3 INFORMATION AND GENERAL RULES This show is a regular member show of the United States Equestrian Federation. Every class offered herein is covered by the rules and specifications of the current USEF rule book and will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary level or above and Combined Driving Competitions at the Advanced level, Dressage, Reining, and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing,Dressage,Reining and Combined Driving Competitions upon payment of a $30 non-member fee. Participants in the following classes are exempted from the requirements of this rule: 1) leadline 2)exhibitions 3)games and races 4)classes for 4-H members 5) walk/trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program) 6) USDF introductory level tests, pas de deux and quadrille classes 7) NRHA endorsed reining competitions 8) Opportunity classes 9) Citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation 10) USEA beginner novice division and 11) assistant handlers in Sport Horse Breeding classes. ENTRIES: Entries close September 2, 2012 and should be postmarked by that date in order to avoid late fees. New Entries made after this date will be charged a one time late fee of $25 per horse.. Entry blanks must be completed, signed, and accompanied by an open check in order for numbers to be issued. Current Coggins certificates should accompany each horse. All horses must comply with current Kentucky State requirements concerning horse health certificates and vaccination/testing requirements. See Important Equine Health Information for more details. STALL FEES MUST BE PAID BEFORE STALLS WILL BE ASSIGNED. FOREIGN EXHIBITORS: All fees must be paid in US Funds with checks drawn on a US Bank. WE CANNOT ACCEPT DEBIT/CREDIT CARDS. OFFICE/ADM/GLOBAL FEES: All horses, showing and non-showing, will be charged a global/adm fee of $50 in addition to their stall or day hauler fee. This fee covers all hunter schooling sessions, medical personnel, traffic personnel and general admission to all show performances and exhibitor receptions. A $12 nightwatch fee will be charged to all horses with stalls. DAY HAULERS: There will be a day hauler fee of $40 per horse/per show AND YOU MUST COMPLY WITH ALL HORSE PARK RULES AND FEES FOR DAY 3

4 HAULERS. Parking allowed in designated areas ONLY. The horse park trailer day passes are $25 per day or $75 per season. STALLS: Regular Stalls are $225. FEI secured area stalls are $275. Horses that requested both a regular stall AND an FEI stall will must be charged for both. Stalls are of permanent and/or temporary construction, with doors; 11 x11. Hay and bedding will be for sale on the show grounds. FEED, BEDDING, AND GOLF CARTS CAN BE PRE-ORDERED BY CALLING DEVERS AT STALL FEES MUST BE PAID IN ORDER FOR STALLS TO BE ASSIGNED; this may be done only by sending an official entry form ALONG WITH STALL PAYMENT. Please note all horses on the grounds with a stall will be enrolled in the nightwatch program and will be required to pay $12 PER HORSE for the show week. This is not an optional program. NON-NEGOTIABLE PAYMENTS: Exhibitors who issue non-negotiable checks to the horse show will be charged an additional $100 for each time the check is returned by the bank; AND PROMPTLY REPORTED TO THE USEF FOR DISCIPLINARY ACTION. In addition, EquiShow Inc. and The Kentucky National reserve the right to bar from future competitions any competitors that have issued bad checks PREVIOUSLY. REFUND POLICY: Until September 1, 2012 all stall and entry fees are fully refundable if proper notice is given to show organizer ( , fax, or call). After September 1 stall fees are not refundable. Entry/Nomination fee refunds will be decided on a case by case basis; but in general entry fees are not refundable unless special circumstances can be shown. All scratched horses will be charged a global fee. USEF/FEI FEES: All National Exhibitors are required to pay the $16 Usef Drug/Adm fee; plus a $2 per horse USHJA Zone Support fee. Non-Members of USEF or USHJA will be required to pay a non-member fee in order to participate, unless they are entered only in opportunity classes. An FEI drug/medications Fee of $28 must be collected from all horses participating in an FEI class. SCHOOLING/ATTIRE/HEADGEAR: Jumping will be permitted only when medical personnel are present on the grounds. Protective headgear must be worn by all riders whenever mounted. Headgear for all riders must meet ASTM standards, carry the SEI Tag; and be properly secured by a harness. Hunter Rings will be available for schooling the day prior to the shows. Schooling schedule to be posted. DOGS: Dogs MUST BE ON A LEASH AND UNDER CONTROL AT ALL TIMES. Owners of Dogs that disrupt a competitors round will be required to pay the affected horses entry fee in said class. Dog owners failing to comply with USEF 4

5 rule may be subject to penalty and/or warning cards issued. DOG OWNERS ARE SOLELY RESPONSIBLE FOR ANY DAMAGES, CLAIMS, LOSSES OR ACTIONS RESULTING FROM THEIR DOG S BEHAVIORS. CAMPGROUND RESERVATIONS: To reserve a campsite at the KHP campground you must call the campground store at or ccombs@kyhorsepark.com. Reservations cannot be made through the horse show. JUMP ORDER: A rotating jump order will be established for all classes over fences. Starters have the authority to scratch entries who are not timely. COURSES: Will be posted at least 30 minutes prior to each class. At management s discretion a dotted line may be put into effect to restrict the size of the courtesy circle in hunter classes. POLING: Manual poling and the use of bamboo offsets is prohibited at all times on the show grounds. PRIZE MONEY: Prize money won will be credited to each horses account and the balance owed paid upon checkout. All Owners of horses winning over $600 MUST PROVIDE PROPER TAX ID NUMBERS AND COMPLETE AN IRS W-9. PHOTO AND VIDEO RIGHTS: It shall be a condition of entry to this show that show management may utilize any photo or video of any exhibitor or their horse shot during the competition for any purpose whatsoever, including, but not limited to: advertising, websites, or results publication. 5

