1 Belvoir Bowhunters Newsletter Issue 248 December 2014 The Next Club Meeting Is On Wednesday, 10 Dec 14 Start time 6:30 pm President s Message Merry Christmas! -by Greg Singleton Whew! This year has gone by faster than a sneeze through a screen door, and what a year we ve had. We completely rebuilt the left side of the indoor range, sponsored our annual trip to the Great American Outdoor Show in Harrisburg, PA, hosted the 2014 VBA State Indoor tournament, rebuilt the roofs over the fixed targets on both the 8-point and walk-through outdoor ranges, hosted our full gambit of indoor and outdoor archery competitions, had a GREAT Wild Game Dinner and awards ceremony, hosted the most successful Hunters for the Hungry Shoot to date, had 12 outstanding guest speakers at our club meetings, and dined on some really terrific meals prepared by our own culinary experts. All of you who contributed and participated in these club events should be really proud of your club. It only happens with the help of you, our club members. You are what make our club the great one that it is. This was our first year operating under the new lease agreement with Fort Belvoir. Although the lease has yet to be approved and signed by the government, your club has made an informal handshake agreement with the installation staff to follow the guidelines and procedures set forth in the final draft document when we drafted the agreement. So far, so good. We didn t break the bank the first year. Although our balance appears rather high right now, all that money is committed, so we really have a balance near zero. Out of the $11K, nearly $3K are committed to Fisher House Foundation (thank you!!), $2400 are committed to new 3D targets that have not arrived yet, and you voted to commit $6K for prizes and the conduct of the Wild Game Dinner for Your executive board will continue to work hard to rebuild our bottom line so we can hold firm to our annual commitments laid out in the 2015 calendar. For those who have not attended a meeting lately, you will notice an increased security posture when entering the base. If you are not DoD-affiliated, you will be required to undergo a local police security check using your social security number that you must provide the visitors center at Tulley Gate. This process can take a while, and the line gets very long during the morning rush hour. Members of our club have the luxury of asking for and receiving a 90-day pass (possibly a 6- month pass, depending on the evolving rules) which will prevent you from enduring this burden every time you enter the base. This process will no doubt have some effect on our shoots especially the VBA State Indoor. We will watch and see what happens and then adjust and adapt as necessary to keep things on track as much as possible. Your club elected next year s slate of officers for 2015, and most of us will be repeat offenders. Unfortunately, you re stuck with me as the club president for another year. Jeff will likely move in summer 2015, so he will be replaced by Greg Thompson, an outstanding choice for vice president. Jim, Larry, Rich, and Phong will also keep their positions on the EB, but Jerry Michonski has accepted the challenge of becoming your new Sergeantat-Arms, following an outstanding year of support by Russ Hatchl. I look forward to working the new old and new EB members for I d like to take this opportunity to thank those of you who have contributed so much to the club throughout the year and without whom we could not get the job done. First, thanks to the executive board: Jeff Buchanan, Jim Zolinski, Larry Readal, Rich Vigue, Phong Nguyen, Russ Hatchl and Tim Seymour. You guys have done a great
2 job keeping the club running. I couldn t have asked for a better group of folks to keep the club on track. There s a lot of work that goes on behind the scenes, and these are the guys doing that work. Then there are the folks who come out and help set up the 3D range. They unselfishly show up at 7am on competition day and haul targets up and down the hills of the course. When the shoot s over, they go out and retrieve the targets and put them back in the shed and fold up the big tent all without asking for anything in return. Thanks to each of you for what you do. You make things happen, and your club appreciates it very much. And thanks to our folks who work the VBA State Shoot: Kevin Brown, Robin Vogel, and Jenifer Stoner. A special thanks goes out to those who answered the call for range parties. Part of our lease agreement states our club will do the range maintenance if the installation will pay for the targets and most materials. The club has always done the maintenance anyway since the installation doesn t have the knowledge or experience to conduct the maintenance that s needed. On every occasion when maintenance was needed, club members responded with tools and their smiling faces and got the job done. Thanks to all you carpenters, architects, woodsmen, and those with really strong backs. You folks made it all possible. Of