For more than 160 years the California State Fair has been a constant showcase of the talents and achievements of the people of California. Entering into the California State Fair s 2017 Competitive Exhibits Program allows you the opportunity to showcase your abilities, and revel in your accomplishments! The California State Fair s friendly competitions are designed to recognize the best of the Golden State. Our Competitive Programs inspire talented Californians, as well as highlight the latest advances in technology, agriculture and industry. More than 650,000 visitors are expected at the State Fair this summer. 3 OFFICE OF THE GOVERNOR California Agriculture Fair Season I am honored to welcome you to the 2017 season of California s agricultural fairs. The vibrant culture of livestock competitions, educational exhibits, exhilarating carnival rides and live performances is vitally important to this state. Each fair and fairground exhibit offers an important link to the agricultural community and to the California farmers and ranchers that are a part of this tradition. Every fair showcases a unique aspect of California and the local heritage through its events and activities. Exhibits showcase local livestock, crops, artwork, baked goods, and arts-and-crafts year round. As a fair exhibitor, local citizens and visitors rely on your expertise to showcase the amazing resources that California provides. 4 December 1, 2016 Here in California, it s always fair season. It s just one of the many reasons our agricultural community is so fortunate to live and grow in a place so well-suited to what we do. A new year is just around the corner, and that means it s almost time to cut the ribbon on our 2017 season of California s agricultural fairs. You make that happen. Each year, when the gate closes on the annual fair, our exhibitors set about creating their piece of the next one. In a way, it s a lot like being a farmer: even as we close the barn door on this year s harvest, we are thinking of the blank slate and the new opportunity that awaits us in the season to come. Fairs and farms are tied together that way, as they always have been. Exhibits and shows, art and innovation, competitions and carnival rides, and my personal favorite: education. Fairs are perhaps our best chance to show-and-tell the story of farming to an audience that may not often think about what agriculture means beyond the pristine produce at the market. Thank you for the role you play in creating a fair full of fun, memorable, educational moments. Each fair in our state has its own flavor, its own sense of place. The variety of our local fairs mirrors the variety of our state s agriculture, and it reminds us just how diverse and unique California s communities are. 5 Agriculture Programs Manager Jay Carlson Phone: (916) entryoffi The State Fair The California State Fair has always been an awe inspiring showcase of the state s fi nest, and ever since the fi rst fair in 1854, California has upheld this tradition. People come from all over to witness the competition and innovation that our exhibitors produce. We continue to add new and exciting competitions to our competitive programs to showcase California s very best! Program Calendar Livestock Daily Schedule 8 Open Beef, Nigerian Dwarf Goat, Boer Goats and Pygmy Goats Daily Schedule 11 Dairy Cattle & Dairy Goat Daily Schedule 12 Longhorn, Sheep, Swine, Angora Goats, Llama and Alpaca Daily Schedule 14 New for Pre-registration fee for pop up tents is $20.00 (paid for by the offi cial entry deadline of June 21). Post registration fee for pop up tents is $30.00 (registered and paid for after the offi cial entry deadline). 2. As of Jan 1, 2017 all dairy cattle changing ownership require an offi cial ID eartag. 3. New Shows: Berkshire Swine Show and Western Regional Dorper and White Dorper Show, National Nigerian Dwarf Goat Show, National Youth Nigerian Dwarf Goat Show, And Emilee Hammon Nigerian Dwarf Goat Show Dairy Goat Specialty Show is the Golden State Nubian Specialty Show. 4. If you remove or rearrange a panel in your assigned pens you will be required to return the panels to their original location before a release slip is issued. Failure to do so will result in a $50.00 back charge for each panel our staff has to re-install to its original confi guration. Barn assignments will be used to back bill, so make sure if you change locations in the barns that your show superintendent knows your fi nal location. Why Compete? Competing at the California State Fair isn t just about sportsmanship, responsibility and discipline. It is building a relationship between the consumer and the general public, education about the facts of agriculture and interacting with people who become lasting friends. It is the opportunity to showcase what you have learned through your organization and your livestock projects. It is the ability to see how your project measures up to some of the best on the west coast; to learn how to accept victory and defeat in a professional and positive matter; to showcase that hard work and determination does pay off. These rules are not identical to State rules