4 US EQUESTRIAN EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 ShowPass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. Federation Entry Agreement: By entering a Federation-licensed Competition and signing this entry form as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federation, Inc., (the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation, The World Equestrian Center, and/or the competition may use or assign photographs, videos, audios, cable-casts, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR STATEMENT AS TO FEDERATION FEE (GR ) For every horse participating in any competition licensed by the Federation, a $23 Federation Fee will be collected ($15 shall be an Equine Drugs & Medication Fee to provide for research, inspection and enforcement of rules regarding use of medications and drugs). The Horse Show Management reserves the right in itself to interpret all questions and conditions in regard to or arising out of an incident without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by the Horse Show Management, their decision to be final. The Horse Show Management reserves the right to limit entries, refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without claim for damages; to change any course, to add a dotted line, to cancel or combine any classes, or to reschedule classes, after due notice to exhibitors; to change rings or judges; to change specifications in jumper classes in order to facilitate the time schedule or as competition warrants, or make any changes management deems is in the best interest of the show and its exhibitors. 5 HUNTER DIVISIONS & HUNTER CLASSICS The rated sections of this competition are official US Equestrian point competitions for US Equestrian National and USHJA Zone Horse of the Year Awards Programs. All hunter classes to be judged on performance and soundness unless otherwise indicated. Courses will consist of at least eight fences with changes of direction. Fences will simulate obstacles found in the hunt field, such as brush, post and rails, walls, in and outs, gates, etc. Course diagrams will be posted no later than 30 minutes before the class. In some cases, the area of the courtesy circle may be restricted by a dotted line. Handy Hunters Courses in all A rated hunter division to use tracks and jumps found in trappy hunt country, and may include natural obstacles, a trot fence, etc (except for Young Hunter, Green Pony Hunters, and 3 /3 3 Green Hunters). Under Saddle classes to be shown at a walk, trot and canter both ways of the ring. No martingales permitted. In High Performance, A/O and Junior classes, entries may be asked to hand gallop collectively one way of the ring, at the Judge s discretion. No more than eight shall be asked to hand gallop at one time. Minimum entry requirements: Management reserves the right to combine Sections with less than six entries or as per indicated in Zone Specs, League specs, etc. In all Hunter Championships, the titles shall be awarded to two of the four horses which have acquired the most points over fences. In addition to these points, only these four horses shall receive full points for ribbons won in Under Saddle classes and half points for ribbons won in Model. 8 JUMPER DIVISIONS & JUMPER CLASSICS Jumper Specs: Please see schedule for tables. In order to compete in any Jumper classes at recognized competitions as an exhibitor, rider, trainer, or his/her agent(s), a person must be a member of US Equestrian and USHJA or pay a USEF $45 Show Pass Fee & a $30 USHJA Show Pass Fee per show. Horse Recording: All horses competing in this competition must possess an USHJA Horse Registration - $75.00 for life. Any change of horse s name and/or ownership must be recorded with Federation. Poling: Manual Poling is not permitted. Order of Go: In classes where management deems necessary all horses names and positions will be drawn by the computer and in cases with riders on multiple mounts the computer will adjust the order, if necessary, to a minimum of 8 horses between rides (where possible). Declarations: All horses must be declared (entered) in classes in which they intend to show by the close of the show the day previous to the class to ensure entry to the class. Awards: All classes placed 1-8 including jumper classics. Championships will be offered in all jumper divisions. Points used will be /2, except the bonus class which will be 15, 9, 6, 3, 2, 1. Bonus class breaks ties & are always the last class of the section-denoted with a (*). Prize Money: Unless otherwise specified prize money will be paid out - 1 st -30% / 2 nd -22% / 3 rd -15% / 4 th -12% / 5 th -11% / 6 th -10% The time allowed is based on a minimum speed of 382 YARDS (350 m/m) per minute; At all heights to qualify as a spread fence, the fence must be 5cm (2 ) up to 15cm (6 ) wider. JUNIOR/AMATEUR OWNER JUMPER Open to Junior riders under 18 and Amateur Owners or Amateur members of the owner s family. Leased horses are not eligible and multiple ownerships are not permitted unless all owners are members of the same family. The same horse/rider combination may not compete in both the High and Low Classic at the same show. 10 GENERAL RULES & REGULATIONS ENTRIES - Entries will be accepted on a first-come; first-served basis. Closing Date for all show entries for