. USGA Rule 25 and Appendix I. PLEASE NOTE: Some local rules at courses may not be applicable to OSWGA tournaments. However, the OSWGA will respect local rules that protect the golf course (e.g. environmentally sensitive areas, newly sodded areas, flower beds and staked young trees). No cell phone use is allowed except in the case of emergency. Any questions during an event: Ask for the Rules Committee after play & BEFORE signing and turning in your scorecard. Additional rules will be on the rules sheet for each event. All play governed by the USGA Rules Of Golf. 10

Kirkbrae: From Providence: Take 95 North to 146 North (Woonsocket). Follow out Rte 146 North to Route 116 (Cumberland/ Lincoln Exit). Follow Route 116 North to the third traffic light and take a left onto Old River Road. Club is approximately one mile down the road on the right. 38 Ledgemont: From Providence: Route 95N to Exit 2A (Newport Ave., Rte 1A Pawtucket). Continue to third traffic light and turn left onto Central Avenue. Follow to end. Turn right onto Newman Avenue, Route 152 S for approximately 1&1/3 miles (look for little white church with white spire). Turn left onto Lowell (short street) and at the stop sign take left onto Brown Avenue. About 200 yards up, you will see a stone wall with Ledgemont Country Club on it. Turn right into the driveway at the wall and proceed up to the entrance to the clubhouse. Meadow Brook: From the North: Take Exit 3A off I-95 S, follow Rt-138 east for approx 2 miles, course will be on the right. From Points South: Take Exit 3A off I-95 N, follow Rt-138 east for approx 2 miles course will be on the right. From Newport: Follow Rt-138 west Meadow Brook is approximately 9 miles past the University of Rhode Island on left-hand side. Metacomet: From Northern RI: 95 south to 195 east. Take exit 4 (Taunton Avenue/Riverside) Bear right at the fork on the ramp. This will put you onto Veterans Memorial Parkway. The Club is located approximately 1-1/4 miles on the left, just past the Metacomet Office Park. From Southern RI:Take 95 north to 195 east. Take exit 4 (follow the directions from Northern RI). From Fall River:Take 195 west to exit 6 (Broadway). Take a left at the botton of the ramp. Continue on this road until you can go no further. This road intersects with Veterans Memorial Parkway. Take Strokes Off Your Golf Game One of the best ways to take strokes off your golf game is to learn the USGA Rules of Golf. Reading the definitions is another helpful hint. 43 OSWGA POINT SYSTEM Player of the Year & Player s Championship Members are awarded points depending on how they finish in a given tournament. The member who earns the most points in the time frame specified yearly, will be declared OSWGA Player of the Year. Members who have earned enough points to get them into the top twelve (and ties) will be invited to play in the Player s Championship. This event is a celebration of the season. Players will compete for the top gross and net prize and join the victors in a celebratory meal! Points may be awarded depending on the prize structure of each tournament as follows on the next page.. Should there be flights in a particular field due to the size, each flight will be awarded points in the same manner. In order to be eligible for points in a given year, participants must be OSWGA members in good standing as of April 1st of said year. All members are awarded 25 points for entering a tournament. Point totals end with the tournament on September 12th. Points after September 12th are NOT carried over to the next year. (Board members have opted to exclude themselves from both the Player s Tournament and Player of the Year.) Check the website under Points. 37

46 40 USGA STATE TEAM CHAMPIONSHIP The representative will be chosen based on a two year point total cycle began on July 28, 2015 & ends on July 28, Points after July 28, 2017 will be applied to the 2019 cycle. Eligibility guidelines in brief: Points are awarded each year within the 2 year cycle provided the membership application is postmarked by April 1st. Representative must be a permanent resident of RI; Juniors are eligible but due to NCAA regulations, students playing on their college golf team are ineligible; current USGA index is mandatory;must be an active member of OSWGA in good standing. In the event of a tie at the end of the two year cycle, an 18 hole playoff will determine the representative. More information may be found on the website. Points will be awarded for finishing in the top ten gross positions in any of the OSWGA tournaments noted in the handbook as **USGA STATE TEAM POINTS**. Some are medal play and some are 2 person BB events. To be eligible for the USGA State Team points the player MUST hole out on every hole: 1st Gross-1000 points, 2nd Gross-900 points, 3rd Gross-800 points and so on ending with 10th Gross-100 points.