published in other Competition Handbooks, or by the Division of Fairs and Expositions of the California Department of Food and Agriculture. Box Sacramento, CA How to Enter Go to CAStateFair.org and click on the Open Livestock icon under the competitions page and follow the instructions. Use a Visa or Mastercard to pay entry fees. When registering, please consider how you input your information. It is a direct source for the publishing of names and titles for Award Recognition & Publications. Please pay special attention and use proper spelling, capitalization, full names of cities/counties, no abbreviations and correct contact and mailing outlets. The California State Fair has implemented ShoWorks, an on-line entry program. ShoWorks is an industry standard used by over 50 fairs nationally. This user-friendly program can be trusted to accurately enter you into our competitions and allows for effi cient communications via . We are excited to have ShoWorks to better facilitate entering California State Fair competitions. Note that sessions expire after 20 minutes of inactivity, so save the cart if you plan on leaving the computer for more than 20 minutes. Everyone must register as a exhibitor when logging in for the fi rst time in any given year. If you entered last year, you will still enter as a fi rst time exhibitor. Entries must be entered online or postmarked on or before June 21, When entering online Detailed Receipt with all required signatures are due by June 24 (Entries must be submitted by June 21) 3. Junior Breeding Boer Goat, Junior Pygmy Goat, and National Youth Nigerian Dwarf Goat entries are due June 21 with all other Open Livestock Entries. 4. Missing Information Deadline: Failure to provide complete and accurate information (ie; registration number, dam/sire name, ear tag, tattoo or permanent marking, birthdate) on each and every entry form(s) by June 25, 2017 shall result in the disqualifi cation of each entry missing all or part of the information required. 17 Open Livestock Entry Requirements 1. The California State Fair has implemented ShoWorks, an online entry program. ShoWorks is an industry standard used by over 50 fairs nationally. This user-friendly program can be trusted to accurately enter you into our competitions and allows for effi cient communications via . We are excited to have ShoWorks to better facilitate entering California State Fair competitions. Enter online at CAStateFair. org. Once you have submitted your entries online, print the Detailed Receipt Page, obtain all required signatures and return the signed form to our offi ce by the required deadline. If the exhibitor has multiple species with multiple leaders, all leaders must sign the Detailed Receipt. Entries are not accepted until Detailed Receipt is returned. All entries hand delivered or mailed may be subject to a $25 per exhibitor fee. Forms may be mailed to the California State Fair Entry Offi ce, PO Box 15649, Sacramento, CA All completed entry forms, as well as the payment of fees must be entered on-line no later than June For information on entry fees, limit of entries, and premiums paid; see Class List for each species. Entry fees are non refundable. 4. A defi ciency penalty of $25.00 per entry must be paid if: a. Applicable entry and pen fees are not actually received or postmarked by the printed entry deadline. Entry forms must be received as required in Rule # 2 b. A check in payment of the entry fee is refused by the bank. c. Insuffi cient information given, on entry form, as described in entry requirements 10 & 11 below. 5. These penalties may only be paid by cash, certifi ed bank check or money orders and made payable to the California State Fair. 6. No animal may be entered in more than one division in the Livestock Department unless provided for in the specifi cations of the division. Animals may not be transferred from one division to another unless Fair management determines a need. 8. Animals entered as individuals in the Junior Department are not eligible to be entered in classes of the Senior Department, except as otherwise noted. CAStateFair.org Page 16

Failure to provide complete and accurate information on each and every entry on each entry form(s) by June 25, 2017 shall result in the disqualifi cation of each entry missing all or part of the information required. 10. Breeding Animals not identifi ed at least by birthdate and at least one of the following: dam s name and her registration number, ear tag, tattoo or permanent marking or by the registration number prior to the closing date of entries may be made eligible only by paying a penalty of $10.00 per entry. Only cash or certifi ed cashiers check will be accepted as payment for these penalties. 11. The registration number of the sire for the Get of Sire group and the registration number of the dam for the Produce of Dam group must be shown on the original entry form. Sires and dams not identifi ed by the closing date may be made eligible only by paying a $10.00 penalty per group entry. All animals in each group entry must be owned by the exhibitor, entered as individuals in a breeding animal class, and be of one breed. 12. All animals entered in group classes must have been entered and shown in individual classes, unless otherwise stated. 13. No entry will be judged if fees are outstanding on that entry, this includes NSF payments or other outstanding invoices from the past. 14. Exhibitors having fees and/or payments outstanding with the California Exposition and State Fair, may not participate until payments are made in full. 15. See Blocking Chute, Blocking Table, and Pop Up Tent Rules under Livestock Rules for registration information and fees. Generators are also subject to a $35 fee. CAStateFair.org Page 17