course I, of all people, could not forget those responsible for the delicious meals that have been provided to our club at the meetings, the shoots, and the Wild Game Dinner. Whether you re a champion griller (Hollywood, Paul Vogel, Richard Danyliw and the rest) or home chef (Glad Hatchl, TDK, Charlie Shupienus and many, many others), you have been responsible for some smiling faces and some really full bellies. Thank you for the hard work in the kitchen and the hours standing over the grill. I hope you were able to find the time this fall to get out in the woods and enjoy what nature has to provide. I hope you were able to fill the empty spots in your freezer with fresh venison to hold you over for the upcoming year. If not, there s still plenty of time to get out there and get your deer. Buck season runs till the end of the calendar year, and the antlerless season in Fairfax County runs all the way til the end of April (check VDGIF for exact dates). Thanksgiving is behind us now, and the Christmas season is rapidly approaching. As much as I like bowhunting, I know I need to remember my priorities for the holiday season. I will put my bow in the case and leave it there for the times I have set aside to be with family and friends. As much as I dislike shopping, I will take the time to get something to go under the tree for the ones I love, and I ll celebrate the joy of the holidays with those closest to me. I wish all of you the very merriest of Christmases, and the very Happiest of New Years. Ho ho ho, Greg Holiday shoppers, here s some news you can use for gift giving this season and beyond: There s a new Dick s Sporting Goods in the recently opened Springfield Towne Center on Frontier Road in the location of the old Springfield Mall. They have plenty of archery tackle and hunting supplies! There s a new Gander Mountain store in Woodbridge! Just opened at Worth Ave, Woodbridge, VA It s directly across from Walmart and Sam's Club. Vice President s Message -by Jeff Buchanan BBH: A Learning Organization A short 12 months ago I was asked / cajoled / strongarmed into being your Vice President. Since my duties will take us to another job this summer (in the finest Army tradition, it will probably still be quite a while until we know when or where), this will be my last article for the Belvoir Bowhunters Monthly Newsletter. Frankly, I had some misgivings about taking on the role. I knew that conflicts with my job would not allow me to attend any of the executive board or regular meetings from April through September, and that I would likely be challenged with other scheduling. Fortunately, I was able to make all but one of our indoor and outdoor shoots (the VP s primary responsibility is to run the target shoots). Whether I was there or not, many of you had to step up and make things happen. Greg Thompson has graciously volunteered to be the VP and the club elected 2
3 him to fill that role. Greg is going to continue to need your help to run the shoots. More on that later on. In the early 1980s, our Army established the National Training Center (NTC) at Ft. Irwin. The big idea was that units would deploy there and fight a Soviet style unit that used Soviet tactics, knew the terrain, never held back any punches, and was really good. This opposing force, or OPFOR almost always won every fight. Even more important to the training environment, the Army committed some of its best and brightest to serve at NTC as Observer/Controllers whose job it was to coach, teach, and mentor the friendly units before, during, and after every engagement. This style of training changed our culture. This next comment is kind of like the old chicken and egg story I don t know which came first. I don t know if the Army became a learning organization because of the NTC, or if the Army was a learning organization and used the NTC to drive change in how we trained. In any case, that place, and that system fundamentally changed how we trained. We now have after action reviews after every training event and even after every combat engagement. In these discussions, even the lowest private is encouraged to speak up, question what happened if there was a problem, and help identify a solution. This type of candor is unique among armies and it does not work very well when we try to export it elsewhere trust me on that one. Others just don t have the freedom to question authority like we do and we actually encourage it. Because of that system, we have the best Army in the world. What does all this have to do with BBH? It seems to me that if BBH is going to continue to survive, or better yet thrive on Ft. Belvoir, it must be a learning organization. This doesn t mean that we need to have after action reviews or anything like that. A learning organization does not just react to changes in its environment; it anticipates change. It may even help to shape the environment. It always seeks to become both more effective and more efficient. It seems to me that if the BBH works at it, we ve got a bright future: we ll bring more people to the sport of archery, we ll better serve the community, and help to provide better recreation for our members (for both target shooting and hunting). Conversely, if we don t work at it, we ll cease to be relevant and it won t take too long before we cease to exist. environment changes and the membership of the club changes, we need to at least consider changes to the constitution. 