6 SCHEDULE CHANGES: Show management reserves the right to change, cancel, or combine classes; make course alterations and do all things necessary to compensate for excessive or inadequate entries; and/or inclement weather. Show Licencee: The USEF Licensee for this show is EquiShow Inc. a Tennessee corporation. IMPORTANT EQUINE HEALTH INFORMATION: Show management would like to make the following recommendations to all exhibitors who plan to travel to the Kentucky Horse park this year. Monitor our website (thekentuckynational.com) or facebook page (the kentucky national) for updates to this information. 1. Kentucky requires all horses entering the state to provide a negative Coggins test within one year of entry as well as a certificate of Veterinary Inspection signed by a licensed veterinarian within 30 days of entry. Horses originating within the state of Kentucky must have a certificate signed within 150 days. Currently, and until further notice, horses arriving from Texas will be required to test negative for Piro (Equine Piroplasmosis/T. equigenitalis). All horses arriving from Texas without a negative test will be denied entry. In addition, it is recommended that all horses be vaccinated for Equine EHV-1 no sooner than 7 days and no later than 120 days prior to entry. 2. All paperwork must accompany the horses upon their arrival and be available throughout their stay. 3. Please try to arrive on grounds between the hours of 7am and 7pm beginning Monday September 17. Arrivals outside this time frame must contact the stabling supervisor at least 24 hours prior to make arrangements. HORSE PARK REGULATIONS: 1. There is a $5 parking pass fee for each event. No Parking is allowed in the barn aisle areas. Horse trailer day passes must be purchased for horses showing off trailers. Empty horse trailers must be dropped in the main Ky Horse Park parking lot and NOT dropped in the barn area. 2. All RV s and/or trailers with living quarters are REQUIRED to go to the campground if being used. 3. Horses and Horse drawn vehicles have the right of way AT ALL TIMES. 6

7 4. The Horse Park is not responsible for delivery of any mail or packages sent to horse show exhibitors. Check with Stable office for delivery address. 5. Reduced Park admission is available to event participants and must be obtained at the Visitor Information Center. 6. Electrical Equipment: in compliance with the State Fire Code; the Horse Park will no longer allow any of the following in the stalls, barns, or tents: any 2 prong appliance, any 2 prong plug extension cords, light duty cords for indoor use, 3 way adapters unless specifically for outdoor use. 7. Only the following vehicles are approved for use on Horse Park Property: golf carts, mopeds, Gators/Mules (NO 4 WHEELERS). Scooters or motor bikes with engine displacement 50cc or less. Approved vehicles must not be operated in the tourist areas of the Park and must be driven by a licensed driver at least 16 years of age. All vehicles operated after dark must have a headlight and taillight. Use of unauthorized vehicles may result in a citation. 8. Exhibitors wishing to bring their own golf cart onto Horse Park property must purchase a golf cart license. These can be obtained through Dever Show Services (feed and bedding) at $25 per show or $50 for the season. All drivers must be 16 years old with a valid driver s license. Carts are not allowed in the tourist area of the Park. Carts may be rented through Dever Inc. ( ). WARNING!!!!!!!!!!!!!!!! THE COMPETITION, SHOW MANAGEMENT, OWNERS, EMPLOYEES, CONTRACTORS, AND/OR THE FACILITY WILL NOT BE LIABLE FOR ANY LOSS OR ACCIDENT TO ANY EXHIBITOR, SPECTATOR, ATTENDANT, ANIMAL, VEHICLE, OR EQUIPMENT. THIS SHALL BE A CONDITION OF ENTRY TO THE SHOW AND/OR SHOW GROUNDS. 7

8 .Attention: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the grounds of licensed competitions. Minors who have a valid temporary license may operate the above described vehicles as long as they are accompanied by an adult with a valid driver s license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent, guardian, and or trainers from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6 of the USEF Rules. Wheelchair and other mobility assistance devices for individuals with disabilities are exempt from this rule. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses, or actions resulting from that operation. Directions to show grounds: From Louisville, Cincinnati, or Knoxville : I 64/75 (joint) to Ironworks Pike Exit, Follow Horse Park Signage to Park Entrance at 4089 Ironworks Pike. Once inside park, vans should follow signage for event stabling. From Lexington Airport: New Circle Road to Newtown Pike; north on Newtown Pike to Ironworks Pike; left onto Ironworks Pike. Horse Park Entrance is on right at 4089 Ironworks Pike. Sharps Containers: Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls in barns housing competition horses. It is the competiotion management s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or 8

9 their agents up to $100 for improper disposal of needles or other sharp disposable instruments. If local law has different requirements, Local law will prevail. GR EXHIBITORS PLEASE NOTE: By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the Competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the Competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the Competition for the promotion, coverage or benefit of the Competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. 30 ALL FEI COMPETITORS PLEASE NOTE! FEI STABLE SECURITY & SCHOOLING All horses who will compete in either Class 750 or 751 are required to be on the show grounds AND stabled in the official FEI secured stabling area no later than noon Thursday September 20. From this time forward until the conclusion of all FEI classes, all FEI horses are required to wear their assigned number whenever thay leave the FEI stable area. Horses may be schooled only during designated times and in designated locations. FEI schooling and equipment rules apply at all times from noon Thursday until after class 751 on Saturday. Horses which have a stall elsewhere on the showgrounds will be charged a regular stall fee for the show week in addition to their FEI stall in the secured area. FEI stalls will be available to competitors from Monday September 17 until Sunday Sepetember 23 once a stall reservation is made. Tack stalls may be limited in the FEI secured area. Veterinary Inspection and Passports All declared horses must be presented for veterinary inspection on Thursday afternoon at a time and place to be announced. 31 THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation. 1. Horses and Athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids. 2. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event. 3. Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement. 4. The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.