19 Rules & Requirements Ownership & Registration Papers 1. All entries must have been owned by the exhibitor for at least 30 consecutive days prior to the opening of the Fair. Animals that are leased by exhibitor are not eligible. 2. Animals entered as individuals in the Junior Department are not eligible to be entered in classes of the Senior Department (unless otherwise noted). See General Rule All animals in breeding animal divisions must be registered and recorded with the breed association in the exact name of the exhibitor (owner) as declared on the entry form, except: a. For pigs under 12 months of age and still owned by the breeder, litter registrations are acceptable if recorded with the breed association and if they identify the litter by birth date, sire, dam, and ear notching. b. Exhibitors whose breed association requires an inspector s approval prior to registering may present a statement by the secretary of the association that the animal is otherwise eligible to be registered if the statement identifi es the animal by birth date, sire, dam, and ear tag, tattoo or notching and the animal will not be over 12 months of age on the opening day of the Fair. c. Breeding partnerships or co-owned animals must be verifi ed by names listed on original registration certifi cates provided by the breed association. d. All junior show rules shall apply with regards to breeding partnerships. 4. Original Registration Certifi cates, including a Duplicate of an Original Registration Certifi cate issued by a breed association, or other documents mentioned above, Items a. through c., must be presented to the management when the animals arrive on the fairgrounds and must be available on request at any time. Photocopies or other duplicated copies of original documents, letters, telegrams, etc., are not eligible. Clerks are instructed to correct entry records exactly as shown on the certifi cate. All registration papers must be inspected and approved by the State s representative before entries are allowed to be judged. 5. All sheep entered in the Natural Colored Wool Sheep Division, must be accompanied by a certifi cate of individual registry from the NCWGA or at any other breed association issuing these registrations on colored sheep. Natural Colored Wool Sheep must only be shown in the Natural Colored Wool Sheep Division, these sheep may not be shown in any other division. 6. No deviation from or alteration in the information on a registration certifi cate will be permitted unless clearance in writing is fi rst obtained from the breed association and presented with the certifi cate. Evidence of any attempt to alter information on a registration certifi cate shall be reported immediately to the Division of Fairs and Expositions and the appropriate Breed Association(s) and shall result in the disqualifi cation of that exhibitor. 7. When the owner and breeder names are not exactly the same on the registration certifi cate, a statement from the breed association verifying that the various names are recognized as the owner and/or breeder, including owner s mailing address, CAStateFair.org Page 18

20 must be presented to the State Fair Livestock offi ce before awards can be paid 8. Animals may not be entered or shown in more than one breed division unless specifi c show rules allow for such. Animals entered and shown in Junior show may show in Open show if entered and have met all open division requirements. All animals must be shown in the breed division in which they are entered. Furthermore, an animal is eligible to enter and compete in only one breed classifi cation regardless if the animal is registered in one or more breed associations or registries. The animal must also be registered in the recognized U.S. Registry for their breed classifi cation or if registered in country of origin outside the U.S., the animal must be eligible for registry in the recognized U.S. Registry. Animal Identifi cation 9. All animals (except barrows) shall be identifi ed by a permanent number (ear tag, legible, easy-to-read tattoo, brand required by breed association, or ear notching) on the animal and recorded on the entry form. The State Fair shall provide number tags for Market Gilts and Barrows. When identifi cation numbers are in both ears and the numbers are different, both numbers shall be recorded on the entry form. (Offi cial California calf hood brucellosis vaccination eartags, plastic orange, are acceptable; brucellosis vaccination tattoos are not.) All animals with ear notching or tattoo identifi cation (i.e. tattoo, ear notch, tag, etc.) is required to be listed on the offi cial breed association registration papers. The I.D. information on the animal must match that which is listed on the registration paper in order for that animal to show. Further requirements may result from the USDA National I.D. Program. 