2. We must fight to attract active duty military members. The continuity of our club will always be our retirees and non-affiliated members. I think we all recognize that. The reason Ft. Belvoir exists is not to support our club its main reason for existence is also not to support a PX or commissary by the way it is here as an active post because of the military missions it hosts. We can t lose sight of that. My recommendation is that we fight to increase active military membership. Such a scheme has the potential of increasing the amount of pull we have on the installation. Such a scheme is also a constant battle: active military members move away all the time. 3. BBH should maintain its philanthropy, but get a better effect for it. We do a lot a great work for others, namely the Fisher House and Hunters for the Hungry. I think we just donated a good chunk of money to one or both organizations. Here s my question: did we publish it in the Belvoir Eagle? Don t get me wrong---the reason we do these kinds of things should not be so that we can pat ourselves on the back. We do them so that we can make a difference for others and because it s the right thing to do. If, however, we don t get credit for all the great work that we do, we will not be of any value to the Installation. Recommend we publish every act of philanthropy. 4. The EB ALWAYS needs help. Somehow, we make it work, but whether it is for timers on indoor shoots, range set-up on outdoor shoots, help with cooking, etc., we really need you all to continue to pitch in. This club cannot survive unless you help out from time to time. Thanks for all you do and good luck in the future. Secretary/Treasurer s Report Thanks to all who have helped me out in my tour as the VP, especially when they were covering for me when I was not there. I ll close with a couple of ideas that might be worth chewing on if we want BBH to thrive: 1. Review the constitution. It s critical that we have one to guide what we do, but if it s no longer meeting our needs, we need to figure out how to change it. As our -by Jim Zolinski 3
4 Meeting Minutes November 12, 2014 Meeting was called to order at 1830 by the club president, Greg Singleton. There were no new members or guests present at this meeting. Officer s Reports: Vice President Jeff Buchanan, Range Warden Phong Nguyen, and Sergeant-at Arms Russ Hatchl were not present at tonight s meeting. Secretary Treasurer, Jim Zolinski, reported 172 active members and a checking account balance of $11, D targets approved for purchase have been ordered from Hoffman Archery. Hoffman is awaiting other orders for Rinehart targets to get the lowest possible shipping cost. We should receive our targets well in advance of our first 3D shoot in April Greg sent a letter to the MWR office requesting special consideration to use the Fort Belvoir Community Center as the venue for the Wild Game Dinner (WGD) next March. That request was denied due to regulations, so the Moose Lodge will be the venue of choice for next year s WGD. A deposit will be sent to them as soon as the contract is prepared for signature by the Moose Lodge and then signed by both parties. Additionally, a motion was made, seconded and carried, that the club will allocate $6,000 (same as last year) to cover expenses and prizes associated with both the WGD and the Hunters for the Hungry (H4H) benefit next year. Allocation will be split as follows: $4,000 for WGD and $2,000 (prizes only) for the H4H shoot. Lastly, a good suggestion was made by one member to have future obligations detailed in the Treasurer s Report. This suggestion will be incorporated in the December report. The annual Christmas donation will be disbursed in December. More to follow on this in New Business. Publicity Director, Rich Vigue, continues to press for articles, stories, items for sale and pictures from the membership for inclusion in your club s newsletter. VBA Representative, Kevin Brown, said the January VBA meeting is upcoming. Advertisement for the winter publication of Flight is upcoming so if we have inputs into that, get them to him ASAP. Greg Singleton read a letter from Marie Bell of VBA indicating Bob Foster was accepted into the Order of the Golden Feather. Congratulations to Bob! Greg introduced Kevin Rose, VDGIF Biologist, who talked about hunters communicating with each other and their elected representatives. It s important for everyone to speak with their elected representatives about the values and ideals of archery hunting it. There are some in northern Virginia who are against bowhunting and would like to suppress bowhunting altogether