all shows as follows: Mailed postmarked by April 19, 2018 (received by April 23); Online (available thru received by midnight, Sunday, April 29. Upon receipt of a complete and signed entry blank, ONE back number will be issued for all shows; and must be picked up at the office prior to competing--please do not discard until all showing is completed. Competing horses are required to be declared/entered in the classes/sections they wish to compete in prior to the class/section commencing. To be considered a Competing horse the horse must exhibit over fences in at least one class or it will be considered a non-showing horse. POST ENTRY FEE: Should space permit, a post entry fee of $25.00 PER SHOW/PER ENTRY WILL BE CHARGED AFTER April 29 and a late fee of $50 will be charged for all entries received on or after the first day of the show. ADDING/SCRATHING CLASSES/DECLARATIONS: Should scheduling warrant and for all A Rated Hunter Sections (see below) a NO SAME DAY ADD policy may be instituted by Show Management and will result in all declaration/entering of classes/sections to be recorded in the show office by close of business the day prior. Entries wishing to post-add into a class/section they were not already entered in may do so if eligible and only once permission has been received by Management AND the official show secretary has issued an ADD SLIP. All ADD SLIPS must be presented to the Ring Starter PRIOR TO THE CLASS/SECTION COMMMENCING to gain access to the start list and all post-add entries will be expected to show first in the posted or drawn order. Scratches must be done on an official scratch slip and must be presented to the secretary and the Ring Starter PRIOR TO THE CLASS/SECTION COMMMENCING to be considered for a refund. NON-SHOWING HORES will be assessed a $75.00 per show fee and must be recorded in the show office using an official entry blank. Horses on the grounds scratching all classes will become a non-showing horse regardless of the reason. RDNE (Rode Did Not Enter): Entries that show in a class that was not properly entered either by inclusion on your original entry form or a properly filled out add slip PRIOR to the class involved will be charged a $25 RDNE Fee, and will not be considered for an award in that class. This charge will show on your statement as entered off judge s card. All add/scratches must be done in the office by 5:00 P.M. the day before the class in question to assure acceptance. PROCESSING: Each horse will pay a $45 per show Processing Fee. This non-refundable fee will also entitle each horse to properly add/scratch regular classes at no additional cost, access to schooling areas and qualified onsite medical personnel during show hours. Horses scratching completely will be charged the appropriate scratch fee as well. STALLS: Trainers must reserve a block of stalls thru using the online stabling reservation form. STALLS ARE $ EACH/WEEK/STALL & must be reserved BY APRIL 16. Stabling will be available after 9:00 AM on the Monday preceding each show week thru the end of showing on Sunday. Stalls are 10 x 10 wooden and vinyl under permanent roof, or temporary vinyl under tents, all with doors. Please specify which type of stalls preferred; all requests will be attempted to be fulfilled but may not be honored due to space, layout, and time restrictions. EARLY ARRIVAL: Exhibitors planning to arrive earlier than 9am Monday must contact Show Manager, Alexandra Zulia (text or alexandra.zulia@aol.com) to make arrangements. If available, stalls may be occupied prior to 9am on the Monday preceding each show week for an added fee of $20.00 per day/stall and may only be occupied after confirmation by Show Management. Early arrival prior to 3pm Sunday, April 29 IS NOT AVAILABLE. TACK STALLS/NON-SHOWING HORSES: Show Management reserves the right to limit tack stalls. Stalls for for Non-Showing Horses is strictly subject to availability for an added $75.00 charge plus administrative/emt fee, as well as stall fees. BEDDING & HAY Must be ordered on your Stall report or on a form in the office upon your arrival for delivery as soon as possible. Hay, straw & shavings will be available on the grounds at market prices. DAMAGES: Damage to stalls, whether intentional nor not-intentional will be billed accordingly; torn tent panels will be assessed a flat fee of $250/panel and will be billed to the trainer on record. GROUNDS FEE: A Grounds Fee of $25.00/DAY/HORSE will be charged for entries competing out of a trailer. CAMPING SITES Must be reserved directly with Julie at Julie.Agar@comcast.net or using the official entry form. Reservations accepted on a first reserved first served basis and will sell out. Once a waiting list is established campers reserving multiple weeks will receive priority. PAYMENT METHOD Show Fees/bedding may be paid by cash, check, and credit cards (at 3% convenience fee). BACK NUMBERS: No numbers will be released without an open check for EACH week. You will keep your same number for the entire circuit. REFUNDS: Entries canceled prior to the closing date will be refunded in full. Scratch fees are $25 after closing date. Stalls and processing fee are not refundable for any reason after the closing date of entries. All scratches must be submitted in writing (Julie.agar@comcast.net) to be considered