10. An exhibitor may not use the same permanent marking on more than one animal of the same breed and sex during any 5 month period for swine, and two consecutive calendar years for sheep, or any 12 month period for all other livestock, except that all pigs in one litter may be marked the same. 11. For barrows and market gilts an identifying marking will be placed on or attached to the animal by the fair and must be on the animal at all times or awards will not be paid. Veterinarian 12. Livestock exhibitors will be responsible for all veterinary fees applied to their animals. The state may at it s sole discretion require an autopsy of any animal that may die while on the fairgrounds. Autopsy fees will be the responsibility of the exhibitor. 13. Removal of animal tissue other than hair or wool from any livestock unless performed by the state s designated veterinarian is considered a violation of rules and the state s animal welfare policy. Violators shall be sanctioned and reported to authorities. Judging 14. Any exhibitor and/or junior exhibitor s family member, fi tter and/or agent who has outstanding fi nancial accounts with the California State Fair will not be allowed to enter or exhibit at the California State Fair or participate in Sale of Champions. 15. No exhibitor shall receive more than two cash awards in any one class. For the purpose of this rule only, a husband, wife, and unmarried children (including foster children) under 18 years of age shall be considered as being one exhibitor, except CAStateFair.org Page 19

21 that brothers and/or sisters shall be considered as being separate exhibitors in Junior Department classes. This rule shall have no bearing on consideration in the placing of entries by judges. Ribbons shall be presented in the order of placing by the judges. The managements shall, however, pay third money to fourth winner, etc., when the third winner is prohibited from receiving third cash award under the provisions of this rule. (Any entry or exhibit in which one or more members of the family described above has a fi nancial interest shall be included in the limitation of not more than two cash awards per class. 16. Management reserves the right to combine or to divide classes in a manner it deems necessary in order to assure adequate competition. In breeding classes where age classes are combined or divided after the closing date, Rule 15 above shall be applied on the basis of classes entered rather than classes shown. In the event of a show change, as a result of this rule, or where classes are established after the close of entries, premiums and awards will be distributed, divided or eliminated in a manner as deemed necessary by Fair Management. 17. The judge may disqualify any animal that is not suffi ciently gentle to be shown with safety. The judge may not award premiums to any animals which show visible evidence of disease, deformity, or lameness. No award will be made to entries eliminated under this rule. 18. No children will be allowed to show or be present in the show ring with mature, breeding age boars. 19. Any animal upon which artifi cial means have been used to permanently remove or remedy physical defects will be barred from exhibition. This does not apply to training of horns. 20. Each entry shall be assigned an entry number by the Fair Management. Exhibitors must wear their numbers while showing their animals as required by Fair Management. 21. Exhibitors who make entries in group classes are required to lead out those groups at the scheduled time or forfeit their premium money for that class. 22. The judges decision shall be fi nal. The judges decision may not be protested. 23. Exhibitors that qualify to compete for California State Fair Supreme Champion Drive must participate in the Supreme Champion Competition. Exhibitors that choose not to participate in Supreme Champion drive will forfeit all premiums and awards. Stalling/Pens/Tie Outs 24. Pens and stalls will be assigned by the Fair management. Space may not be traded without approval of supervisor in charge. No altering of pens or stalls is allowed without similar approval. Wheat Straw shall be used for bedding for all animals (beef, sheep, dairy cattle and dairy goats) exclusively. No rice straw, sand, sawdust, shavings, wood chips or rice hulls are allowed in the livestock area. Animals pens must be bedded at all times. No large watering troughs allowed in the livestock area. Animals housed in L3 during Junior Livestock Week, July and July may use shavings instead of wheat straw. Exhibitors must clean their pens and allleyways before obtaining a release. a. Stalling Request Forms will be available on-line. Requests will not be taken over the phone, on Detailed Receipts or post it notes. Only one Stalling Request Form will be accepted per exhibitor. Requests are not guaranteed. CAStateFair.org Page 20