in favor of deer sterilization. Prince William County is investigating a proposed change in county ordnance about restrictions on archery hunting. Proposed changes would all but eliminate bowhunting in the suburban areas of the county, which is most of the county. Fairfax City continues with its sterilization programs in the city boundaries. Members of the Fairfax County Board of Supervisors are hearing from avid anti-hunters. VDGIF can provide information to you and elected officials if asked to do so. Kevin encouraged everyone to talk to your elected officials at all levels about whatever your values, ideals, expectations, and desires are. There was no Old Business discussed. New Business Greg read the new regulations for Fort Belvoir security gate access for non-dod personnel. This is expected to have some impact on the participation of archers at our monthly shooting events. Members discussed, with the new security procedures placing significant delays at the gates, whether the club should host the state shoot in February or notify VBA that we rescind our offer to host. Discussion ensued. The Club will send a request to the installation Provost Marshal, via MWR, to request expedited security for the pre-registered shooters. Once we hear something official back from them we will put out further guidance and notify the VBA of the club s intent. There may be some efficiencies achieved by January that will significantly reduce those delays and will have little or no impact to participants. A motion was made, seconded, discussed and carried, to donate $3,000 to two charities for Christmas this year: $1,500 to the Fisher House Foundation and $1,500 to the United Services Organization. The $3000 will come from a combination of donations offered at the December club meeting, donations the current (November) meeting, and the club treasury. There have been some prospective new members who have balked at joining the BBH due to the required membership with the VBA, so VBA affiliation was discussed. Good points were made including the political force that VBA s 1,200 members provide in the state capital that most recently has contributed to the passage of Sunday hunting in the state on private land, consolidation of crossbow and archery licenses, and general pro-hunting lobbying efforts. Dave Burpee will write an article for the next newsletter providing both the tangible and intangible benefits of VBA affiliation. 4
5 Greg reminded club members about the Sergeant Major Lee Umlor Award. Remember, this can be awarded to any Belvoir Bowhunter club member in good standing who harvests a buck and a doe on Fort Belvoir during the previous hunting season where the cumulative score of the field dressed weights of the buck and the doe combined with the antler score (Virginia scoring method) of the buck equal 300 or more. Your club would be thrilled to present you with this award at the 2015 Wild Game Dinner. We had very few entries last year, so get out there, bag some worthy animals, and self-nominate. Personal outreach and engagement in the political process was highly encouraged. Get off the sidelines; talk to your representatives and educate them. It s too easy for them to side with the anti-hunting establishment if there is no voice for the hunter to be heard. For the Good of the Order Lennie Eubanks wife passed away in October. If you ve never been, this show is outstanding, and a worthwhile trip! It is nine days of celebrating hunting, fishing and outdoor traditions and features over 1,000 exhibitors ranging from shooting manufacturers to outfitters to fishing boats and RVs, and archery to art covering 650,000 square feet of exhibit hall space! There are also concerts, fundraising dinners, speaking events, archery competitions (bring your bow and shoot the 3D course!), celebrity appearances, seminars, demonstrations and much more! The cost will be around $50 and includes a buffet breakfast, your show ticket, and transportation to/from the show which is a pretty good deal! As we start into the Christmas season I hope you have time to consider those less fortunate and are able to help with a donation either individually or through a charity. Hunters for the Hungry will always welcome your extra venison! I was told by H4H that the county with the most requests for donations of protein is Fairfax. Our club has donated to Fisher House and the USO, we would encourage you to send any donation to Jim Zolinski for inclusion into our BBH donation pool. If you plan to store 3D targets indoors or when you resume use in the spring, be careful! YELLOW JACKET WARNING The comments on the web site with this picture were about the target being filled with yellow jackets and the necessary wait to pull arrows. I prepared to start my lawn tractor and disturbed the large Styrofoam target block nearby. I took about seven stings in the neck beside my red earmuffs. Be advised that these vicious critters can enter targets through arrow holes, nest and load your backyard targets with "PAIN." Be advised, Stan 7