for a refund. All accounts become final after the close of the show Sunday evening, changes will not be considered after this date, no exceptions! If the show must be stopped due to a storm, accident, or other emergency, the show management has the right to deny a refund of any or all fees. A HUNTER SECTION ENTRY FEE: After showing in the first class of any A rated section requiring a section entry fee, no refunds will be given for scratching any classes within the section for any reason HEALTH REQUIREMENTS: All horses entering Waterloo Hunt grounds must have valid proof of negative coggins test (within 12 months). Proof of mandatory vaccinations is required per USEF rules. A 30 day certificate of veterinary inspection is required for all horses arriving from outside the state of Michigan. Horses who fail to arrive with appropriate paperwork will not be allowed to unload on show grounds. RETURNED CHECKS: Checks returned by the bank for any reason are regarded as a most serious offense and will be handled as follows: A 10% Penalty will be assessed for every returned check (Minimum of $50). Accounts will be given ten days to be paid in full with cash or cash equivalent or they will be turned in to USEF for collection/disciplinary action. Accounts may also be turned into the County Attorney s Office for filing of criminal charges. RINGS: Hunter Rings 1 & 2: 140 x sand over clay base. Lower Ring: 130 x 290 limestone base/sand footing. Three warm-up sand rings are also provided.

11 LEASH LAW: Dogs and other pets must be on a leash at all times while on the show grounds. A fine of up to $100 AND USEF disciplinary actions will be imposed for any loose dogs, per occurrence. Management reserves the right to impound loose dogs and/or summon Animal Control at the owner s expense to have the animal removed from the grounds. MOTORIZED VEHICLES: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry form as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. FOREIGN CHECKS: All foreign exhibitors must pay by cash, credit card, or a check drawn on a US Bank. MEDICAL WASTE: Sharps must be placed in proper receptacles located in each barn. Failure to do this will result in a $100 fine/infractions plus additional fines deemed necessary by the show management. PROTECTIVE HEADGEAR: It is compulsory for all persons at Federation licensed hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. It is the responsibility of the rider, or the parent, guardian or trainer of the junior exhibitor to see to it that the headgear worn complies with appropriate safety standards and is properly fitted and in good condition. POLING: Manual poling and the use of bamboo offsets are prohibited at all times on the grounds. In the event of a violation of this rule, the involved horse and its trainer of record as indicated on the entry form will be suspended from further competition at the show in which the violation occurred. In addition, no refunds will be given for any unused fees. CHECK OUT/PRIZE MONEY: Each show is separate, and you MUST close out your account no later than Sunday each week. For your convenience there will be exhibitor s terminals available in the show office; we encourage you to look at your account early in the week and make any corrections while the office is quiet. If you wish us to fill in your check for you, we will be happy to. Please print your statement at the exhibitor s terminal and write on it please close out my check and drop the statement in our express check out box; this will avoid the need to stand in line. If you are checking out more than one horse be sure to include a statement for each horse and explicit instructions as to whose check we use for which horses. Remember to print two copies, one for us and one for you! Please look over the information on your statement and report any errors to a secretary immediately as to horse s name, riders, owners, addresses, association numbers, etc., so we may accurately report your results to the various organizations. All Prize Money will be credited to the horse owner s account unless otherwise specified any excess prize money will be mailed within 30 days of the final day of each competition to the horse owner on record unless otherwise specified; all payee information must include applicable social security and/or Federal ID numbers. IMPORTANT INFORMATION CONCERNING SPLITTING/COMBINING & ADD/SCRATCH POLICY IN ALL A RATED HUNTER SECTIONS Should entries warrant, all A rated hunter sections will be split or combined following US Equestrian rules and will be done so at the close of the horse show office on the evening preceding the first class is each section, therefore entries MUST be completed for A rated hunter divisions accordingly to be considered. Any post-adds received and accepted after this time will not be considered in respect to the splitting/combining numbers. There will be no exceptions to this policy. Same day scratches and/or no-shows at the gate in all A rated hunter sections will forfeit their entry fee unless a Certificate from the Official Show Veterinarian vet scratch for the show is received by the official show secretary prior to the section in question. Should same day scratches or no-shows result in insufficient entries to keep sections split, sections will be combined.