22 25. Stalls, pens and animals must be neatly kept and supplied with necessary clean bedding at all times. Pathways and approaches must be kept clean for the convenience and safety of spectators. All fans, tack boxes, blocking chutes/tables and any other equipment/supplies must be kept within the tie or pen space, not in pathways or approaches or any area(s) other than those designated for tack, equipment and animal(s). NO EXCEPTIONS. The number of fans may need to be limited per exhibitor or animal based on space available. Stalls, pens and aisles must be cleaned by 8:30 a.m. each day. Failure to adhere to these safety and cleanliness rules may result in disqualifi cation or forfeiture of premiums. Fans and electrical cords in aisles or other public walkways will not be permitted. 26. The Fair does not provide wheelbarrows, or tools for cleaning (pitchforks, shovels, brooms, etc.) 27. No nurse cows are allowed in the livestock barns. Recipient or host cows with embryo transfer calves must be identifi ed, and must match the I.D. number on the Transplanted Embryo Certifi cate provided by the breed association. This certifi cate must be presented with the calf s registration papers. The natural mother may be brought for a nursing calf entered in the show. 28. All personal belongings must be placed out of sight during hours the Fair is open. During this time no sleeping shall be permitted in barns. No minors may sleep in the barn at any time. 29. Cattle Tie Outs: Rules, regulations and procedures will be posted during the fair. All exhibitors must adhere to these rules or be subject to disqualifi cation. 30. Cattle may be tied out at 6:30 p.m. daily and not before. Tie-out time will be strictly monitored by management. Exhibitor s that do not adhere to this schedule shall have all premiums forfeited. It is recommended that neck ropes be used in the tie out areas. Cattle placed in the tie-outs are done so at the exhibitor s own risk. It is the exhibitor s responsibility to clean tie-out area prior to departure from the California State Fair. 31. Please be advised, if you remove or rearrange a panel in your assigned pens you will be required to return the panels to their original location before a release slip is issued. Failure to do so will result in a $50.00 back charge for each panel our staff has to re-install to its original confi guration. Barn assignments will be used to back bill, so make sure if you change locations in the barns that your show superintendent knows your fi nal location. 32. Only animals entered in the 2017 California State Fair may be on grounds. Bedding 33. All Species will use wheat straw for bedding. No other bedding material is allowed. Swine exhibitors may use shavings, however they must clean out the pens prior to obtaining release. 34. First bedding will not be provided. 35. Open division cattle shall be stalled together as much as possible by breed (i.e. Angus with Angus, Brangus with Brangus, etc.). Cattle having registration papers with more than one breed association/registry shall be stalled with the breed in which they enter. In cases where exhibitors may be showing two or more breeds, consideration will be given on a case-by-case basis. CAStateFair.org Page 21

23 Blocking Chutes/Blocking Tables/Generators/Port-O-Cools 36. BLOCKING CHUTES: A fee of $25.00 will be charged for each blocking chute. The State Fair reserves the right to limit the number of blocking chutes per chapter, club or individual. All blocking chutes must be registered with the Livestock Offi ce. Upon arrival at the Fair, a numbered I.D. tag will be assigned and must be attached to the blocking chute. Spaces will be assigned. No blocking chute will be allowed in spaces other than those assigned by the Beef Supervisor. Failure to keep blocking chutes in assigned locations or properly identifi ed shall result in disqualifi cation and/or loss of premiums. 37. BLOCKING TABLES: A fee of $10.00 will be charged for each sheep blocking table. The State Fair reserves the right to limit the number of blocking tables per chapter, club or individual. All blocking tables must be registered with the Livestock Offi ce. Upon arrival at the Fair, a numbered I.D. tag will be assigned and must be attached to the blocking table. Spaces will be assigned. No blocking table will be allowed in spaces other than those assigned by the Sheep Supervisor. Failure to keep blocking tables in assigned locations or properly identifi ed shall result in disqualifi cation and/ or loss of premiums. 