1 Issue 280 October 2017 BIG RACKS By Jerry Michonski What is our obsession with big racks? When we are new to hunting, we dream about them. When we are a seasoned hunter that is what our goal is and we still dream about them. The Bigger, the Better, the Prouder, for we know they are harder to come by. We put up trail cameras to catch a glimpse of a big rack. We drool over it for days or even months. Every time I am in the stand that is what I am thinking about. Will a big one come by today? I pass on the small ones, hoping they will have a chance to grow up big one day. When I OCt. For it is the excitement about the hunt and possibilities that keep me coming back! This one was taken 7 miles from where I was hunting in Ohio. I, on the other hand, only got a no rack deer (good eating Doe).

2 From the President At our last VBA meeting we had Mr. David Dotson and Ms. Mindy Tucker from the Virginia Department of Game and Inland Fisheries (VDGIF) joined us to do a presentation on a new program designed to bring more youth into bowhunting. It is called the Scholastic 3D Archery Program (S3DA). The VDGIF is seeking Archery Clubs who would be willing to sponsor a S3DA Team for competition with other teams around Virginia. The presentation was well received, and several Delegates expressed an interest in having the VDGIF S3DA coordinator, Ms. Mindy Tucker, come to your clubs to do a presentation to your membership. Ms. Tucker has agreed to do that upon request. Justification/Reason for Motion: There have been instances where OGF nominees have done excellent work over an extended period of time at the Club and Region level but for various reasons, primarily a lack of service at the State or National level, have not been accepted into the Order. The OGF membership feels that these individuals should be eligible for an appropriate award that recognizes their accomplishments and service to the VBA. The attached December 12, 2016 letter from the OGF provides background. Also attached is a document that reflects changes to Article 16 that would be required to the VBA ByLaws. One of BBH s newest members Alex Maggos scored big on a Wyoming antelope hunt this August

3 A commitment to the sport of archery since 1941 Novice Deer Hunter Workshops Kevin Rose is hosting two Novice Deer Hunter Workshops in Loudoun County. This first one is this weekend at Leesylvania State Park in Prince William County and the Loudoun County one at Banshee Reeks Nature Preserve is Oct th. Each year, Kevin has asked this group to assist him in obtaining un-field dressed deer and he is in need of one for Saturday afternoon's class. Kevin and his instructors teach field dressing and part of that is getting the students hands on experience. Hunters can donate deer or simply allow a novice to field dress a deer and then the hunter can take the deer. Donated deer will be butchered at the workshop and the meat given to the students. If anyone is hunting Friday evening or Saturday morning and able, please make an effort to harvest a deer to assist this program. Application for VBA Game Awards The VBA published a new set of the guidelines for the Virginia scoring system. This set of guidelines will be used for the Big Game Hunting Awards. Make sure you are using the updated Bill Bennett applications on the VBA website and also in this newsletter. 4 ATTACHMENT TO SILVER ARROW AWARD AGENDA ITEM PROPOSED BYLAWS CHANGES (VBA) (Summary: The Silver Arrow Award title is added to the title of Article 16, thus having the Article cover both the OGF and the Silver Arrow. Other changes leave intact all information about the Order of the Golden Feather except that the section numbers for the Order change from 16 through 16.5 to 16.1 through The changes also include information about the Silver Arrow Award as new sections 16.2 through ) Article 16. ORDER OF THE GOLDEN FEATHER AND SILVER ARROW AWARD Section ORDER OF THE GOLDEN FEATHER Section Preamble The VBA will create an order to be known as the "Order of the Golden Feather." The purpose of this order is to honor those persons who have given unselfishly of their time and talents toward the betterment of archery and archers; bestowing the highest honor of the VBA on archery's most respected individuals in Virginia. This Order will be bestowed in honorary recognition with no specific duties or authority except governing the acceptance of additional members to this Order. Recipients of this Order will be persons who possess the virtues of sportsmanship, character, morals, integrity, and friendship. They must have rendered outstanding service to archery and/or the VBA. Section Rules A. Candidates will be submitted to the Board of Directors by the March meeting of each year. At that time, the nominee s qualifications will be read. B. At the June meeting, a ballot will be issued to each Director of the VBA. A maximum of three of the proposed candidates will be submitted to the Order for final approval. C. The candidates will be elected by a 90 per cent majority vote of the Order. D. The Order will report in writing to the VBA Executive State Secretary the results of their selection thirty days prior to the January meeting. The VBA Executive State Secretary will request the recipient(s) presence at the March Banquet. The Order will be prepared to present the Order at this meeting. E. The award of the Order will be a suitable lapel pin, a patch and a certificate. Section Qualifications