8 The Virginia Bowhunters Association (VBA) -- What It Has Done For You - Dave Burpee Membership in the Belvoir Bowhunters also carries with it the obligation for each individual to join the Virginia Bowhunters Association (VBA). The price is $32 for a complete family as a club member, but a legitimate question is what do I get for my money? If the answer is nothing, then even a small amount is too much. Fortunately, the answer is very positive. Formed in 1941, the VBA has enjoyed nearly 75 years of success and has effectively represented the interests of bowhunters throughout the State to the Virginia Department of Game and Inland Fisheries (VDGIF). It is reasonable to assume that their impressive track record will continue into the future, so let s examine some examples of hunting-related milestones the VBA has helped achieve. These include: In 1949, the North River area (16 square miles) in Rockingham County was the first area opened to bowhunting in Virginia. This was followed in 1953 when the Big Levels in Augusta County was opened to bowhunting, and ultimately in 1956 the VBA was instrumental in the successful enactment of a statewide bowhunting season. The next big event was in 1985 when the efforts of the VBA and others created a separate archery license for bowhunters that also allowed two additional deer to be harvested. Nine years later an additional week of bow season was added when the opening date of archery season moved from the second Saturday in October to the first Saturday in October. Also in 1994, the VBA lobbied for and laws were passed that made it legal to harvest turkey with a bow during the early archery season. fronts. They supported a successful VDGIF plan to reintroduce elk to Virginia and sponsored state-wide charity shoots to benefit St. Jude Children s Research Hospital. Importantly, they revitalized the International Bowhunter Education Program in Virginia in conjunction with the VDGIF and the National Bowhunter Education Foundation. They in this case is Belvoir s own Bob Foster who took the lead and established a formal statewide program. Most recently, this year the VBA supported efforts to approve Sunday hunting on private property. And, in addition, during all these years the VBA has also had a strong tournament archery element, which is an important part of the sport that involves many more people than would a narrow focus on hunting. The dues help pay for tournament awards and run a successful state archery program that has produced international, national and regional champions of all ages and sexes. The primary impact of the VBA, however, has been on bowhunting in the state. The partial list discussed above is an impressive representation of accomplishments for the only organization in Virginia dedicated to hunting with a bow. The VBA will continue its efforts to preserve and expand hunting privileges for Virginia bowhunters. Its success is generated and guaranteed by the size of its membership and the cost of that membership to sustain the minimal operational expenses of the organization. These early successes have continued in the most recent decade. In 2003, harvesting a black bear during the early archery season statewide was legalized; in 2007, the VBA was a key part of a coalition that helped implement new Urban Archery regulations, which expanded the archery season by months in many locations and included harvest incentives such as earn a buck. Two years later, the VBA stepped up and assumed responsibility to coordinate the After School Archery Program (ASAP) in Virginia. This program has introduced archery to hundreds of young people the future of our sport. The next year, 2010, saw the VBA active on many 8
9 A Great day in the woods! I had a great day in the woods last Saturday (8 Nov) when I took a spike on private land in Fauquier County. (See photo at attachment.) The woods seemed to be full of deer that day! I saw a total of 16 different deer during my morning hunt. All the deer came from an area by a pond and moved through the woods from north to south, so I'm sure I didn't double count. There were a total of 13 does, two bucks, and one "unknown." The larger buck was at least a 6 pointer with long tines and good curvature to his antlers. Unfortunately most of the deer were downwind from me and didn't come closer than about 30 yards. None were spooked, they just had other places to be! At around 9am a doe suddenly appeared (upwind) behind my tree at about 10 yards. I couldn't bend around the tree to make the shot and she kept the tree between me and her as she walked away. About an hour later I saw the spike coming my way from the pond. I thought he might be following the doe, so I was going to be ready for him! I came to full draw as he crossed behind a tree and held on him for over a minute as he came closer. At 10 yards he gave me a broadside shot and I sent my arrow on its way! The buck ran right under my treestand and on the way by broke the arrow. I found the stub directly under my stand.