38. POP UP TENTS: A pre-registration fee of $20.00 will be charged for each pop up tent registered and paid for by the offi cial entry deadline of June 21. A post registration fee of $30.00 will be charged for each pop up tent registered and paid for after the offi cial entry deadline. The State Fair reserves the right to limit the number of pop up tents per chapter, club or individual. All Pop Up Tents must be registered with the Livestock Offi ce. Upon arrival at the Fair, a numbered I.D. tag will be assigned and must be attached to the pop up tent. Spaces will be assigned. No pop up tent will be allowed in spaces other than those assigned by the Specie Supervisor. Failure to keep pop up tent in assigned locations or properly identifi ed shall result in disqualifi cation and/or loss of premiums. Pop up tents must be 10 x 10 or smaller. Side walls on tents are not allowed Junior Week, July GENERATORS: NO GENERATORS WILL BE ALLOWED TO OPERATE WITHIN THE LIVESTOCK PAVILION. All generators must be operated outside the Pavilion and must be stored out of site when not in use. There is a $35 charge per generator permit. Portable electric generators whether owned, rented or borrowed, which are operated by an exhibitor at the California State Fair, must be equipped with Ground Fault Interrupter (G.F.I.) outlets. NO EXCEPTIONS! 40. PORT-O-COOLS: There will be NO Port-O-Cools allowed during the Junior Livestock Show, July 13-17, Dairy Cattle Exhibitors will be allowed to have Port-O-Cools on grounds. Port-O-Cools will require a $35 permit fee to be on grounds. The $35 fee will be paid the day of arrival at the Livestock Offi ce. The State Fair reserves the right to limit the number of Port-O-Cools per exhibitor. 41. No gas cans are permitted inside the livestock barns. Fitting and Showing 42. To maintain a high degree of confi dence in the livestock show, the California State Fair reserves the right to disqualify any animal(s) and the owner/exhibitor of that animal(s) that have been fi tted in an unethical manner. Unethical fi tting shall include any injection of gas, solid, or liquid under the skin (or mammary system) CAStateFair.org Page 22

24 to alter the normal conformation. It shall also include any cutting or tearing of the hide or underneath the hide or removal of tissue in an attempt to alter the shape of the animal. It shall also include attempts to disrupt or change normal dental development as well as dyeing or coloring the individuals which alters their natural coloration; including artifi cial tail heads or polls. Other specifi c violations include but are not limited to: liquid diets for lambs; excessive shrinking; excessive exercising; tying animals with their front feet off the ground; showing animals with their front feet off the ground; not allowing animals to eat or drink for extended periods of time; icing animals down; using dog pinch collars on any animal for any reason; electric stimulation; breaking of tails; the balancing of an udder and/or teats by abnormal means; physical abuse; and any attempts to change the degree of fi rmness of any individual shall also be considered unethical. Artifi cial means of fi lling cattle internally is prohibited. This shall also apply to violations of the California State Fair s residue avoidance program. 43. The showing of unethically fi tted livestock or livestock of any ineligible age for exhibition in the class entered is prohibited. Unethical fi tting will be deemed to consist of any method altering the natural confi rmation of any part of the animal s body, including, but not limited to, airing, injections, operations or other tampering with the animal s natural confi rmation or the illegal or improper use of drugs. 44. Animals showing signs of having been operated upon or tampered with for the purpose of concealing faults in natural confi rmation or with the intent to deceive relative to the animal s age, soundness or physical appearance will, in the sole and absolute discretion of the Ag Programs Manager, be disqualifi ed. As a condition precedent to the participation in the Junior Livestock competition, every exhibitor must agree to submit any animal so entered to inspection by a licensed veterinarian appointed by Fair management, and agrees to have such animal submitted to any tests as may be designated and requested by the veterinarian, and agrees that the conclusions reached by the veterinarian shall be fi nal and unappealable, without recourse against the veterinarian, the California State Fair or any of its offi cers, directors or employees. 45. No change of the natural color pattern of the animal by painting or dyeing will be allowed. 46. Exhibitors will be required to fi t and groom their animals in fi tting areas designated by the State. Fitting areas will have specifi c boundaries and schedule limitations. Exhibitors not following these specifi c policies will be disqualifi ed. Blocking Chutes and/or Trim Tables will be assigned specifi c locations. Blocking Chutes and Trim Tables not registered with the Livestock Offi ce or those that are placed in unapproved locations shall be removed without warning and at the exhibitors expense. 47. Any species division (breeding show only) with less than 20 head entered by less than 3 exhibitors at the close of entry deadline (June 14) will be transferred to the specie s All Other Breed division. The premium amount from the original division will not transfer to the specie s All Other Breed division. All exhibitors will be contacted by management to verify if the exhibitor would like to continue their participation in the specie s All Other Breeds division or the exhibitor will be offered the option to have the original division entry fee s refunded.