5 A. A candidate must be a member in good standing at the time of application. B. A candidate must have a minimum of ten successive years membership in VBA prior to his/her application. C. An applicant must be sponsored by either three VBA members of good standing or by an affiliate club of the VBA. Section Original Order The original Order to consist of not more than ten persons. 8 (VBA Continued) Section SILVER ARROW AWARD Section Preamble The VBA will create an Award to be known as the "Silver Arrow Award." The purpose of this Award is to honor those persons who have performed at a superior level within the VBA. This Award will be bestowed in honorary recognition with no specific duties or authority. Recipients of the Award must be free of any moral, legal or ethical issues that could bring embarrassment to themselves, their Club and/or the VBA. Section Rules A. Candidates will be submitted to the Board of Directors by the September meeting of each year. At that time, the nominee s qualifications will be read. B. At the January meeting, a ballot will be issued to each Director of the VBA. There is no maximum number of candidates that can be on the ballot. C. The VBA Directors have the authority to approve the award. The Directors will vote YES or NO on each candidate. To receive the award, a candidate must receive a YES vote on 75% of the ballots cast. There is no maximum number of candidates who can be approved. D. The Silver Arrow Award has no connection to the Order of the Golden Feather and will not be sent to the OGF for consideration or comment. However, the OGF, in their September review of individuals nominated to be Order members, may return a rejected OGF nomination to the VBA with a recommendation that the individual be considered for the Silver Arrow Award. E. The items to recognize the Award will be a pin, patch and a certificate. Section Qualifications A. This Award will focus on persons who have made extraordinary contributions to their VBA Club, other Clubs in their VBA Region and/or Clubs outside their VBA Region. Their performance will not rise to qualification levels for the OGF but is nonetheless extremely significant to the VBA, important to its continued success and worthy of special recognition. B. A candidate must be a VBA member in good standing at the time of application. C. A candidate must have a minimum of eight successive years membership in VBA prior to his/her application. D. A candidate must be sponsored by an affiliate Club of the VBA.

9 Virginia Bowhunters Association Order of the Golden Feather 7433 Spring Tree Drive Springfield, VA December 12, 2016 Mr. Robert Foster President, Virginia Bowhunters Association 3056 Crosen Court Oak Hill, VA Dear Mr. Foster, An agenda item at the September 16, 2016 meeting of the Order of the Golden Feather dealt with the concept of a VBA award for members who do outstanding service for the organization but don t quite rise to the level where they qualify for the OGF. This item was discussed as a result of the OGF being informed by the VBA that such an idea might be brought forward to the Club Directors as a possible change to the VBA Bylaws. The OGF endorses such an effort. There have been instances where OGF nominees have done excellent work over an extended period of time at the Club and Region level but for various reasons have not been accepted into the Order. An alternative result would be for the VBA to recognize these individuals with an appropriate award. We encourage the VBA to take into consideration the following thoughts when creating such an award: NAME: An appropriate name would be Silver Arrow Award. QUALIFICATIONS: There should be a period of sustained excellence (perhaps 8 or 10 years) and the individual s efforts should impact multiple clubs in his/her VBA region as well as hopefully other VBA regions. Care should be taken to not make the qualifications overly specific (e.g. number of ranges built, meetings attended, etc) in order to allow the VBA flexibility over time to define and recognize excellence as the organization evolves in future years. VOTE: This award should require more than a simple majority of votes to be earned lest the special recognition be diluted over time. Entry into the OGF requires 90% approval of mem-

15 VBA State Indoor Sectional Championship Hosted by The Belvoir Bowhunters "Excellence in Archery & Bowhunting" To enter Fort Belvoir, all non-dod affiliated passengers of every vehicle must undergo a personal background check using the person s social security number. Allow up to one hour (usually faster) to process through Tully Gate, depending on the line at the gate. All must have a state/federal issued picture ID. Directions: Exit US Route 1 (Richmond Highway) at the traffic signal at Pohick Road. This intersection is the Tully Gate entrance to Fort Belvoir. Drive up Pohick Road to the security control point/visitor center and process through base security. Proceed south on Pohick Road to the first traffic light at Theote Road and turn right. Proceed approximately ½ mile to a stop sign at Warren Road and turn right. Proceed about ½ mile and turn right at the bottom of the hill. The archery range is in Outdoor Recreation, the long, white building (Bldg 778) on the right.
